Service Wastewater and Stormwater Guidelines:
* Industries should aim for zero discharge of service wastewater, but if discharged, specific norms must be followed, including limits for pH (6.5-8.5), Suspended Solids (100 mg/l), and Oil and Grease (10 mg/l).
* Temperature of service wastewater should not be more than 5°C higher than the intake water temperature.
* Stormwater from plants with plot sizes of at least 250 square meters should not mix with scrubber water, effluent, or floor washings.
* Stormwater within a unit's battery limits should be channelized through a HDPE lines pit with a holding capacity of 10 minutes of hourly average rainfall.
Solvent Losses and Heavy Metal Limits:
* Total solvent losses should not exceed 3% of solvent consumed.
* State Pollution Control Boards/Committees may specify higher heavy metal limits if the intake water concentration exceeds prescribed limits, restricted to background levels.
* Relaxation on Arsenic limits may be granted if geogenic in groundwater, provided the built of Arsenic in wastewater does not exceed 0.2 mg/l over the raw water level, and total heavy metals limit is maintained.

NOTIFICATION
New Delhi, the 17th January, 2018
G.S.R. 36(E).————The following draft of the notification, which the Central Government proposes to
issue in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986 (29
of 1986) is hereby published, as required under sub-rule (3) of rule 5 of the Environment (Protection) Rules,
1986, for the information of the public likely to be affected thereby; and notice is hereby given that the said
draft notification shall be taken into consideration on or after the expiry of a period of sixty days from the date
on which copies of the Gazette containing this notification are made available to the public.
Any person interested in making any objections or suggestions on the proposals contained in the draft
notification may forward the same in writing, for consideration of the Central Government within the period
specified above to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran
Bhawan, Jor Bagh Road, New Delhi-110003, or send it to Member Secretary, CPCB and Scientist ‘D’

Draft Notification
The Central Government hereby makes the following rules further to amend the Environment
(Protection) Rules, 1986, namely:-
1. Short title and commencement.—(1) These rules may be called the Environment (Protection)
Amendment Rules, 2018.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule-l, for serial number 42 and the entries
relating thereto, the following serial number and entries shall be substituted, namely:-

B. Effluent Standards
• Large scale water based plants shall meet zero liquid discharge from
process section.
• All Micro, Small and Medium units as per Micro, Small and Medium
Enterprises Development Act, 2006 (27 of 2006) and Solvent based large
scale paint units shall meet the standards given below:

wastewater, and in case, the industry prefers to discharge service
wastewater, the following norms shall be complied with:-

(i) Storm water for a plant, a unit (having plot size at least 250 square
metres) shall not be allowed to mix with scrubber water, effluent and/or

through separate drain/pipe passing through a High Density Poly
ethylene (HDPE) lines pit having holding capacity of 10 minutes (hourly
average) of rainfall.
E- Guidelines for Solvent Losses
The total losses of solvent should not be more than 3% of the solvent
consumed.
* The units shall meet the prescribed limits of heavy metals in treated
effluent, however, in cases where heavy metal concentration in intake water
is more than prescribed limits, State Pollution Control Boards or Pollution
Control Committees may specify higher limits of heavy metals provided the
maximum limits are restricted to the background limits of intake water.
** In case As is geogenic in ground water, the State Pollution Control
Boards/Pollution Control Committees may relax the limit with respect to it
appropriately, provided the built of As in waste water does not exceed 0.2
mg/l over and above the As in raw water and limit with respect to total
heavy metals is maintained.
