NOTIFICATION In exercise of the powers conferred by clauses (2) and (3) of Article 166 of the Constitution of India, the Governor of Karnataka hereby makes the following rules further to amend the Karnataka Government (Transaction of Business) Rules, 1977, namely:- 1. Title and Commencement.- (1) These rules may be called The Karnataka Government (Transaction of Business) (Amendment) Rules, 2020. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Amendment of Schedule.- In the Karnataka Government (Transaction of Business) Rules, 1977,- (a) In the First schedule, under the heading (CASES WHICH SHALL BE BROUGHT BEFORE THE CABINET), after item 17 and the entries relating thereto, the following proviso shall be inserted, namely:- “Provided that, in case of framing or amending rules pertaining to method of Recruitment only such proposals which are recommended as proposal of minor importance by the Cadre Review Committee headed by the Additional Chief Secretary to Government, Department (1)R.N.I. No. KARBIL/2001/47147 POSTAL REGN. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 2 of Personnel and Administrative Reforms need not be placed before the Cabinet for approval. They shall be processed as per entry 22A of the second schedule”; and (b) In the Second schedule, under the heading (CASES WHICH SHALL BE SUBMITTED TO THE CHIEF MINISTER), after item 22 and the entries relating thereto, the following item shall be inserted, namely:- "22A. The proposal for amendment of Cadre and recruitment rules which are of minor importance, to be submitted through Minister concerned excluding the proposals of amendment of rules regulating the recruitment and conditions of service of persons serving in connection with the affairs of the State covered under item number 17 of the First Schedule." Note: If the department and the Cadre Review Committee under the Chairmanship of Additional Chief Secretary to Government, Department of Personnel and Administrative Reforms decides that the proposed amendment of Cadre and Recruitment rules is of minor importance the approval of the Chief Minister shall be obtained for such proposal in file through the Minister concerned and the Chief Secretary."
