L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E2x2xx0 72025-264879 CG-DL-E-22072025-264879 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 443] नई दिल्ली, सोमिार, िलु ाई 21, 2025/आषाढ़ 30, 1947 No. 443] NEW DELHI, MONDAY, JULY 21, 2025/ASHADHA 30, 1947 खान मत्रं ालय अजधसचू ना नई दिल् ली, 21 िुलाई, 2025 सा.का.जन. 486(अ).—केंद्रीय सरकार, खान और खजनि (जिकास और जिजनयमन) अजधजनयम, 1957 (1957 का 67) की धारा 13 द्वारा प्रित्त िजियों का प्रयोग करते हुए, खजनि (परमाणु और हाइड्रोकार्बन ऊिा ब खजनिों से जभन्न) ररयायत जनयम, 2016 का और संिोधन करने के जलए जनम्नजलजखत जनयम र्नाती है, अर्ाबत:् — 1. सजं िप्त नाम और प्रारंभ.— (1) इन जनयमों का संजिप्त नाम खजनि (परमाण ु और हाइड्रो कार्बन ऊिाब खजनिों स े जभन्न) ररयायत (संिोधन) जनयम, 2025 ह।ै (2) य ेरािपत्र म ेंउनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. खजनि (परमाणु और हाइड्रो कार्बन ऊिा बखजनिों से जभन्न) ररयायत जनयम, 2016 म ें— (क) जनयम 44 म,ें खडं (iक) का लोप दकया िाएगा; (ख) जनयम 45 के,— (i) उप-जनयम (7) म,ें — (क) “और टाइटेजनयम के” िब्िों के स्ट्र्ान पर, “, टाइटेजनयम, जिरकोजनयम और सीजियम के” िब्ि रख े िाएंगे; 4889 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) “और टाइटेजनयम स्ट्पंि धातु” िब्िों के स्ट्र्ान पर, “, टाइटेजनयम स्ट्पंि धातु, जिरकोजनयम स्ट्पंि और सीजियम धातु” िब्ि रखे िाएगं े; (ii) उप-जनयम (10) के पश्चात्, जनम्नजलजखत उप-जनयम अंतस्ट्र्ाजपत दकया िाएगा, अर्ाबत्:— “(11) भारतीय खान ब्यरू ो, रुजर्जडयम कार्ोनेट के जलए संयुि राज्य भूिैज्ञाजनक सिेिण या अन्य प्रजतजित प्रकािनों द्वारा प्रकाजित निीनतम उपलब्ध कैलेंडर िषब के मल्ू यों के आधार पर भारतीय रुपए में ऐसे मूल्य को जनम्नजलजखत से गणु ा करके रुजर्जडयम का औसत जिक्रय कीमत प्रकाजित करेगा, अर्ाबत:् — (क) उि कैलडें र िषब के जलए भारतीय ररज़िब र्ैंक की औसत संिभब िर; और (ख) 1.35 का संपररितनब कारक।”; (ग) जनयम 67 के,— (i) उप-जनयम (1) म,ें— (अ) “परमाण ु खजनि प्रभाग” िब्िों के स्ट्र्ान पर, “परमाण ु खजनि अन्िेषण और अनुसंधान जनिेिालय” िब्ि रखे िाएंग;े (आ) “अर्िा जमनरल एक्स्स्ट््लोरेिन कॉपोरेिन जलजमटेड, एक सरकारी कंपनी, द्वारा कंपनी अजधजनयम 2013 (2013 का 18) की धारा 2 के खंड (145) के अंतगबत दकया िाना ह ैं और केन्द्रीय सरकार द्वारा इस उिेश्य के जलए अजधसूजचत ऐसी दकसी संस्ट्र्ा को राज्य सरकार सरकारी रािपत्र म े अजधसूचना िारी करके िेत्र का जििरण िेत े हुए तर्ा कालािजध जिसके जलए पूिेिण संदक्रयाए की िानी है, िारी की िाएगी।” िब्िों के स्ट्र्ान पर, “या कंपनी अजधजनयम 2013 (2013 का 18) की धारा 2 के खंड (45) के अर्ाांतगबत जमनरल एक्स्स्ट््लोरेिन कापोरािन जलजमटेड, एक सरकारी कंपनी तर्ा कोई ऐसी इकाई, िो केन्द्रीय सरकार द्वारा धारा 4 की उपधारा (1) के िसू रे परंतुक के अधीन, इस प्रयोिन के जलए अजधसूजचत की िा सकती ह,ै के अंतगतब की िानी ह,ै केन्द्रीय सरकार रािपत्र में, िेत्र का जििरण िेते हुए तर्ा अिजध जिसके जलए पूिेिण संदक्रयाएँ की िानी ह,ै अजधसूचना िारी करेगी।” िब्ि रखे िाएंग;े (ii) उप-जनयम (3) के स्ट्र्ान पर जनम्नजलजखत उप-जनयम रखा िाएगा, अर्ाबत:् — “(3) केन्द्रीय सरकार उप-जनयम (1) के अधीन िारी अजधसचू ना को अजधसूचना में उजल्लजखत अिजध की समाजप्त से पूिब िापस ल ेसकेगी।”; (घ) जनयम 68 म,ें— (i) “के भाग ग” िब्ि और अिर का लोप दकया िाएगा; (ii) पहले परंतुक म,ें “राज्य सरकार” िब्ि के स्ट्र्ान पर “केन्द्रीय सरकार” िब्ि रखे िाएंग े । [फा. सं. एम.VI-16/68/2025-खान VI] दिनेि माहुर, संयुि सजचि रट्पण॰— खजनि (परमाणु और हाइड्रोकार्बन ऊिाब खजनिों से जभन्न) ररयायत जनयम, 2016 भारत के रािपत्र, असाधारण, भाग 2, खंड 3, उपखंड (i) म ें संख्या सा.का.जन. 279(अ) तारीख 4 माच,ब 2016 द्वारा प्रकाजित दकए गए र्े और अंजतम र्ार संख्या सा.का.जन. 118(अ) तारीख 20 फरिरी, 2024 द्वारा संिोजधत दकए गए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 MINISTRY OF MINES NOTIFICATION New Delhi, the 21st July, 2025 G.S.R. 486(E).—In exercise of the powers conferred by section 13 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the following rules further to amend the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016, namely:— 1. Short title and commencement.— (1) These rules may be called the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession (Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016,— (a) in rule 44, clause (ia) shall be omitted; (b) in rule 45,— (i) in sub-rule (7),— (A) for the words “and Titanium in”, the words “, Titanium, Zirconium and Caesium in” shall be substituted; (B) for the words “and Titanium sponge metal”, the words “, Titanium sponge metal, Zirconium sponge and Caesium metal” shall be substituted; (ii) after sub-rule (10), the following sub-rule shall be inserted, namely:— “(11) The Indian Bureau of Mines shall publish average sale price of Rubidium in Indian Rupees on the basis of prices published by the United States Geological Survey or other reputed publications for Rubidium Carbonate for the latest available calendar year by multiplying such price with the following, namely:— (a) average reference rate of Reserve Bank of India for the said calendar year; and (b) the conversion factor of 1.35.”; (c) in rule 67,— (i) in sub-rule (1), — (A) for the words “Atomic Minerals Division”, the words “Atomic Minerals Directorate for Exploration and Research” shall be substituted; (B) for the words “the State Government shall”, the words, brackets and figures “under the second proviso to sub-section (1) of section 4, the Central Government shall” shall be substituted; (ii) for sub-rule (3), the following sub-rule shall be substituted, namely:— “(3) The Central Government may revoke a notification issued under sub-rule (1) before the expiry of the period stated in the notification.”; (d) in rule 68,— (i) the words and letter “Part C of” shall be omitted; (ii) in the first proviso, for the words “State Government”, the words “Central Government” shall be substituted.
