NOTIFICATION
New Delhi, the 8th February, 2016
[UGE (Institutions Deemed To Be Universities) (Third Amendment) Regulations, 2016]
No. F. 6-1(ii)/2006(CPP-I/DU).— 1.(1) These may be called the UGC (Institutions Deemed to be Universities)
(Third Amendment) Regulations, 2016.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In Clause 12.03A of the Regulations, the following proviso shall be inserted, namely:-
“Provided that the above restriction with regard to the number of off-campuses shall not apply to the Institutions
Deemed to be Universities that are established and managed by the Government.”
3. In Annexure 2 of the Regulations-
For sub-clause (i) of Clause 6.2 (Vice-Chancellor) the following shall be substituted, namely:-
“(i) The Vice-Chancellor shall be a whole time salaried officer of Institution Deemed to be University and shall
be appointed by the Visitor/Chancellor from a panel of three names suggested by a Search-cum-Selection
Committee.
Persons of the highest level of competence, integrity, morals and institutional commitment shall be appointed as
Vice-Chancellors. The Vice-Chancellor to be appointed shall be a distinguished academician, with a minimum of
ten years of experience as Professor in a University system or ten years of experience in an equivalent position in
a reputed research and/or academic administrative organization.
The procedure/composition of Search-cum-Selection-Committee (SCSC) for selection of Vice-Chancellor shall be
as under:
I. In case, where Management Control of an Institution Deemed to be University is with the Central Government
or the State Government, the Vice-Chancellor shall be appointed in accordance with the procedure laid down by
the Central Government or the State Government, as the case may be.
II. In case, where the funding to the Institution Deemed to be University by the Government or by its Agencies is
more than or equal to 50% of its expenditure (based on average of previous three year account) the composition¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3
of Search-cum-Selection-Committee shall be as under:
(a) A nominee of Chancellor
(b) A nominee of the Central Government; who shall be an eminent academic nominated by the Government
in consultation with UGC
(c) A nominee of Board of Management
III. In case, where funding is less than 50% of its expenditure, the composition of Search-cum-Selection Committee
shall be as under:
(a) A nominee of the Visitor/Chancellor, who shall be the Chairperson of the Committee
(b) A nominee of the Chairman, University Grants Commission
(c) A nominee of the Syndicate/Executive Council/Board of Management of the Institution Deemed to be
University
