Special Invitee The Chairman may invite any other person(s)/experts to attend meeting of the Committee. 3. Tenure of Non-Official Members The tenure of the non-official Members of the Committee will be three years from the date of notification. However, the Government reserves the right to remove any member from ER Committee any time without assigning any reasons whatsoever. 4. Functions of the Committee The Committee shall, inter-alia, discharge the functions specified in Annexure to this Notification. 5. The Committee shall meet as and when required. There shall not be more than 6 months gap between two meetings.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1] 6. The Committee may take services of third party/expert agency to aid and assist it in discharge of its functions, as and when required. 7. Terms and Conditions of Committee i. Expenditure on TA/DA of Government officials will be met by the respective concerned Department. ii. Non-official members/Sector Experts/Academicians will be reimbursed expenses incurred on airfare and local commutation from their place of working to the place of meeting, as per entitlement, unless transport and commutation facility is provided to the Member for attending the Committee Meetings. They will also be paid an honorarium of Rs. 20,000/- (Rupees Twenty thousand only) per sitting for attending the meeting. iii. All expenditure on the ER Committee will be borne by Directorate General of Hydrocarbons, except the Tour Allowance and Dearness Allowance of Government officials, which will be met by their concerned Departments. iv. The Secretarial assistance to the Committee will be provided by Directorate General of Hydrocarbons. v. Government reserves the right to change the terms and conditions as and when required without assigning any reasons thereof. [F. No. O-22013/1/2017-ONGD-V] AMAR NATH, Jt. Secy. ANNEXURE Role and Functions of Enhanced Recovery (ER) Committee (Vide Gazette Notification No. 334 published on 11.10.2018) The Committee shall be responsible to review and provide approval at different stages which include Eligibility Criteria, ER Pilot, ER Commercial phase and the ER incentives applicable for each case for ER technologies or IR or unconventional production processes as well as other matters related to administration and governance of this policy. In addition, indicative functions of the Committee are listed as under: 1. Reviewing the list of Institutions to carry out ER Screening every year or as deemed necessary. Based on the recommendations of ER Committee, the Government may notify new Institutions to conduct ER Screening. 2. Carrying out a mid-term review, at the end of five years, on the overall efficacy of the policy and assess performance of ER technologies applied on approved fields, incremental production profile as a result of ER and Unconventional production activities etc. 3. The Committee will also develop objective criteria for measuring the incremental production under ER methods such as production against the projection made in the approved ER project. 4. Approval of ER projects, IR projects or Unconventional hydrocarbon production projects and review of the CAPEX & incentives of the contractor thereof. 5. Developing a long term roadmap for building an ER ecosystem and evaluate options/possibilities of strengthening existing institutions by giving them an autonomous status in order for them to serve wider industry participants. The Committee may invite members from industry and academia to help shape the long term ER roadmap. 6. Organizing knowledge sharing forums periodically, for wider industry participants as well as global technology and service providers to discuss leading global practices related to ER.
