अिधिनयम, 1986 (1986 का 29) क(cid:31) धारा 3 क(cid:31) उपधारा (2) के खंड (v) और खंड (xiv) और उप-धारा (3) के साथ प!ठत
उपधारा (1) #ारा (cid:15)द$ शि&य’ का (cid:15)योग करत े *ए, राज,थान राdय म; ब,सी व(cid:21)यजीव अभयारDय पा!रि,थितक(cid:31)य संवेदी जोन
(िजसे इसम; इसके प8ात् पा!रि,थितक संवेदी जोन कहा गया ह)ै ब,सी अभयारDय क(cid:31) सीमा से 0 से 3 (cid:1)कलोमीटर तक के िव,तार
सीमा (cid:30)े1 को अिधसूिचत करती है, िजसका िववरण िन(cid:13)ानुसार ह,ै अथा(cid:24)त् :-

(2) पा!रि,थितक संवेदी जोन िजला िच$ौड़गढ़, राज,थान और िजला नीमच, मeय (cid:15)देश म; आने वाले 41 Xाम’ तक फैला ह।ै
(3) पा!रि,थितक संवेदी जोन आने वाले Xाम’ क(cid:31) सूची के साथ मु[य िब(cid:21)द^ु के िनदशg ांक उउउउपपपपााााबबबबंधंधंधंध IIIIIIII के (cid:17)प म; उपब@ ह ै।
(4) पा!रि,थितक संवेदी जोन के साथ अ(cid:30)ांश और देशांतर का मानिच1 उउउउपपपपााााबबबबधधंंधधंं IIIIIIIIIIII के (cid:17)प म; उपाब@ ह ै।

राजप1 म; अिधसूचना के अंितम (cid:15)काशन क(cid:31) तारीख से दो वष(cid:24) क(cid:31) अविध के भीतर, ,थानीय :ि&य’ के परामश(cid:24) से, इस अिधसचू ना
म; संलMन अनुबंध’ के सामंज,य से आंचिलक महायोजना तैयार करेगी ।
(2) उ& योजना राdय सरकार म; स(cid:30)म (cid:15)ािधकारी #ारा अनुमो(cid:1)दत होगी ।
(3) पा!रि,थ ितक संवेदी जोन के िलए आचंिलक महायोजना इस अिधसूचना म; िविनAदY ट (cid:17)प म; ऐसी रीित म; राd य
सरकार तथा सुसंगत क;(cid:22)ीय और राdय िविधय’ के सामंज, य म; भी तथा क;(cid:22)ीय सरकार #ारा जारी माग(cid:24)िनदशg , य(cid:1)द कोई ह’, #ारा
तैयार होगी ।
(4) आंचिलक महायोजना सभी संब@ राdय सरकार के िवभाग’ के परामश(cid:24) से तैयार होगी, अथा(cid:24)त्:--
(i) पया(cid:24)वरण ;
(ii) वन ;
(iii) नगर िवकास ;
(iv) पय(cid:24)टन ;

(vi) राज, व ;
(vii) कृिष ;
(viii) राज,थान राdय (cid:15)दषू ण िनयं1ण बोड (cid:24);
(ix) Lसचाई ; और
(x) लोक िनमा(cid:24)ण िवभाग,
इसम; पया(cid:24)वरणीय और पा!रि,थ ितक(cid:31) िवचार’ को समाकिलत करने के िलए ह’गे।
(5) महायोजना अनुमो(cid:1)दत िव_मान भू-उपयोग, अवसंरचनाj मक और (cid:1)aयाकलाप’ पर कोई िनबkधन अिधरोिपत नहl करेगी जब
तक (cid:1)क इस अिधसूचना म; िविनAद= न ह’ और आचंिलक महायोजना म; सभी अवसंरचना (cid:1)aयाकलाप’ म; द(cid:30)ता और पा!रि,थितक(cid:31)य
अनुकूलता का संवध(cid:24)न करेगी ।
(6) आंचिलक महायोजना म; अनाOछा(cid:1)दत (cid:30)े1’ के जीणm@ार, िव_मान जल िनकाय’ के संर(cid:30)ण, आवाह (cid:30)े1’ के (cid:15)बंधन, जल-
संभर’ के (cid:15)बंधन, भूतल जल के (cid:15)बंधन, मृदा और नमी संर(cid:30)ण, ,थानीय समुदाय’ क(cid:31) आवcयकता^ तथा पा!रि,थितक(cid:31) और
पया(cid:24)वरण से संबंिधत ऐसे अ(cid:21)य पहलू^, िजन पर eयान दने ा आवcयक ह,ै के िलए उपबंध ह’ग े।
(7) आंचिलक महायोजना सभी िव_मान पूजा , थल’, Xाम’ और नगरीय बंदोब,त’, वन’ के (cid:15)कार और (cid:1)क, म’, जनजातीय (cid:30)े1’,
कृिष (cid:30)े1’, ऊपजाऊ भूिम, ह!रत (cid:30)े1 जैसे उ_ान और उसी (cid:15)कार के , थान, उ_ान कृिष (cid:30)े1, आAकड’, झील’ और अ(cid:21)य जल
िनकाय’ का अoयकंन करेगी ।
(8) आंचिलक महायोजना पा!रि,थ ितक संवेदी जोन म; िवकास को पा!रि, थितक अनुकूल िवकास और , थानीय समुदाय’ क(cid:31)
जीवकोपाज(cid:24)न को सुिनिcच त करते *ए िविनयिमत होगी ।
3. रररराााा(cid:18)(cid:18)(cid:18)(cid:18)यययय ससससररररककककाााारररर (cid:20)(cid:20)(cid:20)(cid:20)ाााारररराााा (cid:21)(cid:21)(cid:21)(cid:21)ककककएएएए जजजजाााानननन ेे ेे ववववाााालललल ेे ेे उउउउपपपपाााायययय-------- राdय सरकार इस अिधसूचना के उपबंध’ को (cid:15)भावी करने के िलए िन(cid:13)िलिखत
उपाय करेगी, अथा(cid:24)त् :--
(1) भभभभ--ूू--ूूउउउउपपपपययययोोोोगगगग ---- पा!रि,थ ितक संवेदी जोन म; आमोद-(cid:15)मोद के (cid:15)योजन के िलए िचि(cid:21)हत (cid:1)कए गए वन’, उ_ान-कृिष (cid:30)े1’, कृिष
(cid:30)े1’, पाक‘ और खुले ,थान’ का वािणिdयक और औ_ोिगक संब@ िवकास (cid:1)aयाकलाप’ के िलए उपयोग या संप!रवत(cid:24)न नहl होगा :
परंतु पा!रि,थितक संवेदी जोन के भीतर कृिष भूिम का संप!रवत(cid:24)न मानीटरी सिमित क(cid:31) िसफा!रश पर और राdय सरकार
के पूव(cid:24) अनुमोदन से, ,थानीय िनवािसय’ क(cid:31) आवासीय ज(cid:17)रत’ को पूरा करने के िलए और पैरा 4 क(cid:31) सारणी के ,तंभ (2) के अधीन
मद सं0 11, 16, 22, 28 और सं. 31 के सामने सूचीब@ (cid:1)aयाकलाप’ को पूरा करन ेके िलए अनुpात ह’गे, अथा(cid:24)त् :-
(i) पा!रि,थितक अनुकूल पय(cid:24)टन (cid:1)aयाकलाप’ से संबंिधत पय(cid:24)टक’ के अ,थायी अिधभोग के िलए िलए पा!रि,थितक अनुकूल कुटीर
जैसे ट5ट, लकड़ी के मकान आ(cid:1)द;
(ii) िव_मान सड़क’ को चौड़ा करना और उ(cid:21)ह ;सुदढृ करना तथा नई सड़क’ का संिनमा(cid:24)ण;
(iii) (cid:15)दषू ण उjपQ न करने वाले लघु उ_ोग;
(iv) वषा(cid:24) जल संचय; और
(v) कुटीर उ_ोग’ म; Xाम उ_ोग, भंडारण क(cid:31) सुिवधा और ,थानीय सुख-सुिवधाएं सिqमिलत ह 5:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
परंतु यह और भी (cid:1)क राdय सरकार के पूव(cid:24) अनुमोदन तथा संिवधान के अनुOछेद 244 और तjसमय (cid:15)वृ$ िविध के उपबधं ’
के अनुपालन के िबना, िजसके अंतग(cid:24)त अनुसूिचत जनजाित और अ(cid:21)य परंपरागत वन िनवासी (वन अिधकार’ क(cid:31) मा(cid:21)यता)
अिधिनयम, 2006 (2007 का 2) भी ह,ै वािणिdयक या उ_ोग िवकास (cid:1)aयाकलाप’ के िलए जनजातीय भूिम का उपयोग अनुpात
नहl होगा :
परंतु यह और भी (cid:1)क पा!रि,थ ितक संवेदी जोन के भीतर भू-अिभलेख’ म; उपसंजात कोई 1ु!ट मानीटरी सिमित के िवचार
(cid:15)ा7 करने के प8ात ् राdय सरकार #ारा (cid:15)jयेक मामले म; संशोिधत होगी और उ& 1ु!ट के संशोधन क(cid:31) के(cid:21)(cid:22)ीय सरकार के पयाव(cid:24) रण,
वन और जलवायु प!रवत(cid:24)न मं1ालय को सूचना दने ी होगी ।
परंतु यह और भी (cid:1)क उपयु(cid:24)& 1ु!ट का संशोधन म; इस उप पैरा के अधीन यथा उपबंिधत के िसवाय (cid:1)कसी भी दशा म; भ-ू
उपयोग का प!रवत(cid:24)न सिqमिलत नहl होगा :
परंतु यह और भी (cid:1)क िजससे ह!रत (cid:30)े1 म; जैसे वन (cid:30)े1, कृिष (cid:30)े1 म; कोई पा!रणािमक कटौती नहl होगी और अन(cid:15)य(cid:7)ु त या
अनुjप ादक कृिष (cid:30)े1’ म; पुन: वनीकरण करने के (cid:15)यास (cid:1)कए जाएंगे ।
(2) (cid:1)(cid:1)(cid:1)(cid:1)ााााककककृृृृििििततततकककक जजजजलललल (cid:27)(cid:27)(cid:27)(cid:27)ोोोोतततत -- आचंिलक महायोजना म; सभी (cid:15)ाकृितक जल rोत’ क(cid:31) पहचान क(cid:31) जाएगी और उनके संर(cid:30)ण और
पुनन(cid:24)वीकरण के िलए योजना को सिqम िलत (cid:1)कया जाएगा और राd य सरकार #ारा ऐसी रीित से माग(cid:24)दश(cid:24)क िस@ांत बनाए जाएंगे
िजससे (cid:1)क उन (cid:30)े1’ म; या इसके समीप िवकास (cid:1)aयाकलाप को रोका जा सके जो ऐसे (cid:30)े1 के िलए हािनकारक ह 5।
(3) पपपपयययय(cid:29)ट(cid:29)ट(cid:29)ट(cid:29)टनननन –––– (क) पा!रि,थितक संवेदी जोन के भीतर पय(cid:24)टन संबंधी (cid:1)aयाकलाप, जो पय(cid:24)टन महायोजना के अनुसार ह’ग,े आंचिलक
महायोजना का भाग (cid:17)प म; ह’गे;
(ख) पय(cid:24)टन महायोजना पय(cid:24)टन िवभाग, #ारा आ(cid:21)s (cid:15)देश राdय सरकार के वन और पया(cid:24)वरण िवभाग के परामश(cid:24) से तैयार होगी ।
(ग) पय(cid:24)टन संबंधी (cid:1)aयाकलाप िनq निलिखत के अधीन िविनयिमत ह’गे, अथात(cid:24) ् :-
(i) पा!रि,थितक संवेदी जोन के भीतर सभी नए पय(cid:24)टन (cid:1)aयाकलाप’ या िव_मान पय(cid:24)टन (cid:1)aयाकलाप’ का िव,तार भारत
सरकार के पया(cid:24)वरण, वन और जलवायु प!रवत(cid:24)न मं1ालय के माग(cid:24)दश(cid:24)क िस@ांत’ के #ारा तथा पा!रि,थितक पय(cid:24)टन राY Uीय t याu
संर(cid:30)ण (cid:15)ािधकरण, #ारा जारी (समय-समय पर यथा संशोिधत) माग(cid:24)दश(cid:24)क िस@ांत’ के अनुसार, पा!रि,थितक पय(cid:24)टन, पा!रि,थितक
िश(cid:30)ा और पा!रि,थितक िवकास को महjव दते े *ए पा!रि,थितक संवेदी जोन क(cid:31) वहन (cid:30)मता के अeययन पर आधा!रत होगा ;
(ii) पा!रि,थितक(cid:31)य अनुकूल पय(cid:24)टक (cid:1)aयाकलाप’ के संबंध म; अ, थायी अिधभोग के िलए वास सुिवधा के िसवाय कंबालाक’डा
व(cid:21)यजीव अभयारDय क(cid:31) सीमा से एक (cid:1)कलोमीटर भीतर होटल और !रसोट‘ का नया संिनमा(cid:24)ण अनुpात नहl होगा ;
परंतु यह और भी (cid:1)क संरि(cid:30)त (cid:30)े1’ क(cid:31) सीमा से एक (cid:1)कलोमीटर क(cid:31) दरू ी से परे पा!रि,थितक(cid:31)य संवेदी जोन क(cid:31) सीमा तक
नए होटल और !रसाट (cid:24)के ,थापन पय(cid:24)टन महायोजना के अनुसार पा!रि,थितक(cid:31)य पय(cid:24)टन सुिवधा के िलए पूव(cid:24) प!रभािषत और िविनAद=
,थान म; ही अनुpात (cid:1)कया जाएगा ।
(iii) आंचिलक महायोजना का अनुमोदन (cid:1)कए जाने तक, पय(cid:24)टन के िलए िवकास और िव_मान पय(cid:24)टन (cid:1)aयाकलाप’ के
िव,तार को वा,तिवक ,थल िविनAद= संवी(cid:30)ा तथा मानीटरी सिमित क(cid:31) िसफा!रश पर आधा!रत संबंिधत िविनयामक (cid:15)ािधका!रय’
#ारा अनुpात (cid:1)कया जाएगा ।
(4) ननननैसैसैसैस!!!!गगगगकककक ििििववववररररााााससससतततत -------- पा!रि,थितक संवेदी जोन म; महjवपूण(cid:24) नैस<गक िवरासत के सभी ,थल’ जैसे सभी जीन कोश आरि(cid:30)त (cid:30)े1,
शैल िवरचनाएं, जल (cid:15)पात’, झरन’, घाटी माग‘, उपवन’, गुफाए,ं ,थल’, vमण, अwरोहण, (cid:15)पातो आ(cid:1)द क(cid:31) पहचान क(cid:31) जाएगी
और उ(cid:21)ह ;संरि(cid:30)त (cid:1)कया जाएगा तथा उनक(cid:31) सुर(cid:30)ा और संर(cid:30)ा के िलए इस अिधसूचना के (cid:15)काशन क(cid:31) तारीख से छह मास के भीतर,

सां,कृितक महjव के (cid:30)े1’ क(cid:31) पहचान करनी होगी और इस अिधसूचना के (cid:15)काशन क(cid:31) तारीख से छह माह के भीतर उनके सरं (cid:30)ण क(cid:31)

S.O. 2808(E).––The following draft of the notification, which the Central Government proposes to
issue in exercise of the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-
section (2) and sub-section (3) of Section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby
published, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the
information of the public likely to be affected thereby; and notice is hereby given that the said draft
notification shall be taken into consideration on or after the expiry of a period of sixty days from the date on
which copies of the Gazette containing this notification are made available to the public;
Any person interested in making any objections or suggestions on the proposals contained in the draft

WHEREAS, the Bassi Wildlife Sanctuary is situated in the Southern part of Aravalli ranges in District
Chittorgarh, Rajasthan and is spread across 138.69 square kilometers;
AND WHEREAS, the Wildlife sanctuary is known for Panther, Indian Gazelle, Hyena, Jackal, Crocodile,
Fox, Porcupine, Hare, Cranes and Four horned Antelope and also has rare threatened bird species such as
White backed Vulture (Pseudogyps bengalensis), White scavenger Vulture (Nephron peronopterus), Open
billed stork (Anastomus encocephals), Painted stork (Mycturis lencocephals), Blackibis (Pseudobis
papillosa), Spoon bill (Platcha lencoeodia), Paradise flycatcher (Terpsiphone paradise), Grey hornbill
(Tockus birostris);
AND WHEREAS, the sanctuary has northern tropical dry deciduous forests on plateaus, Anogeissus forests
on hill slopes and Boswellia forests on underlying ground patches;
AND WHEREAS, Anogeissus pendula forests are found all over the sanctuary and the main tree species are
Acacia catechu, Wrightia tinctoria, Diospyros melanoxylon, Sterculia urens, Boswellia serrata, Anogeissus
latifolia, and Aegle marmelos;
AND WHEREAS, it is necessary to conserve and protect the area, the extent and boundaries of which is
specified in paragraph 1 of this notification around the protected area of Bassi Wildlife Sanctuary as Eco-
sensitive Zone from ecological and environmental point of view and to prohibit industries or class of
industries and their operations and processes in the said Eco-sensitive Zone.
NOW THEREFORE, in exercise of the powers conferred by sub-section(1) and clauses (v) and (xiv) of sub-
section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with
sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies
an area to an extent ranging from 0 to 3 kilometer around the boundary of Bassi Wildlife Sanctuary in the
State of Rajasthan and Madhya Pradesh as the Bassi Wildlife Sanctuary Eco-sensitive Zone (herein after
referred to as the Eco-sensitive Zone) details of which are as under, namely:-
1. Extent and Boundaries of Eco-sensitive Zone.- (1) The Eco-Sensitive Zone is spread over an area of
113.29 square kilometre with an extent varying from 0 to 3 kilometer from the boundary of Bassi Wildlife
Sanctuary and the boundary description of such Zone is given in Annexure I.
(2) The Eco-sensitive Zone is spread across 41 villages falling in Chittorgarh District of Rajasthan and
Neemuch District in Madhya Pradesh.
(3) The list of the villages falling within Eco-sensitive Zone along with co-ordinates of prominent points is
appended as Annexure II.
(4) The map of the Eco-sensitive Zone along with latitude and longitude is appended as Annexure III.
2. Zonal Master Plan for the Eco-sensitive Zone.- (1) The State Government shall, for the purpose of the
Eco-sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication
of final notification in the Official Gazette, in consultation with local people and adhering to the stipulations
given in this notification.
(2) The said Plan shall be approved by the Competent Authority in the State Government.¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 15
(3) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such
manner as is specified in this notification and also in consonance with the relevant Central and State laws and
the guidelines issued by the Central Government, if any.
(4) The Zonal Master Plan shall be prepared in consultation with all concerned State Departments,
namely:-
(i) Environment;
(ii) Forest;
(iii) Urban Development;
(iv) Tourism;
(v) Municipal;
(vi) Revenue;
(vii) Agriculture;
(ix) Rajasthan State Pollution Control Board;
(x) Irrigation; and
(xi) Public Works Department,
for integrating environmental and ecological considerations into it.
(5) The Master Plan shall not impose any restriction on the approved existing land use, infrastructure and
activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all
infrastructure and activities to be more efficient and eco-friendly.
(6) The Zonal Master plan shall provide for restoration of denuded areas, conservation of existing water
bodies, management of catchment areas, watershed management, groundwater management, soil and moisture
conservation, needs of local community and such other aspects of the ecology and environment that need
attention.
(7) The Zonal Master Plan shall demarcate all the existing worshipping places, village and urban
settlements, types and kinds of forests, tribal areas, agricultural areas, fertile lands, green area, such as, parks
and like places, horticultural areas, orchards, lakes and other water bodies.
(8) The Zonal Master Plan shall regulate development in Eco-sensitive Zone as to ensure Eco-friendly
development for livelihood security of local communities.
(9) The State Governments of Rajasthan and Madhya Pradesh shall prepare separate Zonal Master Plans
for area under their jurisdiction.
3. Measures to be taken by State Government.-The State Governments shall take the following
measures for giving effect to the provisions of this notification, namely:-
(1) Land use.- Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for
recreational purposes in the Eco-sensitive Zone shall not be used or converted into areas for commercial or
industrial related development activities:
Provided that the conversion of agricultural lands within the Eco-sensitive Zone may be permitted on
the recommendation of the Monitoring Committee, and with the prior approval the State Government, to meet16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
the residential needs of local residents, and for the activities listed against serial numbers 11, 16, 22, 28 and
31 in column (2) of the Table in paragraph 4, namely:-
(i) Eco-friendly cottages for temporary occupation of tourists, such as tents, wooden houses, etc. for
Eco-friendly tourism activities;
(ii) widening and strengthening of existing roads and construction of new roads;
(iii) small scale industries not causing pollution;
(iv) rainwater harvesting; and
(v) cottage industries including village industries, convenience stores and local amenities:
Provided further that no use of tribal land shall be permitted for commercial and industrial
development activities without the prior approval of the State Government and without compliance of the
provisions of article 244 of the Constitution or the law for the time being in force, including the Scheduled
Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be
corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and
the correction of said error shall be intimated to the Central Government in the Ministry of Environment,
Forests and Climate Change:
Provided also that the above correction of error shall not include change of land use in any case
except as provided under this sub-paragraph:
Provided also that there shall be no consequential reduction in green area, such as forest area and
agricultural area and efforts shall be made to reforest the unused or unproductive agricultural areas.
(2) Natural Springs.-The catchment areas of all natural springs shall be identified and plans for their
conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be
drawn up by the State Government in such a manner as to prohibit development activities at or near these
areas which are detrimental to such areas.
(3) Tourism.- (a) The activity relating to tourism within the Eco-sensitive Zone shall be as per
Tourism Master Plan, which shall form part of the Zonal Master Plan;
(b) the Tourism Master Plan shall be prepared by Department of Tourism, in consultation with Department of
Forests and Environment of the respective State Governments;
(c) the activity of tourism shall be regulated as under, namely:-
(i) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone
shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment,
Forests and Climate Change and the Eco-tourism guidelines issued by National Tiger Conservation Authority,
(as amended from time to time) with emphasis on eco-tourism, eco-education and eco-development and based
on carrying capacity study of the Eco-sensitive Zone;
(ii) new construction of hotels and resorts shall not be permitted within one kilometer from the boundary
of the Bassi Wildlife Sanctuary except for accommodation for temporary occupation of tourists related to
Eco-friendly tourism activities:¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 17
Provided that beyond the distance of one kilometer from the boundary of the Protected Areas till the
extent of the Eco-sensitive Zone, the establishment of new hotels and resorts shall be permitted only in pre-
defined and designated areas for Eco-tourism facilities as per Tourism Master Plan;
(iii) till the Zonal Master Plan is approved, development for tourism and expansion of existing tourism
activities shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny
and recommendation of the Monitoring Committee.
(4) Natural Heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool
reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall
be identified and preserved and plan shall be drawn up for their protection and conservation, within six
months from the date of publication of this notification and such plan shall form part of the Zonal Master
Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical,
architectural, aesthetic and cultural significance shall be indentified in the Eco-sensitive Zone and plans for
their conservation shall be prepared within six months from the date of publication of this notification and
incorporated in the Zonal Master Plan.
(6) Noise pollution.- The Environment Department of the State Government or Rajasthan State Pollution
Control Board shall draw up guidelines and regulations for the control of noise pollution in the Eco-sensitive
Zone in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981(14 of
1981) and the rules made there under.
(7) Air pollution.- The Environment Department of the State Government or Rajasthan State Pollution
Control Board shall draw up guidelines and regulations for the control of air pollution in the Eco-sensitive
Zone in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of
1981) and the rules made there under.
(8) Discharge of effluents.- The discharge of treated effluent in Eco-sensitive Zone shall be in
accordance with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974)and
the rules made thereunder.
(9) Solid wastes. - Disposal of solid wastes shall be as under:-
(i) the solid waste disposal in Eco-sensitive Zone shall be carried out as per the provisions of the Municipal
Solid Waste (Management and Handling) Rules, 2000 published by the Government of India in the erstwhile
Ministry of Environment and Forests vide notification number S.O. 908 (E), dated the 25th September 2000
as amended from time to time;
(ii) the local authorities shall draw up plans for the segregation of solid wastes into biodegradable and non-
biodegradable components;
(iii) the biodegradable material shall be recycled preferably through composting or vermiculture;
(iv) the inorganic material may be disposed in an environmental acceptable manner at site identified outside
the Eco-sensitive Zone and no burning or incineration of solid wastes shall be permitted in the Eco-sensitive

(10) Bio-medical waste.- The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out as
per the provisions of the Bio-Medical Waste (Management and Handling) Rules, 1998 published by the
Government of India in the erstwhile Ministry of Environment and Forests vide notification number S.O.
630(E), dated the 20th July, 1998 as amended from time to time.
(11) Vehicular traffic. - The vehicular movement of traffic shall be regulated in a habitat friendly manner
and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the
Zonal master plan is prepared and approved by the Ministry of Environment, Forests and Climate Change,
Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the
rules and regulations made thereunder.
(12) Industrial Units
(a) No establishment of new wood based Industries within the proposed Eco-sensitive zone shall be
permitted except the existing wood based Industries set up as per the law;
(b) no establishment of any new industry causing water, air, soil, noise pollution within the proposed
Eco-sensitive zone shall be permitted.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.- All activities in the Eco
sensitive Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986)
and the rules made thereunder and be regulated in the manner specified in the Table below, namely:-

Regulated Activities
11. Establishment of hotels and resorts. No new commercial hotels and resorts shall be
permitted within one kilometer of the boundary of the
Protected Area except for accommodation for
temporary occupation of tourists related to Eco-
friendly tourism activities. However, beyond one
kilometer and upto the extent of the Eco-sensitive
Zone, all new tourism activities or expansions of
existing activities would in conformity with Tourism
Master Plan and National Tiger Conservation
Authority guidelines.
12. Construction activities. (a) No new commercial construction of any kind shall
be permitted from the boundary of Bassi Wildlife
Sanctuary upto a distance of 100 meters;
(b) the construction of any new building more than
two storey shall not be allowed in the area falling
between 100 to 300 meters from boundary of
sanctuary.
12. Felling of trees. (a) There shall be no felling of trees on the forest or
Government or revenue or private lands without prior
permission of the Competent Authority in the State
Government;
(b) the felling of trees shall be regulated in
accordance with the provisions of the concerned
Central or State Act and the rules made thereunder;
(c) in case of Reserve Forests and Protected Forests,
the Working Plan prescriptions shall be followed.
13. Commercial water resources (a) The extraction of surface water and ground water
including ground water harvesting. shall be permitted only for bona fide agricultural use
and domestic consumption of the occupier of the
land;
(b) extraction of surface water and ground water for

5. Monitoring Committee:-
(1) The Central Government hereby constitutes a Monitoring Committee, for effective monitoring of the Eco-
sensitive Zone falling in the State of Rajasthan , which shall comprise of the following namely:-
(a) District Collector, Chittorgarh - Chairman;
(b) One representative of Non-Governmental Organisation working in the field of environment to be
nominated by the Government of Rajasthan for a term of one year in each case – Member;¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 21
(c) one expert in the area of ecology and environment to be nominated by the Government of Rajasthan for a
term of one year in each case -Member;
(d) District level officers of the Public Works Department - Members;
(e) District level officers of the Town Planning Department - Members;
(f) District level officers of the Industry Department - Members;
(g) Regional Officer (RO) of the State Pollution Control Board - Member;
(h) Wildlife Warden, Dholpur - Member;
(i) Assistant Conservator of Forests, Bassi Wildlife Sanctuary – Member Secretary.
(2) The Central Government hereby constitutes a Monitoring Committee, for effective monitoring of the Eco-
sensitive Zone falling in the State of Madhya Pradesh, which shall comprise of the following, namely:-
(a) District Collector, Neemuch - Chairman;
(b) one representative of Non Governmental Organisation working in the field of environment to be
nominated by the Government of Madhya Pradesh for a term of one year in each case – Member;
(c) one expert in the area of ecology and environment to be nominated by the Government of Madhya Pradesh
for a term of one year in each case -Member;
(d) Regional Officer (RO) of the State Pollution Control Board -Member;
(e) Senior Town Planner of the area –Member;
(f) Divisional Forest Officer, Neemuch – Member Secretary.
Terms of Reference:
(1) The Monitoring Committee shall monitor the compliance of the provisions of this Notification.
(2) The activities that are covered in the Schedule to the notification of the Government of India in the
erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September,
2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the
Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the
actual site-specific conditions and referred to the Central Government in the Ministry of
Environment, Forests and Climate Change for prior environmental clearances under the provisions
of the said notification.
(3) The activities that are not covered in the Schedule to the notification of the Government of India in
the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September,
2006 and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the
Table under paragraph 4 thereof, shall be scrutinised by the Monitoring Committee based on the
actual site-specific conditions and referred to the concerned Regulatory Authorities.
(4) The Member Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned
Park Deputy Conservator of Forests shall be competent to file complaints under section 19 of the
Environment (Protection) Act, 1986 against any person who contravenes the provisions of this

(5) The Monitoring Committee may invite representatives or experts from concerned Departments,
representatives from Industry Associations or concerned stakeholders to assist in its deliberations
depending on the requirements on issue to issue basis.
(6) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st
March of every year by 30th June of that year to the Chief Wildlife Warden of the State as per pro-
forma appended at Annexure-IV.
(7) The Central Government in the Ministry of Environment, Forests and Climate Change may give
such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
6. The Central Government and State Government may specify additional measures, if any, for giving
effect to provisions of this notification.
7. The provisions of this notification shall be subject to the orders, if any, passed, or to be passed, by
the Hon’ble Supreme Court of India or the High Court or National Green Tribunal .

Description of boundaries of proposed ESZ
North: The area in between N.H. No. 76 and the boundary of the Bassi Wildlife Sanctuary from
Meghpura Choraha to Nal Choraha.
East: The area in between road from Nal Choraha to villages Nal and Muroli-Umarkakhal-
Anonppura-Charcha and the boundary of Bassi Wildlife Sanctuary.
South: The area of Madhya Pradesh State in a length of 2 km from the boundary of Bassi Wildlife
Sanctuary starting from Charcha village of Rajasthan, whole area of Kunthali, Mataji ka khera and
Gwaliar Kalan villages of Madhya Pradesh upto village Devdungari (Rajasthan).
West: The area in between the boundary of Bassi Wildlife Sanctuary from Devdungari village along
Vijaypur-Bassi road upto Bridge No.8. From Bridge No.8 to Kailjar the boundary of Eco sensitive
