New Delhi, the 8th June, 2014
F. No. 5-62/93-RCI.—In exercise of the powers conferred by sub-section (k) of section 29 of the
Rehabilitation Council of India Act, 1992 (34 of 1992), the Rehabilitation Council of India with the previous sanction
of the Central Government hereby makes the following regulations for conduct of examinations, qualifications of
examiners and the condition of admission to such examinations, namely:—
1. Short Title and Commencement:— (1) These regulations may be called the Rehabilitation Council of India
(Conduct of Examinations, Qualifications of Examiners and the Condition of Admission to Examinations)
Regulations, 2014.
2. They shall come into force from the date of publication in the Official Gazette.
3. Definitions, – In these regulations, unless the context otherwise requires ,–
(a) “Act” means the Rehabilitation Council of India Act, 1992, (34 of 1992);
(b) “Council” means the Rehabilitation Council of India constituted under section 3 of the Act;
(c) “National Board” means National Board of Examination in Rehabilitation constituted by the Council as a
Society under Societies Registration Act 1860 (21 of 1860), as an adjunct body of the Council with the
aims and objective set out in its Memorandum of Association.
(d) all other words and expressions used in these regulations but not defined in the Act, shall have the same

4. Powers of the Council to give directions:—
The Council may give directions to the National Board as to co-opt representatives of national institutes
dealing with special education and disability rehabilitation setup by the Central or State Governments.
5. Conduct of Examinations, Qualification of Examiners and Admission to Examinations by the National
Board:—
(i) The National Board shall conduct, facilitate, organise, coordinate, and monitor examinations for any
diploma or certificate level course or any other examination, approved by the Council from time to
time as it may deem fit.
(ii) The National Board shall conduct the examinations as per the schemes of examination or part
thereof as approved by the Council.
(iii) The National Board shall also award diplomas or certificates to successful candidates in the manner
as approved by the Council.
(iv) The National Board shall have a system for evaluation and declaration of results of examination and
shall maintain a data bank on a year to year basis.
(v) The qualification, experience and expertise required of the examiners will be decided by the
Council in accordance with syllabi and recommendations of the expert committees.
(vi) The National Board shall appoint such panel of examiners, paper evaluators and moderators as it
may deem fit from time to time and in accordance with the qualification, experience and expertise
as may be prescribed by the Council.
6. General Body of the National Board:-
The composition of the General Body shall be:—
(a) Chairperson of the Council—Chairperson, Ex-officio
(b) Representatives one each from the Ministries of Social Justice and Empowerment, Health, Labour,
Finance and Ministry of Human Resource Development, not below the rank of Director — Member.
(c) Representative of National Council of Teacher Education not below the rank of Director — Member.
(d) Representative of Central Board of Secondary Education not below the rank of Director — Member.
(e) Directors Ali Yavar Jung National Institute for the Hearing Handicapped, Mumbai, National Institute
for the Mentally Handicapped, Secunderabad, National Institute for the Orthopaedically Handicapped,
Kolkata, National Institute for the Visually Handicapped, Dehradun and National Institute for
Empowerment of Persons with Multiple Disabilities, Chennai — Members
(f) Chairpersons of sub-committees of the Council - Members
