NOTIFICATION
The draft of the following rules further to amend the Karnataka State (Forensic
Science Laboratory Services) (Recruitment) Rules, 2017 which the Government of Karnataka
proposes to make in exercise of the powers conferred by the sub-section (1) of section 3
read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990) is hereby published as required by clause (a) of sub-section(2) of section 3 of the
said Act, for the information of all the persons likely to affected thereby and notice is hereby
given that the said draft will be taken into consideration after the expiry of fifteen days from
the date of its publication in the official Gazette.
Any objection or suggestion, which may be received by the State Government from
any person with respect to said draft before the expiry of the period specified above will be
considered by the State Government. Objections and suggestions may be addressed to the
Additional Chief Secretary to Government, Home Department, Vidhana Soudha, Bengaluru-
560001.
Draft Rules
1. Title and commencement.- (1) These rules may be called the Karnataka State
(Forensic Science Laboratory Services) (Recruitment) (Amendment) Rules, 2022.
(2) They shall come into force from the date of their final publication in the Official
Gazette.

2. Amendment of the Schedule.- In the Karnataka State (Forensic Science
Laboratory Services)(Recruitment) Rules, 2017 in the schedule-1,-
(i) in the entries relating to the category of post of “Joint Director (Technical)/(R&D)”,
at serial Number 2, in column No. (5), for the entries under the heading ‘For Promotion’
the following shall be substituted, namely:-
“Must have put in a service of not less than eight years in the cadre of the Deputy
Director on the basis of Seniority cum merit:
Provided that, if an officer who has put in a service of not less than eight years is
not available, then an officer who has put in a service of not less than six years in the cadre
of Deputy Director may be considered for promotion.”
(ii) in the entries relating to the category of post of “Deputy Director”, at serial
Number 4, in column No. (5), the following proviso shall be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Assistant Director except the cadre of Assistant Director (Photography) may
be considered for promotion.”
(iii) in the entries relating to the category of post of “Assistant Director (Chemical
Section)”, at serial Number 5, in column No. (5), before the sub heading “For Direct
Recruitment” the following proviso shall be inserted, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Chemical Section)/Senior Scientific Officer (Toxicology
Section)/Senior Scientific Officer (Narcotic Section) may be considered for promotion.”
(iv) in the entries relating to the category of post of “Assistant Director (Narcotics
Section)”, at serial Number 6, in column No. (5), the following proviso shall be inserted at
the end, namely:-
““Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Narcotic Section)/Senior Scientific Officer (Chemical
Section)/Senior Scientific Officer (Toxicology Section) may be considered for promotion.”
(v) in the entries relating to the category of post of “Assistant Director (Physical
Section)”, at serial Number 7, in column No. (5), the following proviso shall be inserted at
the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Physical Section)/Senior Scientific Officer (Firearms
Section) may be considered for promotion.”
(vi) in the entries relating to the category of post of “Assistant Director (Biology
Section)”, at serial Number 8, in column No. (5), before the sub heading “For Direct
Recruitment”, the following proviso shall be inserted, namely:-3
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Biology Section)/Senior Scientific Officer (DNA
Section) may be considered for promotion.”
(vii) in the entries relating to the category of post of “Assistant Director (DNA
Section)”, at serial Number 9, in column No. (5), before the sub heading “For Direct
Recruitment”, the following proviso shall be inserted, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (DNA Section)/Senior Scientific Officer (Biology
Section) may be considered for promotion.”
(viii) in the entries relating to the category of post of “Assistant Director (Questioned
Document Section)”, at serial Number 10, in column No. (5), before the sub heading “For
Direct Recruitment”, the following proviso shall be inserted, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Senior Scientific Officer (Questioned Document Section) may be considered for
promotion.”
(ix) in the entries relating to the category of post of “Assistant Director (Firearms
Section), at serial Number 11, in column No. (5), the following proviso shall be inserted at
the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Firearms Section)/ Senior Scientific Officer (Physical
Section) may be considered for promotion.”
(x) in the entries relating to the category of post of “Assistant Director (Toxicology
Section)”, at serial Number 12, in column No. (5), before the sub heading “For Direct
Recruitment”, the following proviso shall be inserted, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Toxicology Section)/ Senior Scientific Officer
(Chemical Section)/ Senior Scientific Officer (Narcotic Section) may be considered for
promotion.”
(xi) in the entries relating to the category of post of “Assistant Director (Forensic
Psychology)”, at serial Number 13, in column No. (5), the following proviso shall be inserted
at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Senior Scientific Officer (Forensic Psychology) may be considered for promotion.”
(xii) in the entries relating to the category of post of “Assistant Director (Computer
Forensic Section)”, at serial Number 14, in column No. (5), the following proviso shall be
inserted at the end, namely:-4
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Computer Forensic Section)/ Senior Scientific Officer
(Mobile Forensics Section)/ Senior Scientific Officer (Audio-Video Section) may be
considered for promotion.”
(xiii) in the entries relating to the category of post of “Assistant Director (Mobile
Forensics Section)”, at serial Number 15, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Mobile Forensics Section)/Senior Scientific Officer
(Audio-Video Section)/ Senior Scientific Officer (Computer Forensics Section) may be
considered for promotion.”
(xiv) in the entries relating to the category of post of “Assistant Director (Audio-Video
Forensics Section)”, at serial Number 16, in column No. (5 the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Senior Scientific Officer (Audio-Video Forensics Section)/Senior Scientific
Officer (Computer Forensics Section)/ Senior Scientific Officer (Mobile Forensics Section)
may be considered for promotion.”
(xv) in the entries relating to the category of post of “Assistant Director
(Photography)”, at serial Number 17, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Senior Scientific Officer (Photography Section) may be considered for promotion.”
(xvi) in the entries relating to the category of post of “Senior Scientific Officer
(Chemical Section)”, at serial Number 18, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Chemical Section)/ Scientific Officer (Toxicology Section)/
Scientific Officer (Narcotics Section) on the basis of seniority cum merit may be considered
for promotion.”
(xvii) in the entries relating to the category of post of “Senior Scientific Officer
(Narcotics Section)”, at serial Number 19, in column No. (5), the following proviso shall be
inserted at the end, namely:-5
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Narcotics Section)/ Scientific Officer (Toxicology Section)/
Scientific Officer (Chemical Section) on the basis of seniority cum merit may be considered
for promotion.”
(xviii) in the entries relating to the category of post of “Senior Scientific Officer
(Physical Section)”, at serial Number 20, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Physical Section)/ Scientific Officer (Firearms Section) may
be considered for promotion.”
(xix) in the entries relating to the category of post of “Senior Scientific Officer (Biology
Section)”, at serial Number 21, in column No. (5), the following proviso shall be inserted at
the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Biology Section)/ Scientific Officer (DNA Section) may be
considered for promotion.”
(xx) in the entries relating to the category of post of “Senior Scientific Officer (DNA
Section)”, at serial Number 22, in column No. (5), the following proviso shall be inserted at
the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (DNA Section)/ Scientific Officer (Biology Section) may be
considered for promotion.”
(xxi) in the entries relating to the category of post of “Senior Scientific Officer
(Questioned Document Section)”, at serial Number 23, in column No. (5), the following
proviso shall be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Scientific Officer (Questioned Document Section) may be considered for
promotion.”
(xxii) in the entries relating to the category of post of “Senior Scientific Officer
(Toxicology Section)”, at serial Number 24, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Toxicology Section)/ Scientific Officer (Chemical Section)
may be considered for promotion.”6
(xxiii) in the entries relating to the category of post of “Senior Scientific Officer
(Firearms Section)”, at serial Number 25, in column No. (5), the following proviso shall be
inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Firearms Section)/ Scientific Officer (Physical Section) may
be considered for promotion.”
(xxiv) in the entries relating to the category of post of “Senior Scientific Officer
(Photography Section)”, at serial Number 26, in column No. (5), the following proviso shall
be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Scientific Officer (Photography Section) may be considered for promotion.”
(xxv) in the entries relating to the category of post of “Senior Scientific Officer
(Forensic Psychology)”, at serial Number 27, in column No. (5), the following proviso shall
be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in the
cadre of Scientific Officer (Forensic Psychology) may be considered for promotion.”
(xxvi) in the entries relating to the category of post of “Senior Scientific Officer
(Computer Forensic Section)”, at serial Number 28, in column No. (5), the following proviso
shall be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Computer Forensic Section)/ Scientific Officer (Mobile
Forensic Section)/ Scientific Officer (Audio Video Forensic Section) may be considered for
promotion.”
(xxvii) in the entries relating to the category of post of “Senior Scientific Officer
(Mobile Forensic Section)”, at serial Number 29, in column No. (5), the following proviso
shall be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Mobile Forensic Section)/ Scientific Officer (Computer
Forensic Section)/ Scientific Officer (Audio Video Forensic Section) may be considered for

(xxviii) in the entries relating to the category of post of “Senior Scientific Officer
(Audio Video Forensic Section)”, at serial Number 30, in column No. (5), the following
proviso shall be inserted at the end, namely:-
“Provided that, if an Official who has put in a service of not less than five years is
not available, then an Official who has put in a service of not less than four years in any of
the cadres of Scientific Officer (Audio Video Section)/ Scientific Officer (Computer Forensic
Section)/ Scientific Officer (Mobile Forensic Section) may be considered for promotion.”
