(1) The rules may be called the Veterinary Council of India (Procedure for recognition and de- recognition of Veterinary Colleges and Veterinary Qualifications) Amendment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Veterinary Council of India (Procedure for recognition and de- recognition of Veterinary Colleges and Veterinary Qualifications) Rules, 2017 (hereinafter referred to as the principal rules), in Part II, in rule 5 for clause (d), the following clause shall be substituted, namely:- “(d) suitable land of the size to house all structures and encamp all the facilities, as specified under the Minimum Standard of Veterinary Education Regulations, 2016 shall be owned and possessed by the applicant or possessed by the applicant under a lease of thirty years or more, not exceeding ninety-nine years, from the Government or Government agency or private person, subject to the precautions with respect to title and other encumbrances, if any, and that the said land or the lease, as the case may be, stands duly registered in the name of the applicant.” 3. In Schedule II to the principal rules, in paragraph I, for clause (a), the following clause shall be substituted, namely:- “(a) the applicant should have not less than 15 acres of land at its disposal, whether by way of ownership or lease of thirty years or more, not exceeding ninety-nine years, from the Government or Government agency or private person, subject to the precautions with respect to title and other encumbrances, if any, earmarked for the Veterinary College, of which at least five acres should be earmarked for fodder production.” [F.
