L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E1x0x0x 92025-266052 CG-DL-E-10092025-266052 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 569] नई ददल्ली, बुधिार, जसतम्ब र 10, 2025/भार 19, 1947 1947 No. 569] NEW DELHI, WEDNESDAY, SEPTEMBER 10, 2025/BHADRA 19, 1947 1947 मत्सस्ट्यपालन, पिपु ालन और डेयरी मंत्रालय (पिपु ालन और डेयरी जिभाग) अजधसचू ना नई ददल्ली, 29 अगस्ट्त, 2025 सा.का.जन. 613(अ).––केन्द्रीय सरकार, पिुओं के प्रजत क्रूरता का जनिारण अजधजनयम(1960 का 59) की धारा 38 की उपधारा (2) के खंड (झ) द्वारा प्रदत्त िजियों का प्रयोग करत े हुए और भारतीय जीि-जंतु कल्याण बोड ड (सजचि) भती जनयम, 2015 का उन बातों के, जसिाय अजधक्रांत करते हुए जजन्द्ह े अजधक्रमण स े पूिड या करने का लोप दकया गया ह,ै मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय, पिुपालन और डेयरी जिभाग के अंतगडत भारतीय जीि-जंतु कल्याण बोडड म ें सजचि के पद की भती की पद्धजत का जिजनयमन करत े हुए जनम्नजलजखत जनयम बनाती ह,ै अथातड ् :- 1. संजिप्त नाम और प्रारंभ –(1) इन जनयमों का संजिप् त नाम मत्सस्ट्यपालन, पिुपालन और डेयरी मंत्रालय, पिुपालन और डेयरी जिभाग, भारतीय जीि-जंतु कल्याण बोड ड (सजचि), भती जनयम, 2025 ह।ै (2) िे राजपत्र म ें उनके प्रकािन की तारीख का प्रिृत्त होंगे। 2. पद-संख् या, िगीकरण और िेतन मैट्ररक्स म ें स्ट्तर - उि पद की संख्या, उसका िगीकरण और उससे सलं ग्न िेतन मैट्ररक्स म ें स्ट्तर िे होंगे जो इन जनयमों के उपाबद्ध अनुसूची के स्ट् तंभ (2) स े (4) म ें जिजनर्ददष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अन्द्य अहतड ाएं आदद – उक्त पद पर भती की पद्धजत, आय-ु सीमा, अहतड ाए ं और उससे संबंजधत अन्द्य बातें िे होंगी जो उि अनुसूची के स्ट्त ंभ (5) से (13) म ें जिजनर्ददष्ट ह।ैं 6004GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतड ा – िह व्यजि (क) जजसन े ऐसे व् यजि से जििाह दकया ह ैया जििाह की संजिदा की ह ैजजसका पजत या जजसकी पत्नी जीजित ह,ै या (ख) जजसने अपने पजत या पत्नी के जीजित रहते हुए दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजिदा की ह,ै उि पद पर जनयुजि का पात्र नहीं होगा: परन्द्तु केन्द्रीय सरकार का यह समाधान हो जाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्द् य पिकार पर लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करने के जलए अन्द्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितडन स े छूट द े सकेगी। 5. जिजथल करन े की िजि - जहााँ केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहााँ िह उसके जलए जो कारण ह ैं उन्द् ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगड या प्रिगड के व् यजिओं की बाित, आदेि द्वारा जिजथल कर सकेगी। 6. व् यािृजत्त – इन जनयमों की कोई बात, ऐस े आरिणों, आय-ु सीमा म ें छूट और अन्द् य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केंरीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्द्य जपछडे िगों, भूतपूि ड सैजनकों और अन्द्य जििषे श्रेजणयों के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम। पदों की संख्या। िगीकरण। िेतन मैट्ररक्स म ें स्ट्तर। (1) (2) (3) (4) 1* (2025) समूह ‘क’, अराजपजत्रत, िेतन मैट्ररक्स स्ट्तर-12 सजचि *कायडभार के आधार पर पट्ररितडन अननुसजचिीय । (78800-209200) में दकया जा सकता ह।ै चयन पद या सीधी भती दकए जाने िाले ि्यजियों के जलए सीधी भती दकए जाने िाले ि्यजियों के जलए अचयन पद। आय-ु सीमा। अपेजित िैजिक और अन्द्य अहतड ाएं। (5) (6) (7) लाग ूनहीं होता । लाग ूनहीं होता । लाग ूनहीं होता । सीधी भती के जलए जिजहत पट्ररिीिा की अिजध, यदद कोई हो। भती की पद्धजत, सीधी भती या प्रोनन् जत द्वारा आय ुऔर िैिजणक अहतड ाएं या प्रजतजनयुजि/आमले न द्वारा और जिजभन्न प्रोन्नजत की दिा म ेंलाग ू पद्धजतयों द्वारा भरी जाने िाली ट्ररजियों की होंगी या नहीं। प्रजतितता। (8) (9) (10) लाग ूनहीं होता । लाग ूनहीं होता । प्रजतजनयुजि द्वारा । प्रोन्नजत या प्रजतजनयुजि/आमले न द्वारा भती की दिा म ें िे श्रेजणयां जजनस े प्रोन्नजत या यदद जिभागीय पुजष्ट प्रजतजनयुजि/आमेलन दकया जाएगा। सजमजत ह,ै तो उसकी संरचना। (11) (12) प्रजतजनयुजि: लाग ूनहीं होता । केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य ित्रे प्रिासन के एसे अजधकारी, - क (i) जो मूल संिगड या जिभाग म ेंजनयजमत आधार पर सदिृ पद धारण दकय े हुए हों; या (ii) जजन्द्होंने मूल संिगड या जिभाग म ें िेतन मैट्ररक्स म ें लेिल-11 (67700-208700 रुपय)े[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 या समतुल्य म ें जनयजमत आधार पर जनयुजि के पश्चात ् ग्रडे म ें पांच िषड की जनयजमत सेिा की हो; और (iii) केंरीय सरकार या राज्य सरकार या संघ राज्य ित्रे प्रिासनों म ें प्रिासन, सम्मेलन या प्रजििण या संगोष्ठी आयोजजत करने का 5 िषड का अनुभि रखते हों, जीि-जंतु कल्याण या पिु उपचार, पिुजचदकत्ससा देखभाल और जीि-जंतु कल्याण जिजधयों इत्सयादद का ज्ञान रखते हों, ख जनम्नजलजखत िैजिक अहतड ाएं और अनभु ि रखत े हों, अथाडत:- (i) अजनिाय डअहतड ाएं:- (क) दकसी मान्द्यता प्राप्त जिश्वजिद्यालय या भारतीय पिुजचदकत्ससा पट्ररषद अजधजनयम, 1984(1984 का 52) की अंजतम अनुसूची 1 या अनुसूची 2 म ें जिजनर्ददष्ट और भारतीय पिुजचदकत्ससा पट्ररषद या राज्य पिुजचदकत्ससा पट्ररषद म ें रजजस्ट्रीकृत समतुल्य स े पिुजचदकत्ससा जिज्ञान म ेंस्नातक जडग्री या पिुजचदकत्ससा जिज्ञान और पिुपालन म ें स्नातक जडग्री; (ख) प्राणी जिज्ञान या जैि जिज्ञान या पयाडिरण जिज्ञान या िाजनकी या िन्द्य जीि जिज्ञान में स्नातकोत्तर जडग्री; (ii) िांछनीय अहतड ाए:ं - (क) दकसी मान्द्यता प्राप्त जिश्वजिद्यालय से आयुर्विज्ञान या िल्य जचदकत्ससा या िायरस जिज्ञान या जीिाणु जिज्ञान या सूक्ष्म जैि-जिज्ञान या प्रजतरिा जिज्ञान या परजीिी जिज्ञान या पिु जचदकत्ससा लोक स्ट्िास्ट््य के ित्रे म ेंपिुजचदकत्ससा जिज्ञान में स्नातकोत्तर जडग्री या समतुल्य; या (ख) प्राणी जिज्ञान या जैि जिज्ञान या पयाडिरण जिज्ञान या िाजनकी या िन्द्य जीि जिज्ञान में स्नातकोत्तर जडग्री या जडप्लोमा; ट्रटप्पण 1: प्रजतजनयुजि की अिजध, जजसके अंतगडत केंरीय सरकार के उसी या दकसी अन्द्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहल े दकसी अन्द्य बाह्य संिगड पद पर प्रजतजनयुजि की अिजध ह,ै साधारणतया 3 िषड से अजधक नहीं होगी। ट्रटप्पण 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेदन प्राप्त करन े की अंजतम तारीख को 56 स ेअजधक नहीं होगी| भती करन ेम ें जजन पट्ररजस्ट्थजतयों म ेंसंघ लोक सेिा आयोग स ेपरामिड दकया जाएगा। (13) संघ लोक सेिा आयोग से परामि डआिश्यक नहीं ह।ै [फा. सं. िी-11/16/2021-प्रिा. 6] अजभजजत जमत्र, पिुपालन आयुि4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Animal Husbandry and Dairying) NOTIFICATION New Delhi, the 29th August, 2025 G.S.R. 613(E).––In exercise of the powers conferred by clause (l) of sub-section (2) of section 38 of the Prevention of Cruelty to Animals Act (59 of 1960) and in supersession of the Animal Welfare Board of India (Secretary) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Secretary in the Animal Welfare Board of India under the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, Animal Welfare Board of India (Secretary) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Officers under the Central Government or State Governments or Union territory Administration,- (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years regular service in the grade rendered after appointment thereto on regular basis in level-11 ( Rs. 67700-208700) in the pay matrix or equivalent in the parent cadre or department; and (iii) having five years’ experience in administration, organising conferences or training or seminars, having knowledge in Animal Welfare or Animal treatment, Veterinary Care and Animal Welfare Laws etc. in the Central Government or State Government or Union territories Administrations; and b) possessing the following educational qualifications and experience, namely:- (i) Essential qualification:- (A) Bachelor’s degree in Veterinary Science or Bachelor degree in Veterinary Science and Animal Husbandry from a recognised University or equivalent specified in Final Schedule I or the Second Schedule to the Indian Veterinary Council Act, 1984 (52 of 1984) and registered with Veterinary council of India or State Veterinary Council; or (B) Masters degree or Diploma in Zoology or Biological Sciences or environmental sciences or forestry or Wild Life Sciences; (ii) Desirable qualification:- (A) Master’s degree in Veterinary Science in the field of Medicine or Surgery or Virology or Bacteriology or6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Microbiology or Immunology or Parasitology or Veterinary Public Health from a recognised University or equivalent; or (B) Master’s degree or Diploma in Zoology or Biological Sciences or environmental sciences or forestry or Wild Life Sciences. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications Circumstances in which Union Public Service Commission is to be consulted in making recruitment.
