## Policy Analysis Report: Amendment to Master Plan for Delhi 2021 Regarding Multi-Level Parking **1. Executive Summary:** This report analyzes an amendment to the Master Plan for Delhi 2021 (MPD 2021) concerning Multi-Level Car Parking (MLCP) development control norms. The core purpose of this amendment appears to be incentivizing MLCP development by increasing the permissible FAR (Floor Area Ratio) and allowing commercial/office space within MLCPs, while also emphasizing traffic management and safety. The key finding is a shift towards more flexible development controls for MLCPs to address growing parking needs in Delhi. **2. Introduction:** This report aims to provide an informative overview of an amendment to the Master Plan for Delhi 2021 (MPD 2021), as detailed in the provided government policy text. The report focuses specifically on the modifications related to development control norms for Multi-Level Car Parking (MLCP) facilities. **3. Policy Overview:** * **Original Policy:** This document amends provisions within the Master Plan for Delhi 2021 (MPD 2021), specifically Chapter 12.0 (Transportation), Para 12.14.3.7 regarding Multi-Level Parking for Private Modes. * **Core Objective(s):** The primary objectives, as inferred from the amendment text, are to: * Incentivize the development of Multi-Level Car Parking (MLCP) facilities. * Address the growing need for parking spaces within urban areas of Delhi. * Ensure adequate traffic management and safety around MLCPs. **4. Background and Rationale:** The existing development control norms might not have been sufficient to encourage private sector investment in MLCPs. The amendment suggests that current regulations may be hindering the construction of enough parking spaces to meet the city's needs. This amendment aims to make MLCP projects more financially viable by allowing a commercial component and increasing the FAR permissible for MLCP plots. The emphasis on traffic impact assessments and management plans indicates a concern about the potential impact of these facilities on surrounding traffic flow. **5. Key Provisions / Changes:** The amendment introduces the following key changes to the development control norms for MLCPs: * **Specific Part of Original Policy Changed:** Chapter 12.0: Transportation, Para 12.14.3.7: MULTILEVEL PARKING FOR PRIVATE MODES. * **New Rule/Provision:** * For plots up to 3000 sqm, a maximum of 25% of the gross floor area may be utilized as commercial/office space. Above 3000 sqm, FAR up to 3000 sqm additional is permitted. * In addition to permissible FAR, 3 times additional space for the parking component shall be provided. * MLCP plots must be located on roads with a right-of-way (RoW) of 12 meters or above, subject to a feasibility report and NOCs. * The maximum height is no longer restricted, subject to clearances from AAI, Delhi Fire Service, and other statutory bodies. * Number of basements has no limit, subject to adequate safety measures. * Traffic Impact Assessment (TIA) and Traffic Management Plan (TMP) studies are mandatory for all MLCP sites beyond 3000 sqm. * A single agency shall be responsible for the management of the MLCP and the on-street parking up to a distance of 500 m along the road from the MLCP site. Suitable measures have to be taken by the Management Agency to discourage onstreet parking around the MLCPs by means of increased parking charges at least 3 times that limited to FAR 40 on the plot. * Metro deduction shall not be applicable. * In case of MLCP plots which do not completely get covered by these norms shall be put up for approval of authority for appropriate decision. * **Difference/Effect of Change:** These changes increase the potential profitability of MLCP projects by allowing commercial usage and increasing FAR. The removal of height restrictions (subject to clearances) offers greater design flexibility. Mandatory TIAs and TMP indicate a stronger focus on mitigating negative traffic impacts. Restricting height subject to clearances ensures safety concerns are addressed. The Metro deduction policy, which previously reduced FAR, is no longer applicable, thus increasing permissible FAR. **6. Target Audience and Stakeholders:** Based on the text, the following are directly affected by these changes: * **Real Estate Developers:** The amendments directly affect developers interested in constructing and operating MLCP facilities. * **Local Bodies:** Local bodies are responsible for designating plots for MLCPs. * **Traffic Police:** They are a statutory body whose NOC is required. * **Delhi Development Authority (DDA):** The DDA is the primary body responsible for implementing and overseeing the Master Plan. * **Commuters/Residents of Delhi:** The changes ultimately aim to improve parking availability and traffic flow, affecting commuters and residents. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** * Delhi Development Authority (DDA) is responsible for implementing the changes to the Master Plan. * Local bodies are involved in designating suitable plots. * Traffic Police and other statutory bodies are responsible for granting NOCs. * A single agency is responsible for the management of the MLCP and on-street parking. * **Timelines/Procedures:** * The public was given 45 days from May 25, 2021, to submit objections or suggestions regarding the proposed modifications. * Developers must obtain feasibility reports, NOCs, and clearances from relevant authorities. * Developers must conduct Traffic Impact Assessments (TIA) and create Traffic Management Plans (TMP) for sites over 3000 sqm. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes include: * **Increased Investment in MLCPs:** Higher FAR and commercial components will likely make MLCP projects more attractive to developers. * **Greater Parking Availability:** Increased MLCP development will lead to more parking spaces in urban areas. * **Improved Traffic Flow:** TIA and TMP requirements are expected to mitigate negative traffic impacts. * **Better Management of Parking:** Having a single agency responsible for the MLCP and on-street parking will promote efficiency. **9. Conclusion:** The amendment to the Master Plan for Delhi 2021 regarding Multi-Level Car Parking represents a significant shift towards incentivizing the development of these facilities. By increasing FAR, allowing commercial components, and streamlining approval processes, the DDA aims to address the growing parking needs of Delhi while also emphasizing traffic management and safety. These changes are likely to have a positive impact on parking availability and traffic flow in the city, encouraging private sector participation in providing essential infrastructure.
