(ग) “अनुसूची” से तात्सपय ा अजधजनयम के साथ संलग्न अनुसूची स ेह;ै (घ) “जिश्वजिद्यालय” का िही अथ ा होगा िो जिश्वजिद्यालय अनुिान आयोग अजधजनयम, 1956 (1956 का 3) की धारा 2 के खंड (च) म ेंदिया गया ह।ै (2) इन जनयमों म ें प्रयिु िब्ि और अजभव्यजियाँ िो यहां पररभाजषत नहीं ह,ैं लेदकन अजधजनयम म ें पररभाजषत ह,ैं उनका िही अथ ाहोगा िो अजधजनयम में उन् ह ें दिया गया ह।ै 3. जडग्री और पंिीकरण प्राप्त दकए जबना पि ु जचदकत्ससा का अभ्यास करन े पर प्रजतबंध –– (1) िसू री अनुसूची म ें जनर्िाष्ट जिश्वजिद्यालय या संस्ट्थान से पिु जचदकत्ससा जिज्ञान या पिु जचदकत्ससा जिज्ञान और पिपु ालन में स्नातक की जडग्री प्राप्त दकए जबना कोई भी व्यजि भारत में पिु जचदकत्ससा का अभ्यास नहीं करेगा। (2) अजधजनयम के अध्याय III के प्रािधानों के अतगं ात भारतीय पि ु जचदकत्ससक के रूप म ें पिं ीकरण के जबना कोई भी व्यजि भारत म ेंपिु जचदकत्ससा का अभ्यास नहीं करेगा। 4. जिििे ी पि ु जचदकत्ससा स्नातक का पंिीकरण –– अजधजनयम के अध्याय III के प्रािधानों के अनुसार दकसी भी जििेिी पि ु जचदकत्ससा स्नातक को पंिीकरण प्रिान नहीं दकया िाएगा, िब तक दक उसके पास जनम्नजलजखत योग्यताएं न हों: (i) दकसी जििेिी पिु जचदकत्ससा जिश्वजिद्यालय या संस्ट्थान से न्यूनतम चौिन माह की अिजध का जडग्री पाठ्यक्रम सफलतापूिाक पूरा दकया हो; (ii) जडग्री प्राप्त करन े के बाि उसी जििेिी पि ु जचदकत्ससा जिश्वजिद्यालय या संस्ट्थान स े न्यूनतम बारह माह की अिजध का इंटनाजिप कायाक्रम सफलतापूिाक पूरा दकया हो; (iii) जििेिी पिु जचदकत्ससा जडग्री, अग्रं ेिी भाषा में जििा के माध् यम स ेप्राप्त की हो; (iv) भारतीय पिु जचदकत्ससा पररषि के न्यूनतम पि ु जचदकत्ससा जििा मानक (पिु जचदकत्ससा जिज्ञान और पिुपालन स्नातक - जडग्री पाठ्यक्रम) जिजनयम, 2016, िो क्रमांक फा.सं.12-5/2015-िीसीआई, दिनांक 8 िलु ाई, 2016 को अजधसूजचत और भारत के रािपत्र के भाग III, खंड 4 में दिनाकं 12 िुलाई, 2016 को प्रकाजित हुए में जनर्िाष्ट सभी अजनिाया जिषयों में जििेिी जिश्वजिद्यालय या संस्ट्थान से सफलतापूिाक परीिा उत्तीणा की हो; (v) उस िेि में पिु जचदकत्ससा का अभ्यास करने के जलए पंिीकरण प्रिान करने में सिम ऐसे पेिेिर जनयामक जनकाय के साथ पंिीकृत हो; और (vi) पररषि या केंद्र सरकार द्वारा अजधसूचना द्वारा जनर्िाष्ट दकसी अन्य संस्ट्था द्वारा आयोजित परीिा उत्तीणा की हो; और (vii) उपरोि धारा (ii) में जनर्िाष्ट इंटनाजिप कायाक्रम को सफलतापूिाक पूरा करने के बाि भारत में कम से कम बारह महीने का इंटनाजिप कायाक्रम सफलतापूिाक पूरा दकया हो। 5. पंिीकरण के जलए अहता ा की पात्रता संबंधी ित ें – जििेि स ेजििा प्राप् त पि ु जचदकत्ससा स्नातक को पंिीकरण तभी दकया िाएगा, िब उसके पास जनम्नजलजखत योग्यताएं हों: (i) पहली अनुसूची में जनर्िष्टा पिु जचदकत्ससा जिज्ञान स्नातक या पिु जचदकत्ससा जिज्ञान एि ं पिपु ालन स्नातक की जडग्री के समकि सैद्ांजतक, व्यािहाररक और नैिाजनक प्रजििण पाठ्यक्रम सफलतापूिाक पूरा दकया हो;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ii) भारतीय पि ु जचदकत्ससा पररषि के न्यूनतम पि ु जचदकत्ससा जििा मानक (पिु जचदकत्ससा जिज्ञान एिं पिुपालन स्नातक - जडग्री पाठ्यक्रम) जिजनयम, 2016 म ें जनर्िाष्ट नैिाजनक जिषयों और उनकी उप-जििेषताओं म ें व्यािहाररक प्रजििण सजहत बारह महीने की इंटनाजिप सफलतापूिाक पूरी की हो; (iii) उस िेि में जस्ट्थत जिश्वजिद्यालय या संस्ट्थान स े पूरा पाठ्यक्रम और इंटनाजिप सफलतापूिाक पूरा दकया हो; (iv) पाठ्यक्रम म ें िाजमल होन े की जतजथ से िस िषा की कुल अिजध के भीतर संपूण ा अध्ययन पाठ्यक्रम और इंटनाजिप सफलतापूिाक पूरा दकया हो। 6. जनयमों म ें छूट िेन े की केंद्र सरकार की िजि - केंद्र सरकार, कुछ जििेष पररजस्ट्थजतयों म,ें अजधसूचना द्वारा और उस अजधसूचना में जनर्िाष्ट ितों के अधीन रहते हुए, दकसी िगा या श्रेणी के व्यजियों के संबंध में इन जनयमों के दकसी प्रािधान में छूट ि े सकती ह।ै [फा. सं: के-12052-1/9/2025-एलएच] आर.एस. जसन्हा, अपर सजचि MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Animal Husbandry and Dairying) NOTIFICATION New Delhi, the 23rd December, 2025 G.S.R . 922(E).—In exercise of the powers conferred by section 64, read with section 17 of the Indian Veterinary Council Act, 1984 (52 of 1984), the Central Government hereby makes the following rules, namely:- 1. Short title and commencement. - (1) These rules may be called the Veterinary Council of India (Foreign Veterinary Graduate Registration) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires, –– (a) “Act” means the Indian Veterinary Council Act, 1984 (52 of 1984); (b) “foreign veterinary graduate” means a person who has acquired a degree in Veterinary Science or Veterinary Science and Animal Husbandry from a University or institution not included in the Second Schedule to the Act; (c) “Schedule” means the Schedule annexed to the Act; (d) “University” shall have the meaning assigned to it in clause (f) of section 2 of the University Grants, Commission Act, 1956 (3 of 1956). (2) Words and expressions used in these rules and not defined but defined in the Act shall have the meaning assigned to it in the Act. 3. Prohibition of practicing veterinary medicine without acquisition of degree and registration. –– (1) No person shall practice veterinary medicine in India, without acquiring a degree in Bachelor of Veterinary Science or Veterinary Science and Animal Husbandry, from a University or institution, specified in the Second Schedule. (2) No person shall practice veterinary medicine in India, without registration as the Indian veterinary practitioner, under the provisions of Chapter III of the Act. 4. Registration of foreign veterinary graduate. –– No foreign veterinary graduate shall be granted registration in accordance with the provisions of Chapter III of the Act, unless he has- (i) successfully undergone and completed a degree course in a foreign veterinary University or institution with minimum duration of fifty-four months; (ii) successfully undergone and completed an internship program for a minimum duration of twelve months after acquiring the degree in the same foreign veterinary University or institution; (iii) acquired the foreign veterinary degree with medium of instructions in English language;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iv) successfully passed the examination from the foreign University or institution in all compulsory subjects specified in the Veterinary Council of India Minimum Standards of Veterinary Education- (Bachelor of Veterinary Science and Animal Husbandry - Degree Course) Regulations, 2016, notified vide number F.No.12-5/2015-VCI, dated the 8th July, 2016 and published in the Gazette of India in Part III, Section 4, dated the 12th July, 2016; (v) registered with such such professional regulatory body which is competent to grant registration to practice veterinary medicine in that foreign country ; and (vi) passed the test conducted by the Council or any other institution specified by the Central Government, by notification; and (vii) successfully undergone and completed an internship program for a minimum duration of twelve months in India after successful completion of internship program referred to in clause (ii) above. 5. Eligibility conditions of qualifications for registration. - A foreign veterinary graduate shall be granted registration, if he has - (i) successfully undergone and completed a course of theory, practical and clinical training equivalent to and at par with the course of a degree in Bachelor of Veterinary Science or Veterinary Science and Animal Husbandry specified in the First Schedule; (ii) successfully undergone and completed the internship of twelve months along with hands-on training in clinical subjects and their sub-specialties referred to in the Veterinary Council of India Minimum Standards of Veterinary Education- (Bachelor of Veterinary Science and Animal Husbandry - Degree Course) Regulations, 2016; (iii) successfully undergone and completed the entire course and internship from the University or institution situated in the same foreign country; (iv) successfully undergone and completed the entire course of study and internship with in a total duration of ten years from the date of joining the course. 6. Power of Central Government to relax rules. - The Central Government, in some special circumstances, may relax any provision of these rules, by notification and subject to such conditions as may be specified in that notification, with respect to any class or category of persons.
