3.1 पुरस् कयर के र्ौर पर प्रशलस्र्-पत्र सल र् रयर (04) पुरस्कयर लनन यनुसयर दिए जयएगं े :-

4.1 र् र्ोजनय पर्यावरण, वन और जलवयर्ु पररवर्ान मंत्रयलर् द्वयरय संरयललर् की जयएगी।
4.2 र् र्ोजनय प्रत्र् के लवत् र्ीर् वषा में दिनयंक 01.04.2018 से आरंभ करर् े हुए प्ररयलन में र गे ी।
4.3 पुरस्कयर के ललए लगयर्यर लपछले र्ीन (03) लवत् र्ीर् वषक के िौरयन ह िं ी में मौललक रूप में प्रकयलशर् पयत्र पुस्र्कों
पर लवरयर दकर्य जयएगय, बशर्े दक पस्ु र्क म ेंकम से कम 100 (एक सौ) मुदिर् पृष्ठ ों।
4.4 पर्यावरण, वन और जलवयर् ु पररवर्ना मत्रं यलर् अपनी वबे सयइट : www.envfor.nic.in और/अिवय ह िं ी और
अग्रं जे ी के मख्ु र् िैलनक समयरयर पत्रों म ेंदिए गए लवज्ञयपन म ेंनोरटस के मयध्र् म स ेप्रलवलटियर्य ंआमलं त्रर् करेगय।
5. मल्ल र्यकं न सलमलर्
5.1. ‘मेदिनी परु स्कयर र्ोजनय’ के अंर्गर्ा लवरयर करने र्े ु प्रस्र् ुर् पुस्र् कों कय मलल् र्यंकन मंत्रयलर् द्वयरय गरठर् की जयने
वयली अपर सलरव, भयरर् सरकयर की अध् र्क्षर्य में और पैरय 1 में उलल्ललखर् लवषर् म ें लवशेषज्ञर्य प्रयप् र् संर्ुक् र्

5.2 मलल्र्यंकन सलमलर् अपनी संस्र्ुलर् सलरव, भयरर् सरकयर, पर्यावरण, वन और जलवयर्ु पररवर्ान मंत्रयलर् को उनके

5.3 र्दि मलल्र्यंकन सलमलर् के दकसी सिस्र् की स्वर्ं की ललखी पस्ु र्क ‘मदे िनी परु स्कयर र्ोजनय’ के अंर्गार् परु स्कयर र्े ु
सलमललर् ो, र्ो व व्यलि मल्ल र्यंकन सलमलर् कय सिस्र् न ीं ोगय/ ोगी।
5.4 मलल् र्यंकन सलमलर् के सिस्र्ों के नयम और अन् र् लववरण गोपनीर् रखे जयएगं े।
6. परु स्कयर लवजर्े यओं के रर्न की प्रदिर्य
6.1 ऐसी कोई पस्ु र्क लजसे भयरर् सरकयर, दकसी रयज्र् सरकयर/संघ रयज्र् क्षेत्र, सयवाजलनक क्षेत्र के उपिम अिवय दकसी
सयंलवलधक/लनजी लनकयर् द्वयरय रलयई जय र ी दकसी अन्र् र्ोजनय के अंर्गार् पुरस्कयर, स यलर्की अिवय कोई अन् र्
स यर्र्य प्रियन की गई ो, र्ो उस पुस्र् क पर ‘मेदिनी परु स्क यर र्ोजनय’ के अंर्गार् परु स्कयर के ललए लवरयर न ीं
दकर्य जयएगय।
(क) दकसी भी लेखक को एक लवत् र्ीर् वषा म ेंएक से अलधक परु स्कयर न ीं दिए जयएंगे।
(ख) रर्लनर् पुस्र्कों की, पर्यावरण, वन और जलवयर्ु पररवर्ान मत्रं यलर् र्िय इसके संबद्ध कयर्यालर्ों में
आवश्र्कर्य के आधयर पर खरीि र्े ु लसायररश की जयएगी।
6.2 लजन लेखकों की पुस् र्कों को ‘मदे िनी परु स्क यर र्ोजनय’ के अर्ं गर्ा गर् र्ीन लवत् र्ीर् वषक के िौरयन पुरस् कयर प्रियन
दकए गए ैंवे इसमें भयग लेन ेके पयत्र न ीं ोंगे।
6.3 मलल् र्यंकन सलमलर् के लवरयरयि ा अलनवयर्ार्: उपरोक्र् पैरय 1 में उलल्ललखर् लवषर् पर मलल रूप म ें ह िं ी म ें ललखी गई
पुस् र्कों की सयर् (07) प्रलर्र्यं भेजी जयनी अपेलक्षर् ,ैं लजन् ें लौटयर्य न ीं जयएगय। र्ियलप, लेखक एक पुस्र् क कय
प्रलर्पलर्र्ा मल्ल र् प्रयप् र् करने कय कियर ोगय/ ोगी। पैरय 1 में उलल्ललखर् लवषर् के अलयवय अन् र् पुस् र्कों के ललए दकसी
प्रलर्पलर्र्ा कय भगु र्यन न ीं दकर्य जयएगय।
7. सयमयन्र्
7.1 पर्यावरण, वन और जलवयर्ु पररवर्ान मंत्रयलर् और इसके प्रशयसलनक लनर्ंत्रण में अधीनस् ि कयर्यालर्ों के अलधकयरी
और कमारयरी भी ‘मदे िनी परु स्क यर र्ोजनय’ म ें भयग लेन े के ललए पयत्र ोंग,े लेदकन उनके द्वयरय ललखी गई पुस्र्कों कय
मलल्र्यंकन उन् ेंउपलब्ध लवशेष सुलवधयओं के संिभा म ेंदकर्य जयएगय।
7.2 उक्र् र्ोजनय में भयग लने े की इच् छय रखने वयले अन् र् सरकयरी कमारयररर्ों को ‘मेदिनी पुरस्क यर र्ोजनय’ के अंर्गार्
पुरस् कयर प्रयप् र् करन े के ललए लवरयरयिा प्रलवलटियर्ों को प्रस् र्ुर् करने से पलवा संबंलधर् सक्षम प्रयलधकयरी से अलनवयर् ा
अनुमलर् प्रयप् र् करनी ोगी।
7.3 पुरस् कयर जीर्ने वयली पुस्र् क कय प्रलर्ललप्र् यलधकयर, लेखकों/प्रकयशकों के पयस ी र गे य।
7.4 पुरस् कयरों के लवर्रण के ललए लनधयाररर् स् ियन के अलयवय अन् र् स् ियनों से आन े वयले पुरस् कयर लवजेर्यओं को आने और
जयने के ललए लद्वर्ीर् एसी के दकरयए कय भुगर्यन दकर्य जयएगय र्िय उन् ें अपन े य र्र् पर लजहजंग और बो्डगग के ललए
स् वर्ं य र्वस् िय करनी ोगी।
7.5 र् र्ोजनय प्रत् र्ेक वष ा जयरी र गे ी। र्ियलप, प्रलर्दिर्य पर लनभार करर्े हुए मंत्रयलर् द्वयरय इस र्ोजनय को जयरी
रखने के संबंध में समीक्षय की जयएगी।
7.6 दकसी पुस् र्क के रर्न र्े ु परु स्क यर प्रियन करन े के संबंध म ेंकोई पत्रयरयर न ीं दकर्य जयएगय।

RESOLUTION
New Delhi, the 9th July, 2018
S.O. 3486(E).—Ministry of Environment, Forest & Climate Change, Government of India, with a view to
promote original writing of books in Hindi, have reintroduced the scheme for awards to Indian authors for their original
work in Hindi on the subjects relating to Environment, Forest, Climate Change, Wildlife, Bio-diversity and other
environment related topics. The main features of the scheme are as under :
1. TITLE OF THE SCHEME
The scheme shall be known as 'MEDINI PURASKAR YOJANA' of the Ministry of Environment, Forest & Climate
Change and is for writing books originally in Hindi on the subjects relating to :
(i) Environment Protection;
(ii) Pollution Control;
(iii) Environmental Impact Assessment;
(iv) Ecological Restoration and Development;
(v) Forest Conservation;
(vi) Forest Resources and Development;
(vii) Protection of Wildlife;
(viii) Bio-diversity;
(ix) Climate Change;
(x) Conservation of Nature and Biosphere Reserve
(xi) Environment Education; and
(xii) Nature & Environment related topics/subjects etc.
2. OBJECTIVE AND SCOPE
The objective of the scheme is to encourage Indian authors to write books originally in Hindi on the subject referred in
para 1. Indian authors who publish books on any of the above subjects are eligible to participate in 'MEDINI
PURASKAR YOJANA'. The publisher or any other person or institution, on behalf of the author can offer entries of
original books in Hindi for consideration of award under the 'MEDINI PURASKAR YOJANA'.
3. AMOUNT OF AWARD
3.1 There shall be four (04) awards with a citation as under :
First Prize : Rs.1,00,000/- (Rupees One Lakh only)
Second Prize : Rs. 75,000/- (Rupees Seventy five thousand only)
Third Prize : Rs. 50,000/- (Rupees Fifty thousand only)II (ii) 5
Consolation Prize : Rs. 25,000/- (Rupees Twenty five thousand only)
The winner of an award as above shall not be entitled to claim any other advantage and/or assistance from the
Ministry.
3.2 If, in any year, it is found that there are no entries of appropriate standard, the decision of the Ministry of
Environment, Forest and Climate Change with regard to conferring award(s) or otherwise shall be final.
4. SALIENT FEATURES OF 'MEDINI PURASKAR YOJANA'
4.1 The scheme shall be administered by the Ministry of Environment, Forest and Climate Change.
4.2 The scheme shall be operational for each financial year commencing from 01.04.2018.
4.3 Eligible original published work in Hindi during last three (03) consecutive financial years shall be considered
for award, provided the book contains at least 100 (One hundred) printed pages.
4.4 Ministry of Environment, Forest and Climate Change shall be inviting entries through a notice placed on
its website : www.envfor.nic.in and/or advertisement in leading Hindi and English dailies.
5 EVALUATION COMMITTEE
5.1 Books submitted for consideration under 'MEDINI PURASKAR YOJANA' shall be assessed by an
Evaluation Committee to be constituted by the Ministry under the Chairmanship of Additional Secretary to the
Government of India and other Senior Officers not below the rank of Joint Secretary/equivalent and having
expertise in the subject mentioned in para 1.
5.2 The Evaluation Committee shall submit its recommendations to the Secretary to the Government of India,
Ministry of Environment, Forest & Climate Change for his/her approval or otherwise, whose decision shall be
final and binding.
5.3 If any member of Evaluation Committee has authored the book sent for consideration under 'MEDINI
PURASKAR YOJANA' shall cease to continue in the Evaluation Committee.
5.4 The names and other particulars of the Members of the Evaluation Committee shall be confidential.
6. PROCEDURE FOR SELECTION OF AWARDEES
6.1 Any book which has received any award, subsidy or any other assistance under any scheme operated by
Government of India, any State/Union Territory Government, Public Sector Undertaking or any
Statutory/Private Body shall not be considered for award under 'MEDINI PURASKAR YOJANA'.
(a) No author shall be awarded more than one prize for one financial year.
(b) The books selected shall be recommended for purchase in the library of the Ministry of Environment, Forest and
Climate Change and its attached offices on need basis.
6.2 The authors whose books have been awarded during previous three financial years under 'MEDINI
PURASKAR YOJANA' shall not be eligible to participate.
6.3 Seven (07) copies of the books originally written in Hindi strictly on the subject referred in para 1 above, shall
be required to be sent for consideration of the Evaluation Committee, which will not be returned. However, the
author shall be entitled to get the price of one copy of the book reimbursed and remaining six copies shall be
returned to the author(s). No reimbursement shall be made for the books beyond the subject mentioned in para
1.
7. GENERAL
7.1 Officers and Employees of the Ministry of Environment, Forest & Climate Change and its Subordinate offices
etc. under its administrative control are also eligible to participate in 'MEDINI PURASKAR YOJANA' but

7.2 Other Government servants who wish to participate in the said scheme shall have to obtain necessary permission
from the Competent Authority concerned for receipt of award under 'MEDINI PURASKAR YOJANA',
before submission of the entries for consideration.
7.3 Copyright on the award winning book will remain with the Author(s)/Publisher(s).
7.4 Awardees coming from the places other than the place fixed for distribution of award(s) will be paid to and fro
2nd AC fare and they will have to make their own arrangement for lodging and boarding at their own expense.
7.5 The scheme shall be a regular annual feature. However, depending on the response, the continuity of the scheme
may be reviewed by the Ministry.
7.6 No correspondence regarding conferment of the award for selection of a book shall be entertained.
7.7 In case of litigation with regard to award(s), if any, its jurisdiction shall be New Delhi.
7.8 If it is absolute necessary or expedient in the opinion of the Ministry of Environment, Forest and Climate
Change to do so, documenting the reason(s) thereof, any of the above provisions may be relaxed by
issuing a Notification in the Gazette of India and through the website (www.envfor.nic.in) of the Ministry.
