Executive Summary & Key Takeaways

What it means

  • The gazette notification G.S.R. 170(E) amends the Railways (Opening for Public Carriage of Passengers) Rules, 2000. The amendment aims to streamline the process of opening certain railway works for passenger traffic by delegating authority to specific railway officials and modifying inspection requirements.

Key Changes

  • Insertion of Rule 22B in Chapter VI: This rule specifies the conditions under which the Principal Chief Engineer of a zonal railway can sanction the opening of certain minor works for passenger traffic without prior notice. These works include construction/rebuilding/modification/strengthening of foot-over-bridges and road-over-bridges; construction/rebuilding/regirdering/strengthening of minor bridges; regirdering/strengthening of existing bridges; elimination of manned level crossings; and upgradation/diversion of roads at level crossings.
  • The Principal Chief Engineer's power under Rule 22B cannot be delegated further.
  • Works opened without inspection under Rule 22B should be inspected as soon as possible, with the Principal Chief Engineer using discretion to decide if a subsequent inspection is needed.
  • The Principal Chief Engineer must communicate the authority for opening minor works in writing to the concerned railway administration and maintain a record of all such sanctioned works, including details of prior or subsequent inspections.
  • For interlocking of level crossings, the Principal Chief Signal and Telecommunication Engineer of the zonal railway is the competent authority to grant sanction to open works, with no further delegation.
  • For introduction of Double Distant Signalling, new Intermediate Block Signalling (excluding sections with Slip Siding and Catch Siding), and new Automatic Block Signalling (excluding sections with Slip Siding and Catch Siding) the General Manager of the zonal railway is the competent authority to grant sanction to open works, with no further delegation.
  • The General Manager or Principal Chief Signal and Telecommunication Engineer may sanction the opening of works with or without inspection and will determine the necessity of subsequent inspection for minor works.
  • Amendment to Rule 25A(1) in Chapter VII: This amendment allows the Principal Chief Engineer of a zonal railway to sanction the opening of minor works for passenger traffic without prior notice and with or without inspection, with similar provisos regarding non-delegation, subsequent inspection, written communication, and record-keeping as in Rule 22B.
  • Omission of the Note following Rule 25A(1).
