## Report on the Metro Railways Procedure of Claims Amendment Rules, 2025 **1. Executive Summary:** This report analyzes the Metro Railways Procedure of Claims Amendment Rules, 2025, which amends the Metro Railways Procedure of Claims Rules, 2017. The core purpose of these amendments is to increase the compensation amounts payable for death and injuries sustained by passengers. Key findings include an increase in the compensation for death from four lakh to eight lakh in one instance and from eighty thousand to one lakh sixty thousand in another, an increase in the compensation for injuries from five lakh to eight lakh, and a revised compensation schedule for various injuries. The amendments aim to provide more substantial financial relief to victims of metro railway accidents. **2. Introduction:** This report provides an informative overview of the Metro Railways Procedure of Claims Amendment Rules, 2025, based solely on the provided policy text. The report aims to elucidate the key changes introduced by these amendments and their likely implications. **3. Policy Overview:** * This is an amendment to the Metro Railways Procedure of Claims Rules, 2017. * Core Objective(s): The core objective, inferred from the text, is to revise and increase the amount of compensation provided for death and injuries sustained in incidents related to metro railway operations. **4. Background and Rationale:** The amendment likely addresses the need to provide more adequate compensation in line with current economic realities or to reflect updated assessments of the severity of injuries. The specific amendments suggest a re-evaluation of the compensation amounts deemed appropriate for death and various injury types within the metro railway system. The increase in compensation suggests that the original amounts were deemed insufficient. **5. Key Provisions / Changes:** This is an amendment, and the key provisions focus on the changes introduced: * **Change 1:** Rule 17 of the principal rules is amended. * Subrule 2(a) is changed from "four lakh" to "eight lakh". The effect is to double the compensation amount in this specific instance. * Subrule 3(b) is changed from "eighty thousand" to "one lakh sixty thousand". The effect is to double the compensation amount in this specific instance. * **Change 2:** Rule 18 of the principal rules is amended. * The words "five lakh" are substituted with "eight lakh." This directly increases a compensation amount from 500,000 to 800,000. * **Change 3:** The Second Schedule of the principal rules is entirely replaced. This significantly revises the compensation amounts for various injuries. * The compensation "For death" is set at 8,00,000. * The compensation for specific severe injuries like "loss of both hands," "loss of a hand and a foot," "double amputation," "loss of sight to such an extent as to render the claimant unable to perform any work for which eye sight is essential", "every severe facial disfigurement", and "absolute deafness" is set at 8,00,000. * A detailed list of other injuries and corresponding compensation amounts is provided (see original text). The compensation varies depending on the nature and severity of the injury. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Passengers of metro railways. * Individuals who may sustain injuries or whose family members may die as a result of incidents related to metro railway operations. * The metro railway administration responsible for providing compensation. * The Ministry of Housing and Urban Affairs, which is responsible for overseeing metro railway operations. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Central Government, specifically the Ministry of Housing and Urban Affairs, is responsible for implementing these rules. Metro railway administrations will be responsible for processing and paying claims according to the revised rules. * **Timelines or procedures:** The amendment comes into force on the date of its publication in the Official Gazette. The metro railway administration will need to update its claims processing procedures to reflect the new compensation amounts and the revised schedule. * **(Amendment-Specific):** Implementation requires immediate updating of claim processing protocols and ensuring relevant staff are aware of the increased compensation amounts and revised injury schedule. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes are: * More substantial financial compensation for victims of metro railway accidents. * Potentially increased financial burden on the metro railway administration in terms of claims payout. * Improved public perception of the metro railway system due to more equitable compensation. * These amendments are likely to ensure that compensation amounts are more aligned with the actual economic and social costs associated with the injuries and death covered. **9. Conclusion:** The Metro Railways Procedure of Claims Amendment Rules, 2025, significantly increase compensation amounts for death and injuries sustained in metro railway incidents. These amendments demonstrate a commitment to providing more adequate financial relief to victims and their families, potentially enhancing the perceived fairness and social responsibility of the metro railway system. The changes necessitate immediate updates to claims processing procedures within metro railway administrations.
