L.-33004/99 सी.जी.-डी.एल.-अ.-12072025-264545 xxxGIDHxxx CG-DLxx-ExG-I1D2E0x7x2x0 25-264545 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 422] नई दिल्ली, िुक्रवार, िुलाई 11, 2025/आषाढ़ 20, 1947 No. 422] NEW DELHI, FRIDAY, JULY 11, 2025/ASHADHA 20, 1947 पर्ावा रण, वन और िलवार् ु पररवतना मत्रं ालर् अजधसचू ना नई दिल्ली, 11 िुलाई, 2025 सा.का.जन. 465(अ).— िबदक ििे म ें कोर्ला और जलग्नाइट आधाररत ताप जवद्युत सर्ं ंत्रों के जलए सल्फर डाइऑक्साइड उत्सिान मानक केन्द्र सरकार अजधसूचना सं. का.आ. 3305(अ) दिनांक 7 दिसंबर 2015 के तहत प्रकाजित दकए गए थ,े जिनम ें कुछ समर्-सीमाए ं भी जनधााररत की गई थीं, जिन्द्ह ें बाि म ेंसमर्-समर् पर संिोजधत दकर्ा गर्ा था; और िबदक प्रौद्योजगकी प्रिाताओं की सीजमत उपलब्धता, इसकी तकनीकी-आर्थाक व्यवहार्ाता, आपूर्त ा श्रंखला पर कोजवड-19 महामारी के नकारात्मक प्रभाव, अजधक मांग और कम आपूर्त ा के कारण मल्ू र् वजर ि, पररवेिी वार् ु म ें सल्फर डाइऑक्साइड की कम सांरता और जबिली की कीमतों म ेंवरजि के कारण उपभोक्ता पर भारी बोझ आदि के कारण इन उत्सिान मानकों की समर्-सीमा म ें छूट र्ा ढील के संबंध म ें कई अभ्र्ावेिन प्राप्त हुए थ े और इस संबधं म ें जवद्युत मंत्रालर् की स्ट्पष्ट जसफाररि प्राप्त हुई थी; और िबदक अनुसंधान संस्ट्थानों द्वारा इन मानकों के पीछ ेकी प्रभाविीलता और औजचत्र् तथा क्षत्रे के समग्र पररवेिी वार् ु प्रिषू ण म ें इसकी भूजमका के संबंध म ें कई अध्र्र्न दकए गए थ;े और इन उत्सिान मानकों और इसकी समर्-सीमा के संबंध म ें उद्योग, जवद्युत मंत्रालर्, केंरीर् प्रिषू ण जनर्ंत्रण बोड,ा वैज्ञाजनक संस्ट्थानों और अन्द्र् जहतधारकों के साथ कई जहतधारक परामि ादकए गए थ;े 4624 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और िबदक केन्द् रीर् प्रिषू ण जनर्त्रं ण बोडा म ेंइस मद्दु े की समग्र िांच करने, उपलब्ध अध्र्र्न ररपोटों, अन्द्र् प्रासंजगक सामजग्रर्ों और अन्द्र् संबंजधत कारकों का आकलन करन ेऔर इन मानकों और इसकी समर्-सीमा की प्रर्ोज्र्ता पर जसफाररि करने के जलए एक सजमजत का गठन दकर्ा गर्ा था और िबदक केन्द् रीर् प्रिषू ण जनर्ंत्रण बोडा ने जवस्ट्तरत जवश्लेषण के बाि, ििे के अजधकांि क्षेत्रों म ेंसल्फर डाइऑक्साइड के राष्ट्रीर् पररवेिी वार् ुगुणवत्ता मानकों; िल, सहार्क जबिली और चनू ा पत्थर की अजतररक्त खपत स े बचने के जलए संसाधन संरक्षण; जनर्ोजित दकए िाने वाले जनर्ंत्रण उपार्ों के लाग ू होने के कारण वातावरण म ेंकाबान फुटप्प्रंट र्ा काबान डाइआक् साइड उत्सिान म ेंवरजि, और इन जनर्ंत्रण उपार्ों के जलए अपेजक्षत चूना पत्थर का खनन और पररवहन; सभी कोर्ला र्ा जलग्नाइट आधाररत ताप जवद्युत संर्ंत्र म ें ऐसे जनर्ंत्रण उपार्ों के कार्ाान्द्वर्न की तकनीकी-आर्थाक व्यवहार्ाता; और घनी आबािी वाले क्षेत्रों और अन्द्र् वार् ु प्रिषू ण संवेिनिील क्षेत्रों म ें वार् ु प्रिषू ण के जनर्ंत्रण और उन्द्मूलन के जलए एहजतर्ाती जसिांत को लागू करने के संबंध म ें अपने अध्र्र्न के आधार अपनी जसफाररि प्रस्ट्तुत की ह;ै अब, इसजलए पर्ाावरण (सरं क्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 6 और 25 द्वारा प्रित्त िजक्तर्ों का प्रर्ोग करते हुए केन्द्र सरकार पर्ाावरण (संरक्षण) जनर्म, 1986 को और संिोजधत करने के जलए जनम्नजलजखत जनर्म बनाती ह,ै नामत: - 1. (1) इन जनर्मों का संजक्षप्त नाम पर्ाावरण (संरक्षण) चतथु ा सिं ोधन जनर्म, 2025 ह।ै (2) र् े सरकारी रािपत्र म ेंप्रकािन की तारीख स े प्रवरत् त होंगे। 2. पर्ाावरण (सरं क्षण) जनर्म, 1986 के अनुसूची-I म ें क्रम संख्र्ा 25 म,ें “* (i) स े िरूु होने वाली प्रजवजष्टर्ों के जलए केंरीर् प्रिषू ण जनर्ंत्रण बोड ा(सीपीसीबी) द्वारा एक टास्ट्क फोसा का गठन दकर्ा िाएगा” और “** स ेसमाप् त होने वाली सभी टीपीपी (इकाइर्ा)ं िाजमल ह ैं जिन्द्ह ें पर्ाावरणीर् मंिूरी िी गई ह ै और जनमााणाधीन ह”ैं के स्ट्थान पर जनम्नजलजखत को प्रजतस्ट्थाजपत दकर्ा िाएगा, अथाात:- “(क) केंरीर् प्रिषू ण जनर्ंत्रण बोडा द्वारा एक टास्ट्क फोसा का गठन दकर्ा िाएगा जिसम ेंपर्ाावरण, वन और िलवार् ुपररवतान मंत्रालर्, जवद्युत मंत्रालर्, केंरीर् जवद्युत प्राजधकरण और केंरीर् प्रिषू ण जनर्ंत्रण बोडा के प्रजतजनजध िाजमल होंग,े िो उत्सिान मानकों के अनुपालन के जलए उक्त ताजलका के कॉलम (3) म ें जनर्िाष् ट उनकी अवजस्ट्थजत के आधार पर नीच े िी गई ताजलका-I के कॉलम (2) म ेंजनर्िाष्ट तीन ताप जवद्युत संर्ंत्रों की श्ेणी म ें वगीकरत करेगा : - ताजलका I क्र.स.ं वग ा अवजस्ट्थजत/क्षत्रे (1) (2) (3) 1 श्ेणी क राष्ट्रीर् रािधानी क्षत्रे के 10 दकलोमीटर के िार्रे म ें र्ा जमजलर्न स े अजधक आबािी वाले िहरों म1ें । 2 श्ेणी ख गंभीर रूप स ेप्रिजू षत क्षेत्रों 2 अथवा अनपु ालन न करने वाल ेक्षत्रे 2 के 10 दकमी के िार्रे के भीतर 3 श्ेणी ग श्ेणी क और ख म ेंिाजमल संर्त्रं ों के अलावा 1भारत की 2011 की िनगणना के अनुसार। 2िैसा दक केन्द् रीर् प्रिषू ण जनर्ंत्रण बोड ा द्वारा पररभाजषत दकर्ा गर्ा ह।ै (ख) (i) सल्फर डाइऑक्साइड उत्सिान के अलावा अन्द्र् मापिंडों के जलए उत्सिान मानकों की प्रर्ोज्र्ता समर्-सीमा जनम्नानुसार होगी:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ताजलका-II क्र.स.ं वग ा अनपु ालन के जलए समर्सीमा अनपु ालन स ेछूट के जलए इकाइर्ों को बिं (बिं न की िान े वाली इकाइर्ा)ाँ करन े की अजं तम जतजथ (1) (2) (3) (4) 1 श्ेणी क 31 दिसंबर 2022 तक 31 दिसंबर 2022 तक 2 श्ेणी ख 31 दिसंबर 2023 तक 31 दिसंबर 2025 तक 3 श्ेणी ग 31 दिसंबर 2024 तक 31 दिसंबर 2025 तक (ii) ताजलका-II के कालम (4) म ें जनर्िाष्ट जतजथ स े पहल े बंि घोजषत दकए गए ताप जवद्युत संर्ंत्र को सल्फर डाइऑक्साइड उत्सिान के अलावा अन्द्र् मापिंडों के जलए जनर्िाष्ट मानकों को पूरा करना अपजे क्षत नहीं होगा, र्दि ऐसे संर्ंत्र बंि होने के आधार पर छूट के जलए केन्द्र ीर् प्रिषू ण जनर्ंत्रण बोड ाऔर केन्द्र ीर् जवद्युत प्राजधकरण को एक वचनबिता प्रस्ट्तुत करत े ह:ैं बिते दक ऐसे संर्ंत्रों का संचालन वचनबिता म ें जनर्िाष्ट तारीख स े आग े िारी रहता ह ै तथा र्दि थमला पावर प्लांट/र्ूजनट जनर्िाष्ट मानकों को परू ा नहीं करता ह,ै तो उनस े ताजलका-II के स्ट्तंभ (4) म ें जनर्िाष्ट तारीखों स े पर्ाावरण क्षजतपूर्त ावसूल की िाएगी; (ग) ताप जवद्युत संर्ंत्रों में सल्फर डाइऑक्साइड के जलए उत्सिान मानकों की प्रर्ोज्र्ता जनम्न ानसु ार होगी: (i) 31 दिसंबर 2030 स े पहल े बिं होन े की घोषणा करन े वाल े ताप जवद्युत संर्ंत्रों द्वारा सल्फर डाइऑक्साइड उत्सिान के जलए जनर्िष्टा मानकों को पूरा करना अपेजक्षत नहीं होगा, र्दि ऐसे संर्ंत्र बंि होन ेके आधार पर छूट के जलए केन्द्र ीर् प्रिषू ण जनर्ंत्रण बोडा और केन्द् रीर् जवद्युत प्राजधकरण को वचनबिता प्रस्ट्तुत करते ह:ैं बिते दक इन संर्ंत्रों पर 31 दिसंबर 2030 स ेउत्पादित जवद्यतु पर 0.40 रुपर् ेप्रजत र्ूजनट की िर स े पर्ाावरण क्षजतपूर्ता लगाई िाएगी, र्दि उनका प्रचालन जनर्िष्टा मानकों को पूरा दकए जबना उपक्रम म ें जनर्िाष्ट जतजथ के बाि भी िारी रहता ह;ै (ii) मौिूिा श्ेणी 'क' के ताप जवद्युत संर्ंत्र 31 दिसम् बर, 2027 तक सल्फर डाइऑक्साइड उत्सिान मानकों का अनुपालन करेंगे। चाल ूहोने वाल ेश्ेणी 'क' ताप जवद्युत संर्ंत्रों को भी 31 दिसम् बर, 2027 स ेपहल ेइन मानकों का अनुपालन करना होगा। और 31 दिसम् बर, 2027 के बाि चालू होने वाले श्णे ी 'क' के अन्द्र् संर्ंत्र इन मानकों का अनुपालन सुजनजित करन े के बाि ही प्रचालन करेंग;े (iii) वतामान अथवा िरूु दकए िाने वाले श्ेणी ‘ख’ के सभी संर्ंत्रों/एककों के जलए सल्फर डाइऑक्साइड उत्सिान मानकों की प्रर्ोज्र्ता, केंर सरकार द्वारा पर्ाावरण प्रभाव आकलन अजधसूचना 2006 के तहत गरठत थमला पावर पररर्ोिनाओं के प्रभारी जविेषज्ञ मूल्र्ांकन सजमजत की जसफाररिों के आधार पर जनम्नजलजखत प्रदक्रर्ा के अनुसार उपर्ुक्त वैज्ञाजनक अध्र्र्नों के आधार पर मामले िर मामल े के अनुसार तर् की िाएगी: (क क) र्दि पर्ाावरणीर् स्ट् वीकरजत पहल ेही िी िा चुकी ह,ै तो ऐसे संर्त्रं र्ा एककों सल्फर डाइऑक्साइड मानकों की प्रर्ोज्र्ता की समीक्षा का जवकल्प चुन सकते ह,ैं बिते दक संबजं धत पररर्ोिना प्रस्ट्तावक इस अजधसूचना के िारी होने की जतजथ स े छह महीने के भीतर पररवेि पोटाल पर इस समीक्षा के जलए आवेिन करें। र्दि सल्फर डाइऑक्साइड मानकों को लाग ूमाना िाता ह,ै तो वे 31 दिसम्ब र, 2028 स ेप्रभावी होंगे। अन्द्र् सभी मामलों म,ें ताप जवद्युत संर्ंत्र को अजधसूचना संख्र्ा सा.का.जन. 742 (अ) 30 अगस्ट् त, 1990 द्वारा अजधसूजचत स्ट्टैक ऊाँचाई मानिडं ों का 31 दिसम् बर, 2028 तक अनुपालन करना होगा;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख ख) र्दि िरूु दकए िान े वाल े संर्ंत्रों को पर्ाावरण स्ट् वीकरजत नहीं िी गई ह,ै तो सल्फर डाइऑक्साइड मानकों की प्रर्ोज्र्ता और उनके लागू होन े की जतजथ र्ा अन्द्र्था, समर्-समर् पर संिोजधत, िैसा दक पर्ाावरण प्रभाव आकलन अजधसूचना 2006 म ें जनधााररत प्रदक्रर्ा के अनुसार, ऐसी प्रत्र्ेक पररर्ोिना को िी गई पर्ाावरणीर् मंजूरी म ेंजनर्िष्टा अनुसार होगी और जिन मामलों म ेंसल्फर डाइऑक्साइड मानक लाग ूनहीं दकए गए ह,ैं वहा ाँ ताप जवद्युत संर्ंत्रों को अजधसूचना संख्र्ा सा.का.जन. 742 (अ) 30 अगस्ट् त, 1990 द्वारा अजधसूजचत स्ट्टैक ऊाँचाई मानिडं ों का पालन करना होगा; (ग ग) सल्फर डाइऑक्साइड उत्सिान के जलए र् े मानक उन सभी संर्ंत्रों/इकाइर्ों के संबंध म ें 31 दिसम् बर, 2028 स े लाग ू होंग,े जिन्द्होंन े उपरोक्त पैरा (i) म ेंजनर्िाष्ट समर् सीमा के भीतर समीक्षा का जवकल्प नहीं चुना ह;ै (iv) सल्फर डाइऑक्साइड उत्सिान मानक श्णे ी ग के सभी ताप जवद्युत संर्ंत्रों पर लाग ू नहीं होंग,े बित े दक अजधसूचना संख्र्ा सा.का.जन. 742 (अ) 30 अगस्ट्त , 1990 द्वारा अजधसूजचत स्ट्टैक ऊाँचाई मानिंडों का अनुपालन सुजनजित दकर्ा गर्ा हो। श्ेणी ग के मौिूि ताप जवद्युत संर्ंत्रों द्वारा स्ट्टैक ऊाँचाई मानिंडों का अनुपालन सुजनजित करने की समर्-सीमा 31 दिसंबर, 2029 ह;ै (घ) केन्द्र सरकार केन्द्रीर् प्रिषू ण जनर्ंत्रण बोडा (सीपीसीबी) की जसफाररिों पर, आििे द्वारा ताप जवद्युत संर्ंत्रों को सल्फर डाइऑक्साइड उत्सिान मानकों के अनुपालन स े संबंजधत समर्-सीमा को बढ़ा ि।ें (ङ) ताजलका-II के कॉलम (4) म ें जनर्िाष्ट जतजथ और परै ा (ख), (ग) और (घ) म ें जनर्िाष्ट जतजथ के बाि, बंि होन े वाले और अनपु ालन न करने वाले ताप जवद्युत संर्ंत्रों पर ताजलका-III म ें जनर्िाष्ट िरों के अनसु ार पर्ाावरण प्रजतपूर्ता लगाई िाएगी, अथाात:- ताजलका-III समर्-सीमा के बाि अनपु ालन न करन ेवाल े पर्ाावरण क्षजतपर्ू त ा सर्ं त्रं ों का सचं ालन (प्रजत र्जू नट उत्पादित जबिली के जलए रु.) 0-180 दिन 0.20 181-365 दिन 0.30 366 दिन और उससे आग े 0.40” [फा. स.ं क्र्-ू 15017/40/2007- सीपीडब्ल्र्ू] नीलेि कुमार साह, संर्ुक् त सजचव नोट: मुख्र् जनर्मों को दिनांक 19 नवंबर, 1986 के आिेि संख् र्ा 844(ई) के द्वारा भारत का रािपत्र, असाधारण के भाग-II, खंड 3, उप-खंड (i) म ें प्रकाजित दकर्ा गर्ा और दिनांक 3 िुलाई, 2005 की अजधसूचना संख् र्ा िीएसआर-446(ई) के माध् र्म स ेसंिोजधत दकर्ा गर्ा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 11th July, 2025 G.S.R. 465(E).— Whereas Sulphur dioxide emission standards were published by the Central Government vide SO 3305(E) dated the 7th December, 2015 for coal and lignite based thermal power plants in the country, also prescribing certain timelines, which were amended subsequently from time to time; And whereas many representations were received regarding exemption or relaxation in timelines of these emission standards due to limited availability of technology providers, its techno-economic feasibility, negative impact of COVID19 pandemic on supply chain, price escalation due to high demand and low supplies, low Sulphur dioxide concentration in ambient air and heavy burden on consumer due to increase in electricity prices etc., and explicit recommendation of the Ministry of Power was received in this regard; And whereas several studies were conducted by research institutions regarding effectiveness and rationale behind these standards and its role in overall ambient air pollution of the region; And whereas several stakeholder consultations were done with Industry, Ministry of Power, Central Pollution Control Board, scientific institutions and other stakeholders regarding these emission standards and its timeline.; And whereas a committee in the Central Pollution Control Board was constituted to examine the issue in totality, assess the available study reports, other relevant materials and other related factors and make a recommendation on applicability of these standards and its timeline; And whereas the Central Pollution Control Board, after detailed analysis, has submitted its recommendation based on its study on National Ambient Air Quality Standards of Sulphur dioxide across most of the regions of the country; resource conservation in terms of avoiding additional consumption of water, auxiliary power, and limestone; increase in carbon footprint or Carbon dioxide emission into the atmosphere due to operation of control measures being deployed, and mining and transportation of limestone required for these control measures; the techno-economic feasibility of implementation of such control measures in all coal or lignite based Thermal Power Plants; and also applying the precautionary principle for control and abatement of air pollution in densely populated areas and other air pollution sensitive areas. Now therefore, in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act,1986 (29 of 1986), the Central Government hereby makes the following rules further to amend the Environment (Protection) Rules, 1986, namely: - 1. (1) These rules may be called the Environment (Protection) Fourth Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Environment (Protection) Rules, 1986, in Schedule - I, in serial number 25, for the entries beginning with “* (i) A task force shall be constituted by Central Pollution Control Board (CPCB)” and ending with “**Includes all the TPPs (units) which have been accorded environmental clearance and are under construction” the following shall be substituted, namely:- “ (a) A task force shall be constituted by Central Pollution Control Board comprising of representative from the Ministry of Environment, Forest and Climate Change, Ministry of Power, Central Electricity Authority and the Central Pollution Control Board to categorise the thermal power plants in three categories as specified in column (2) of the Table-I below, on the basis of their location specified in column (3) of the said table, to comply with the emission standards:-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] TABLE -I Sl. (b) (i) The timelines for applicability of emission standards for parameters other than Sulphur dioxide emissions shall be as follows:- TABLE-II Sl. Category Timelines for compliance Last date for retirement of units for No. (Non-retiring units) exemption from compliance (1) (2) (3) (4) 1 Category A Upto 31st December 2022 Upto 31st December 2022 2 Category B Upto 31st December 2023 Upto 31st December 2025 3 Category C Upto 31st December 2024 Upto 31st December 2025 (ii) the thermal power plant declared to retire before the date as specified in column (4) of Table-II shall not be required to meet the specified standards for parameters other than Sulphur dioxide emissions in case such plants submit an undertaking to Central Pollution Control Board and Central Electricity Authority for exemption on ground of retirement of such plant: Provided that such plants shall be levied environment compensation from the dates as specified in column (4) of Table –II, at the rate of rupees 0.40 per unit electricity generated in case their operation is continued beyond the date as specified in the undertaking in case the Thermal Power Plant or Unit do not meet the specified standards. (c) The Applicability of emission standards for Sulphur dioxide in thermal power plants shall be as follows: i. the thermal power plants declared to retire before 31st December, 2030 shall not be required to meet the specified standards for Sulphur dioxide emissions in case such plants submit an undertaking to Central Pollution Control Board and Central Electricity Authority for exemption on ground of retirement of such plant: Provided that such plants shall be levied environment compensation from the 31st December 2030, at the rate of rupees 0.40 per unit electricity generated in case their operation is continued beyond the date as specified in the undertaking without meeting the specified standards; ii. the existing Category A thermal power plants shall comply with the Sulphur dioxide emission standards by 31st December, 2027 and the Category A thermal power plants under commissioning shall also comply with the standards before 31st December, 2027. Other category A plants to be commissioned after 31st December, 2027 will operate only after ensuring compliance of these standards; iii. for all Category B Plants or Units, whether existing or upcoming, the applicability of Sulphur dioxide emission standards, shall be decided on a case to case basis by the Central Government based upon the[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 recommendations of the Expert Appraisal Committee in charge of Thermal Power Projects constituted under Environment Impact Assessment notification 2006 based on the appropriate scientific studies as per the following procedure: (a a) in case environmental clearance has already been granted, such plants or units may opt for review of the applicability of Sulphur dioxide standards provided that concerned project proponent applies for such review on the PARIVESH portal within six months of the date of issue of this notification, in case Sulphur dioxide standards are decided as applicable, the same shall be effective from 31st December, 2028 and in all other cases, the thermal power plant shall comply with the stack height criteria notified vide notification number GSR 742 (E) dated the 30th August, 1990 by 31st December, 2028; (b b) in cases of upcoming plants where EC has not been granted, the applicability of Sulphur dioxide standards and the date of its coming into force or otherwise will be as specified in environmental clearance granted to each such projects following the procedure as laid down in Environment Impact Assessment notification 2006 as amended from time to time and in cases, where the Sulphur dioxide standards are not made applicable, the thermal power plants shall comply with the stack height criteria notified vide notification number GSR 742 (E) dated the 30th August, 1990; (c c) these standards for Sulphur dioxide emissions shall be applicable with effect from the 31st December, 2028 in respect of all those plants or units which have not opted for review within the given timeframe as specified in para (i) above; iv. the Sulphur dioxide emission standards shall not be applicable to all Category C thermal power plants subject to ensuring compliance of stack height criteria notified vide notification number GSR 742 (E), dated the 30th August, 1990 and the time line for ensuring compliance by the existing Category C Thermal Power Plants of stack height criteria by the 31st December, 2029. (d) The Central Government may, on the recommendations of the Central Pollution Control Board, by an order grant extension of timelines to thermal power plants from compliance of Sulphur dioxide emission standards. (e) There shall be levied environment compensation on the non-retiring and non-compliant thermal power plants, after the date as specified in column (4) of Table-II and the date specified in paragraph (b), (c) & (d), as per the rates specified in Table-III.
