अंितम अिधसूचना के (cid:11)काशन क(cid:27) तारीख स ेदो वष(cid:20) क(cid:27) अविध के भीतर, ’थानीय 6ि!य" के परामश(cid:20) से और इस अिधसूचना
म7 सलं _न अनुबधं " के सामंज’य स ेआंचिलक महायोजना तैयार करेगी ।
(2) आंचिलक महायोजना राIय सरकार म 7स(cid:26)म (cid:11)ािधकारी (cid:30)ारा अनमु ो(cid:1)दत होगी ।
(3) राIय सरकार (cid:30)ारा पा(cid:28)रि’थ ितक संवेदी जोन के िलए आंचिलक महायोजना इस तरह, इस अिधसचू ना म7 िविन=दhट
(cid:13)प तथा ससु ंगत क7(cid:18)ीय और राIय िविधय" के सामजं ’ य और क7(cid:18)ीय सरकार (cid:30)ारा जारी माग(cid:20)िनदशq ", य(cid:1)द कोई ह", (cid:30)ारा
तैयार होगी ।
(4) आंचिलक महायोजना, पया(cid:20)वरणीय और पा(cid:28)रि’ थितक(cid:27)य िवचार" को समाकिलत करने के िलए राI य
सरकार के सभी संब< िवभाग" के परामश (cid:20)स ेतैयार होगी, अथात(cid:20) ्:--
(i) पया(cid:20)वरण ;
(ii) वन ;
(iii) शहरी िवकास ;
(iv) पय(cid:20)टन ;
(v) नगरपािलक ;
(vi) राज’व ;¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
(vii) कृिष ;
(viii) कना(cid:20)टक राIय (cid:11)दषू ण िनयं-ण बोड (cid:20);
(ix) sसचाई;
(x) लोक िनमा(cid:20)ण िवभाग,
(5) आंचिलक महायोजना अनमु ो(cid:1)दत िवkमान भ-ू उपयोग, अवसंरचना और (cid:1)tयाकलाप" पर कोई िनबधu न अिधरोिपत नहv
करेगी जब तक (cid:1)क इस अिधसूचना म7 िविन=दh ट न हो और आचिं लक महायोजना सभी अवसंरचना और (cid:1)tयाकलाप" म7 और
अिधक द(cid:26)ता और पा(cid:28)रि’थ ितक(cid:27)य अनुकूलता का सवं ध(cid:20)न करेगी ।
(6) आंचिलक महायोजना म 7 अनाwछा(cid:1)दत (cid:26)े-" के जीणx<ार, िवkमान जल िनकाय" के संर(cid:26)ण, आवाह (cid:26)े-" के
(cid:11)बंधन, जल-सभं र" के (cid:11)बंधन, भूतल जल के (cid:11)बंधन, मदृ ा और नमी संर(cid:26)ण, ’थानीय समुदाय" क(cid:27) आवjयकताp तथा
पा(cid:28)रि’थितक(cid:27) और पया(cid:20)वरण से संबंिधत ऐस ेअ(cid:17)य पहलpू , िजन पर Qयान दने ा आवjयक ह,ै के िलए उपबंध ह"गे ।
(7) आंचिलक महायोजना सभी िवkमान पूजा ’ थल", \ाम" और नगरीय बंदोब’त", वन" के (cid:11)कार और (cid:1)क’म ", कृिष
(cid:26)े-", ऊपजाऊ भूिम, ह(cid:28)रत (cid:26)े- जैसे उkान और उसी (cid:11)कार के ’थ ान, उkान कृिष (cid:26)े-, फलोधान, झील" और अ(cid:17)य जल
िनकाय" का अzयकंन करेगी ।
(8) आंचिलक महायोजना ’थ ानीय समुदाय" क(cid:27) जीवकोपाजन(cid:20) को सुिनिj चत करने के िलए, पा(cid:28)रि’थितक संवेदी जोन म 7
िवकास को पा(cid:28)रि’थक अनकु ूल िवकास के िलए िविनयिमत करेगी ।

(1) भभभभ--ूू--ूू उउउउपपपपययययोोोोगगगग ---- पा(cid:28)रि’थ ितक संवेदी जोन म 7 वन", उkान-कृिष (cid:26)े-", कृिष (cid:26)े-", आमोद-(cid:11)मोद के (cid:11)योजन के िलए िचि(cid:17)हत
(cid:1)कए गए पाकl और खुल े ’थान" का वािणिIयक और औkोिगक संब< िवकास (cid:1)tयाकलाप" के िलए उपयोग या संप(cid:28)रवतन(cid:20)
नहv होगा :
परंत ु पा(cid:28)रि’थितक संवेदी जोन के भीतर कृिष भिू म का संप(cid:28)रवत(cid:20)न, के अधीन मानीटरी सिमित क(cid:27) िसफा(cid:28)रश पर
और राIय सरकार के पूव(cid:20) अनमु ोदन स,े ’थानीय िनवािसय" क(cid:27) आवासीय ज(cid:13)रत" को पूरा करन े के िलए और पैरा 4 क(cid:27)
सारणी के ’तंभ (2) के अधीन tम स.ं 11, 17, 23, 28 और 31 के सामन े सूचीब< (cid:1)tयाकलाप" को पूरा करन े के िलए
अनु{ात ह"गे, अथा(cid:20)त् :-
(i) पा(cid:28)रि’थ ितक(cid:27)य अनकु ूल पय(cid:20)टन (cid:1)tयाकलाप" के िलए पय(cid:20)टक" के अ’थ ायी आवासन के िलए पा(cid:28)रि’थ ितक(cid:27)य
अनकु ूल आरामगाह जैस ेट7ट, लकड़ी के मकान आ(cid:1)द ;
(ii) िवkमान सड़क" को चौड़ा करना और सुदढ़ृ बनाना;
(iii) (cid:11)दषू ण का(cid:28)रत न करने वाले लघु उkोग ;
(iv) वषा (cid:20)जल संचयन; और
(v) कुटीर उkोग" िजसके अंतग(cid:20)त \ामीण उkोग सिु वधाजनक ’टोर और ’थानीय सुख सुिवधाए सि|मलत ह 1:
परंत ु यह और भी (cid:1)क राIय सरकार के पूव(cid:20) अनमु ोदन और सिं वधान के अनwु छेद 244 या तKसमय (cid:11)वृ(cid:31) िविध के
उपबंध" के अनुपालन के िबना, िजसके अंतग(cid:20)त अनुसिू चत जनजाित और अ(cid:17)य परंपरागत वन िनवासी (वन अिधकार" क(cid:27)
मा(cid:17)यता) अिधिनयम, 2006 (2007 का 2) भी ह,ै वािणिIयक या उkोग िवकास (cid:1)tयाकलाप" के िलए जनजातीय भूिम का
उपयोग अनु{ात नहv होगा :
परंत ुयह और भी (cid:1)क पा(cid:28)रि’थ ितक संवेदी जोन के भीतर भ-ू अिभलेख" म 7पाई जान ेवाली कोई -ु(cid:28)ट मानीटरी सिमित
के िवचार (cid:11)ा3 करन े के प4ात् राIय सरकार (cid:30)ारा (cid:11)Kयके मामल े म7 एक बार संशोिधत होगी और उ! -ु(cid:28)ट के संशोधन क(cid:27)
भारत सरकार के पया(cid:20)वरण, वन और जलवाय ुप(cid:28)रवत(cid:20)न मं-ालय को सूचना दने ी होगी :4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
परंत ुयह और भी (cid:1)क उपयु(cid:20)! -ु(cid:28)ट के संशोधन म 7 इस उप पैरा के अधीन यथा उपबंिधत के िसवाय (cid:1)कसी भी दशा म 7
भ-ू उपयोग का प(cid:28)रवत(cid:20)न सि|मिलत नहv होगा :
परंत ु यह और भी (cid:1)क ह(cid:28)रत (cid:26)-े जैस े वन (cid:26)े-, कृिष (cid:26)े- म 7 कोई पा(cid:28)रणािमक कटौती नहv होगी और अ(cid:11)यु[ त या
अनKु प ादक कृिष (cid:26)े-" म7 पनु : वनीकरण करने के (cid:11)यास (cid:1)कए जाएगं े ।
(2) (cid:1)(cid:1)(cid:1)(cid:1)ााााककककृृृृििििततततकककक जजजजलललल----(cid:25)(cid:25)(cid:25)(cid:25)ोोोोतततत -- आंचिलक महायोजना म7 सभी (cid:11)ाकृितक जल-fोत" क(cid:27) पहचान क(cid:27) जाएगी और उनके संर(cid:26)ण और
पुनन(cid:20)वीकरण के िलए योजना सि|म िलत होगी और राI य सरकार (cid:30)ारा ऐस े (cid:26)े-" पर या उनके िनकट िवकास (cid:1)tयाकलाप
(cid:11)ितिष< करन ेके िलए ऐसी रीित स ेमाग(cid:20)िनदशq तैयार (cid:1)कए जाएंगे ।
(3) पपपपययययटट(cid:27)(cid:27)टट(cid:27)(cid:27) नननन –––– (क) पा(cid:28)रि’थितक संवेदी जोन के भीतर पय(cid:20)टन संबंधी (cid:1)tयाकलाप, पय(cid:20)टन महायोजना के अनुसार ह"गे, जो
आंचिलक महायोजना का भाग (cid:13)प ह"गे ।
(ख) पयट(cid:20) न महायोजना पय(cid:20)टन िवभाग, कना(cid:20)टक सरकार (cid:30)ारा राज’ व और वन िवभाग, कना(cid:20)टक सरकार के परामश(cid:20) स े
तैयार होगी ।
(ग) पय(cid:20)टन संबंधी (cid:1)tयाकलाप िन|न िलिखत के अधीन िविनयिमत ह"ग,े अथा(cid:20)त् :-
(i) पा(cid:28)रि’थितक संवेदी जोन के भीतर सभी नए पय(cid:20)टन (cid:1)tयाकलाप" या िवkमान पय(cid:20)टन (cid:1)tयाकलाप" का िव’तार
भारत सरकार के पया(cid:20)वरण, वन और जलवाय ु प(cid:28)रवतन(cid:20) मं-ालय के माग(cid:20)दशक(cid:20) िस<ांत" के (cid:30)ारा तथा पा(cid:28)रि’थितक
पय(cid:20)टन राh} ीय ~य ा(cid:127) संर(cid:26)ण (cid:11)ािधकरण, (cid:30)ारा जारी (समय-समय पर यथा संशोिधत) माग(cid:20)दशक(cid:20) िस<ांत" के
अनसु ार, पा(cid:28)रि’थितक पय(cid:20)टन, पा(cid:28)रि’थितक िश(cid:26)ा और पा(cid:28)रि’थितक िवकास को महKव दते े %ए पा(cid:28)रि’थितक
संवेदी जोन क(cid:27) वहन (cid:26)मता के अQययन पर आधा(cid:28)रत होगा;
(ii) पा(cid:28)रि’थितक(cid:27)य अनकु ूल पय(cid:20)टक (cid:1)tयाकलाप" के संबंध म7 अ’थायी अिधभोग के िलए वास सुिवधा के िसवाय वीर
रानेबेनुर .ल ैकबक व(cid:17)य जीव अभयारHय क(cid:27) सीमा से एक (cid:1)कलोमीटर भीतर होटल और (cid:28)रसोटl का नया सिं नमा(cid:20)ण
अनु{ात नहv होगा;
परंत ुसरं ि(cid:26)त (cid:26)े-" क(cid:27) सीमा स ेएक (cid:1)कलोमीटर क(cid:27) दरू ी से परे पा(cid:28)रि’थितक(cid:27)य संवेदी जोन क(cid:27) सीमा तक नए होटल
और (cid:28)रसोट(cid:20) के ’थापन पय(cid:20)टन महायोजना के अनुसार पा(cid:28)रि’थितक(cid:27)य पय(cid:20)टन सिु वधा के िलए पूव(cid:20) प(cid:28)रभािषत और
िविन=द9 ’थान म 7ही अन{ु ात (cid:1)कया जाएगा ।
(iii) आंचिलक महायोजना का अनमु ोदन (cid:1)कए जान े तक, पय(cid:20)टन के िलए िवकास और िवkमान पय(cid:20)टन (cid:1)tयाकलाप"
के िव’तार को वा’तिवक ’थल िविन=द9 संवी(cid:26)ा तथा मानीटरी सिमित क(cid:27) िसफा(cid:28)रश पर आधा(cid:28)रत संबंिधत
िविनयामक (cid:11)ािधका(cid:28)रय" (cid:30)ारा अनु{ात (cid:1)कया जाएगा ।

NOTIFICATION
New Delhi, the 7th January, 2016
S.O. 64(E).— The following draft of the notification, which the Central Government proposes to issue in
exercise of the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-section (2) and sub-
section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby published, as required under
sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the information of the public likely to be affected
thereby; and notice is hereby given that the said draft notification shall be taken into consideration on or after the expiry16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to
the public;

Draft Notification
WHEREAS, the Ranebennur Blackbuck Sanctuary notified vide Government of Karnataka notification No.
AFD 58 FWL 74, dated the 17th June, 1974 and situated in Ranebennur, Haveri and Byadgi Taluks of Haveri District of
Karnataka State lies between the north latitude 140 34’ and 140 46’ and between the east longitude 750 30’ and 750 47’ and
spread over an area of 119 Square kilometre and the area is covered mainly by scrub forest and Eucalyptus plantations.
AND WHEREAS, the vegetation consists of Acacia catechu, Prosopis juliflora, Dodonea viscosa, Acacia
sundra, Zizyphus mauritiana, Randia specia and Cassia auriculata, Cassia fistula, Neem (Azadirachta indica), Holoptelia
integrifolia, Madhuca indica, Ficus specia and Bamboo have been planted along the Sanctuary’s roads; the sanctuary is
known for its blackbuck and wolf populations and other mammals include Wild Pig, Fox, Jackal, Languor, Porcupine,
Common mongoose, Hare, and Pangolin; hyenas are also found in the Iranigudda area of the sanctuary; the population of
blackbuck has seen a constant increase since the establishment of the sanctuary and the Great Indian Bustard, a large
cursorial bird, also used to be sighted in the short grass plains of the sanctuary till the year 2005 and apart from the Great
Indian Bustard, avifauna in the sanctuary includes Peafowl, Cuckoo, Gray babbler, Shrike, Black drongo, Graypartridge,
Sand grouse, Bush quail and many others.
AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of which are specified
in paragraph 1 of this notification around the protected area of Ranebennur Blackbuck Sanctuary as Eco- sensitive Zone
from ecological and environmental point of view and to prohibit industries or class of industries and their operations and
processes in the said Eco-sensitive Zone.
NOW THEREFORE, in exercise of the power conferred by sub section(1) and clauses (v) and (xiv) of sub-
section (2) and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-rule (3)
of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent of
100 meters to 1.47 kilometres around the boundary of Ranebennur Blackbuck Sanctuary in the State of Karnataka as the
Ranebennur Blackbuck Sanctuary Eco-sensitive Zone (herein after referred to as the Eco-sensitive Zone) details of
which are as under, namely:-
1. Extent and boundaries of Eco-sensitive Zone.- (1) The Eco-Sensitive Zone is spread over an area of 112.74 square
kilometers with an extent varying from 100 meters to 1.47 kilometres around the boundary of Ranebennur Blackbuck
Sanctuary and the boundary description of such Zone is given in Annexure I.
(2) The list of 39 villages falling within Eco-sensitive Zone along with co-ordinates of prominent points is appended as
Annexure II.
(3) The map of the Eco-sensitive Zone along with boundary details and latitudes and longitudes is appended as
Annexure III.
(4) Key locations (Global Positioning System points) on the Eco-sensitive Zone boundary as well as on the
sanctuary are appended as Annexure-III A .
2. Zonal Master Plan for the Eco-sensitive Zone.- (1) The State Government shall, for the purpose of the Eco-
sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of final
notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this
notification.
(2) The said Plan shall be approved by the competent authority in the State Government.
(3) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as
is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued
by the Central Government, if any.
(4) The Zonal Master Plan shall be prepared in consultation with all concerned State Departments, namely:-
(i) Environment;
(ii) Forest;
(iii) Urban Development;
(iv) Tourism;

(vi) Revenue;
(vii) Agriculture;
(viii) Karnataka State Pollution Control Board;
(ix) Irrigation; and
(x) Public Works Department,
for integrating environmental and ecological considerations into it.
(5) The Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities,
unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and
activities to be more efficient and eco-friendly.
(6) The Zonal Master plan shall provide for restoration of denuded areas, conservation of existing water bodies,
management of catchment areas, watershed management, groundwater management, soil and moisture conservation,
needs of local community and such other aspects of the ecology and environment that needs attention.
(7) The Zonal Master Plan shall demarcate all the existing and proposed worshipping places, village and urban
settlements, types and kinds of forests, tribal areas, agricultural areas, fertile lands, green area, such as, parks and like
places, horticultural areas, orchards, lakes and other water bodies.
(8) The Zonal Master Plan shall regulate development in Eco-sensitive Zone so as to ensure Eco-friendly
development for livelihood security of local communities.
3. Measures to be taken by State Government.-The State Government shall take the following measures for
giving effect to the provisions of this notification, namely:-
(1) Land use.- Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes
in the Eco-sensitive Zone shall not be used or converted into areas for commercial or industrial related development
activities:
Provided that the conversion of agricultural lands within the Eco-sensitive Zone may be permitted on the
recommendation of the Monitoring Committee, and with the prior approval of the State Government, to meet the
residential needs of local residents, and for the activities listed against serial numbers 11, 17, 23, 28 and 31 in column (2)
of the Table in paragraph 4, namely:-
(i) eco-friendly cottages for temporary occupation of tourists, such as tents, wooden houses, etc. for Eco-friendly
tourism activities;
(ii) widening and strengthening of existing roads;
(iii) small scale industries not causing pollution;
(iv) rainwater harvesting; and
(v) cottage industries including village industries, convenience stores, civic amenities etc:
Provided further that no use of tribal land shall be permitted for commercial and industrial development
activities without the prior approval of the State Government and without compliance of the provisions of article 244 of
the constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest
Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by
the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction
of said error shall be intimated to the Central Government in the Ministry of Environment, Forests and Climate
Change:
Provided also that the above correction of error shall not include change of land use in any case except as
provided under this sub-paragraph:
Provided also that there shall be no consequential reduction in green area, such as forest area and agricultural
area and efforts shall be made to reforest the unused or unproductive agricultural areas.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(2) Natural springs.-The catchment areas of all natural springs shall be identified and plans for their
conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the
State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to
such areas.
(3) Tourism.- (a) The activity relating to tourism within the Eco-sensitive Zone shall be as per Tourism Master Plan,
which shall form part of the Zonal Master Plan.
(b) The Tourism Master Plan shall be prepared by Department of Tourism, in consultation with Department of Forests
and Environment, Government of Karnataka.
(c) The activity of tourism shall be regulated as under, namely:-
(i) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in
accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forests and Climate
Change and the eco-tourism guidelines issued by the National Tiger Conservation Authority, (as amended from time to
time) with emphasis on eco-tourism, eco-education and eco-development and based on carrying capacity study of the
Eco-sensitive Zone;
(ii) new construction of hotels and resorts shall not be permitted within one kilometer from the boundary of the
Ranebennur Blackbuck Sanctuary except for accommodation for temporary occupation of tourists related to eco-friendly
tourism activities:
Provided that beyond the distance of one kilometre from the boundary of the protected areas till the extent if the
Eco-sensitive Zone, the establishment of new hotels and resorts shall be permitted only in pre-defined and designated
areas for Eco-tourism facilities as per Tourism Mater Plan;
(iii) till the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities
shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation
of the Monitoring Committee.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve
areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and
preserved and plan shall be drawn up for their protection and conservation, within six months from the date of
publication of final notification and such plan shall form part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural,
aesthetic, and cultural significance shall be indentified in the Eco-sensitive Zone and plans for their conservation shall be
prepared within six months from the date of publication of final notification and incorporated in the Zonal Master Plan.
(6) Noise pollution.- The Environment Department of the State Government or Karnataka State Pollution Control Board
shall draw up guidelines and regulations for the control of noise pollution in the Eco-sensitive Zone in accordance with
the provisions of the Air (Prevention and Control of Pollution) Act, 1981(14 of 1981) and the rules made thereunder.
(7) Air pollution.- The Environment Department of the State Government or Karnataka State Pollution Control Board
shall draw up guidelines and regulations for the control of air pollution in the Eco-sensitive Zone in accordance with the
provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made thereunder.
(8) Discharge of effluents.- The discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the
provisions of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974)and the rules made thereunder.
(9) Solid wastes. - Disposal of solid wastes shall be as under:-
(i) the solid waste disposal in Eco-sensitive Zone shall be carried out as per the provisions of the Municipal Solid Waste
(Management and Handling) Rules, 2000 published by the Government of India in the erstwhile Ministry of
Environment and Forests vide notification number S.O. 908 (E), dated the 25th September, 2000 as amended from time
to time;
(ii) the local authorities shall draw up plans for the segregation of solid wastes into biodegradable and non-biodegradable
components;
(iii) the biodegradable material shall be recycled preferably through composting or vermiculture;
(iv) The inorganic material may be disposed in an environmentally acceptable manner at site(s) identified outside the
Eco-sensitive Zone and no burning or incineration of solid wastes shall be permitted in the Eco-sensitive Zone
(10) Bio-medical waste.- The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out as per the
provisions of the Bio-Medical Waste (Management and Handling) Rules, 1998 published by the Government of India in
the erstwhile Ministry of Environment and Forests vide notification number S.O. 630(E), dated the 20th July, 1998 as

(11) Vehicular traffic. - The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific
provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master Plan is
prepared and approved by the competent authority in the State Government, Monitoring Committee shall monitor
compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(12) Industrial units.-
(a) No establishment of new wood based industries within the proposed Eco-sensitive Zone shall be permitted except the
existing wood based industries set up as per the law.
(b) No establishment of any new industry causing water, air, soil and noise pollution within the proposed Eco-
sensitive Zone shall be permitted.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.- All activities in the Eco sensitive
Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986) and the rules made
thereunder, and be regulated in the manner specified in the Table below, namely:-

permitted within one kilometre from the boundary of the
protected area:
Provided that, local people shall be permitted to
undertake construction in their land for their residential use
including the activities listed in sub-paragraph (1) of
paragraph 3:
Provided further that the construction activity related to
small scale industries not causing pollution shall be
regulated and kept at the minimum, with the prior
permission from the competent authority as per applicable
rules and regulations, if any.
(b) Beyond one kilometer upto the extent of Eco-Sensitive
Zone, construction for bone fide local needs shall be
allowed and other construction activities shall be regulated
as per Zonal Master Plan.
13. Felling of trees. (a) There shall be no felling of trees in the forest or
Government or revenue or private lands without prior
permission of the competent authority in the State
Government;
(b) the felling of trees shall be regulated in accordance with
the provisions of the concerned Central or State Acts and
the rules made thereunder.
(c) in case of Reserve Forests and Protected Forests, the
Working Plan prescriptions shall be followed.
14. Commercial water resources including (a) The extraction of surface water and ground water shall

5. Monitoring Committee.- The Central Government hereby constitutes a Monitoring Committee, for effective
monitoring of the Eco-sensitive Zone, which shall comprise of the following, namely:-
a. Regional Commissioner, Belagaavi -Chairman;
b. Member of Legislative Assembly , Ranebennur -Member;
c. Member of Legislative Assembly , Haveri -Member;
d. Member of Legislative Assembly , Byadgi -Member;
e. Regional officer, Karnataka State Pollution Control Board - Member;
f. Representative of the Department of Environment, Government of Karnataka -Member;
g. Representative of the Department of Urban Development, Government of Karnataka -Member;
h. A representative of NGO working in the field of environment to be nominated by the Government of Karnataka
for a period of one year in each case -Member;
i. An expert in the area of ecology and environment to be nominated by the Government of Karnataka for a
period of one year in each case -Member;
j. Deputy Commissioner, Haveri - Member;
k. The Assistant Conservator of Forests, Ranebennur Blackbuck Sanctuary, Wildlife Sub-Division, Ranebennur –
Member-Secretary
*(Subject to the State Government of Karnataka obtaining relevant approvals inter alia including permission from the
Speaker of Legislative Assembly, Karnataka, if required).
6. Terms of reference.- (1) The Monitoring Committee shall monitor the compliance of the provisions of this
notification.
(2) The activities that are covered in the schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006, and are falling in
the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof,
shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to
the Central Government in the Ministry of Environment, Forests and Climate Change for prior environmental
clearances under the provisions of the said notification.
(3) The activities that are not covered in the schedule to the notification of the Government of India in the
erstwhile Ministry of Environment and Forest number S.O. 1533 (E), dated the 14th September, 2006 and are
falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph
4 thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and
referred to the concerned regulatory authorities.
(4) The Member-Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned Park
Deputy Conservator of Forests shall be competent to file complaints under section 19 of the Environment
(Protection) Act, 1986 (29 of 1986) against any person who contravenes the provisions of this notification.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(5) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from industry associations or concerned stakeholders to assist in its deliberations depending on the
requirements on issue to issue basis.
(6) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of
every year by 30th June of that year to the Chief Wildlife Warden of the State as per pro- forma appended at
Annexure-IV.
(7) The Central Government in the Ministry of Environment, Forests and Climate Change may give such
directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and the State Government may specify additional measures, if any, for giving effect
to provisions of this notification.
8. The provisions of this notification shall be subject to the orders, if any, passed, or to be passed, by the Hon’ble
Supreme Court of India or the High Court or National Green Tribunal .
ANNEXURE-I
BOUNDARY OF RANEBENNUR BLACKBUCK SANCTUARY
North: 1 kilometre width on northern boundary of the sanctuary along the road from Khanpur to Nayagaon- Badora in
Barapati B forest block. The private land , surrounded by forest land on three sides, and Data Sahib place near old
Barapati village will be included in the Eco-sensitive Zone. Badora village situated on the boundary will be included in
the Eco-sensitive Zone. 1 kilometre width along the sanctuary boundary from Badora village to Shergarh village upto
the Shergarh fort.
East: The non forest land between the boundary on the eastern side and Shergarh fort will be included in the ecosensitive
zone upto 1 kilometre. 1 kilometre width of the non- forest land on the other side of Ajnavaria Khal situated on the
eastern side of the Nahriya forest block will be included in the Eco-sensitive Zone . 1 kilomer width on non-forest land
situated along boundary near Rae A forest block, Gundalai village to Gurjar khedi to Mokhampura village.
South: 1 kilometre width in the Bilandi forest block leaving 100 meter wide strip along river Parwan. 100 meter width
from the boundary situated on the south West corner of Nahriya forest block. 1 kilometre width in the forest block
Hathola Akwad khurd.
West: 1 kilometre width along the boundary in the forest block Piplag Barapathi and Grassland of Bharatpur village of
Jhalawar district.
