के संस्ट्र्ान से चारा जिकास और बीि उत्सपािन में िो से चार सप्ताह का प्रजिक्षण सफलतापूिाक पूरा दकया हो। (ii) पिुपालन आयुि, पिुपालन और डेयरी जिभाग - सिस्ट्य; (iii) संयुि सजचि, पिुपालन और डेयरी जिभाग - सिस्ट्य; ट्रटप्पण: िहां ऐसे कजनष् ठ व् यजियों के संबंध में, जिन्ह ोंने अपनी अहता ा या (iv) संयुि आयुि या उपायुि, पिुपालन और डेयरी जिभाग - पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां सिस्ट्य; उनके जलए ज् येष् ठ व् यजिओं के संबंध में भी जिचार दकया िाएगा परंतु यह (v) जनिेिक अर्िा उप सजचि, पिुपालन और डेयरी जिभाग - तब िब दक उसके द्वारा की गई जसी ऐसी अहका या पात्रता सेिा, अपेजक्षत सिस्ट्य।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अहका या पात्रता सेिा के आधे से अजधक या िो िष ासे, इनमें से िो भी कम हो, कम न हो और उन्ह ोंने अपने ऐसे कजनष् ठ व् यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा अिजध सफलतापूिाक पूरी कर ली हो। प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत): केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र प्रिासन या जिश्वजिद्यालयों या सािािजनक क्षेत्र के उपक्रमों या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों या िैधाजनक या स्ट्िायत्त संगठनों के अजधकारी, - (क) (i) मूल संिगा या जिभाग में जनयजमत आधार पर अनुरूप पि धारण करना; अर्िा (ii) िेतन मैट्ररक्स में जनयजमत आधार पर स्ट्तर-10 (56100-1,77,500 रुपय)े में जनयुजि के बाि प्रिान की गई ग्रेड में पांच िषा की जनयजमत सेिा या मूल कैडर या जिभाग में समकक्ष; और (ख) जनम्नजलजखत िैजक्षक अहता ाएं और अनुभि रखने िाले, अर्ाात:— आिश्यक:— (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से कृजष जिज्ञान में जििेषज्ञता के सार् कृजष जिज्ञान या कृजष में स्नातकोत्तर जडग्री; (ii) दकसी केन्द्रीय सरकार के संगठन या राज्य सरकार के संगठन या संघ राज्य क्षेत्र के संगठन या सािािजनक क्षेत्र के उपक्रम या स्ट्िायत्त या सांजिजधक संगठन या मान्यता प्राप्त जिश्वजिद्यालय या अनुसंधान संस्ट्र्ान में चारा उत्सपािन में चारा खेती या अनुसंधान या जिस्ट्तार काया की योिना और संगठन में पांच िषा का अनुभि। िांछनीय:— दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से कृजष जिज्ञान में डॉक्टरेट की जडग्री। ट्रटप् पण 1: फीडर श्रेणी में जिभागीय अजधकारी िो प्रोन्नजत की सीधी रेखा में हैं, प्रजतजनयुजि पर जनयुजि के जलए जिचार के जलए पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर जनयुजि के जलए प्रोन्नजत द्वारा जिचार के जलए पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयुजि की अिजध, जिसके अंतगात केन्द्रीय सरकार के दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले दकसी अन्य बाह्य संिगा पि पर प्रजतजनयुजि की अिजध भी िाजमल है, साधारणतया तीन िषा से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषा से अजधक नहीं होगी भती करन ेम ेंजिन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया िाएगा। (13) संघ लोक सेिा आयोग से परामिा आिश्यक नहीं है। [फा. स.ं क्यू-14012/1/2019-प्रिा._6] डॉ. ओ. पी. चौधरी, संयुि सजचि4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Animal Husbandry and Dairying) NOTIFICATION New Delhi, the 6th May, 2024 G.S.R. 280(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, Regional Fodder Stations (Director) Recruitment Rules, 2020, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director in the Regional Fodder Stations, Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely:— 1. Short title and commencement.—(1) These rules may be called the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, Regional Fodder Stations (Director) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.—The number of said post, its classification and the level in the pay matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification.—No person,— (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications Circumstances in which Union Public Service Commission is to be consulted in making recruitment.
