35, read with section 12 of the National Green Tribunal Act, 2010 (19 of 2010), the Central
Government hereby makes the following rules, namely:-
1. SSSShhhhoooorrrrtttt ttttiiiittttlllleeee aaaannnndddd ccccoooommmmmmmmeeeennnncccceeeemmmmeeeennnntttt....————(1) These rules may be called the National Green Tribunal
(Recruitment, Salaries and Other Terms and Conditions of Service of Senior Accountant) Rules,
2018.
(2) They shall come into force on the date of their publication in the Official Gazette.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
2. DDDDeeeeffffiiiinnnniiiittttiiiioooonnnnssss....———— (1) In these rules, unless the context otherwise requires, -
(a) “Act” means the National Green Tribunal Act, 2010 (19 of 2010);
(b) “Schedule” means the Schedule annexed to these rules;
(c) “section” means a section of the Act;
(d) “Selection Committee” means the Selection Committee referred to in clause (d) of rule 7;
(e) “Senior Accountant” means the personnel recruited under these rules;
(f) words and expressions used in these rules and not defined, but defined in the Act, shall
have the meanings respectively assigned to them in the Act
3. AAAApppppppplllliiiiccccaaaattttiiiioooonnnn....————These rules shall apply to the post of Senior Accountant (except personnel
hired on outsourced basis or on short-term contract basis or on lump-sum salary basis).
4. AAAAppppppppooooiiiinnnnttttiiiinnnngggg AAAAuuuutttthhhhoooorrrriiiittttyyyy....————The Chairperson shall be the appointing authority for the Senior
Accountant.
5. NNNNuuuummmmbbbbeeeerrrr ooooffff ppppoooosssstttt,,,, ccccllllaaaassssssssiiiiffffiiiiccccaaaattttiiiioooonnnn aaaannnndddd lllleeeevvvveeeellll iiiinnnn ppppaaaayyyy mmmmaaaattttrrrriiiixxxx....————The number of the said post, its
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4)
of the Schedule.
6. MMMMeeeetttthhhhoooodddd ooooffff rrrreeeeccccrrrruuuuiiiittttmmmmeeeennnntttt,,,, aaaaggggeeee lllliiiimmmmiiiitttt,,,, qqqquuuuaaaalllliiiiffffiiiiccccaaaattttiiiioooonnnnssss,,,, eeeettttcccc....————The method of recruitment, age limit,
qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of
the Schedule.
7. PPPPrrrroooocccceeeedddduuuurrrreeee ffffoooorrrr ddddiiiirrrreeeecccctttt rrrreeeeccccrrrruuuuiiiittttmmmmeeeennnntttt....————The following procedure shall be followed for making
direct recruitment to the said post, in accordance with the provisions of the Schedule, namely:-
(a) the Tribunal shall invite applications for the post through an advertisement on all India basis;
(b) all such applications received shall be screened for eligibility by a Screening Committee
constituted by the Chairperson;
(c) if the number of applications received is large, then the Selection Committee referred to in
clause (d) may recommend conduct of a preliminary examination through a professional agency
hired on the basis of an open competitive bid process;
(d) the recruitment shall be done by the Selection Committee comprising of-
(i) Chairperson or a Judicial Member nominated by the Chairperson – Chairman;
(ii) Secretary, Ministry of Environment, Forest and Climate Change or his nominee –
Member;
(iii) Expert Member to be nominated by the Chairperson – Member;

8. AAAAppppppppooooiiiinnnnttttmmmmeeeennnntttt bbbbyyyy ddddeeeeppppuuuuttttaaaattttiiiioooonnnn....————The following procedure shall be adopted for making
appointment on deputation to the post, in accordance with the provisions of the Schedule, namely:-
(a) the Tribunal shall invite applications for the vacant posts through an advertisement on all
India basis;
(b) the applications received shall be screened for eligibility by a Screening Committee
constituted by the Chairperson;
(c) interviews shall be conducted for selection by the Selection Committee as specified by the
Chairperson in consultation with the Secretary, Ministry of Environment, Forest and Climate Change
referred to in clause (d) of rule 7.
9. PPPPeeeerrrriiiioooodddd ooooffff ddddeeeeppppuuuuttttaaaattttiiiioooonnnn....————(1)The period of deputation including the period of deputation in
another ex-cadre post held immediately preceding this appointment in the same or some other
organisation or Department of the Central Government shall be three years from the date of
beginning of the deputation and beyond three years, the period of deputation may be extended upto
4th year with the approval of the Secretary, Ministry of Environment, Forest and Climate Change,
and beyond 4th year and upto 7th year with the approval of the Minister for Ministry of Environment,
Forest and Climate Change:
Provided that every extension shall have prior concurrence of the Chairperson.
(2) The instructions on deputation issued, from time to time, by the Department of Personnel
and Training shall be applicable to officials serving on deputation basis.
10. CCCCoooonnnnddddiiiittttiiiioooonnnnssss ooooffff sssseeeerrrrvvvviiiicccceeee....————The conditions of service of Senior Accountant in matters of pay,
allowances, leave, provident fund, age of superannuation, pension and retirement benefits, medical
facilities and other conditions of service, shall be regulated in accordance with such rules and
regulations as are for the time being applicable to employees belonging to Group B of the
corresponding level in the pay matrix of the Central Government stationed at those places.
11. DDDDiiiissssqqqquuuuaaaalllliiiiffffiiiiccccaaaattttiiiioooonnnn....————No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post.
12. AAAAccccccccoooommmmmmmmooooddddaaaattttiiiioooonnnn....————The Senior Accountant shall be eligible for House Rent Allowance as
admissible to employees belonging to Group B of the corresponding level in the pay matrix of the
Central Government stationed at those places.
13. SSSSaaaavvvviiiinnnngggg....————Nothing in these rules shall affect reservation, relaxation of age limit and other

Backward Class, ex-serviceman and other special categories of persons in accordance with the
orders issued by the Central Government from time to time in this regard.
