अिधसूचना के (cid:7079)काशन क(cid:7409) तारीख से दो वष(cid:6981) क(cid:7409) अविध के भीतर, (cid:7021)थानीय (cid:7390)ि(cid:7334)य(cid:7298) के परामश(cid:6981) से और इस अिधसूचना म(cid:7286) संल(cid:6991) न अनुबंध(cid:7298)
के सामंज(cid:7021) य से आंचिलक महायोजना तैयार करेगी ।
(2) आचंिलक महायोजना रा(cid:6996) य सरकार म(cid:7286) स(cid:6979)म (cid:7079)ािधकारी (cid:7367)ारा अनुमो(cid:7408)दत होगी ।
(3) पा(cid:7407)रि(cid:7021) थितक संवेदी जोन के िलए आचंिलक महायोजना रा(cid:6996)य सरकार (cid:7367)ारा ऐसी रीित जैसा इस अिधसूचना म(cid:7286) िविन(cid:7416)द(cid:7020) ट ह ै
और सुसंगत क(cid:7286)(cid:7076)ीय और रा(cid:6996) य िविधय(cid:7298) तथा क(cid:7286)(cid:7076)ीय सरकार (cid:7367)ारा जारी य(cid:7408)द कोई ह(cid:7298), माग(cid:6981)दश(cid:6981)क िस(cid:7373)ांत के अनु(cid:7271)प तैयार क(cid:7409) जाएगी ।
(4) आंचिलक महायोजना, संब(cid:7373) िवभाग(cid:7298) के परामश(cid:6981) से पया(cid:6981)वरणीय और पा(cid:7407)रि(cid:7021)थितक िवचार(cid:7298) को उसम(cid:7286) एक(cid:7409)कृत करने के िलए
तैयार होगी, अथा(cid:6981)त्:--

(iii)(cid:32) कृिष ;

(vii)(cid:32) (cid:7061)ामीण िवकास;
(viii)(cid:32) (cid:7410)सचाई और बाढ़ िनयं(cid:7074)ण;
(ix)(cid:32) नगरपािलका;
(x)(cid:32) पंचायती राज;

(5) आंचिलक महायोजना अनुमो(cid:7408)दत िव(cid:7378)मान भू-उपयोग, अवसंरचना और (cid:7408)(cid:7059)याकलाप(cid:7298) पर कोई िनब(cid:7304)धन अिधरोिपत नह(cid:7277) करेगी,
जब तक (cid:7408)क इस अिधसूचना म(cid:7286) िविन(cid:7416)द(cid:7020) ट न हो और आचंिलक महायोजना सभी अवसंरचना और (cid:7408)(cid:7059)याकलाप(cid:7298) म(cid:7286) और अिधक द(cid:6979)ता और
पा(cid:7407)रि(cid:7021)थितक अनुकूलता का संवध(cid:6981)न करेगी ।
(6) आंचिलक महायोजना म(cid:7286) अना(cid:6994)छा(cid:7408)दत (cid:6979)े(cid:7074)(cid:7298) के जीण(cid:7299)(cid:7373)ार, िव(cid:7378)मान जल िनकाय(cid:7298) के संर(cid:6979)ण, आवाह (cid:6979)(cid:7074)े (cid:7298) के (cid:7079)बंधन, जल-संभर(cid:7298)
के (cid:7079)बंधन, भूतल जल के (cid:7079)बंधन, मृदा और नमी संर(cid:6979)ण, (cid:7021)थानीय समुदाय(cid:7298) क(cid:7409) आव(cid:7019)यकता(cid:7312) तथा पा(cid:7407)रि(cid:7021)थितक और पया(cid:6981)वरण स ेसंबंिधत
ऐसे अ(cid:7008)य पहलू(cid:7312), िजन पर (cid:7007)यान दने ा आव(cid:7019)यक ह,ै के िलए उपबंध ह(cid:7298)गे ।
(7) आंचिलक महायोजना सभी िव(cid:7378)मान पूजा (cid:7021) थल(cid:7298), (cid:7061)ाम(cid:7298) और शहरी बंदोब(cid:7021)त(cid:7298), वन(cid:7298) के (cid:7079)कार और (cid:7408)क(cid:7021) म(cid:7298), कृिष (cid:6979)े(cid:7074)(cid:7298), ऊपजाऊ
भूिम, ह(cid:7407)रत (cid:6979)े(cid:7074) जैसे उ(cid:7378)ान और उसी (cid:7079)कार के (cid:7021) थान, उ(cid:7378)ान कृिष (cid:6979)े(cid:7074), फलोउ(cid:7378)ान, झील(cid:7298) और अ(cid:7008)य जल िनकाय(cid:7298) का अ(cid:7012)यकंन करेगी
और उ(cid:7334) योजना के (cid:7011)यौरे दते े (cid:7263)ए िव(cid:7378)मान और (cid:7079)(cid:7021)तािवत भूिम के उपयोग को सम(cid:7414)थत (cid:7408)कया जाएगा ।
(8) आंचिलक महायोजना (cid:7021) थानीय समुदाय(cid:7298) क(cid:7409) जीवकोपाज(cid:6981)न को सुिनि(cid:7019) चत करने के िलए, पा(cid:7407)रि(cid:7021)थितक संवेदी जोन म(cid:7286) िवकास को
पा(cid:7407)रि(cid:7021)थितक अनुकूल िवकास के िलए िविनयिमत करेगी।
(9) आंचिलक महायोजना इस अिधसूचना म(cid:7286) (cid:7408)दए गए उपबंध(cid:7298) के संबंध म(cid:7286) अपने काय(cid:7300) को करने के िलए िनगरानी सिमित के िलए एक
संदभ(cid:6981) द(cid:7021)तावेज तैयार करेगी ।

करेगी, अथा(cid:6981)त्:--
(1) भभभभ--ूू--ूूउउउउपपपपययययोोोोगगगग....————पा(cid:7407)रि(cid:7021) थितक संवेदी जोन म(cid:7286) वन(cid:7298), उ(cid:7378)ान-कृिष (cid:6979)े(cid:7074)(cid:7298), कृिष (cid:6979)े(cid:7074)(cid:7298), आमोद-(cid:7079)मोद के (cid:7079)योजन के िलए िचि(cid:7091)त (cid:7408)कए गए
पाक(cid:7300) और खुले (cid:7021)थान(cid:7298) का वािणि(cid:6996)यक और औ(cid:7378)ोिगक संब(cid:7373) िवकास (cid:7408)(cid:7059)याकलाप(cid:7298) के िलए उपयोग या संप(cid:7407)रवत(cid:6981)न नह(cid:7277) होगा।
परंतु पा(cid:7407)रि(cid:7021)थितक संवेदी जोन के भीतर कृिष भूिम का संप(cid:7407)रवत(cid:6981)न मानीटरी सिमित क(cid:7409) िसफा(cid:7407)रश पर और रा(cid:6996)य सरकार के पूव(cid:6981)
अनुमोदन स,े (cid:6979)े(cid:7074)ीय नगर योजना अिधिनयम के अधीन स(cid:6979)म (cid:7079)ािधकारी के पूव(cid:6981) अनुमोदन के साथ और के(cid:7008)(cid:7076)ीय/रा(cid:6996)य सरकार के अ(cid:7008)य
िनयम(cid:7298) और िविनयम(cid:7298) के (cid:7272)प म(cid:7286) लागू ह(cid:7298)गे, जो (cid:7021)थानीय िनवािसय(cid:7298) क(cid:7409) आवासीय ज(cid:7272)रत(cid:7298) को पूरा करने के िलए ह,ै जैसे:-
(i) िव(cid:7378)मान सड़क(cid:7298) को चौड़ा करना और उ(cid:7008)ह(cid:7286) सुदढृ करना तथा नई सड़क(cid:7298) का संिनमा(cid:6981)ण;
(ii) बुिनयादी ढांच(cid:7298) और नाग(cid:7407)रक सुिवधा(cid:7312) का संिनमाण(cid:6981) और नवीकरण;
(iii) (cid:7079)दषू ण उ(cid:7004)प(cid:7382) न करने वाले लघु उ(cid:7378)ोग;
(iv) कुटीर उ(cid:7378)ोग(cid:7298), िजसके अंतग(cid:6981)त (cid:7061)ामीण उ(cid:7378)ोग भी ह;(cid:7289) सुिवधाजनक भ(cid:7003)डार और (cid:7021)थानीय सुिवधा(cid:7312) सहायक पा(cid:7407)रि(cid:7021)थितक पय(cid:6981)टन
िजसके अ(cid:7008)तग(cid:6981)त (cid:7061)ह वास भी है; और
(v) अनु(cid:6994)छेद 4 के अधीन (cid:7408)दये गए संव(cid:7414)धत (cid:7408)(cid:7059)याकलाप:
परंतु यह और भी (cid:7408)क रा(cid:6996)य सरकार के पूव(cid:6981) अनुमोदन तथा संिवधान के अनु(cid:6994)छेद 244 और त(cid:7004)समय (cid:7079)वृ(cid:7275) िविध के उपबंध(cid:7298) के अनुपालन के

आधा(cid:7407)रत दशे ीय माल से औ(cid:7378)ोिगक उ(cid:7004)पाद(cid:7298) का उ(cid:7004)पादन उ(cid:7378)ोग जो पया(cid:6981)वरण

an area of 57.19 square kilometers has number of lakes and wetland areas with an artificial perennial lake and this lake is
a major source of water to wild animals throughout the year and also the key attraction for the tourists;

AND WHEREAS, as per Champion and Seth’s revised classification the aforesaid Sanctuary is dry deciduous scrub
forest and comprises mainly of Khair, Moyan Kardhai, Dhaura, Saja, Lendia, Tendu, Sitaphal, Karonda, Lantana and few
patches of chandan and average density varies from 0 to 0.7, and most of the species are hardy to drought, fire and are
good coppicers.
AND WHEREAS, the important feature of this Sanctuary is presence of Paradise flycatcher in abundance and among
other birds like Bulbul, Owl, Woodpecker, etc. are the commonly found species of the birds, which can be seen any time
in the area; Paradise flycatcher, which is the state birds of Madhya Pradesh, is mostly found in dense forest especially in
the summer period migratory birds which visit the Sanctuary include Spot billed duck, Bramhini duck, Sarus crane, Stilt,
Jacana, Wagtail, Common Indian hornbill, White necked stork; and the carnivores’ family which is headed by Panther in
the Sanctuary has no problem of their food, because Chinkara, Chital and Hare are found in abundance.
NOW, THEREFORE, in exercise of the power conferred by sub section(1) and clauses (v) and (xiv) of sub-section (2)
and sub-section (3) of section 3 of the Environment (Protection) Act 1986 (29 of 1986), read with sub-rule (3) of rule 5
of the Environment (Protection) Rules, 1986, the Central Government hereby notifies an area to an extent varying
from 100 meters on urban/residential settlement side to 2 kms in the rest of the area around the boundary of Narsinghgarh
Wildlife Sanctuary in the State of Madhya Pradesh as the Narsinghgarh Wildlife Sanctuary Eco-sensitive Zone (herein
after referred to as the Eco-sensitive Zone) details of which are as under, namely:-
1. Extent and boundaries of Eco-sensitive Zone.—(1) The Eco-sensitive Zone is spread over an area of 140.71 square
kilometers with extent ranging from 100 meters on urban/residential settlements side to 2 kilometers on the rest of area
from the boundary of the Narsinghgarh Wildlife Sanctuary and the boundary details in the form of Global Positioning
System (GPS) coordinates of points along the boundary of Narsinghgarh Wildlife Sanctuary and its Eco-sensitive Zone
are given in Annexure-I.
(2) The list of 48 villages falling in Eco-sensitive Zone is appended as Annexure-II.
(3) The map of the Eco-sensitive Zone along with boundary details and latitudes and longitudes is appended as
Annexure-III¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 13
2. Zonal Master Plan for Eco-sensitive Zone.—(1) The State Government shall, for the purpose of the Eco-
sensitive Zone prepare, a Zonal Master Plan, within a period of two years from the date of publication of final
notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in that
notification.
(2) The said plan shall be approved by the Competent Authority in the State Government.
(3) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as
is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued
by the Central Government, if any.
(4) The Zonal Master Plan shall be prepared in consultation with all concerned State Departments, namely:-
(i)(cid:32) Environment,
(ii)(cid:32) Forest and Wildlife,
(iii)(cid:32) Agriculture,
(iv)(cid:32) Revenue,
(v)(cid:32) Urban Development,
(vi)(cid:32) Tourism,
(vii)(cid:32) Rural Development,
(viii)(cid:32) Irrigation and Flood Control,
(ix)(cid:32) Municipal
(x)(cid:32) Panchayati Raj
(xi)(cid:32) Public Works Department,
for integrating environmental and ecological considerations into it.
(5) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and
activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all
infrastructure and activities to be more efficient and eco-friendly.
(6) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies,
management of catchment areas, watershed management, groundwater management, soil and moisture conservation,
needs of local community and such other aspects of the ecology and environment that need attention.
(7) The Zonal Master Plan shall demarcate all the existing worshipping places, village and urban settlements, types and
kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards,
lakes and other water bodies with supporting maps and the said Plan shall be supported by maps giving details of existing
and proposed land use features.
(8) The Zonal Master Plan shall regulate development in Eco-sensitive Zone as to ensure eco-friendly development for
livelihood security of local communities.
(9) The Zonal Master Plan shall be a reference document for the Monitoring Committee for carrying out its functions
of monitoring under the provisions of this notification.
3. Measures to be taken by State Government.—The State Government shall take the following measures for
giving effect to the provisions of this notification, namely:-
(1) Land use.—Forests, horticulture areas, agricultural areas, parks and open spaces earmarked for recreational
purposes in the Eco-sensitive Zone shall not be used or converted into areas for major commercial or industrial activities:
Provided that the conversion of agricultural and other lands within the Eco-sensitive Zone may be permitted on the
recommendation of the Monitoring Committee, and with the prior approval of the State Government to meet the
residential needs of the local residents such as:
(i)(cid:32) widening and strengthening of existing roads and construction of new roads;
(ii)(cid:32) construction and renovation of infrastructure and civic amenities;
(iii)(cid:32) small scale industries not causing pollution;
(iv)(cid:32) cottage industries including village industries; convenience stores and local amenities supporting eco-tourism
including home stay; and
(v)(cid:32) promoted activities given under paragraph 4:14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Provided further that no use of tribal land shall be permitted for commercial and industrial development activities
without the prior approval State Government and without compliance of the provisions of article 244 of the
Constitution or the law for the time being in force, including the Scheduled Tribes and other Traditional Forest
Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the
State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said
error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:
Provided also that the above correction of error shall not include change of land use in any case except as provided
under this sub-paragraph:
Provided also that there shall be no consequential reduction in green area, such as forest area and agricultural area
and efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat
restoration activities.
(2) Natural springs.—The catchment areas of all natural springs shall be identified and plans for their conservation
and rejuvenation shall be incorporated in the Zonal Master Plan and the guidelines shall be drawn up by the State
Government in such a manner as to prohibit development activities at or near these areas which are detrimental to such
areas.
(3) Tourism.—(a) The activity relating to tourism within the Eco-sensitive Zone shall be as per Tourism Master
Plan, which shall form part of the Zonal Master Plan.
(b) The Eco-Tourism Master Plan shall be prepared by Department of Tourism, Government of Madhya Pradesh in
consultation with Departments of Environment and Forests Government of Madhya Pradesh.
(c) The activities of eco-tourism shall be regulated as under, namely:-
(i)(cid:32) new construction of hotels and resorts shall not be permitted within one kilometer from the boundary of the
Narsinghgarh Wildlife Sanctuary or upto the extent of the Eco-sensitive Zone whichever is nearer: Provided that beyond
the distance of one kilometer from the boundary of the Narsinghgarh Wildlife Sanctuary till the extent of the Eco-
sensitive Zone, the establishment of new hotels and resorts shall be permitted only in pre-defined and designated areas
for eco-tourism facilities as per Tourism Master Plan.
(ii) all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in
accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest and Climate
Change and the eco-tourism guidelines issued by National Tiger Conservation Authority (as amended from time to time)
with emphasis on eco-tourism, eco education and eco-development and based on carrying capacity study of the Eco-
sensitive Zone;
(iii) til the Zonal Master Plan is approved, development for tourism and expansion of existing tourism activities shall be
permitted by the concerned regulatory authorities based on the actual site specific scrutiny and recommendation of the
Monitoring Committee.
(4) Natural heritage.—All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool
reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc., shall be
identified and preserved and plan shall be drawn up for their protection and conservation, within six months from the
date of publication of the final notification and such plan shall form part of the Zonal Master Plan.
(5) Man-made heritage sites.—Buildings, structures, artefacts, areas and precincts of historical, architectural,
aesthetic and cultural significance shall be indentified in the Eco-sensitive Zone and plans for their conservation shall be
prepared within six months from the date of publication of the final notification and incorporated in the Zonal Master
Plan.
(6) Noise pollution.—The Environment Department of the State Government or the Madhya Pradesh State
Pollution Control Board shall draw up guidelines and regulations for the control of noise pollution in the Eco-sensitive
Zone in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the
rules made thereunder.
(7) Air pollution.—The Environment Department of the State Government or the Madhya Pradesh State Pollution
Control Board shall draw up guidelines and regulations for the control of air pollution in the Eco-sensitive Zone in
accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981) and the rules
made thereunder.
(8) Discharge of effluents.—The discharge of treated effluent in Eco-sensitive Zone shall be in accordance with
the provisions of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974) and the rules made thereunder.
(9) Solid wastes.—Disposal of solid wastes shall be as under:—¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 15
(a) the solid waste disposal in Eco-sensitive Zone shall be carried out in accordance with the provisions of the Solid
Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and
Climate Change (cid:118)(cid:100)(cid:105)(cid:101) notification number S.O. 1357(E), dated the 8th April, 2016 as amended from time to time;
(b) the local authorities shall draw up plans for the segregation of solid wastes into biodegradable and non-biodegradable
components;
(c) the biodegradable material shall be recycled preferably through composting or vermiculture; and
(d) the inorganic material may be disposed in an environmentally acceptable manner at site(s) identified outside the Eco-
sensitive Zone and no burning or incineration of solid wastes shall be permitted in the Eco-sensitive Zone.
(10) Bio-medical waste.—The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out in
accordance with the provisions of the Bio-Medical Waste Management Rules, 2016, published by the Government of
India in the Ministry of Environment, Forest and Climate Change (cid:118)(cid:100)(cid:105)(cid:101) notification number G.S.R. 343(E), dated the
28th March, 2016, as amended from time to time.
(11) Vehicular traffic.—The vehicular movement of traffic shall be regulated in a habitat friendly manner and
specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master
Plan is prepared and approved by the competent authority in the State Government, Monitoring Committee shall monitor
compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(12) Industrial units.—(a) No establishment of new wood based industries within the Eco-sensitive Zone shall be
permitted except the existing wood based industries set up as per the law.
(b) No establishment of any new industry causing water, air, soil, noise pollution within the proposed Eco-
sensitive Zone shall be permitted.
4. List of activities prohibited or to be regulated within the Eco-sensitive Zone.—All activities in the Eco sensitive
Zone shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986) and the rules made
thereunder, the Coastal Regulation Zone (CRZ), 2011, the Environmental Impact Assessment (EIA) Notification, 2006
and other applicable laws including the Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927 (16 of
1927) and the Wildlife (Protection) Act 1972 (53 of 1972), and be regulated in the manner specified in the Table below,
namely:-

9.(cid:32) Construction activities. (a) No new commercial construction of any kind shall be permitted
within one kilometre from the boundary of the Protected Area or upto
extent of the Eco-sensitive Zone whichever is nearer:
Provided that, local people shall be permitted to undertake
construction in their land for their residential use including the
activities listed in sub-paragraph (1) of paragraph 3 as per applicable
building byelaws to meet the residential needs of the local residents.
(b) The construction activity related to small scale industries not
causing pollution shall be regulated and kept at the minimum, with
the prior permission from the competent authority as per applicable
rules and regulations, if any.
(c) Beyond one kilometre it shall be regulated as per the Zonal
Master Plan.
10.(cid:32) Small scale industries not causing Non polluting, non-hazardous, small-scale and service industry,

5. Monitoring Committee.— The Central Government hereby constitutes a Monitoring Committee, for effective

in the field of environment (including heritage conservation) to be
nominated by the Government of Madhya Pradesh for a period of
three years -Member;
(iii)(cid:32) An expert in the area of ecology and environment to be nominated
by the Government of Madhya Pradesh for a period of three years -Member;
(iv)(cid:32) Representative of Madhya Pradesh Pollution Control Board -Member;
(v)(cid:32) Chief Conservator of Forests, Bhopal -Member;
(vi)(cid:32) District Collector, Rajgarh -Member;
(vii)(cid:32) Chief Municipal Officer, Narsinghgarh -Member;
(viii)(cid:32) Superintending Engineer, Public Health Department Bhopal -Member;
(ix)(cid:32) Chief Executive Officer of Zilla Panchayat, Rajgarh -Member;
(x)(cid:32) District Officer of Town and Country planning Department -Member;
(xi)(cid:32) Member of State Biodiversity Board- -Member; and
(xii)(cid:32) Wildlife Warden of Narsinghgarh Wildlife Sanctuary, Bhopal -Member-Secretary.
6. Terms of reference.—(1) The Monitoring Committee shall monitor the compliance of the provisions of this
notification.
(2)(cid:32) The tenure of the Committee shall be three years.
(3) The activities that are covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September, 2006, and are falling in the
Eco-sensitive Zone, except the prohibited activities as specified in column(3) of the Table under paragraph 4
thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred
to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental
clearances under the provisions of the said notification.
(4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile
Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September, 2006 but are falling in the
Eco-sensitive Zone, except the prohibited activities as specified in column (3) of the Table under paragraph 4
thereof, shall be scrutinised by the Monitoring Committee based on the actual site-specific conditions and referred
to the concerned regulatory authorities.¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 19
(5) The Member-Secretary of the Monitoring Committee or the concerned Collector or the concerned work in-charge
shall be competent to file complaints under section 19 of the Environment (Protection) Act, 1986 against any
person who contravenes the provisions of this notification.
(6) The Monitoring Committee may invite representatives or experts from concerned Departments, representatives
from industry associations or concerned stakeholders to assist in its deliberations depending on the requirements
on issue to issue basis.
(7) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every
year by 30th June of that year to the Chief Wildlife Warden in the State as per performa appended at Annexure
IV.
(8) The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as
it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. The Central Government and State Government may specify additional measures, if any, for giving effect to
provisions of this notification.
8. The provisions of this notification are subject to the orders, if any, passed or to be passed by the Hon’ble Supreme
Court of India or the High Court or the National Green Tribunal.
