1. पा(cid:7407)रि(cid:7021)थितक सवं ेदी जोन का िव(cid:7021)तार और उसक(cid:7409) सीमाए-ं -(1) पा(cid:7407)रि(cid:7021)थितक सवं ेदी जोन का िव(cid:7021)तार
जीरी-माक(cid:7271) व(cid:7008)यजीव अभयार(cid:7003)य क(cid:7409) सीमा स े 9.5 (cid:7408)कलोमीटर तक ह ै िसवाय उ(cid:7275)र-पूव(cid:7278) और उ(cid:7275)र-पि(cid:7391)मी तरफ,
जहाँ अभयार(cid:7003)य क(cid:7409) सीमा (cid:7059)मशः नागाल(cid:7289)ड और असम रा(cid:6996)य(cid:7298) के साथ साझी ह ै । पा(cid:7407)रि(cid:7021)थितक संवेदी जोन का (cid:6979)े(cid:7074)
256 वग(cid:6981) (cid:7408)कलोमीटर ह ै और पा(cid:7407)रि(cid:7021)थितक संवेदी जोन क(cid:7409) सीमा का वण(cid:6981)न उपाबंध I पर (cid:7408)दया गया ह ै ।
(2) पा(cid:7407)रि(cid:7021)थितक संवेदी जोन क(cid:7409) सीमा का मानिच(cid:7074) उसके दरू (cid:7021)थ अ(cid:6979)ांश और दशे ांतर के साथ तथा उसका
िव(cid:7021)तार इस अिधसूचना के साथ उपाबधं II के (cid:7272)प म(cid:7286) उपाब(cid:7373) ह ै ।
(3) पा(cid:7407)रि(cid:7021)थितक संवेदी जोन के अंतग(cid:6981)त आन े वाले (cid:7061)ाम(cid:7298) क(cid:7409) सूची (cid:7079)मुख िब(cid:7008)द(cid:7312)ु के िनदश(cid:7287) ांक उपाबधं III के
(cid:7272)प म(cid:7286) उपाब(cid:7373) ह ै ।
2. पा(cid:7407)रि(cid:7021)थितक सवं ेदी जोन के िलए आचं िलक महायोजना – (1) रा(cid:6996)य सरकार, पा(cid:7407)रि(cid:7021) थितक संवेदी जोन के िलए
राजप(cid:7074) म(cid:7286) अंितम अिधसूचना के (cid:7079)काशन क(cid:7409) तारीख स े दो वष(cid:6981) क(cid:7409) अविध के भीतर, (cid:7021)थानीय (cid:7390)ि(cid:7334)य(cid:7298) के परामश(cid:6981) से
और इस अिधसूचना म(cid:7286) संल(cid:6991)न अनुबंध(cid:7298) के सामंज(cid:7021) य से आंचिलक महायोजना तैयार करेगी ।
(2) आचंिलक महायोजना रा(cid:6996) य सरकार म(cid:7286) स(cid:6979)म (cid:7079)ािधकारी (cid:7367)ारा अनुमो(cid:7408)दत होगी ।
(3) रा(cid:6996)य सरकार (cid:7367)ारा पा(cid:7407)रि(cid:7021)थ ितक संवेदी जोन के िलए आचंिलक महायोजना इस तरह, इस अिधसचू ना म (cid:7286)
िविन(cid:7416)द(cid:7020) ट (cid:7272)प तथा सुसंगत क(cid:7286)(cid:7076)ीय और रा(cid:6996) य िविधय(cid:7298) के सामंज(cid:7021) य और क(cid:7286)(cid:7076)ीय सरकार (cid:7367)ारा जारी माग(cid:6981)िनदश(cid:7287) (cid:7298),
य(cid:7408)द कोई ह(cid:7298), (cid:7367)ारा तैयार होगी ।
(4) आंचिलक महायोजना, पयाव(cid:6981) रणीय और पा(cid:7407)रि(cid:7021)थितक िवचार(cid:7298) को समाकिलत करन े के िलए रा(cid:6996) य सरकार
के सभी संब(cid:7373) िवभाग(cid:7298) के परामश(cid:6981) से तैयार होगी, अथा(cid:6981)त:् --
(i)(cid:32) पया(cid:6981)वरण ;
(ii)(cid:32) वन ;
(iii)(cid:32) शहरी िवकास ;
(iv)(cid:32) पय(cid:6981)टन ;
(v)(cid:32) नगरपािलका ;
(vi)(cid:32) राज(cid:7021) व ;¹Hkkx IIµ[k.M 3 (ii)º Hkkjr dk jkti=k % vlk/kj.k 3
(vii)(cid:32) कृिष ; और
(viii)(cid:32) मिणपुर रा(cid:6996) य (cid:7079)दषू ण िनयं(cid:7074)ण बोड,(cid:6981)
(5) आंचिलक महायोजना अनुमो(cid:7408)दत िव(cid:7378)मान भ-ू उपयोग, अवसंरचना और (cid:7408)(cid:7059)याकलाप(cid:7298) पर कोई िनब(cid:7304)धन
अिधरोिपत नह(cid:7277) करेगी जब तक (cid:7408)क इस अिधसूचना म(cid:7286) िविन(cid:7416)द(cid:7020) ट न हो और आचंिलक महायोजना सभी अवसरं चना
और (cid:7408)(cid:7059)याकलाप(cid:7298) म(cid:7286) और अिधक द(cid:6979)ता और पा(cid:7407)रि(cid:7021)थितक अनुकूलता का संवध(cid:6981)न करेगी ।
(6) आंचिलक महायोजना म(cid:7286) अना(cid:6994)छा(cid:7408)दत (cid:6979)े(cid:7074)(cid:7298) के जीण(cid:7299)(cid:7373)ार, िव(cid:7378)मान जल िनकाय(cid:7298) के संर(cid:6979)ण, आवाह (cid:6979)े(cid:7074)(cid:7298)
के (cid:7079)बंधन, जल-संभर(cid:7298) के (cid:7079)बंधन, भूतल जल के (cid:7079)बंधन, मृदा और नमी संर(cid:6979)ण, (cid:7021)थानीय समुदाय(cid:7298) क(cid:7409)
आव(cid:7019)यकता(cid:7312) तथा पा(cid:7407)रि(cid:7021)थितक और पया(cid:6981)वरण स े संबंिधत ऐसे अ(cid:7008)य पहलू(cid:7312), िजन पर (cid:7007)यान दने ा आव(cid:7019)यक ह,ै के
िलए उपबंध ह(cid:7298)गे ।
(7) आंचिलक महायोजना सभी िव(cid:7378)मान पूजा (cid:7021) थल(cid:7298), (cid:7061)ाम(cid:7298) और नगरीय बंदोब(cid:7021)त(cid:7298), वन(cid:7298) के (cid:7079)कार और
(cid:7408)क(cid:7021) म(cid:7298), कृिष (cid:6979)े(cid:7074)(cid:7298), ऊपजाऊ भूिम, ह(cid:7407)रत (cid:6979)े(cid:7074) जैसे उ(cid:7378)ान और उसी (cid:7079)कार के (cid:7021) थान, उ(cid:7378)ान कृिष (cid:6979)े(cid:7074), फलोधान,
झील(cid:7298) और अ(cid:7008)य जल िनकाय(cid:7298) का अ(cid:7012)यकंन करेगी ।
(8) आंचिलक महायोजना (cid:7021) थानीय समुदाय(cid:7298) क(cid:7409) जीवकोपाज(cid:6981)न को सिु नि(cid:7019) चत करने के िलए, पा(cid:7407)रि(cid:7021)थितक
संवेदी जोन म(cid:7286) िवकास को पा(cid:7407)रि(cid:7021)थितक अनुकूल िवकास के िलए िविनयिमत करेगी ।
3. रा(cid:6996)य सरकार (cid:7367)ारा (cid:7408)कए जान े वाल े उपाय-- रा(cid:6996)य सरकार इस अिधसूचना के उपबंध(cid:7298) को (cid:7079)भावी करन े के िलए
िन(cid:7388)िलिखत उपाय करेगी, अथा(cid:6981)त ् :--
(1) भ-ू उपयोग - पा(cid:7407)रि(cid:7021) थितक संवेदी जोन म(cid:7286) वन(cid:7298), उ(cid:7378)ान-कृिष (cid:6979)े(cid:7074)(cid:7298), कृिष (cid:6979)े(cid:7074)(cid:7298), आमोद-(cid:7079)मोद के (cid:7079)योजन के िलए
िचि(cid:7008)हत (cid:7408)कए गए पाक(cid:7300) और खुले (cid:7021)थान(cid:7298) का वािणि(cid:6996)यक और औ(cid:7378)ोिगक संब(cid:7373) िवकास (cid:7408)(cid:7059)याकलाप(cid:7298) के िलए
उपयोग या संप(cid:7407)रवत(cid:6981)न नह(cid:7277) होगा :
परंतु पा(cid:7407)रि(cid:7021)थितक संवेदी जोन के भीतर कृिष भूिम का संप(cid:7407)रवत(cid:6981)न मानीटरी सिमित क(cid:7409) िसफा(cid:7407)रश पर और
रा(cid:6996)य सरकार के पूव(cid:6981) अनुमोदन से, (cid:7021)थानीय िनवािसय(cid:7298) क(cid:7409) आवासीय ज(cid:7272)रत(cid:7298) को पूरा करन े के िलए और पैरा 4 क(cid:7409)
सारणी के (cid:7021)तंभ (2) के अधीन मद सं. 26, 32 और सं. 37 के सामन े सूचीब(cid:7373) (cid:7408)(cid:7059)याकलाप(cid:7298) को पूरा करन े के िलए
अनु(cid:6980)ात ह(cid:7298)गे, अथा(cid:6981)त ् :-
(i)(cid:32) (cid:7079)दषू ण उ(cid:7004)प(cid:7382) न करन े वाले लघु उ(cid:7378)ोग;
(ii)(cid:32) वषा(cid:6981) जल संचय; और
(iii)(cid:32) कुटीर उ(cid:7378)ोग, िजसके अंतग(cid:6981)त (cid:7061)ामीण कारीगर सि(cid:7013)मिलत ह (cid:7289) :
परंतु यह और (cid:7408)क जनजातीय भूिम का उपयोग रा(cid:6996)य सरकार के पूव(cid:6981) अनुमोदन और संिवधान के अनु(cid:6994) छेद
244 या त(cid:7004)समय (cid:7079)वृ(cid:7275) िविध के उपबंध(cid:7298) के अनुपालन के िबना, िजसके अंतग(cid:6981)त अनुसूिचत जनजाित और अ(cid:7008)य
परंपरागत वन िनवासी (वन अिधकार(cid:7298) क(cid:7409) मा(cid:7008)यता) अिधिनयम, 2006 (2007 का 2) भी ह,ै वािणि(cid:6996)यक या
उ(cid:7378)ोग िवकास (cid:7408)(cid:7059)याकलाप(cid:7298) के िलए अनु(cid:6980)ात नह(cid:7277) होगा :
परंतु यह और भी (cid:7408)क पा(cid:7407)रि(cid:7021) थितक संवेदी जोन के भीतर भू-अिभलेख(cid:7298) म(cid:7286) उपसंजात कोई (cid:7074)ु(cid:7407)ट, मानीटरी
सिमित के िवचार (cid:7079)ा(cid:7385) करन े के प(cid:7391)ात् रा(cid:6996)य सरकार (cid:7367)ारा (cid:7079)(cid:7004)येक मामले म(cid:7286) एक बार संशोिधत होगी और उ(cid:7334) (cid:7074)ु(cid:7407)ट
के संशोधन क(cid:7409) सूचना क(cid:7286)(cid:7076)ीय सरकार के पया(cid:6981)वरण, वन और जलवायु प(cid:7407)रवत(cid:6981)न मं(cid:7074)ालय को दने ी होगी ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
परंतु यह और भी (cid:7408)क उपयु(cid:6981)(cid:7334) (cid:7074)ु(cid:7407)ट का संशोधन म(cid:7286) इस उप पैरा के अधीन यथा उपबंिधत के िसवाय (cid:7408)कसी
भी दशा म(cid:7286) भू-उपयोग का प(cid:7407)रवत(cid:6981)न सि(cid:7013)मिलत नह(cid:7277) होगा ।
परंतु यह और भी (cid:7408)क िजसस े ह(cid:7407)रत (cid:6979)े(cid:7074) म (cid:7286) जैस े वन (cid:6979)े(cid:7074), कृिष (cid:6979)े(cid:7074) आ(cid:7408)द म(cid:7286) कोई पा(cid:7407)रणािमक कटौती नह(cid:7277)
होगी और अन(cid:7079)यु(cid:6989) त या अन(cid:7004)ु पादक कृिष (cid:6979)े(cid:7074)(cid:7298) म(cid:7286) पुन: वनीकरण करन े के (cid:7079)यास (cid:7408)कए जाएगं े ।
(2) (cid:7079)ाकृितक जल (cid:7090)ोत(cid:7298) -- आचंिलक महायोजना म(cid:7286) सभी (cid:7079)ाकृितक जल (cid:7090)ोत(cid:7298) क(cid:7409) पहचान क(cid:7409) जाएगी और उनके
संर(cid:6979)ण और पुन(cid:7271)(cid:7006)भूतकरण के िलए योजना सि(cid:7013) मिलत होगी और रा(cid:6996) य सरकार (cid:7367)ारा ऐसे (cid:6979)े(cid:7074)(cid:7298) पर या उनके िनकट
िवकास (cid:7408)(cid:7059)याकलाप (cid:7079)ितिष(cid:7373) करने के िलए ऐसी रीित से माग(cid:6981)िनदश(cid:7287) तैयार (cid:7408)कए जाएगं े ।
(3) पयट(cid:6981) न – (i) पा(cid:7407)रि(cid:7021)थितक संवेदी जोन के भीतर पय(cid:6981)टन संबंधी (cid:7408)(cid:7059)याकलाप पय(cid:6981)टन महायोजना के अनुसार
ह(cid:7298)गे जो (cid:7408)क आंचिलक महायोजना के भाग (cid:7272)प म(cid:7286) होगी ।
(ii) पय(cid:6981)टन महायोजना पय(cid:6981)टन िवभाग, मिणपुर सरकार (cid:7367)ारा राज(cid:7021) व और वन िवभाग के परामश(cid:6981) से तैयार होगी ।
(iii) पय(cid:6981)टन संबंधी (cid:7408)(cid:7059)याकलाप िन(cid:7013)न िलिखत के अधीन िविनयिमत ह(cid:7298)गे, अथा(cid:6981)त ् :-(क) पा(cid:7407)रि(cid:7021)थितक संवेदी जोन के
भीतर सभी नए पय(cid:6981)टन (cid:7408)(cid:7059)याकलाप(cid:7298) या िव(cid:7378)मान पय(cid:6981)टन (cid:7408)(cid:7059)याकलाप(cid:7298) का िव(cid:7021)तार क(cid:7286)(cid:7076) सरकार के पया(cid:6981)वरण, वन
और जलवायु प(cid:7407)रवत(cid:6981)न मं(cid:7074)ालय के माग(cid:6981)दश(cid:6981)क िस(cid:7373)ांत(cid:7298) के (cid:7367)ारा तथा रा(cid:7020) (cid:7069)ीय (cid:7018) या(cid:7062) संर(cid:6979)ण (cid:7079)ािधकरण, (cid:7367)ारा जारी
पा(cid:7407)रि(cid:7021)थितक पय(cid:6981)टन (समय-समय पर यथा संशोिधत) माग(cid:6981)दश(cid:6981)क िस(cid:7373)ांत(cid:7298) के अनुसार, पा(cid:7407)रि(cid:7021)थितक पय(cid:6981)टन,
पा(cid:7407)रि(cid:7021)थितक िश(cid:6979)ा और पा(cid:7407)रि(cid:7021)थितक िवकास को मह(cid:7004)व दते े (cid:7263)ए पा(cid:7407)रि(cid:7021)थितक सवं ेदी जोन क(cid:7409) वहन (cid:6979)मता के
अ(cid:7007)ययन पर आधा(cid:7407)रत होगा;
(ख) पा(cid:7407)रि(cid:7021) थितक संवेदी जोन के भीतर होटल और (cid:7407)रसोट(cid:6981) के नए संिनमा(cid:6981)ण अनु(cid:6980)ात नह(cid:7277) ह(cid:7298)गे :
(ग) आंचिलक महायोजना का अनुमोदन (cid:7408)कए जान े तक, पय(cid:6981)टन के िलए िवकास और िव(cid:7378)मान पय(cid:6981)टन

S.O. 1056 (E).— The following draft of the notification, which the Central Government proposes to issue in
exercise of the powers conferred by sub-section (1), clause (v) and clause (xiv) of sub-section (2) and sub-section (3) of
section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby published, as required under sub-rule (3) of
rule 5 of the Environment (Protection) Rules, 1986, for the information of the public likely to be affected thereby; and
notice is hereby given that the said draft notification shall be taken into consideration on or after the expiry of a period of
sixty days from the date on which copies of the Gazette of India containing this notification are made available to the
public;
Any person interested in making any objections or suggestions on the proposals contained in the draft
notification may forward the same in writing, for consideration of the Central Government within the period so specified

Draft Notification
Whereas, the State Government of Manipur had issued intent notification for declaration of Jiri-Makru Wildlife
Sanctuary in Tamenglong District of Manipur vide notification No. 55/13/97- for Dt. 22/9/1997 for the reasons of its
adequate ecological, faunal, floral, geo-morphological, natural and ecological significance and for the purpose of
protecting, propagating and developing wildlife and its environment. The area of Wildlife Sanctuary is 198.0 square
kilometres;
And whereas, Jiri - Makru Wildlife Sanctuary supports virgin forests in the catchment areas of Jiri River and
Makru River hosting varied floral and faunal diversity including Hoolock gibbon, Langurs, Spotted linsang, Bears,
Sambar, Leopard, Jackal, Pangolin, Wild boars, Large Indian civet cat, Pythons, Clouded leopard, Slow Loris, seasonal
migration of tiger and elephants etc ;
And whereas, it is necessary to conserve and protect the area the extent and boundaries of which is specified in
paragraph 1 of this notification around the Sanctuary as Eco-sensitive Zone from ecological and environmental point of
view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone;
Now, therefore, in exercise of the powers conferred by sub-section (1), clause (v) and clause (xiv) of sub-section
(2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with sub-rule (3) of rule
5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area with an extent upto 9.5
kilometer from the boundary of the Jiri-Makru Wildlife Sanctuary in the State of Manipur as the Eco-sensitive Zone
(hereinafter called as the Eco-sensitive Zone), details of which are as under, namely:-
1. Extent and boundaries of Eco-sensitive Zone. —(1) The extent of Eco-sensitive Zone varies upto 9.5
kilometres from the boundary of the Jiri- Makru Wildlife Sanctuary except on the North-Eastern and North-Western sides
where the sanctuary shares boundary with States of Nagaland and Assam respectively. The area of Eco- sensitive Zone is
256 square kilometres and the boundary description of the Eco-sensitive Zone is given in Annexure I.
(2) The map of Eco-sensitive Zone boundary together with its latitudes and longitudes of extremes and extent is
appended to this notification as Annexure II.
(2) The list of the villages falling within Eco-sensitive Zone along with coordinates of the prominent points is appended
as Annexure III.
2.Zonal Master Plan for the Eco-sensitive Zone. — (1) The State Government shall, for the purpose of the Eco-
sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of final
notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this
notification.
(2) The said plan shall be approved by the competent authority in the State Government.
(3) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as
is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued

(4) The Zonal Master Plan shall be prepared in constitution with all concerned State Departments for integrating
environmental and ecological considerations into it, namely:-
(i) Environment,
(ii) Forest,
(iii) Urban Development,
(iv) Tourism,
(v) Municipal,
(vi) Revenue,
(vii) Agriculture,
(viii) Manipur State Pollution Control Board,
for integrating environmental and ecological considerations into it.
(5) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and
activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all
infrastructure and activities to be more efficient and eco-friendly.
(6) The Zonal Master plan shall provide for restoration of denuded areas, conservation of existing water bodies,
management of catchment areas, watershed management, groundwater management, soil and moisture conservation,
needs of local community and such other aspects of the ecology and environment that need attention.
(7) The Zonal Master Plan shall demarcate all the existing worshipping places, village and urban settlements, types
and kinds of forests, agricultural areas, fertile lands, green area such as parks and like places, horticultural areas,
orchards, lakes and other water bodies.
(8) The Zonal Master Plan shall regulate development in Eco-sensitive Zone so as to ensure eco-friendly
development and livelihood security of local communities.
3. Measures to be taken by State Government. —The State Government shall take the following measures for
giving effect to the provisions of this notification, namely:-
(1) Landuse.- Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes
in the Eco-sensitive Zone shall not be used or converted into areas for commercial or industrial related development
activities:
Provided that the conversion of agricultural lands within the Eco-sensitive Zone may be permitted on the
recommendation of the Monitoring Committee, and with the prior approval of the State Government, to meet the
residential needs of local residents, and for the activities listed against serial numbers 26, 32 and 37 in column (2) of the
Table in paragraph 4, namely:-
(i) Small scale industries not causing pollution,
(ii) Rainwater harvesting, and
(iii) Cottage industries including village artisans etc.:
Provided further that no use of tribal land shall be permitted for commercial and industrial development
activities without the prior approval of the State Government and without compliance of the provisions of article 244 of
the constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest
Dwellers (Recognition of Forest Rights) Act,2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by
the State Government, after obtaining the views of the Monitoring Committee, once in each case and the correction of
said error shall be intimated to the Central Government in the Ministry of Environment, Forests and Climate Change:
Provided also that the above correction of error shall not include change of land use in any case except as provided under
this sub-paragraph.
Provided also that there shall be no consequential reduction in green area, such as forest area and agricultural
area and efforts shall be made to reforest the unused or unproductive agricultural areas.
(2) Natural Springs.-The catchment areas of all natural springs shall be identified and plans for their conservation and
rejuvenation shall be incorporated in the Zonal Master Plan and the strict guidelines shall be drawn up by the State
Government in such a manner to prohibit development activities at or near these areas which
(3) Tourism.-(i)The activity relating to tourism within the Eco-sensitive Zone shall be as per Tourism Master Plan,
which shall form part of the Zonal Master Plan.
(ii) The Tourism Master Plan shall be prepared by the Department of Tourism, Government of Manipur in consultation

(iii) The activity of tourism shall be regulated as under, namely.- (a) all new tourism activities or expansion of
existing tourism activities within the Eco-sensitive Zone shall be in accordance with the eco-tourism guidelines issued by
the National Tiger Conservation Authority, Ministry of Environment, Forests and Climate Change (as amended from
time to time) with emphasis on eco-tourism, eco-education and eco-development and based on carrying capacity study of
the Eco-sensitive Zone;
(b) new construction of hotels and resorts shall not be permitted within the Eco-sensitive Zone;
(c) till the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities
shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation
of the Monitoring Committee.
(4) Natural heritage. — All sites of valuable natural heritage in the Eco-sensitive Zone such as the gene pool reserve
areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and
preserved and proper plan shall be drawn up for their protection and conservation, within six months from the date of
publication of this notification and such plan shall form part of the Zonal Master Plan.
(5) Man-made heritage sites. — Buildings, structures, artefacts, areas and precincts of historical, architectural,
aesthetic and cultural significance shall be indentified in the Eco-sensitive Zone and plans for their conservation shall be
prepared within six months from the date of publication of this notification and incorporated in the Zonal Master Plan.
(6) Noise pollution. — The Environment Department of the State Government shall draw up guidelines and regulations
for the control of noise pollution in the Eco-sensitive Zone in accordance with the provisions of the Air (Prevention and
Control of Pollution) Act, 1981(14 of 1981) and the rules made thereunder.
(7) Air pollution.- —The Environment Department of the State Government shall draw up guidelines and regulations for
the control of air pollution in the Eco-sensitive Zone in accordance with the provisions of the Air (Prevention and
Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder.
(8) Discharge of effluents. — The discharge of treated effluent in Eco-sensitive Zone shall be in accordance with
the provisions of the Water (Prevention and Control of Pollution) Act, 1974(6 of 1974) and the rules made thereunder.
(9) Solid wastes. - Disposal of solid wastes shall be as under.-
(i) the solid waste disposal in Eco-sensitive Zone shall be carried out as per the provisions of the Municipal Solid Waste
(Management and Handling) Rules, 2000 published by the Government of India in the erstwhile Ministry of
Environment, Forests and Climate Change (cid:118)(cid:100)(cid:105)(cid:101) notification number S.O. 908 (E), dated the 25th September 2000; as
amended from time to time;
(ii) the local authorities shall draw up plans for the segregation of solid wastes into biodegradable and non-biodegradable
components;
(iii) the biodegradable material shall be recycled preferably through composting or vermiculture;
(v)(cid:32) the inorganic material shall be disposed of in an environmentally acceptable manner at site identified
outside the Eco-sensitive Zone and no burning or incineration of solid wastes shall be permitted in the
Eco-sensitive Zone.
(10) Bio-medical waste. — The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out as per the
provisions of the Bio-Medical Waste (Management and Handling) Rules, 1998 published by the Government of India in
the erstwhile Ministry of Environment, Forests and Climate Change (cid:118)(cid:100)(cid:105)(cid:101) Notification number S.O. 630(E), dated the 20th
July, 1998 as amended from time to time;
(11) Vehicular traffic. — The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific
provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master Plan is
prepared and approved by the Ministry of Environment, Forests and Climate Change, Monitoring Committee shall
monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(12) Industrial units. — (a) No establishment of new wood based industries within the proposed Eco-sensitive
Zone shall be permitted except the existing wood based industries set up as per the law.
(b) No establishment of any new industry causing water, air, soil, noise pollution within the proposed Eco-sensitive Zone
shall be permitted.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone. —All activities in the Eco-sensitive
Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986)and shall be regulated

5. Eco-sensitive Zone Monitoring Committee.- The Central Government hereby constitutes a Monitoring
Committee, for effective monitoring of the Eco-sensitive Zone, which shall comprise of the following, namely:-
(i)(cid:32) The concerned Deputy Collector - Chairman
(ii)(cid:32) Senior Town Planner of the area - Member;
(iii)(cid:32) Senior Environment Engineer, Manipur State Pollution Control Board, Imphal- Member;
(iv)(cid:32) A representative of Non-governmental Organisations working in the field of environment (including heritage
conservation) to be nominated by the Government of Manipur for a term of one year – Member;
(v)(cid:32) One expert in the area of ecology and environment to be nominated by the Government of Manipur for a term of
one year - Member;
(vi)(cid:32) Divisional Forest Officer Taemnglong– Member-Secretary.
6. Terms of Reference.-
(1) The Monitoring Committee shall monitor the compliance of the provisions of this notification.
(2) The activities that are covered in the schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September, 2006, and are falling in the Eco-
sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be
scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the Central
Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the
provisions of the said notification.
(3) The activities that are not covered in the schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September, 2006 and are falling in the Eco-
sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, shall be
scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned
regulatory authorities.
(4) The Member-Secretary of the Monitoring Committee or the concerned Deputy Conservator of Forests or Park
and Sanctuary shall be competent to file complaints under section 19 of the Environment (Protection) Act, 1986 against
any person who contravenes the provisions of this notification.
(5) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue
to issue basis.
(6) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every
year by 30th June of that year to the Chief Wild Life Warden of the State per proforma appended at Annexure IV.
(7) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions,
as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to
provisions of the notification.
8.(cid:32) The provisions of this notification are subject to the orders, if any, passed, or to be passed, by the Hon’ble Supreme
Court of India or the High Court or National Green Tribunal.

Annexure I
Limits and boundaries of the proposed Eco-sensitive Zone of Jiri-Makru Wildlife Sanctuary
North: The northern boundary starts from Station No.1 where the Jiri river crosses Nagaland State boundary, then
following the State boundary towards east crossing Station No. 2 (2080 M) upto Station No. 3 where the Nagaland State
boundary crosses Ningjam hill range, then following the hill range upto Station No.4 (Kicha-peak), then following the
Helai-ki stream upto new Khunphung village (Station No.5) where Helai-ki river meets with Maguiki river, then
following the Maguiki stream upto Station No.6 where the Maguiki stream discharges to Barak River.
East: From Station No.6 where the Maguiki stream discharges to Barak River, the line runs southerly direction along the
Barak River passing through Station No. 7(end point of the Eco-sensitive zone of Bunning Wildlife Sanctuary) upto
Station No. 8 where the Doudong-Pang stream meets the Barak River. From Station No. 6 to Station No.7 is a portion of
Jiri River and forms the common boundary of eco-sensitive zones of Jiri Maku Wildlife Sanctuary and Bunning Wildlife

South: Starting from Station No.8, the line runs towards westerly direction along the hill ridge upto Station No.9
(Saramba village), then following the Inter Village Road (IVR) to Mandu village passing though Station No. 10 where
the IVR crosses the Alum stream, then following the IVR, the line passes through Station No.11 and then Station No.12
on Makru River where Singiu stream meets Makru River, then following the Singiu stream upto Station No.13, then
along the IVR on hill ridge uptoMandu village (Station No.14), then along the IVR till it reaches the Jiri River at Station
No.15. From Station No. 8 to Station No.12 is the common boundary of eco-sensitive zones of Jiri Maku Wildlife
Sanctuary and Zeilad Wildlife Sanctuary.
West: From the Station No.15 where the IVR from Mandu village crosses the Jiri River, the line runs along the Jiri River
passing though Station No.16 which is the south-west corner of the boundary of Jiri-Makru Wildlife Sanctuary till it
reaches Station No.1 which is the starting point of Jiri-Makru Wildlife Sanctuary Eco-sensitive zone.
