ಕನಾರ್ರ್ಟಕ ರಾಜಯ್ ಕಕಾಾನೂನು (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯ ಅಅಧಿನಿಯಮ, 20009ನುನ್ ಮತತ್ಷಷುಟ್ ತಿದುದ್ಪಡಿ ಮಮಾಡಲು ಒಂದದು
(cid:315)ಧೇಯಕ.
ಇ(cid:313)ಲ್ ಇಇನುನ್ ಮುಂದೆ ಕಂಡುಬರುವ ಉದೆದ್ೕಶಗ(cid:314)ಗಾಾಗಿ ಕನಾರ್ಟಕಕ ರಾಜಯ್ ಕಾನೂೂನು (cid:315)ಶವ್(cid:315)ದಾಾಯ್ಲಯ
ಅಧಿನಿಯಮ, 2009ನುನ್ (20009ರ ಕನಾರ್ಟಕ ಅಧಿನಿಯಮಮ 11) ಮತತ್ಷುಟ್ ತಿದುದ್ಪಡಿ ಮಾಾಡುವುದು
ಯುಕತ್ವಾಗಿರುವವುದರಿಂದ;
ಇದು ಭಾರತ ಗಣರರಾಾಜಯ್ದ ಎಪಪ್ತತೆೊೂತ್ಂದನೇ ವಷಷರ್ದ(cid:313)ಲ್ ಕನಾರ್ಟಟಕ ರಾಜಯ್ (cid:315)ಧಧಾನಮಂಡಲದಿದಿಂದ ಈ
ಮುಂದಿನಂತೆ ಅಧಿನಿಯಮಿತತವಾಗ(cid:313) :-
1. ಸಂಂ(cid:320)ಪತ್ ಹೆಸರು ಮಮತುತ್ ಪಾರ್ರಂಭಭ.- (1) ಈ ಅಧಿಧಿನಿಯಮವನುುನ್ನ್ ಕನಾರ್ಟಕ ರರಾಜಯ್ ಕಾನೂನನು (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಲಯ
((ತಿದುದ್ಪಡಿ) ಅಧಿಧಿನಿಯಮ, 20020 ಎಂದು ಕರರೆಯತಕಕ್ದುದ್.
(2) ಇಇದು ಈ ಕೂಡಲಲೇ ಜಾರಿಗೆ ಬರತಕಕ್ದುದ್.
2. 333ನೇ ಪರ್ಕರಣದದ ತಿದುದ್ಪಡಿ.- ಕನಾರ್ಟಕ ರಾಜಜಯ್ ಕಾನೂನು (cid:315)(cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯಯ ಅಧಿನಿಯಮಮ, 2009ರ (20009ರ
ಕನಾರ್ಟಕ ಅಧಿಧಿನಿಯಮ 11) ((ಇ(cid:313)ಲ್ ಇನುನ್ ಮಮುಂದೆ ಮೂಲ ಅಧಿನಿಯಮವವೆೆಂದು ಕರೆಯಲಲಾಗಿದೆ), 33ನೇೕ ಪರ್ಕರಣದ (1)ನೇ
ಉಪಪರ್ಕರಣದದ (ಜಿ) ಖಂಡಕೆಕ್ಕ್ ಈ ಮುಂದಿನನದನುನ್ ಪರ್ತಿ(cid:372)(cid:372)ೕಜಿಸತಕಕ್ದುುದ್,ದ್ ಎಂದರೆ:-
``(ಜಿ) ಭಾರತದ ರಾಾ(cid:317)ಟ್ರ್ೕಯ ಕಾನೂೂನು (cid:315)ದಾಯ್ಲಯಯ (cid:315)ಶವ್(cid:315)ದಾಯ್ಯ್ಲಯದ ಕುಲಪಪತಿಯವರು, ಬಬೆಂಗಳೂರು;’’
3. 56ನನೇ ಪರ್ಕರಣದ ತಿತಿದುದ್ಪಡಿ.- ಮೂೂಲ ಅಧಿನಿಯಮಮದ 56ನೇ ಪರ್ಕರರಣದ (2)ನೇ ಉಉಪಪರ್ಕರಣದ(cid:313)(cid:313) ಲ್ಲ್ ``ರಾಜಯ್
ಲೆಕಕ್ಪತರ್ಗಳ ನಿನಿಯಂತರ್ಣಾಧಿಕಾಾರಿಯವರಿಂದ'' ಎಂಬ ಪದಗ(cid:314)ಗಗೆ ``ಪರ್ಧಾನ ನಿದದೇರ್ಶಕರು, ಕನನಾಾರ್ಟಕ ರಾಜಯ್ ಲಲೆಕಕ್ಪರಿಶೋಧನನೆ
ಮತುತ್ ಲೆಕಕ್ಪತರ್ರ್ ಇಲಾಖೆ ಇವರಿರಿಂದ'' ಎಂಬ ಪದದಗಳನುನ್ ಪರ್ತಿ(cid:372)(cid:372)ೕಜಿಸತಕಕ್ದುು.ದ್ದ್

ಉದೆದ್ೕಶಗಳು ಮತುತ್ ಕಾರಣಗಳ ಹೇ(cid:314)ಕೆ
(i) ಭಾರತದ ರಾ(cid:317)ಟ್ರ್ೕಯ ಕಾನೂನು (cid:315)ದಾಯ್ಲಯ (ತಿದುದ್ಪಡಿ) ಅಧಿನಿಯಮ, 2004ರ(cid:313)ಲ್ ``ನಿದೇರ್ಶಕರು"
ಅನುನ್ ‘’ಕುಲಪತಿಯವರು" ಎಂದು;
(ii) ರಾಜಯ್ ಲೆಕಕ್ಪತರ್ ಇಲಾಖೆಯನುನ್ “ಕನಾರ್ಟಕ ರಾಜಯ್ ಲೆಕಕ್ಪರಿಶೋಧನೆ ಮತುತ್ ಲೆಕಕ್ಪತರ್ ಇಲಾಖೆ”
ಎಂದು ; ಮತು ತ್
(iii) "ನಿಯಂತರ್ಕರು" ಪದನಾಮವನುನ್ ರಾಜಯ್ ಲೆಕಕ್ ಪರಿಶೋಧನೆ ಮತುತ್ ಲೆಕಕ್ಪತರ್ ಇಲಾಖೆಯ “ಪರ್ಧಾನ
ನಿದೇರ್ಶಕರು” ಎಂದು
- ಮರುನಾಮೀಕರಿ(cid:318)ದ ಪರಿಣಾಮವಾಗಿ ಕನಾರ್ಟಕ ರಾಜಯ್ ಕಾನೂನು (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯ ಅಧಿನಿಯಮ, 2009ನುನ್
(2009ರ ಕನಾರ್ಟಕ ಅಧಿನಿಯಮ 11) ತಿದುದ್ಪಡಿ ಮಾಡುವುದು ಅವಶಯ್ವೆಂದು ಪರಿಗಣಿಸಲಾಗಿದೆ.

33. ಪರ್(cid:316)ಕಷ್ಣ ಪರಿಷತುತ್.- (1) ಈ ಮುಂದಿನ ಪದನಿಮಿತತ್ ಮತುತ್ ಇತರೆ ಸದಸಯ್ರುಗಳನುನ್ ಒಳಗೊಂಡಂತೆ ಪರ್(cid:316)ಕಷ್ಣ ಪರಿಷತನತ್ ುನ್
ಕುಲಾಧಿಪತಿಯವರು ರಚಿಸತಕಕ್ದು,ದ್ ಎಂದರೆ:-
(ಎ) ಕುಲಪತಿಯವರು ಪರ್(cid:316)ಕಷ್ಣ ಪರಿಷತಿತ್ನ ಪದನಿಮಿತತ್ ಅಧಯ್ಕಷ್ರಾಗಿರತಕಕ್ದು;ದ್
(ಬಿ) ಕನಾರ್ಟಕ ಉಚಚ್ ನಾಯ್ಯಾಲಯದ ರಿಜಿಸಾಟ್ರ್ರ್ ಜನರಲ್;

(ಇ) ಸಕಾರ್ರದ ಕಾಯರ್ದ(cid:316)ರ್ಗಳು, ಸಂಸದೀಯ ವಯ್ವಹಾರಗಳು ಮತುತ್ ಶಾಸನ ರಚನೆ ಇಲಾಖೆ ಅಥವಾ ಸಕಾರ್ರದ ಜಂಟಿ
ಕಾಯರ್ದ(cid:316)ರ್ಗಳ ದಜೆರ್ಗಿಂತ ಕಡಿಮೆಯಲಲ್ದ ಅವರ ನಾಮನಿದೇರ್(cid:316)ತರು ಪದನಿಮಿತತ್ ಸದಸಯ್ರು;
(ಎಫ್) ಕಾಲೇಜು (cid:316)ಕಷ್ಣ ಇಲಾಖೆಯ ಆಯುಕತ್ರು, ಬೆಂಗಳೂರು ಅಥವಾ ಕಾಲೇಜು (cid:316)ಕಷ್ಣ ಇಲಾಖೆಯ ಅಪರ ಆಯುಕತ್ರ ದಜೆರ್ಗಿಂತ
ಕಡಿಮೆಯಲಲ್ದ ಅವರ ನಾಮನಿದೇರ್(cid:316)ತರು;
(ಜಿ) ಭಾರತದ ರಾ(cid:317)ಟ್ರ್ೕಯ ಕಾನೂನು (cid:315)ದಾಯ್ಲಯ (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯದ ನಿದೇರ್ಶಕರು, ಬೆಂಗಳೂರು;3
(ಎಚ್) ಜೆಯ್ೕಷತಠ್ ೆಯ ಆಧಾರದ ಮೇಲೆ ಒಂದು ವಷರ್ದ ಅವಧಿಯವರೆಗೆ ಕುಲಪತಿಯವರು ನಾಮನಿದೇರ್ಶನ ಮಾಡಿದ
(cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯಕೆಕ್ ಸಂ(cid:372)ೕಜನೆಗೊಂಡ ಕಾನೂನು ಕಾಲೇಜುಗಳ ಹತುತ್ ಪಾರ್ಚಾಯರ್ರು;
(ಐ) (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯದ ಅಧಯ್ಯನ ಮತುತ್ ಸಂಶೋಧನಾ (cid:315)ಭಾಗಗಳ ಅಧಯ್ಕಷ್ರುಗಳು;
(ಜೆ) (cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯ ಗರ್ಂಥಾಲಯದ ಗರ್ಂಥಪಾಲಕ;
(ಕೆ) ಸಕಾರ್ರವು ನಾಮನಿದೇರ್(cid:316)(cid:318)ದ ಐದು ಸದಸಯ್ರು, ಅವರ(cid:313)ಲ್ ಒಬಬ್ರು, ಅನುಸೂಚಿತ ಜಾತಿಗಳು ಅಥವಾ ಅನುಸೂಚಿತ ಬುಡಕಟಿಟ್ಗೆ
ಸೇರಿದ ವಯ್ಕಿತ್ಯಾಗಿರತಕಕ್ದುದ್, ಒಬಬ್ರು ಇತರೆ (cid:319)ಂದು(cid:314)ದ ವಗರ್ಗ(cid:314)ಗೆ ಸೇರಿದ ವಯ್ಕಿಯತ್ ಾಗಿರತಕಕ್ದುದ್ ಮತು ತ್ಇತರೆ ಮೂರು ಜನರು
ಕಾನೂನು ವೃತಿತ್ಯ(cid:313)ಲ್ರುವ ಅಥವಾ ಕಾನೂನು ಬೋಧನಾ (cid:315)ಭಾಗಕೆಕ್ ಸೇರಿದ ಸದಸಯ್ರಾಗಿದುದ್ ಅವರ(cid:313)ಲ್ ಒಬಬ್ರು

(ಎಲ್) ಸಕಾರ್ರದಿಂದ ನಾಮನಿದೇರ್(cid:316)ತರಾದ ಕನಾರ್ಟಕ (cid:315)ಧಾನಮಂಡಲದ ಮೂರು ಜನ ಸದಸಯ್ರು, ಅವರ(cid:313)ಲ್, ಇಬಬ್ರು (cid:315)ಧಾನ
ಸಭೆಯ ಸದಸಯ್ರಾಗಿರತಕಕ್ದುದ್ ಮತುತ್ ಇನೊನ್ಬಬ್ರು (cid:315)ಧಾನ ಪರಿಷತಿನತ್ ಸದಸಯ್ರಾಗಿರತಕಕ್ದು;ದ್
(ಎಮ್) ಸಕಾರ್ರದಿಂದ ನಾಮನಿದೇರ್(cid:316)ತರಾದ ಸುಪರ್(cid:318)ದಧ್ (cid:319)ರಿಯ ನಾಯ್ಯವಾದಿಗಳ ಪೈಕಿ ಇಬಬ್ರು ಸದಸಯ್ರು ಅವರ(cid:313)ಲ್ ಒಬಬ್ರು

(ಒ) ಎರಡು ವಷರ್ಗಳ ಅವಧಿಯವರೆಗೆ ಕುಲಪತಿಯವರು ನಾಮನಿದೇರ್(cid:316)(cid:318)ದ ಒಬಬ್ ಡೀನ್;

(cid:315)ಶವ್(cid:315)ದಾಯ್ಲಯದ ವಾ(cid:317)ರ್ಕ ಲೆಕಕ್ಪತರ್ಗಳನುನ್ (cid:318)ದಧ್ಪಡಿಸತಕಕ್ದುದ್ ಮತು ತ್ಸಕಾರ್ರಕೆಕ್ ಅದರ ಒಂದು ಪರ್ತಿಯನುನ್ ಕಳು(cid:319)ಸತಕಕ್ದುದ್.

THE KARNATAKA STATE LAW UNIVERSITY (AMENDMENT) BILL, 2020
(LA Bill No. 19 of 2020)
A Bill further to amend the Karnataka State Law University Act, 2009.
Whereas, it is expedient further to amend the Karnataka State Law University Act,
2009 (Karnataka Act 11 of 2009) for the purposes hereinafter appearing;
Be it enacted by the Karnataka State Legislature in the seventy first year of
the Republic of India as follows:-
1. Short title and commencement.- (1) This Act may be called the Karnataka
State Law University (Amendment) Act, 2020.
(2) It shall come into force at once.4
2.Amendment of section 33.- In the Karnataka State Law University Act,
2009 (Karnataka Act 11 of 2009) (hereinafter referred to as the Principal Act), in
section 33,in sub-section (1),for the clause (g) the following shall be substituted,
namely:-
"(g) The Vice-Chancellor, National Law School of India University,
Bengaluru;"
3.Amendment of section 56.- In section 56 of the Principal Act, in sub
section (2), for the words "controller of State Accounts" the words and punctuation
"The Principal Director, Karnataka, The State Audit and Accounts Department" shall
be substituted.
STATEMENT OF OBJECTS AND REASONS
Consequent upon renaming of,-
(i) "The Director" as " The Vice-Chancellor", in the National Law School of India
(Amendment) Act, 2004;
(ii) The State Accounts Department as “The Karnataka State Audit and
Accounts Department”; and
(iii) The designation of the “controller” as “The Principal Director” of State Audit
and Accounts Department.
it is considered necessary to suitably amend the Karnataka State Law University
Act, 2009 (Karnataka Act 11 of 2009).
Hence, the Bill.
FINANCIAL MEMORANDUM
There is no extra expenditure involved in the proposed legislative measure.

EXTRACT FROM THE KARNATAKA STATE LAW UNIVERSITY ACT, 2009 (KARNATAKA
ACT 11 OF 2009)

33.Academic Council.- (1) The Academic Council shall be constituted by the Chancellor
which shall consist of the following ex-officio and other members, namely:-
(a) The Vice Chancellor; shall be the Ex-officio Chairman of the Academic Council;
(b) The Registrar General, High Court of Karnataka;
(c) The Principal Secretary/Secretary to Government, Education Department in charge
of Higher Education;
(d) The Secretary to Government, Department of Law, Justice and Human Rights or his
nominee not below the rank of Additional Secretary to Government - Ex-officio
Member;
(e) The Secretary to Government, Department of Parliamentary Affairs and Legislation
or his nominee not below the rank of Joint Secretary to Government - Ex-officio
member;
(f) The Commissioner for Collegiate Education, Bangalore or his nominee not below
the rank of Additional Commissioner of CollegiateEducation;
(g) The Director, National Law School of India University, Bangalore;
(h) ten Principals of Law Colleges affiliated to the University nominated by the Vice 20
Chancellor for a period of one year on the basis of seniority;
(i) Chairmen of University Departments of Studies and Research;
(j) Librarian of the University Library;
(k) five members nominated by the Government of whom one shall be a person
belonging to the Scheduled Castes and the Scheduled Tribes one to Other
Backward Classes and three others of whom one shall be a woman from among the
members of the legal profession or from the members of the law teaching faculty;
(l) three members of the Karnataka Legislature nominated by the Government of
whom two shall be a member of the Legislative Assembly and another from the
Legislative Council;
(m) two members nominated by the Government from among eminent Senior Advocates
of whom one shall be a womanadvocate;
(n) one member nominated by the Bar Council of Karnataka from among its members.
(o) one Dean nominated by Vice-Chancellor for a period of two years;

56. Annual Accounts and Audit.- (1) The annual accounts of the University shall be
prepared by the Finance Officer under the direction of the Vice Chancellor and a copy shall
be sent to the Government.
(2) The accounts of the University shall, once at least in a year at intervals of not more
than fifteen months be audited by the Controller of State Accounts.
