और (ii) प्राकृजतक गैस (आपूर्त च जवजनयमन) आदेि, 2026; और, पेरोजलयम उत्पाद (उत्पादन, भंडारण और आपूर्त च का रखरखाव) आदिे , 1999 के खंड 8 म ें तले िोधन कंपजनयों, तले जवपणन कंपजनयों, कच्चे तेल के उत्पादक, आयातक और पेरोजलयम क्षत्रे में लगी अन्द्य संस्ट्थाओं को पेरोजलयम उत्पादों के उत्पादन, स्ट्टॉक, आयात, जनयाचत, भंडारण और संर्लन स ेसंबंजधत ऐसी िानकारी केन्द्रीय सरकार को या केन्द् रीय सरकार द्वारा नाजमत ऐसी एिसें ी को प्रस्ट्तुत करना अपेजक्षत ह;ै और, प्राकृजतक गैस (आपूर्तच जवजनयमन) आदेि, 2026 के खंड 7 के अंतगचत एलएनिी और पनु गैसीकृत एलएनिी सजहत प्राकृजतक गैस के उत्पादक, आयातक, पठरवहनकताच, जवपणनकता चऔर जवतरक को प्राकृजतक गैस के उत्पादन, आयात, 1958 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] स्ट्टॉक, आबटं न, आपूर्तच और खपत स े संबंजधत सूर्ना केन्द् रीय सरकार या उसके द्वारा प्राजधकृत दकसी अजधकारी को प्रस्ट्तुत करना अपेजक्षत ह;ै और, केन्द्र ीय सरकार पेरोजलयम और प्राकृजतक गैस आपूर्तच श्ृंखला की प्रभावी जनगरानी के जलए ऐसी सूर्ना के व्यवजस्ट्थत सग्रं ह, संकलन और जवश्लेषण हते ु एक केंरीकृत संस्ट्थागत तंत्र स्ट्थाजपत करना लोकजहत म ेंआवश्यक समझती ह;ै अतः अब, केन्द्रीय सरकार आवश्यक वस्ट्त ुअजधजनयम, 1955 की धारा 3 की उपधारा (2) के खंड (i) के साथ पठित धारा 3 की उपधारा (1) द्वारा प्रदत्त िजियों का प्रयोग करत ेहुए, जनम्नजलजखत आदिे करती ह,ै अथाचत:् - 1. सजं क्षप्त नाम और प्रारंभ.- (1) इस आदेि का संजक्षप् त नाम परे ोजलयम और प्राकृजतक गैस (सूर्ना प्रदान करना) आदेि, 2026 ह ै। (2) यह रािपत्र में इनके प्रकािन की तारीख को प्रवृत् त होंगे । 2. नोडल एिसें ी का पदनाम.- केन्द्र ीय सरकार, पेरोजलयम और प्राकृजतक गैस मंत्रालय के अधीन पेरोजलयम योिना एव ं जवश्लेषण प्रकोष्ठ (जिसे इसमें इसके पश्चात “पी.पी.ए.सी.” के रूप में जनर्दचष् ट दकया गया ह)ै को जनम्न जलजखत प्रस्ट् ततु की िाने वाली अपेजक्षत सूर्ना के संग्रह, संकलन, रखरखाव और जवश्लेषण के प्रयोिनों के जलए नोडल एिेंसी के रूप म ें नाजमत करती ह—ै (क) पेरोजलयम उत्पाद (उत्पादन, भडं ारण और आपूर्त च का रखरखाव) आदेि, 1999; और (ख) प्राकृजतक गैस (आपूर्तच जवजनयमन) आदिे , 2026 । 3. अपजे क्षत इकाइयों का िानकारी प्रस्ट्त तु करना.- पेरोजलयम उत्पादों या प्राकृजतक गैस के उत्पादन, प्रसंस्ट्करण, िोधन, भंडारण, पठरवहन, आयात, जनयाचत, जवपणन, जवतरण या उपभोग म ेंलगी प्रत्येक इकाई, जिसम ेंजनम्न िाजमल ह,ैं परंत ुइन्द्हीं तक सीजमत नहीं ह—ैं (क) कच्च े तले के उत् पादक और आयातक; (ख) तेल िोधन कंपजनयां; (ग) तले जवपणन कंपजनयां; (घ) पेरोजलयम भंडारण और टर्मचनल ऑपरेटर; (ङ) प्राकृजतक गैस उत् पादक; (र्) एल.एन.िी. आयातक और एल.एन.िी. टर्मचनल ऑपरेटर; (छ) प्राकृजतक गैस पाइपलाइन ऑपरेटर; (ि) गैस जवपणनकताच और नगर गैस जवतरण इकाई; या (झ) पेरोकेजमकल प्लांट िो प्राकृजतक गैस या पेरोजलयम उत् पाद को फीडस्ट्टॉक के तौर पर इस्ट्तेमाल करते ह;ैं और (ञ) कोई भी पजब्लक सेक्टर या प्राइवेट सेक्टर इकाई िो पेरोजलयम या प्राकृजतक गैस आपूर्त चश्ृंखला का जहस्ट्सा बनने वाल ेकायच म ें लगी हो, पीपीएसी को पेरोजलयम उत्पादों या प्राकृजतक गैस के उत्पादन, आयात, जनयाचत, स्ट्टॉक, भडं ारण, आवंटन, पठरवहन, आपूर्तच, खपत और उपयोग स ेसंबंजधत सूर्ना भूगोजलक, समय या उपभोिाओं के आधार पर समेदकत या जवसंयोजित रूप म ेंउपलब्ध कराएगा या िैसा दक जवजनर्दचष्ट दकया िाए । 4. सर्ू ना प्रस्ट्ततु करन े की रीजत.- सूर्ना ऐसे प्ररूप, रीजत, इलेक्रॉजनक प्लेटफॉमच और आवजधकता रूप से प्रस्ट्तुत की िाएगी िैसा दक केन्द्रीय सरकार या पीपीएसी द्वारा जवजनर्दचष्ट दकया िाए और इसम ें दैजनक, साप्ताजहक, माजसक या अन्द्य आवजधक जववरणी को िाजमल दकया िा सके । 5. अध्यारोही प्रभाव.- इस आदेि के अधीन सूर्ना प्रदान करने का दाजयत्व दकसी संजवदा, करार, वाजणजययक व्यवस्ट्था या गोपनीयता दाजयत्व म ें अंतर्वचष्ट दकसी बात के होते हुए भी लाग ू होगा और कोई इकाई इस आदेि के अधीन अपेजक्षत िानकारी प्रस्ट्त ुत करन े से इस आधार पर इनकार नहीं करेगी दक ऐसी सूर्ना वाजणजययक रूप स े संवेदनिील या माजलकाना ह ै ।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 6. यह आदेि दकसी अन्द्य आदेि का अल्पीकरण नहीं करेगा.- इस आदिे के उपबधं इस संबंध म ेंप्रकाजित दकसी अन्द्य आदेि के उपबंधों के अजतठरि होंगे न दक उनके अल्पीकरण म ेंहोंगे । [फा. स.ं क्य-ू 30015/2/2020- ई डी- पीएनजी (Comp No 33001)] प्रवीण पाल स िंह, अवर चिव MINISTRY OF PETROLEUM AND NATURAL GAS ORDER New Delhi, the 18th March, 2026 S.O. 1411(E).— Whereas, sub-section (1) of section 3 read with clause (i) of sub- section (2) of section 3 of the Essential Commodities Act, 1955 empowers the Central Government to require any person holding in stock, producing, importing, exporting or dealing in any essential commodity to furnish such information relating to production, supply, distribution, stocks or utilisation as may be necessary for carrying out the purposes of the said Act; And whereas, the Central Government ORDER in exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955), has issued the following orders for regulating the production, supply, distribution and availability of petroleum products and natural gas, namely:— (i) the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999; and (ii) the Natural Gas (Supply Regulation) Order, 2026; And whereas, clause 8 of the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 requires oil refining companies, oil marketing companies, crude oil producer, importer, and other entities engaged in the petroleum sector to furnish such information relating to production, stocks, imports, exports, storage and movement of petroleum products to the Central Government or to such agency as may be nominated by the Central Government; And whereas, clause 7 of the Natural Gas (Supply Regulation) Order, 2026 requires producer, importer, transporter, marketer or distributor of natural gas, including LNG and regasified LNG, to furnish information relating to production, imports, stocks, allocation, supply and consumption of natural gas to the Central Government or to an officer authorised by it; And whereas, the Central Government considers it necessary in the public interest to establish a centralised institutional mechanism for the systematic collection, compilation and analysis of such information for effective monitoring of the petroleum and natural gas supply chain; Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 read with clause (i) of sub- section (1) of Section 3 of the Essential Commodities Act, 1955, available under the Central Government hereby make the following order, namely:— 1. Short title and commencement- (1) This order may be called the Petroleum and Natural Gas (Furnishing of Information) Order, 2026. (2) It shall come into force on the date of its publication in the Official Gazette. 2. Designation of nodal agency.- The Central Government designate the Petroleum Planning and Analysis Cell (hereinafter referred to as the PPAC) under the Ministry of Petroleum and Natural Gas as the nodal agency for the purposes of collection, compilation, maintenance and analysis of information required to be furnished under— (a) the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999; and (b) the Natural Gas (Supply Regulation) Order, 2026. 3. Entities required to furnish information- Every entity engaged in the production, processing, refining, storage, transportation, import, export, marketing, distribution or consumption of petroleum products or natural gas, including but not limited to— (a) crude oil producers and importers; (b) oil refining companies; (c) oil marketing companies; (d) petroleum storage and terminal operators; (e) natural gas producers; (f) LNG importers and LNG terminal operators;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (g) natural gas pipeline operators; (h) gas marketers and City Gas Distribution entities; (i) petrochemical plants using natural gas or petroleum products as feedstock; and (j) any public sector or private sector entity engaged in activities forming part of the petroleum or natural gas supply chain, shall furnish to PPAC, information relating to production, imports, exports, stocks, storage, allocation, transportation, supply, consumption and utilisation of petroleum products or natural gas, aggregated or disaggregated by geography, time or consumers as may be specified. 4. Manner of furnishing information- The information shall be furnished in such form, manner, electronic platform and periodicity as may be specified by the Central Government or by PPAC and may include daily, weekly, monthly or other periodic returns. 5. Overriding effect- The obligation to furnish information under this order shall apply notwithstanding anything contained in any contract, agreement, commercial arrangement or confidentiality obligation and no entity shall refuse to furnish information required under this notification on the ground that such information is commercially sensitive or proprietary. 6. Order not in derogation of any other order- The provisions of this order shall be in addition to and not in derogation of the provisions of any other orders published in this regard. [F.
