अिधिनयम, 1986 (1986 का 29) क(cid:31) धारा 3 क(cid:31) उपधारा (1), उपधारा (2) के खंड (v) और खंड (xiv) और उप धारा (3) #ारा (cid:15)द$
शि&य’ का (cid:15)योग करते *ए, राज,थान राVय म; केवलादवे राCीय उDान क(cid:31) सीमा के चार’ ओर 500 मीटर तक के िव, ता!रत (cid:30)े1 को
केवलादवे राCीय उDान पा!रि,थ ितक(cid:31)य संवेदी जोन (िजसे इसम; इसके प8 चात् पा!रि, थितक संवेदी जोन कहा गया ह)ै के (cid:17)प म;
अिधसूिचत करती ह,ै िजसका िववरण िन(cid:13)ानुसार ह,ै अथा(cid:24)त् :--

(3) पा!रि,थितक संवेदी जोन राज,थान के भरतपुर िजले के 13 Xाम’ म; फैला *आ ह ै|
(4) पा!रि,थितक संवेदी जोन के भीतर आने वाले Xाम’ क(cid:31) सूची इसके (cid:15)मुख िब(cid:21)दYु के िनदZशांक’ के साथ उउउउपपपपााााबबबबधधंंधधंं IIIIIIII पर उपाब@

राजप1 म; इस अिधसूचना के अंितम (cid:15)काशन क(cid:31) तारीख से दो वष(cid:24) क(cid:31) अविध के भीतर, ,थानीय :ि&य’ के परामश(cid:24) से, और इस
अिधसूचना म; (cid:1)दए गए अनुबंध’ का पालन करते *ए आंचिलक महायोजना तैयार करेगी ।
(2) आचंिलक महायोजना का अनुमोदन राVय सरकार म; स(cid:30)म (cid:15)ािधकारी #ारा (cid:1)कया जाएगा |
(3) पा!रि,थितक(cid:31)य संवेदी जोन के िलए आंचिलक महायोजना राVय सरकार #ारा ऐसी रीित जैसा इस अिधसूचना म; िविनAद= ह ै
और सुसंगत के(cid:21)(cid:22)ीय और राVय िविधय’ तथा के(cid:21)(cid:22)ीय सरकार #ारा जारी माग(cid:24)दश(cid:24)क िस@ांत’, य(cid:1)द कोई हो◌,ं के अनु(cid:17)प भी तैयार क(cid:31)
जाएगी |
(4) आंचिलक महायोजना सभी संब@ राVय िवभ ाग’ के साथ परामश(cid:24) से पया(cid:24)वरणीय और पा!रि,थितक(cid:31)य िवचारण’ को उसम;
एक(cid:31)कृत करने के िलए तैयार क(cid:31) जाएगी, अथा(cid:24)त्:--
(i) पया(cid:24)वरण ;
(ii) वन ;
(iii) नगर िवकास ;
(iv) पय(cid:24)टन ;
(v) नगरपािलक ;
(vi) राज, व ;¹Hkkx IIµ[k.M(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
(vii) कृिष ;
(viii) राज,थान राVय (cid:15)दषू ण िनयं1ण बोड;(cid:24)
(ix) [सचाई ; और
(x) लोक िनमा(cid:24)ण िवभाग ।
(5) आंचिलक महायोजना अनुमो(cid:1)दत िवDमान भू-उपयोग, अवसंरचनाF मक और (cid:1)]याकलाप’ पर कोई िनब^धन अिधरोिपत नह_
करेगी जब तक (cid:1)क इस अिधसूचना म; इस (cid:15)कार िविनAद= न हो और आंचिलक महायोजना सभी अवसंरचना और काय(cid:24)कलाप’ म; द(cid:30)ता
और पा!र ि,थ ि तक(cid:31)य अनुकूलता का संव@न(cid:24) करेगी
(6) आंचिलक महायोजना म; अना‘छा(cid:1)दत (cid:30)े1’ के जीणa@ार, िवDमान जल िनकाय’ के संर(cid:30)ण, आवाह (cid:30)े1’ के (cid:15)बंधन, जल-
संभर’ के (cid:15)बंधन, भूतल जल के (cid:15)बंधन, मृदा और नमी संर(cid:30)ण, ,थानीय समुदाय’ क(cid:31) आव8यकताY तथा पा!रि,थितक(cid:31) और पया(cid:24)वरण से
संबंिधत ऐसे अ(cid:21)य पहलूY, िजन पर Oयान दने ा आव8यक ह,ै के िलए उपबंध ह’गे ।
(7) आंचिलक महायोजना सभी िवDमान पूजा , थल’, Xाम’ और नगरीय बंदोब,त’, वन’ के (cid:15)कार और (cid:1)क, म’, कृिष (cid:30)े1’,
ऊपजाऊ भिूम, ह!रत (cid:30)े1 जैसे उDान और उसी (cid:15)कार के , थान, उDान कृिष (cid:30)े1, आAकड’, झील’ और अ(cid:21)य जल िनकाय’ का अcयकंन
करेगी ।
(8) आंचिलक महायोजना पा!रि,थितक संवेदी जोन म; िवकास को िविनयिमत करेगी िजससे (cid:1)क , थानीय समुदाय’ के
पा!रि,थितकज(cid:21)य िवकास और जीिवका को सुिनि8 चत (cid:1)कया जा सके ।
(9) राज,थान और मOय(cid:15)दशे सरकार; अपनी अिधका!रता के अधीन (cid:30)े1 के िलए पृथक-पृथक आंचिलक महायोजना तैयार कर;गी |
3. रररराााा(cid:24)(cid:24)(cid:24)(cid:24)यययय ससससररररककककाााारररर (cid:25)(cid:25)(cid:25)(cid:25)ाााारररराााा (cid:26)(cid:26)(cid:26)(cid:26)ककककएएएए जजजजाााानननन ेे ेे ववववाााालललल ेे ेे उउउउपपपपाााायययय-------- राVय सरकार इस अिधसूचना के उपबंध’ को (cid:15)भावी करने के िलए िन(cid:13)िलिखत उपाय
करेगी, अथा(cid:24)त् :-
(1) भभभभ--ूू--ूूउउउउपपपपययययोोोोगगगग ---- पा!रि,थ ितक संवेदी जोन म; वन’, उDान-कृिष (cid:30)े1’, कृिष (cid:30)े1’, आमोद-(cid:15)मोद के (cid:15)योजन के िलए िचि(cid:21)हत (cid:1)कए
गए पाकU और खुले ,थान’ का वािणिVयक और औDोिगक संब@ िवकास (cid:1)]याकलाप’ के िलए उपयोग या संप!रवत(cid:24)न नह_ होगा :
परंतु पा!रि,थितक संवेदी जोन के भीतर कृिष भूिम का संप!रवत(cid:24)न के अधीन मानीटरी सिमित क(cid:31) िसफा!रश पर और राVय सरकार
के पूव(cid:24) अनुमोदन से, ,थानीय िनवािसय’ क(cid:31) आवासीय ज(cid:17)रत’ को पूरा करने के िलए और पैरा 4 क(cid:31) सारणी के ,तंभ (2) के अधीन मद सं.
13,19,25,30 और 33 के सामने सूचीब@ (cid:1)]याकलाप’ को पूरा करने के िलए अनुdात ह’गे, अथा(cid:24)त् :-
(i) पा!रि,थ ितक(cid:31)य अनुकूल पय(cid:24)टन (cid:1)]याकलाप’ के िलए पय(cid:24)टक’ के अ, थायी आवासन के िलए पा!रि, थितक(cid:31)य अनुकूल आरामगाह
जैसे ट;ट, लकड़ी के मकान आ(cid:1)द;
(ii) िवDमान सड़क’ को चौड़ा और सुदढ़ृ करना और नई सड़क’ का सिPमा(cid:24)ण;
(iii) (cid:15)दषू ण उFपP न करने वाले लघु उDोग;
(iv) वषा(cid:24) जल संचय; और
(v) कुटीर उDोग, िजसके अंतग(cid:24)त Xामीण उDोग, सुिवधा भंडार और ,थानीय सुिवधाएं सिLमिलत ह 5|
परंतु यह और (cid:1)क राVय सरकार के पूव(cid:24) अनुमोदन और भारत के संिव धान के अनु‘ छेद 244 तथा तFसमय (cid:15)वृ$ िविध के उपबंध’ के
अनुपालन के िबना, िजसके अंतग(cid:24)त अनुसूिचत जनजाित और अ(cid:21)य परंपरागत वन िनवासी (वन अिधकार’ क(cid:31) मा(cid:21)यता) अिधिनयम, 2006
(2007 का 2) भी है, वािणिVयक या उDोग िवकास (cid:1)]याकलाप’ के िलए जनजातीय भूिम का उपयोग अनुdात नह_ होगा :
परंतु यह और भी (cid:1)क पा!रि,थ ितक संवेदी जोन के भीतर भू-अिभलेख’ म; उपसंजात कोई 1ु!ट मानीटरी सिमित के िवचार (cid:15)ा7 करने
के पfात् राVय सरकार #ारा (cid:15)Fयेक मामले म; केवल एक बार संशोिधत होगी और उ& 1ु!ट के संशोधन क(cid:31) भारत सरकार के पया(cid:24)वरण,
वन और जलवायु प!रवत(cid:24)न मं1ालय को सूचना दने ी होगी ।
परंतु यह और भी (cid:1)क उपयु(cid:24)& 1ु!ट का संशोधन म; इस उप-पैरा के अधीन यथा उपबंिधत के िसवाय (cid:1)कसी भी दशा म; भू-उपयोग का
प!रवत(cid:24)न सिLमिलत नह_ होगा ।
परंतु यह और भी (cid:1)क िजससे ह!रत (cid:30)े1 म; जैसे वन (cid:30)े1, कृिष (cid:30)े1 आ(cid:1)द म; कोई पा!रणािमक कटौती नह_ होगी और अन(cid:15)यु(cid:7) त या
अनुFपादक कृिष (cid:30)े1’ म; पुन: वनीकरण करने के (cid:15)यास (cid:1)कए जाएंगे ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(2) (cid:15)(cid:15)(cid:15)(cid:15)ााााककककृृृृििििततततकककक (cid:29)(cid:29)(cid:29)(cid:29)ोोोोतततत –––– सभी (cid:15)ाकृितक iोत’ के आवाह (cid:30)े1 क(cid:31) पहचान क(cid:31) जाएगी और उनके संर(cid:30)ण और पुनन(cid:24)वीकरण के िलए
योजनाY को आंचिलक महायोजना म; सिLमिलत (cid:1)कया जाएगा तथा राVय सरकार #ारा ऐसी रीित मे माग(cid:24)दश(cid:24)क िस@ांत तैयार (cid:1)कए
जाएंगे िजससे (cid:1)क इन (cid:30)े1’ म; या इनके समीप िवकास (cid:1)]याकलाप’ को रोका जा सके जो ऐसे (cid:30)े1’ के िलए हािनकारक ह 5|
(2) पपपपयययय(cid:4)ट(cid:4)ट(cid:4)ट(cid:4)टनननन –––– (क) पा!रि,थितक संवेदी जोन के भीतर पय(cid:24)टन संबंधी (cid:1)]याकलाप, जो आंचिलक महायोजना का भाग (cid:17)प म;
िन(cid:13)िलिखत (cid:17)प म; ह’गे ।
(ख) पय(cid:24)टन महायोजना, पय(cid:24)टन िवभाग #ारा वन और पया(cid:24)वरण िवभाग, राVय सरकार के परामश(cid:24) से तैयार होगी ।
(ग) पय(cid:24)टन संबंधी (cid:1)]याकलाप िनL निलिखत के अधीन िविनयिमत ह’गे, अथात(cid:24) ् :-
(i) पा!रि,थितक संवेदी जोन के भीतर सभी नए पय(cid:24)टन (cid:1)]याकलाप’ या िवDमान पय(cid:24)टन (cid:1)]याकलाप’ का िव,तार राj kीय
lय ाm संर(cid:30)ण (cid:15)ािधकरण, पया(cid:24)वरण, वन और जलवायु प!रवत(cid:24)न मं1ालय #ारा जारी (समय-समय पर यथा संशोिधत)
माग(cid:24)िनदशे ’ के अनुसार होगा िजसम; पा!रि,थितक पय(cid:24)टन, पा!रि,थितक िश(cid:30)ा और पा!रि,थितक िवकास को महFव (cid:1)दया
जाएगा ;
(ii) पा!रि,थ ितक(cid:31)य अनुकूल पय(cid:24)टन (cid:1)]याकलाप’ से संबंिधत पय(cid:24)टक’ के अ,थायी अिधभोग के आवास के िसवाय अनेर बांध
व(cid:21)यजीव अcयारnय क(cid:31) सीमा से एक (cid:1)कलोमीटर के भीतर नए होटल’ और नए होटल’ और िवoाम,थल’ के सिPमा(cid:24)ण क(cid:31)
अनुdा नह_ दी जाएगी ;
पर(cid:21)तु पा!रि,थितक संवेदी जोन के िव,तार तक संरि(cid:30)त (cid:30)े1’ क(cid:31) सीमा से एक (cid:1)कलोमीटर क(cid:31) दरू ी से परे पय(cid:24)टन
महायोजना के अनुसार पा!रि,थितक पय(cid:24)टन सुिवधाY के िलए पूव(cid:24)-प!रभािषत और अिभिहत (cid:30)े1’ म; ही नए होटल’ और
िवoाम,थल’ क(cid:31) ,थापना क(cid:31) अनुdा दी जाएगी |
(iii) आंचिलक महायोजना का अनुमोदन (cid:1)कए जान े तक, पय(cid:24)टन के िलए िवकास और िवDमान पय(cid:24)टन (cid:1)]याकलाप’ के िव,तार
को वा,तिवक ,थल िविनAद= संवी(cid:30)ा तथा मानीटरी सिमित क(cid:31) िसफा!रश पर आधा!रत संबंिधत िविनयामक (cid:15)ािधका!रय’
#ारा अनुdात (cid:1)कया होगा ।
(4) ननननैसैसैसैस""""गगगगकककक ििििववववररररााााससससतततत -------- पा!रि,थितक संवेदी जोन म; महFवपूण(cid:24) नैस<गक िवरासत के सभी ,थल’ जैसे सभी जीन कोश आरि(cid:30)त (cid:30)े1,
शैल िवरचनाएं, जल (cid:15)पात’, झरन’, घाटी मागU, उपवन’, गफु ाएं, ,थल’, pमण, अKरोहण, (cid:15)पात’ आ(cid:1)द क(cid:31) पहचान क(cid:31) जाएगी और
उ(cid:21)ह; संरि(cid:30)त (cid:1)कया जाएगा तथा उनक(cid:31) सुर(cid:30)ा और संर(cid:30)ा के िलए इस अिधसूचना के (cid:15)काशन क(cid:31) तारीख से छह मास के भीतर, उपयु&
योजना बनाएगी और ऐसी योजना जोनल मा,टर qलान का भाग होगा ।

सां,कृितक महFव के (cid:30)े1’ क(cid:31) पहचान करनी होगी और इस अिधसूचना के (cid:15)काशन क(cid:31) तारीख से छह माह के भीतर उनके संर(cid:30)ण क(cid:31)
योजनाए ंतैयार करनी ह’गी तथा आंचिलक महायोजना म; सिLमिलत क(cid:31) जाएगी ।

NOTIFICATION
New Delhi, the 13th October, 2015
S.O. 2809(E).—The following draft of the notification, which the Central Government proposes to issue in
exercise of the powers conferred by sub-section (1), read with clause (v) and clause (xiv) of sub-section (2) and sub-
section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) is hereby published, as required under
sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, for the information of the public likely to be affected12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
thereby; and notice is hereby given that the said draft notification shall be taken into consideration on or after the expiry
of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to
the public;

Draft Notification
Whereas, Keoladeo National Park (KNP) is situated at confluence of the Gambhir and Banganga rivers between 27º7’6’’
N - 27º12’2’’ N and 77º29’5’’ E - 77º33’9’’ E in Bharatpur district of Rajasthan and is spread over an area 28.73 square
kilometers;
And whereas, the National Park has significant international ecological importance and it has been declared as a Ramsar
site in 1981 and a World Heritage site in 1985;
And whereas, Keoladeo National Park has rich faunal wealth with 375 species of birds, 27 species of mammals, 13
species of reptiles, 7 species of amphibians and 43 species of fishes;
And whereas, the National Park is often referred to as Bird’s Paradise and acts as a major wintering area for migratory
birds from Central Asia including for rare and endangered central population of the Siberian Crane;
And whereas, the National Park has woodlands, Savanna Grasslands and wetlands with 375 species of flowering plants
and the dominant woodland species is Acacia nilotica;
And whereas, it is necessary to conserve and protect the area to the extent and boundaries of which is specified in
paragraph 1 of this notification around the protected area of Keoladeo National Park as Eco- sensitive Zone from
ecological and environmental point of view and to prohibit industries or class of industries and their operations and
processes in the said Eco-sensitive Zone;
Now therefore, in exercise of the power conferred by sub section(1) and clauses (v) and (xiv) of sub-section (2) and sub-
section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the
Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent of 500 meters all
around the boundary of Keoladeo National Park in the State of Rajasthan as the Keoladeo National Park Eco-sensitive
Zone (hereinafter referred to as the Eco-sensitive Zone) details of which are as under, namely:-
1. Extent and Boundaries of Eco-sensitive Zone.- (1) The Eco-Sensitive Zone has an extent 500 meters all around the
boundary of Keoladeo National Park and is spread across an area of 1425 hectares.
(2) The map of the Eco-sensitive Zone along with latitude and longitude is appended as Annexure I.
(2) The Eco-sensitive Zone is spread across 13 villages falling in Bharatpur District of Rajasthan.
(3) The list of the villages falling within Eco-sensitive Zone along with co-ordinates of prominent points is appended as
Annexure II.
2. Zonal Master Plan for the Eco-sensitive Zone.- (1) The State Government shall, for the purpose of the Eco-
sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of final
notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this
notification.
(2) The said Plan shall be approved by the Competent Authority in the State Government.
(3) The said Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is
specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by
the Central Government, if any.
(4) The said Plan shall be prepared in consultation with all concerned State Departments, namely:-
(i) Environment;
(ii) Forest;
(iii) Urban Development;
(iv) Tourism;

(vi) Revenue;
(vii) Agriculture;
(viii) Rajasthan State Pollution Control Board;
(ix) Irrigation; and
(xi) Public Works Department,
for integrating environmental and ecological considerations into it.
(5) The said Plan shall not impose any restriction on the approved existing land use, infrastructure and activities,
unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and
activities to be more efficient and eco-friendly.
(6) The said plan shall provide for restoration of denuded areas, conservation of existing water bodies, management
of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local
community and such other aspects of the ecology and environment that need attention.
(7) The said Plan shall demarcate all the existing worshipping places, village and urban settlements, types and kinds
of forests, tribal areas, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas,
orchards, lakes and other water bodies.
(8) The said Plan shall regulate development in Eco-sensitive Zone as to ensure Eco-friendly development for
livelihood security of local communities.
(9) The State Governments of Rajasthan and Madhya Pradesh shall prepare separate Zonal Master Plans for area
under their jurisdiction.
3. Measures to be taken by State Government.-The State Governments shall take the following measures for
giving effect to the provisions of this notification, namely:-
(1) Land use.- Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational purposes
in the Eco-sensitive Zone shall not be used or converted into areas for commercial or industrial related development
activities:
Provided that the conversion of agricultural lands within the Eco-sensitive Zone may be permitted on the
recommendation of the Monitoring Committee, and with the prior approval of the State Government, to meet the
residential needs of local residents, and for the activities listed against serial numbers 13, 19, 25, 30 and 33 in column (2)
of the Table in paragraph 4, namely:-
(i) Eco-friendly cottages for temporary occupation of tourists, such as tents, wooden houses, etc. for Eco-friendly
tourism activities;
(ii) Widening and strengthening of existing roads and construction of new roads;
(iii) Small scale industries not causing pollution;
(iv) Rainwater harvesting; and
(v) Cottage industries including village industries, convenience stores and local amenities:
Provided further that no use of tribal land shall be permitted for commercial and industrial development
activities without the prior approval of the State Government and without compliance of the provisions of article 244 of
the constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest
Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by
the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said
error shall be intimated to the Central Government in the Ministry of Environment, Forests and Climate Change:
Provided also that the above correction of error shall not include change of land use in any case except as
provided under this sub-paragraph:
Provided also that there shall be no consequential reduction in green area, such as forest area and agricultural
area and efforts shall be made to reforest the unused or unproductive agricultural areas.
(2) Natural Springs.-The catchment areas of all natural springs shall be identified and plans for their
conservation and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the
State Government in such a manner as to prohibit development activities at or near these areas which are detrimental to

(3) Tourism.- (a) The activity relating to tourism within the Eco-sensitive Zone shall be as per Tourism Master
Plan, which shall be part of the Zonal Master Plan.
(b) The Tourism Master Plan shall be prepared by Department of Tourism, in consultation with Department of Forests
and Environment of the State Government.
(c) The activity of tourism shall be regulated as under, namely:-
(i) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be
based on carrying capacity study of the Eco-sensitive Zone and in accordance with the guidelines issued by the Central
Government in the Ministry of Environment, Forests and Climate Change and the eco-tourism guidelines issued by
National Tiger Conservation Authority, (as amended from time to time) with emphasis on eco-tourism, eco-education
and eco-development ;
(ii) new construction of hotels and resorts shall not be permitted within the Eco-sensitive Zone of Keoladeo
National Park except for accommodation for temporary occupation of tourists related to Eco-friendly tourism activities as
per law:
(iii) till the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities
shall be permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation
of the Monitoring Committee.
(4) Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve
areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and
preserved and plan shall be drawn up for their protection and conservation, within six months from the date of
publication of this notification and such plan shall form part of the Zonal Master Plan.
(5) Man-made heritage sites.- Buildings, structures, artefacts, areas and precincts of historical, architectural,
aesthetic, and cultural significance shall be indentified in the Eco-sensitive Zone and plans for their conservation shall be
prepared within six months from the date of publication of this notification and incorporated in the Zonal Master Plan.
(6) Noise pollution.- The Environment Department of the State Government shall declare the Eco-sensitive Zone as a
Silence Zone under the provisions of the Air (Prevention and Control of Pollution) Act, 1981(14 of 1981) and the rules
made there under.
(7) Air pollution.- The Environment Department of the State Government or the Rajasthan State Pollution Control
Board shall draw up guidelines and regulations for the control of air pollution in the Eco-sensitive Zone in accordance
with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules made there
under.
(8) Discharge of effluents.- The discharge of treated effluent in Eco-sensitive Zone shall be in accordance with the
provisions of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974)and the rules made thereunder.
(9) Solid wastes. - Disposal of solid wastes shall be as under:-
(a) the solid waste disposal in Eco-sensitive Zone shall be carried out as per the provisions of the Municipal Solid Waste
(Management and Handling) Rules, 2000 published by the Government of India in the erstwhile Ministry of
Environment and Forests vide notification number S.O. 908 (E), dated the 25th September 2000 as amended from time to
time;
(b) the local authorities shall draw up plans for the segregation of solid wastes into biodegradable and non-biodegradable
components;
(c) the biodegradable material shall be recycled preferably through composting or vermiculture;
(d) The inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-
sensitive Zone and no burning or incineration of solid wastes shall be permitted in the Eco-sensitive Zone.
(10) Bio-medical waste.- The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out as per the
provisions of the Bio-Medical Waste (Management and Handling) Rules, 1998 published by the Government of India in
the erstwhile Ministry of Environment and Forests vide Notification number S.O. 630(E), dated the 20th July, 1998 as
amended from time to time.
(11) Vehicular traffic. - The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific
provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal master plan is
prepared and approved, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant

(12) Industrial Units .- (a) No establishment of new wood based Industries within the proposed Eco-sensitive zone shall
be permitted except the existing wood based Industries set up as per the Law.
(b) No establishment of any new Industry causing water, air, soil, noise pollution within the proposed Eco-sensitive zone
shall be permitted.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.- All activities in the Eco sensitive
Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986) and the rules made
thereunder, and be regulated in the manner specified in the Table below, namely:-

laws.
Regulated Activities
13. Establishment of hotels and resorts. No new commercial hotels and resorts shall be permitted
within the Eco-sensitive Zone except for accommodation
for temporary occupation of tourists related to Eco-friendly
tourism activities.
14. Construction activities. (a) No new commercial construction of any kind shall be
permitted within the Eco-sensitive Zone:
Provided that local people shall be permitted to
undertake construction in their land for their residential use
including the activities listed in sub-paragraph (1) of
paragraph 3.
(b) The construction activity related to small scale
industries not causing pollution shall be permitted as per
applicable rules and regulations, if any, with the prior
permission from the competent authority.
15. Felling of trees. (a) There shall be no felling of trees on the forest or
Government or revenue or private lands without prior
permission of the Competent Authority in the State
Government;
(b) the felling of trees shall be regulated in accordance with
the provisions of the concerned Central or State Act and
the rules made thereunder;
(c) in case of Reserve Forests and Protected Forests the
Working Plan prescriptions shall be followed.
16. Commercial water resources including (a) The extraction of surface water and ground water shall

5. Monitoring Committee:—
(1) The Central Government hereby constitutes a Monitoring Committee, for effective monitoring of the Eco-sensitive
Zone falling in the State of Rajasthan, which shall comprise of the following namely:-
(i) District Collector, Bharatpur : Chairman;
(ii) One representative of Non Governmental Organization working in the field of environment to be nominated by the
Government of Rajasthan for a term of one year in each case – Member;18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(iii) one expert in the area of ecology and environment to be nominated by the Government of Rajasthan for a term of
one year in each case – Member;
(iv) PWD –District level Officer– Member;
(v) Irrigation District level Officer– Member;
(vi)Tourism District level Officer– Member;
(vii) Minint District level Officer– Member;
(viii) Police District level Officer– Member;
(ix) Municipal council District level Officer– Member;
(x) Industry District level Officer– Member;
(xi) UIT District level Officer– Member;
(xii) Regional Officer of the State Pollution Control Board: Members;
(xiii) Sub Divisional Officer Bharatpur : Member;
(xiv) Block Development Officer, Sewar : Member;
(xv) Hon. Wildlife Warden Bharatpur : Member;
(xvi) Deputy Chief Wildlife Warden, Keoladeo National Park, Bharatpur : Member-Secretary.
6. Terms of Reference:
(1) The Monitoring Committee shall monitor the compliance of the provisions of this Notification.
(2) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006, and are falling in
the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof,
shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to the
Central Government in the Ministry of Environment, Forests and Climate Change for prior environmental
clearances under the provisions of the said notification.
(3) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006 and are falling in
the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof,
shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred to the
concerned Regulatory Authorities.
(4) The Member Secretary of the Monitoring Committee or the concerned Collector(s) or the concerned park
Deputy Conservator of Forests shall be competent to file complaints under section 19 of the Environment
(Protection) Act, 1986 against any person who contravenes the provisions of this notification.
(5) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from Industry Associations or concerned stakeholders to assist in its deliberations depending on the
requirements on issue to issue basis.
(6) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every
year by 30th June of that year to the Chief Wildlife Warden of the respective State as per pro- forma appended at
Annexure III.
(7) The Central Government in the Ministry of Environment, Forests and Climate Change may give such directions,
as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to
provisions of this notification.
8. The provisions of this notification shall be subject to the orders, if any, passed, or to be passed, by the Hon’ble
Supreme Court of India or the High Court or National Green Tribunal .

Keoladeo Wildlife Sanctuary
Biodiversity in the Sanctuary:-
KNP is rich in faunal wealth also. 375 species of birds, 27 species of mammals, 13 species of reptiles, 7 species of
amphibians, 43 species of fishes and 71 species of butterflies, more than 30 species of dragonflies and more than 30
species of spiders inhabit the park. Owing to the abundance of the birds, KNP is often referred as Bird’s Paradise.
√ Heronry in the park is formed by of 15 species of birds viz. Painted stork, Open bill stork, Grey heron, Purple heron,
Night heron, Large agret, Intermediate agret, Little egret, Cattle egret, Black headed ibis, Little cormorant, Indian shag,
Large cormorant, Indian darter, Eurasian spoonbill.
√ Other birds breeding in the park are White necked stork, Black necked stork, Little green heron, Black bittern, Chestnut
bittern, Yellow bittern, Sarus crane, Comb duck, Spot billed duck, Lesser whistling teal, Cotton teal, Pheasant tailed

√ KNP used to be the only wintering area for the rare and endangered central population of the Siberian Crane till 2002.
√ Serves as a major wintering area for migratory birds from Central Asia.
√ 42 species of raptors and 9 species of owls are seen in the park.
