## Report on the Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022 **1. Executive Summary:** This report analyzes the "Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022" (hereafter, "the Order"), as published in the Gazette of India on June 3, 2022. The core purpose of this Order is to mandate compulsory use of the Standard Mark issued by the Bureau of Indian Standards (BIS) on specified footwear made from rubber and polymeric materials, ensuring adherence to defined Indian Standards. Key findings indicate that this Order directly affects manufacturers of rubber and polymeric footwear intended for domestic sale, requiring them to obtain BIS certification and marking. The Order aims to improve the quality and standards of footwear available in the Indian market. **2. Introduction:** This report aims to provide a comprehensive overview of the "Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022," based solely on the provided government policy text. The report outlines the Order's objectives, key provisions, target audience, and potential impacts, to inform affected industries about their compliance obligations. **3. Policy Overview:** * **Core Objective(s):** Based on the provided text, the core objective of the Order is to ensure that footwear made from all rubber and all polymeric materials conforms to specified Indian Standards through mandatory BIS certification and marking. This aims to regulate the quality of these products within the domestic market. **4. Background and Rationale:** * **New Policy:** This is a new policy. The likely problem/issue the policy addresses is inconsistent quality and lack of standardized production of rubber and polymeric footwear within India. By mandating adherence to Indian Standards and requiring BIS certification, the policy aims to ensure a minimum quality level for these products available to consumers, improving safety and durability. **5. Key Provisions:** The "Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022" establishes the following key provisions: * **Mandatory Standard Mark:** All goods/articles specified in column 2 of the Table within the order must conform to the corresponding Indian Standard in column 3 and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS) as per Scheme-I of Schedule-II of the Bureau of Indian Standards Conformity Assessment Regulations, 2018. * **Applicability:** The Order applies to footwear made from all rubber and all polymeric materials intended for sale in the domestic Indian market. * **Exemption:** The Order explicitly excludes goods or articles meant for export. * **Effective Date:** The Order comes into force on July 1, 2023. * **Standards List:** A table lists specific types of footwear (e.g., Industrial and protective rubber knee and ankle boots, PVC sandals, Rubber Hawai Chappal) along with their corresponding Indian Standard (IS) number and title. * **Latest Version Applicability:** The latest version of Indian Standards, as amended from time to time by BIS, will apply. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Manufacturers of footwear made from all rubber and all polymeric materials within India. * Importers of footwear made from all rubber and all polymeric materials who intend to sell in the domestic market. * Bureau of Indian Standards (BIS), as the certifying and enforcing authority. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority. * **Timeline:** The Order comes into effect on July 1, 2023, giving manufacturers a period to comply with the requirements. * **Procedure:** Manufacturers are required to obtain a license from BIS, demonstrating conformity to the relevant Indian Standards as per Scheme-I of Schedule-II of the Bureau of Indian Standards Conformity Assessment Regulations, 2018. They must then mark their products with the Standard Mark. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of the "Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022" are: * **Improved Product Quality:** Increased adherence to Indian Standards, leading to higher quality and more durable footwear. * **Enhanced Consumer Protection:** Assurance of minimum quality standards for consumers purchasing rubber and polymeric footwear. * **Market Standardization:** Level playing field for manufacturers through consistent application of standards. * **Elimination of Substandard Products:** Reduction in the availability of low-quality, non-compliant footwear in the Indian market. **9. Conclusion:** The "Footwear Made from all Rubber and all Polymeric Material and its Components Quality Control Order, 2022" is a significant regulatory measure aimed at standardizing and improving the quality of rubber and polymeric footwear in India. By mandating BIS certification and marking, the Order seeks to protect consumers, enhance product quality, and create a more level playing field for manufacturers. Affected industries must take immediate steps to understand the requirements, obtain the necessary certifications, and ensure compliance before the effective date of July 1, 2023.
