िेतन मैट्ररक्स के स्ट्तर 7 में िट्ररष्ठ तकनीकी सहायक (डेयरी) िो इस श्रेणी में िो साल की जनयजमत सेिा के सार् और जिभाग या दकसी मान्यता प्राप्त संस्ट्र्ान द्वारा डेयरी उद्योगोग में प्रबंधन या तकनीकी जिकास या मूल्य संिधान अर्िा िधू और िधू उत्सपािों के मानकीकरण या गुणित्ता आश्वासन में आयोजित िो सप्ताह के प्रजििण कायाक्रम को सफलतापूिाक पूणा दकए हो और दकसी मान्यता प्राप्त जिश्वजिद्योगालय या संस्ट्र्ान से बैचलर ऑफ़ टेक्नोलॉिी (डेयरी प्रौद्योगोजगकी) की िैिजणक अहताा रखते हों। प्रजतजनयजुि (अल्पकाजलक सजंििा सजहत):

केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य िेत्र प्रिासन या स्ट्िायत्त जनकायों या सांजिजधक संगठनों या सािािजनक िेत्र के उपक्रमों या जिश्वजिद्योगालयों या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के ऐसे अजधकारी:

(क) मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए ह;ैं या जिन्ह ोंन ेमूल काडर या जिभाग में िेतन मैट्ररक्स के िेतन स्ट्तर रु. - या उसके समकि पि पर जनयजमत आधार पर पि पर जनयुजि के बाि िो साल की सेिा दकए हो; और (ख) दकसी मान्यता प्राप्त जिश्वजिद्योगालय या संस्ट्र्ान से बैचलर ऑफ़ टेक्नोलॉिी (डेयरी प्रौद्योगोजगकी) की िैिजणक अहताा और दकसी मान्यता प्राप्त डेयरी उद्योगोग या डेयरी अनुसंधान संस्ट्र्ान या संगठन में डेयरी जिकास या िग्ुध प्रसंस्ट्करण के िेत्र में पााँच साल का काया अनुभि रखते हो। ट्रटप्पण 1 - िहा ंऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपने अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोजतत के जलए जिचार दकया िा रहा ह,ै िहा ं उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजित अहका या पात्रता सेिा के आधे से अजधक से या िो िर्ा से, इनमें िो भी कम हो, कम न हो, औऱ उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले से पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो। ट्रटप्पण - पोर्क प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्न जत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार करने के पात्र नहीं होंगे। इसी तरह, प्रजतजनयुि व् यजि प्रोन्न जत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण - प्रजतजनयुजि की अिजध, जिसके अंतगात जिसमें केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर-बांह्य पि पर प्रजतजनयुजि की अिजध िाजमल है, साधारणतया 3 िर्ा से अजधक नहीं होगी। प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ुसीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िर्ा से अजधक नहीं होगी। यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना। भती करने में दकन पट्ररजस्ट्र्जतयााँ में संघ लोक सेिा आयोग से परामिा दकया िाएगा। संघ लोक सेिा आयोग से परामिा ग्रुप ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जिचार करन ेके जलए), जिसम ेंजनम्नजलजखत होग:ें- करना आिश्यक नहीं है। अपर सजचि या संयुि सजचि (डेयरी जिकास), पिुपालन और डेयरी जिभाग – अध्यि;

NOTIFICATION New Delhi, the th September G.S.R. 821(E). — In exercise of the powers conferred by the proviso to article of the Constitution, and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, Technical Officer (Dairy Development), Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Officer (Dairy Development) in the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, namely: - Short title and commencement.– These rules may be called the Department of Animal Husbandry and Dairying, Technical Officer (Dairy Development), Recruitment Rules, 2 They shall come into force on the date of their publication in the Official Gazette.

Initial constitution.- The existing incumbent holding the post of Technical Officer (Dairy Development) in level 7 of the pay matrix, who possess Bachelor of Technology (Dairy Technology) shall be placed in the post of Technical Officer (Dairy Development) in level 8 of the pay matrix and their service rendered before the date of this notification shall be deems as service in this post.

These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

Number of post, classification and level in pay matrix. - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.-– No person,-–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, other backward classes, economically weaker

Senior Technical Assistant (Dairy) in level 7 in the pay matrix with two years regular service in the grade and successful completion of two weeks of training programme in Management or Technological developments or value addition in dairy industry or Standardisation or quality assurance of milk and milk products to be organized by the Department or a recognised Institute and possessing the educational qualifications of Bachelor of Technology (Dairy Technology) from a recognised university or Institute.

Deputation (including short term contract):

Officers under the Central Government or State Government or Union territories Administration or Autonomous

Bodies or Statutory Organisations or Public Sector Undertakings or Universities or recognised Research Institutes:

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with two years service rendered after appointment to the post on a regular basis in level 7 (Rs. 44900 -

142400) in the pay matrix or equivalent in the parent cadre or department; and

(b) Possessing the educational qualification of Bachelor of Technology (Dairy Technology) from a recognised University or Institute and having five years of work experience in the field of dairy development or milk processing in a recognised dairy Industry or dairy research institute or organisation.

Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC i)] Note 2.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 3.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. The Maximum age-limit for appointment by deputation shall be not exceeding fifty six years as on the last date of receipt of applications.
