'डॉक्टर ऑि दिलॉसिी' की ईपाजध को लघु रूप म ेंअग ेसे 'पी-एच.डी.' जलखा जाएगा। 1.2. आन जिजनयमों को आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक (अग े से आं.गां.रा.जजा.जिजि., ऄमरकंटक) की पी-एच.डी. ईपाजध प्रदान करने हते ु न्यूनतम मानदण्ड एिं प्रदिया जिजनयम 2022 कहा जाएगा। 1.3. यह जिजनयम आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक तथा आसके क्षत्रे ीय पररसरों (अगे से क्ष.ेप.) द्वारा संचाजलत दकए जा रह ेसमस्ट्त ऄध्ययन िाखाओं / जिर्यों पर लागू होंगे। 1.4. यह जिजनयम आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक द्वारा जारी ऄजधसूचना की जतजथ से प्रभािी होंगे। जिश्वजिद्यालय द्वारा जारी दकए गए जिगत समस्ट्त पी-एच.डी. जिजनयम, जब तक दक आस जिर्य में ऄन्यथा ऄजधसूजचत न दकया गया हो, आन जिजनयमों के जारी होन े की जतजथ से ऄमान्य होंगे। 591 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 1.5. आन जिजनयमों (ऄथाषत यजू ीसी / आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय पी-एच.डी. जिजनयम, 2022) की ऄजधसूचना की जतजथ तक, 11 जलु ाइ, 2009 या ईसके पश्चात पी-एच.डी. कायषिम हते ु पजं ीकृत िोधार्थथयों को ईपाजध प्रदान करना यूजीसी जिजनयम, 2009 के प्रािधानों (एम.दिल. / पी-एच.डी. ईपाजध प्रदान करने हते ु न्यनू तम मानदण्ड एि ं प्रदिया) या यूजीसी जिजनयम, 2016 (एम.दिल. / पी-एच.डी. ईपाजध प्रदान करन े हते ु न्यूनतम मानदण्ड एि ं प्रदिया) तथा आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक पी-एच.डी. जिजनयम, 2016, जैसा भी प्रकरण हो, द्वारा जनयंजत्रत दकए जाएंगे। आसके ऄजतररक्त, पहले से पंजीकृत तथा पी-एच.डी. कर रह े िोधार्थथयों को ईपाजध प्रदान करना आन जिजनयमों (ऄथाषत यूजीसी / आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय पी-एच.डी. जिजनयम 2022) या यूजीसी जिजनयम, 2016 (एम.दिल. / पी-एच.डी. ईपाजध प्रदान करन े हते ु न्यूनतम मानदण्ड एि ं प्रदिया) तथा आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक पी-एच.डी. जिजनयम, 2016 द्वारा जनयंजत्रत दकए जाएगं े। (ऄनुच्छेद 16: यूजीसी पी- एच.डी. जिजनयम 2022) 2. पररभार्ाए ं 2.1 आन जिजनयमों म,ें जब तक दक संदभष से ऄन्यथा ऄपेजक्षत न हो, - क) “ऄजधजनयम” का ऄथ षजिश्वजिद्यालय ऄनुदान अयोग ऄजधजनयम, 1956 (1956 के 3) स ेह;ै ख) "ऄनुबंधक संकाय" का ऄथष ऄंिकाजलक या अकजस्ट्मक जिक्षक/कमषचारी से ह,ै न दक एक पणू षकाजलक संकाय सदस्ट्य से जो दक दकसी ईच्चतर जिक्षण संस्ट्थान द्वारा पढाने के जलए जनयुक्त दकया गया हो; ग) "संजचत ग्रडे पॉआंट औसत (सीजीपीए)" का ऄथष सभी सेमेस्ट्टरों में एक जिद्याथी के समग्र संजचत प्रदिषन का पररणाम ह।ै सीजीपीए सभी सेमेस्ट्टरों में जिजभन्न पाठ्यिमों में एक जिद्याथी द्वारा ऄर्थजत कुल िेजडट पॉआंट का ऄनुपात तथा सभी सेमेस्ट्टरों में समस्ट्त पाठ्यिमों के कुल िेजडट के योग का ऄनुपात ह।ै आसे दिमलि के दो स्ट्थानों तक व्यक्त दकया जाता ह;ै घ) "िेजडट" का ऄथष ह ै एक समे ेस्ट्टर की ऄिजध म ें प्रजत सप्ताह अिश्यक जिक्षण के घंटों की संख्या। एक सेमेस्ट्टर म ें तीन- िेजडट पाठ्यिम का ऄथष ह ै प्रजत सप्ताह एक-घंटे के तीन व्याख्यान, जजसमें प्रत्येक एक-घंटे के व्याख्यान को एक िेजडट के रूप म ेंजगना जा सकता ह;ै च) "जिश्वजिद्यालय" का ऄथष आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक से ह;ै छ) "क्षेत्रीय पररसर" का ऄथष आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक के जिजध सम्मत स्ट्थाजपत पररसरों से ह;ै ज) "महाजिद्यालय" का ऄथ ष ईच्चतर जिक्षण और / या िोध म ेंसंलग्न एक सस्ट्ं था से है, जजसे या तो दकसी जिश्वजिद्यालय द्वारा आसकी घटक आकाइ के रूप में स्ट्थाजपत दकया गया ह ैया आससे संबद्ध है; झ) “अयोग” का ऄथ षयूजीसी ऄजधजनयम 1956 की धारा 4 के ऄंतगतष स्ट्थाजपत जिश्वजिद्यालय ऄनुदान अयोग ह;ै ज) "पाठ्यिम" का ऄथष ईन जिजिष्ट आकाआयों में से एक ह ैजो ऄध्ययन के एक कायषिम को िाजमल करती है; ट) “कोसष िकष” का ऄथष ह ै जिद्यालय / जिभाग / केंद्र द्वारा पी-एच.डी. ईपाजध के जलए पंजीकृत िोधार्थथयों के ऄध्ययन हते ु जनधाषररत पाठ्यिम; ठ) "ईपाजध" का ऄथष ह ै ऄजधजनयम की धारा 22 (3) के प्रािधानों के ऄनुसार दकसी ईच्च िैक्षजणक संस्ट्थान द्वारा प्रदान की गइ ईपाजध; ड) "बाह्य परीक्षक" का ऄथ ष एक जिक्षाजिद ् / ऄनुसंधानकता ष से ह ै जो ईस ईच्च िैक्षजणक सस्ट्ं थान का जहस्ट्सा न हो जहां पी- एच.डी. ऄध्येता ने पी-एच.डी. कायषिम के जलए पंजीकरण कराया ह;ै ढ) "जिदेिी िैक्षजणक संस्ट्थान" का ऄजभप्राय ह ै - (i) ईस देि में जिजधित स्ट्थाजपत या जनगजमत ऐसे संस्ट्थान स े ह ै जो ऄपने देि में स्नातक, स्नातकोत्तर और ईच्च स्ट्तर पर िक्षै जणक कायषिम प्रदान करता हो और (ii) जो पारंपररक मुखाजभमुख तरीके के माध्यम से ईपाजध प्रदान करने के जलए ऄध्ययन के कायषिम/कायषिमों की पेिकि करता हो, ना दक ऑनलाआन, मक्तु एि ं दरू स्ट्थ ज्ञानाजषन माध्यम से; ण) "ग्रेड पॉआंट्स" का ऄथष 10-बबद ुपैमाने पर प्रत्येक ऄक्षर ग्रडे को अिंरटत संख्यात्मक भार स ेहै; त) "गाआड / िोध पयषिेक्षक" का ऄथष ह ै ईच्चतर जिक्षण संस्ट्थान द्वारा मान्यता प्राप्त एक जिक्षाजिद ् / िोधकताष जो पी- एच.डी. िोधाथी और ईसके िोध की जनगरानी करे;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 थ) "ईच्चतर जिक्षण संस्ट्थान" का ऄथ ष आन जिजनयमों के जिजनयम 1 के खंड 2 के ऄतं गतष जिजनर्ददष्ट जिश्वजिद्यालय या संस्ट्थान से ह;ै द) "ऄंतर्थिर्यक िोध" का ऄथष दो या ऄजधक िैक्षजणक जिर्यों में पी-एच.डी. ऄध्येता द्वारा दकए गए िोध से ह;ै ध) "मुक्त एिं दरू स्ट्थ ज्ञानाजषन माध्यम" का िही ऄथष होगा जो यूजीसी (मुक्त एिं दरू स्ट्थ ज्ञानाजषन माध्यम तथा ऑनलाआन कायषिमों) जिजनयम 2020 के ऄंतगतष पररभाजर्त ह;ै न) "ऑनलाआन माध्यम" का िही ऄथष होगा जो यूजीसी (मुक्त एिं दरू स्ट्थ ज्ञानाजषन माध्यम तथा ऑनलाआन कायषिमों) जिजनयम 2020 के ऄतं गतष पररभाजर्त ह;ै प) "साजहजत्यक चोरी" का ऄथष ह ैदकसी और के कायष या जिचार को स्ट्ियं के मूल कायष के रूप में प्रकाजित कराना; ि) "कायषिम" का ऄथष ऄजधजनयम की धारा 22 की ईप-धारा (3) के ऄंतगषत अयोग द्वारा जनर्ददष्ट ईपाजध हते ु ऄपनाया जान े िाला ईच्चतर जिक्षा कायषिम ह;ै ब) "जििरण पुजस्ट्तका" का ऄथ ष ह ै कोइ भी प्रकािन, चाह े िह बप्रट में हो या ऄन्यथा, ईच्चतर जिक्षण सस्ट्ं थान और कायषिमों सं संबजन्धत सिषसाधारण जनता को (ऐस े ईच्च िैक्षजणक संस्ट्थानों म ें प्रिेि के आच्छुक हों) जनष्पक्ष एि ं पारदिी जानकारी प्रदान करने के जलए ईच्चतर जिक्षण संस्ट्थानों द्वारा जारी दकया गया हो; भ) "िोध प्रस्ट्ताि" का ऄथ ष ह ै प्रस्ट्ताजित िोध कायष की रूपरेखा देन े िाला एक संजक्षप्त अलेख, जो पी-एच.डी. कायषिम हते ु पंजीकरण के जलए अिेदन के साथ पी-एच.डी. िोधाथी द्वारा प्रस्ट्तुत दकया जाएगा; 2.2 आन जिजनयमों में प्रयक्तु और पररभाजर्त नहीं दकए गए िब्दों और ऄजभव्यजक्तयों, लेदकन ऄजधजनयम में पररभाजर्त और आन जिजनयमों के ऄनुरूप नहीं ह,ैं ईनका ऄथ षिमिः ईस ऄजधजनयम में ददया जाएगा। (ऄनच्ु छेद 2: यजू ीसी पी-एच.डी. जिजनयम 2022) 3. जिज्ञापन, सीटों की सख्ं या एि ंप्रििे सचू ना 3.1 जिश्वजिद्यालय िोधार्थथयों के सूचनाथ ष न्यूनतम दो राष्ट्रीय समाचार पत्रों में, जजनमें से कम से कम एक क्षेत्रीय भार्ा म ें होगा, के साथ ही जिश्वजिद्यालय की िेबसाआट पर अिश्यक ऄहतष ा, प्रिेि हते ु ईपलब्ध सीटों की संख्या, ईपलब्ध सीटों का जिर्य / धारा-िार जितरण, प्रिेि हते ु मानदण्ड, प्रिेि हते ु प्रदिया, परीक्षा केंद्रों की सूची, ईपलब्ध िोध पयषिेक्षकों की संख्या एिं जििेर्ज्ञता सजहत अिेदन प्रपत्र जमा करन े की ऄंजतम जतजथ, आत्यादद को समाजहत करत े हुए एक जिस्ट्ततृ जिज्ञापन देगा। 3.2 संबजन्धत जिभागीय िोध सजमजतयों (अगे से जि.िो.स.) की ऄनुिंसाओं के अधार पर, जिश्वजिद्यालय की ऄकादजमक पररर्द (अग े से ऄ. प.) जिश्वजिद्यालय एिं क्ष.ेप. के जिजभन्न जिभागों में प्रिेि तथा जिज्ञाजपत की जान े िाली सीटों की संख्या की िार्थर्क ऄनुिंसा करेगी। यूजीसी जिजनयम 2022 के ऄनुच्छेद 12 म ें ईजल्लजखत ितों को परू ा करन े पर क्षे.प. पी- एच.डी. कायषिम में प्रिेि द ेसकते ह।ैं 3.3 अिेदकों को जिश्वजिद्यालय की िेबसाआट (www.igntu.ac.in) पर ईपलब्ध जनधाषररत प्रारूप में ऑनलाआन अिेदन करना होगा। 3.4 ऄनुसूजचत जाजत (ऄ.जा.), ऄनुसूजचत जनजाजत (ऄ.जजा.), ऄन्य जपछडा िग ष (ऄ.जप.ि.)-नॉन-िीमी लेयर, ददव्यांग, अर्थथक रूप से कमजोर िगष (इ. डब्ल्य.ूएस.) तथा ऄन्य श्रेजणयों के िोधार्थथयों की सीटों का अरक्षण समय-समय पर जारी भारत सरकार के जनयमों के ऄनसु ार होगा। 3.5 योग्य िोधार्थथयों की संख्या कम होन े पर ऄ.जा./ऄ.जजा./ऄ.जप.ि./इ. डब्ल्यू.एस. श्रेजणयों के जलए अरजक्षत सीटों की संख्या अनुपाजतक रूप से कम की जा सकती ह।ैं ऄ.जा./ऄ.जजा./ऄ.जप.ि./इ. डब्ल्यू.एस. िोधार्थथयों हते ु अरजक्षत ररक्त सीटें, यदद कोइ हों, तो ईन्ह ेंभारत सरकार के जनयमों के ऄनुसार भरा जाएगा। 3.6 प्रत्येक ऄ.जा./ऄ.ज.जा./ऄ.जप.ि./इ. डब्ल्यू.एस. िोधाथी को ऄजधसूजचत व्यजक्त/प्राजधकरण द्वारा जारी जाजत प्रमाणपत्र की एक प्रजत जमा करनी होगी, जजसमें ईल्लेख दकया गया हो दक िोधाथी भारत सरकार के प्रारूप के ऄनुसार ऄ.जा./ऄ.ज.जा./ऄ.जप.ि. (नॉन-िीमी लेयर) समुदाय/इ. डब्ल्यू.एस. स े संबजन्धत ह ै तथा जनयम जो स्ट्पष्ट रूप से बतात े ह:ैं (क) िोधाथी का नाम और ईसकी जाजत/जनजाजत (ख) िह दकस अरजक्षत श्रणे ी से संबजन्धत ह ै (ग) ईसके सामान्य जनिास का जजला एिं राज्य या केंद्र िाजसत प्रदिे तथा (घ) भारत सरकार की ईजचत ऄनुसूची जजसके ऄंतगषत ईसकी4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] जाजत/जनजाजत ऄनुमोददत ह।ै ऄ.जप.ि. प्रमाणपत्र म ें स्ट्पष्ट रूप स े ईल्लेख होना चाजहए दक िोधाथी िीमी लेयर श्रेणी से संबजन्धत नहीं ह।ै 4. पी-एच.डी. कायिष म म ेंप्रििे के जलए पात्रता मानदण्ड 4.1 जनम्नजलजखत िोधाथी पी-एच.डी. कायषिम में प्रिेि पान ेके जलए पात्र ह:ैं 4.2 िह िोधाथी जजन्होंन े जनम्नजलजखत कायषिम पूण षदकया ह:ै 4.2 (i) 4-िर्ीय / 8-सेमेस्ट्टर स्नातक ईपाजध कायषिम के बाद 1-िर्ष / 2-सेमेस्ट्टर स्नातकोत्तर ईपाजध कायषिम ऄथिा 3-िर्ीय स्नातक ईपाजध कायषिम के बाद 2-िर्ीय / 4-सेमेस्ट्टर स्नातकोत्तर ईपाजध कायिष म ऄथिा संबंजधत सांजिजधक जनकाय द्वारा स्नातकोत्तर ईपाजध के समकक्ष घोजर्त योग्यताएं, जहां कहीं भी ग्रेबडग प्रणाली का पालन दकया जाता है; ऄथिा एक मूल्यांकन और प्रत्यायन एजेंसी द्वारा मान्यता प्राप्त ऐसे जिदेिी िैक्षजणक संस्ट्थान से समकक्ष योग्यता, जो दकसी प्राजधकरण द्वारा स्ट्थाजपत, मान्यता प्राप्त या ऄजधकृत ह,ै में कम से कम 55% ऄंकों के साथ या आसके समकक्ष ग्रडे म ें एक बबद ु पैमाने पर ऄथिा ऐसे प्रत्याजयत जिदेिी िैजक्षक संस्ट्थान से समकक्ष ईपाजध प्राप्त की हो, जो दक दकसी अकलन एि ं प्रत्यायन एजेंसी द्वारा प्रत्याजयत ह,ै जोदक िैजक्षक संस्ट्थानों की गुणित्ता एिं मानकों को सुजनजश्चत करने एि ं ईनके अकलन, प्रत्यायन हते ु ऐस े दकसी सांजिजधक प्राजधकरण द्वारा ऄथिा ऐसे एक प्राजधकरण के ऄंतगषत स्ट्िीकृत एिं प्रत्याजयत ह ै जो दक ईस देि म ेंदकसी कानून के ऄन्तगषत स्ट्थाजपत ऄथिा जनगजमत ह।ै 4.2 (ii) ऄनुसूजचत जाजत / ऄनुसूजचत जनजाजत / ऄन्य जपछडा िग ष (नॉन-िीमी लेयर) / ददव्यांग व्यजक्त, अजथक रूप से कमजोर िग ष (इ.डब्ल्य.ूएस) और ऄन्य श्रेजणयों के ईम्मीदिारों को समय-समय पर जिश्वजिद्यालय ऄनुदान अयोग के जनणषय के ऄनुसार 5% ऄंकों ऄथिा ग्रडे म ेंसमतुल्य छूट प्रदान की जा सकती ह।ै 4.2 (iii) बित,े 4-िर्ीय / 8-सेमेस्ट्टर स्नातक ईपाजध कायषिम के बाद प्रिेि पान े के आच्छुक ईम्मीदिार के न्यनू तम 75% ऄंक होने चाजहए या आसके समकक्ष ग्रडे एक पॉआंट स्ट्केल में जहां भी ग्रेबडग जसस्ट्टम का पालन दकया जाता है; ऄनुसूजचत जाजत/ऄनुसूजचत जनजाजत/ऄन्य जपछडा िगष (नॉन-िीमी लेयर)/ददव्यागं व्यजक्त, अर्थथक रूप से कमजोर िग ष (इ.डब्ल्यू.एस) और ऄन्य श्रेजणयों के ईम्मीदिारों के जलए समय-समय पर अयोग के जनणषय के ऄनुसार 5% ऄंकों या ग्रेड म ें समतुल्य की छूट की ऄनुमजत प्रदान की जा सकती ह।ै 4.2 (iv) एम.दिल. पाठ्यिम को कम से कम 55% ऄंकों के साथ ईत्तीणष करने िाल े ऄथिा जहां कहीं भी ग्रेबडग प्रणाली ऄपनाइ जाती ह ैिहां बबद ुमानक पर समतुल्य ग्रडे ऄथिा ऐसे प्रत्याजयत जिदेिी िैजक्षक संस्ट्थान से समकक्ष ईपाजध प्राप्त की हो, जो दक दकसी अकलन एिं प्रत्यायन एजेंसी द्वारा प्रत्याजयत ह,ै जोदक िैजक्षक संस्ट्थानों की गुणित्ता एिं मानकों को सुजनजश्चत करन े एिं ईनके अकलन, प्रत्यायन हते ु ऐस े दकसी सांजिजधक प्राजधकरण द्वारा ऄथिा ऐसे एक प्राजधकरण के ऄंतगतष स्ट्िीकृत एिं प्रत्याजयत ह ै जो दक ईस देि म ें दकसी कानून के ऄन्तगषत स्ट्थाजपत ऄथिा जनगजमत है, से समतुल्य योग्यता प्राप्त िोधाथी पी-एच.डी. कायषिम म ें नामांकन के जलए पात्र होंगे। (ऄनच्ु छेद 3: यजू ीसी पी-एच.डी. जिजनयम 2022) 5. प्रििे की प्रदिया 5.1 जिश्वजिद्यालय में पी-एच.डी. में प्रििे यूजीसी तथा ऄन्य संबद्ध िैधाजनक/जनयामक जनकायों द्वारा आस संबन्ध में जारी ददिा-जनदेिों/मानदण्डों तथा समय-समय पर केंद्र/राज्य सरकार की अरक्षण नीजत को ध्यान में रखत े हुए आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय द्वारा ऄजधसूजचत मानदण्डों पर अधाररत होगा। 5.2 पी-एच.डी. कायषिम म ेंप्रििे जनम्नजलजखत प्रदिया द्वारा दकया जाएगा: 5.2 (i) िह िोधाथी जजन्होंन े यूजीसी-नेट/यूजीसी-सीएसअइअर नेट/गेट/सीइइडी/जीपीएटी तथा समरूपी राष्ट्रीय स्ट्तर की परीक्षाओं म ेंऄध्येतािृजत्त/जिद्याथीिृजत्त हते ु ऄहतष ा प्राप्त की ह।ै ऄथिा 5.2 (ii) आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय द्वारा अयोजजत िोध प्रिेि परीक्षा के माध्यम से। आसके पाठ्यिम में 50% िोध पद्धजत तथा 50% जिर्य-जिजिष्ट समाजहत होंगे। 5.2 (iii) िोध प्रिेि परीक्षा में न्यूनतम 50% ऄंक प्राप्त जिद्याथी साक्षात्कार हते ु बलु ाए जान ेके पात्र होंगे।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5 5.2 (iv) सरकार द्वारा समय-समय पर/अयोग के जनणयष के ऄनुसार (ऄथाषत यूजीसी या ईसके िमानुयायी) ऄ.जा./ऄ.ज.जा./ऄ.जप.ि. (नॉन-िीमी लेयर)/ददव्यांग/इ.डब्ल्यू.एस. तथा ऄन्य श्रेजणयों के िोधार्थथयों के जलए 5% ऄंक या आसके समकक्ष श्रेणी की छूट दी जा सकती ह।ै 5.2 (v) आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय पी-एच.डी. सीटों की ईपलब्ध संख्या के अधार पर साक्षात्कार हते ु बुलाए जाने िाल ेपात्र जिद्यार्थथयों की संख्या तय करेगा। 5.2 (vi) िरीयता सूची जनधाषरण के जलए जिश्वजिद्यालय िोध प्रिेि परीक्षा के जलए 70% तथा साक्षात्कार/मौजखक परीक्षा में प्रदिनष के जलए 30% की भाररता दी जाएगी। जिश्वजिद्यालय: 5.3.(i) प्रिेि हते ु सीटों की सख्ं या, ईपलब्ध सीटों का जिर्य/जिक्षण-िार जितरण, प्रिेि हते ु मानदण्ड, प्रिेि की प्रदिया तथा िोधार्थथयों हते ु ऄन्य समस्ट्त प्रासंजगक जानकारी जनर्ददष्ट करते हुए संस्ट्थान की िेबसाआट पर एक जििरजणका ऄजग्रम म ें ऄजधसूजचत करेगा (ऄनच्ु छेद 3.1 का संदभष ल)ें ; 5.3 (ii) राष्ट्रीय/राज्य-स्ट्तरीय अरक्षण नीजत, जहां लागू हो, का पालन करेगा (ऄनच्ु छेद 3.4 एिं 3.5 का संदभष लें)। 5.4 (iii) आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय ऄपनी िेबसाआट पर पी-एच.डी. पयषिेक्षकों की एक सूची ऄनरु जक्षत रखेगा (पयषिेक्षक का नाम, ईनका पदनाम एिं जिभाग/जिद्यालय/केंद्र जनर्ददष्ट करत े हुए), साथ ही ईनके ऄधीन पी-एच.डी. ऄध्येताओं के जििरण (पंजीकृत पी-एच.डी. ऄध्येता का नाम, ईनके िोध का िीर्षक तथा प्रििे की जतजथ जनर्ददष्ट करते हुए) ईपलब्ध कराएगा। आस जििरण को प्रत्येक ऄकादजमक िर्ष म ें ऄद्यजतत दकया जाएगा। (ऄनच्ु छेद 5: यजू ीसी पी-एच.डी. जिजनयम 2022) 6. िोधार्थथयों का िगीकरण 6.1 जिश्वजिद्यालय के पी-एच.डी. कायषिम में प्रिेि प्राप्त िोधाथी को जनम्नजलजखत श्रेजणयों में स े दकसी एक के ऄंतगषत िगीकृत दकया जाएगा: 6.1 (i) पणू कष ाजलक िोधाथी ऄनुच्छेद 4.2.1-4.2.4 में िर्थणत पात्रता मानदण्ड के अधार पर पी-एच.डी. कायषिम में प्रिेि प्राप्त िोधाथी को पूणषकाजलक िोधाथी कहा जाएगा। 6.1 (ii) अतं ररक पणू कष ाजलक िोधाथी ऄनुच्छेद 4.2.1-4.2.4 म ें िर्थणत पात्रता मानदण्ड के अधार पर पी-एच.डी. कायषिम में प्रििे प्राप्त िोधाथी को अंतररक पूणषकाजलक िोधाथी कहा जाएगा। क. आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय एिं आसके क्षेत्रीय पररसरों में कायषरत जनयजमत जिक्षक को अंतररक िोधाथी के रूप म ें नाजमत दकया जाएगा। आस हते ु ईन्ह ें जनयोक्ता से ऄनापजत्त प्रमाणपत्र प्रस्ट्तुत करना होगा। ऐस े िोधार्थथयों को कोसष िकष पूणष करने के जलए छह माह का ऄध्ययन ऄिकाि लेना ऄजनिायष होगा। ख. आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय एिं ईसके क्षेत्रीय पररसरों में कायषरत गैर-िैक्षजणक जनयजमत कमषचारी को अंतररक िोधाथी के रूप में नाजमत दकया जाएगा। आस हते ु ईन्ह ें जनयोक्ता से ऄनापजत्त प्रमाणपत्र प्रस्ट्ततु करना होगा। ऐसे िोधार्थथयों को कोसष िकष पूणष करने के जलए छह माह का ऄध्ययन ऄिकाि लेना ऄजनिायष होगा। ऐसे िोधार्थथयों को पी-एच.डी. कायषिम हते ु िोध प्रिेि परीक्षा ईत्तीणष करना ऄथिा उपर ईजल्लजखत ‘छूट प्राप्त श्रेणी’ के ऄंतगषत ऄहतष ा प्राप्त करनी होगी। 6.1 (iii) बाह्य पणू कष ाजलक िोधाथी ऐसे संस्ट्थान जजन्होंन े जिश्वजिद्यालय स े समझौता ज्ञापन कर रखा ह,ै या एक िोध केंद्र के रूप म ें मान्यता प्राप्त कर रखी ह ै या गरै -ईपाजध प्रदान करन े िाल े संस्ट्थानों जजनके साथ जिश्वजिद्यालय न े समझौता ज्ञापन कर रखा ह,ै म ें पी-एच.डी. कर रह े िोधाथी को बाह्य पणू षकाजलक िोधाथी के रूप म ें कायष करने की ऄनुमजत भी दी जाएगी, जो आन जिजनयमों के ऄन्य प्रासंजगक प्रािधानों का जिजधित ऄनपु ालन करते हुए ऄपन े मलू संगठन में ऄपनी पी-एच.डी. हते ु कायष करेंगे। ऐसे िोधाथी6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ऄपना कोसष िकष ऄपने मलू संस्ट्थानों म ें पूण ष कर सकत े ह,ैं बिते कोसष िकष आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक द्वारा जनधाषररत पाठ्यिम के ऄनुरूप हो, ऄन्यथा, ईन्ह ें जिश्वजिद्यालय द्वारा चलाए जा रह े कोसष िकष में भाग लने े के जलए ऄपन े मलू संस्ट्थान से छह (06) माह का ऄध्ययन ऄिकाि लेकर आसे पूणष करना होगा। तथाजप, आस ऄनुच्छेद के ऄंतगतष प्रिेि प्राप्त समस्ट्त िोधार्थथयों को केिल जिश्वजिद्यालय द्वारा अयोजजत कोसष िकष परीक्षाएं ईत्तीणष करनी होंगी। 6.1 (iii) यदद बाह्य पणू षकाजलक िोधाथी ऄपन े संबजन्धत संस्ट्थानों स े कोसष िकष कक्षाओं म ें भाग लेता है, तो ईस े संस्ट्थान/सगं ठन के जनदिे क/कुलपजत/सक्षम प्राजधकारी द्वारा जनगषत एक िपथपत्र प्रस्ट्तुत करना होगा जजसमें स्ट्पष्ट रूप स े िर्थणत हो दक ईनका कोसष िकष जिश्वजिद्यालय द्वारा चलाए जा रह ेपाठ्यिम के समकक्ष ह।ै 6.1.4 ऄिं काजलक पी-एच.डी. 6.1.4 (i) जिश्वजिद्यालय द्वारा ऄंिकाजलक पी-एच.डी. की ऄनुमजत दी जाएगी, बिते िोधाथी आन जिजनयमों में जनधाषररत सभी ितें परू ी करते हों। 6.1.4 (ii) ऐसे िोधार्थथयों को ऄपने मलू संगठन के सक्षम प्राजधकारी द्वारा जनगषत "ऄनापजत्त प्रमाणपत्र" जमा करना होगा जहां िोधाथी कायषरत ह,ै जजसमें स्ट्पष्ट रूप स ेकहा गया हो दक: क) िोधाथी को ऄिं काजलक अधार पर पढाइ करने की ऄनुमजत ह।ै ख) ईनके अजधकाररक कतषव्य ईन्ह ेंिोध हते ु पयाषप्त समय दक ऄनुमजत देत े ह।ैं ग) अिश्यकतानुसार ईन्ह ेंकोसष िकष पूण ष करने के जलए कायष स ेमुक्त दकया जाएगा। 6.1.5 ऄंिकाजलक िोधाथी को कोसष िकष पूणष करन े के जलए छह (06) माह का ऄिकाि लने ा ऄजनिायष होगा (ऄनच्ु छेद 13: यजू ीसी पी-एच.डी. जिजनयम 2022)। ऄनच्ु छेद 4 के ऄजतररक्त, ऄंिकाजलक पी-एच.डी. में प्रिेि हते ु पात्रता पररजिष्ट- I में ईजल्लजखत ह।ै 6.1.6 जिश्वजिद्यालय के पी-एच.डी. कायषिम म ें ऄंतरराष्ट्रीय जिद्यार्थथयों के प्रिेि हते ु आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय पी-एच.डी. के जलए संबद्ध िैधाजनक/जनयामक जनकायों द्वारा आस संबन्ध में समय-समय पर जारी ददिा- जनदेिों/मानदण्डों को ध्यान म ें रखते हुए ऄपनी स्ट्ियं की चयन प्रदिया तय कर सकता ह।ै (ऄनच्ु छेद 7: यजू ीसी पी-एच.डी. जिजनयम 2022)। 6.1.7 प्रिेि म ेसिल िोधार्थथयों को जनधाषररत िुल्क का भुगतान करना होगा तथा जनधाषररत समय के भीतर ऄपन ेप्रिेि से संबजन्धत ऄन्य औपचाररकताओं को पूण ष करना होगा। 6.1.8 प्रिेि की जतजथ स े एक सप्ताह के भीतर जिभाग/स्ट्कूल/केंद्र ऄध्यक्ष/समन्ियक जिश्वजिद्यालय के िोध प्रकोष्ठ/पी- एच.डी. ऄनुभाग को प्रिेि प्राप्त िोधार्थथयों की पणू ष सूची के साथ अिश्यक जििरण भेजगें े जजसकी एक प्रजत संबजन्धत ऄजधष्ठाता को भी भेजी जाएगी। 6.1.9 िोध ऄिजध के दौरान दकसी जनयजमत पी-एच.डी. िोधाथी को ऄन्य जनयजमत और सिैतजनक नौकरी/समनुदिे न (ऄनच्ु छेद 6.1.2 एिं 6.1.4 के ऄंतगषत पंजीकरण के ऄजतररक्त) की ऄनुमजत नहीं दी जाएगी, संबजन्धत जि.िो.स. द्वारा स्ट्िीकृत िोध ऄध्यते ािृजत्तयां, िोध सहायकता/बाह्य जित्तपोजर्त िोध पररयोजना समनुदेिन आसके ऄपिाद रहगें े बित े िह िोधाथी के िोध कायष के जलए हाजनकारक न हों। 6.1.10 दकसी पी-एच.डी. ऄध्येता को दकसी ऄन्य जडग्री पाठ्यिम स े जुडन े की ऄनुमजत नहीं दी जाएगी। तथाजप ईन्ह ें िो.स.स. की ऄनिु ंसा पर संबजन्धत जि.िो.स. द्वारा ऄिं काजलक जडप्लोमा या प्रमाणपत्र पाठ्यिम(मों) से जुडने का ऄनुमजत दी जा सकती ह,ै बित े िे ऄध्यते ा के िोध कायषिम के जलए हाजनकारक न हों। (जनरजसत) 6.1.11 जिक्षण से पृथक, समस्ट्त पी-एच.डी. िोधार्थथयों से ऄपनी डॉक्टोरल ऄिजध के दौरान ऄपन े चुन े गए पी-एच.डी. जिर्य से संबजन्धत जिक्षण/जिक्षा/ऄध्यापन/लेखन म ें प्रजिक्षण देना ऄपेजक्षत होगा। पी-एच.डी. िोधार्थथयों को ऄनुजिक्षण या प्रयोगिाला कायष एिं मूल्याकं न अयोजजत करने हते ु जिक्षण/िोध सहायक के प्रजत सप्ताह 4-6 घंटे भी समनुदेजित दकए जा सकते ह।ैं (ऄनच्ु छेद 9: यजू ीसी पी-एच.डी. जिजनयम 2022) 7. िोध पयिष क्षे क/सह-पयिष क्षे क तथा ऄनमु ये पी-एच.डी. िोधार्थथयों की सख्ं या जिश्वजिद्यालय द्वारा पात्र िोध पयषिेक्षकों/सह-पयषिेक्षकों की एक सूची तैयार की जाएगी जजसे जि.िो.स. द्वारा ऄनुिंजसत तथा जिश्वजिद्यालय िोध ईपाजध सजमजत द्वारा ऄनुमोददत दकया जाएगा।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 7 7.1 िोध पयिष क्षे क/सह-पयिष क्षे क हते ुपात्रता 7.1 (i) जिश्वजिद्यालय (क्षे.प. समेत) सेिा में स्ट्थायी रूप से कायषरत एिं िोध पयिष ेक्षक के रूप में ऄनुमोददत प्रोिेसर/एसोजसएट प्रोिेसर जजन्होंने स्ट्िय ं पी-एच.डी. कर रखी हो तथा पीयर-ररव्यू या संदर्थभत पजत्रकाओं म ें न्यनू तम पांच िोधपत्र/अलेख प्रकाजित दकया हो । 7.1 (ii) जिश्वजिद्यालय (क्ष.ेप. समेत) सेिा म ें स्ट्थायी रूप स े कायषरत एिं िोध पयषिेक्षक के रूप म ें ऄनुमोददत ऄजसस्ट्टेंट प्रोिेसर जजन्होंने स्ट्ियं पी-एच.डी. कर रखी हो तथा पीयर-ररव्यू या संदर्थभत पजत्रकाओं म ें न्यूनतम तीन िोधपत्र/अलेख प्रकाजित दकया हो । ऐसे मान्यता प्राप्त िोध पयषिेक्षक ऄन्य संस्ट्थानों म ें िोध ऄध्यते ाओं का पयषिेक्षण नहीं कर पाएंगे तथा केिल सह-पयषिेक्षक के रूप में कायष कर सकेंगे। 7.1 (iii) जनरसन: ऄपनी पररिीक्षा ऄिजध पूणष कर चुके आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक (क्षे.प. समेत) के ऄजसस्ट्टेंट प्रोिेसर पयिष ेक्षक एिं सह-पयषिेक्षक के रूप में जनयुजक्त हते ु पात्र होंगे। सिं ोजधत: पररिीक्षा ऄिजध के दौरान भी पात्र स्ट्थायी संकाय सदस्ट्य पी-एच.डी. िोधार्थथयों का मागषदिषन कर सकेंग े (यजू ीसी सचू ना स.ंएि. 9-1/2020 (पीएस/जिजिध) ददनादं कत 06/03/2023) 7.1 (iv) ऐसे क्षेत्रों/जिर्यों में जहां समकक्ष-समीजक्षत या संदर्थभत पजत्रकाओं की संख्या िन्ू य या सीजमत हो, जिश्वजिद्यालय जलजखत कारणों के साथ िोध पयषिेक्षक के रूप में दकसी व्यजक्त की मान्यता हते ु ईक्त ित ष में छूट दे सकता ह।ै 7.1 (v) केंद्र सरकार/राज्य सरकार िोध संस्ट्थानों म ें कायषरत पी-एच.डी. िोधाथी जजनकी ईपाजधयां आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय द्वारा प्रदान की जाएंगी, ऐसे िोध संस्ट्थानों के िैज्ञाजनक जो प्रोिेसर/एसोजसएट प्रोिेसर/ऄजसस्ट्टेंट प्रोिेसर के समतुल्य ह,ैं को पयषिेक्षकों (ऄथाषत बाह्य पयषिेक्षक) के रूप म ें मान्यता दी जा सकती ह ै यदद िह ऄनुच्छेद 7.1.1-7.1.2 म ेंिर्थणत ऄपेक्षाओं की पूर्थत करत ेहों। (ऄनच्ु छेद 6: यजू ीसी पी-एच.डी. जिजनयम 2022) 7.1 (vi) ऄनुबंधक संकाय िोध पयषिेक्षकों के रूप म ेंकायष नहीं करेंग,े केिल सह-पयषिेक्षक के रूप में कायष कर करेंगे। 7.1 (vii) जिश्वजिद्यालय ऄंतर्थिर्यक एिं ऄत्याधुजनक िोध को प्रोत्साहन देने के जलए प्रयासरत रहगे ा। ऐसे िोधकायष म ें ऄपेक्षानुसार जिभाग/स्ट्कूल/केंद्र/महाजिद्यालय/जिश्वजिद्यालय के बाहर से दकसी सह-पयषिेक्षक की जनयुजक्त की जा सकती ह।ै 7.1 (viii) जििाह या दकसी ऄन्य कारण से मजहला पी-एच.डी. िोधाथी के स्ट्थानांतरण के संदभष में, िोध अंकडों को ईच्चतर िैक्षजणक संस्ट्थान में स्ट्थानांतररत करने की ऄनुमजत होगी जहां िोधाथी स्ट्थानांतररत होना चाहता है, बिते आन जिजनयमों में ऄन्य सभी ितों का पालन दकया जाए, तथा ईक्त िोध कायष तथा अंकडे दकसी जनधीयन ऄजभकरण द्वारा मलू संस्ट्थान/पयषिेक्षक को स्ट्िीकृत पररयोजना से संबजन्धत नहीं हो। तथाजप, ऐसे िोधाथी को पहल ेसे दकए गए िोध के ऄंि हते ु मूल संस्ट्थान तथा पयषिेक्षक को ईजचत श्रेय दने ा होगा। 7.1 (ix) ऐस े संकाय सदस्ट्य जजनकी सेिाजनिृजत्त में तीन (03) िर्ष या आससे कम का समय बचा हो को नय े िोधार्थथयों को ऄपन े पयषिेक्षण के ऄधीन रखन े की ऄनुमजत नहीं दी जाएगी। तथाजप, ऐसे संकाय सदस्ट्य पूिष पंजीकृत पी-एच.डी. िोधाथी का पयषिेक्षण ऄपनी सेिाजनिृजत्त तक जारी रख सकते ह ैं तथा सेिाजनिृजत्त के पश्चात 70 िर्ष की अयु प्राप्त करने तक सह- पयषिेक्षक के रूप म ेंऄपनी सेिाएं दे सकत े ह,ैं ईसके बाद नहीं। (ऄनच्ु छेद 6: यजू ीसी पी-एच.डी. जिजनयम 2022) 7.1 (x) अंतररक एिं बाह्य सह-पयषिेक्षक/बाह्य पयषिेक्षक दोनों को संबजन्धत िो.स.स. के ऄनरु ोध तथा संबजन्धत जि.िो.स. की संस्ट्तुजत के अधार पर ही जनयुक्त दकया जाएगा। 7.1 (xi) दकसी भी जिक्षक को ऄपन ेरक्त संबजन्धयो का पयषिक्षे ण/सह-पयषिेक्षण करन े की ऄनुमजत नहीं दी जाएगी। 7.2 िोध पयिष क्षे क का जनधारष ण एि ंनय ेपयिष क्षे क की जनयजु क्त: 7.2 (i) चयजनत िोधाथी हते ु िोध पयषिेक्षक का जनधाषरण सबं जन्धत जि.िो.स. द्वारा आन जनयमों म ें ऄन्यत्र जनर्ददष्ट िोध पयषिेक्षक ऄध्येताओं की ऄजधकतम संख्या, पयषिेक्षकों के बीच ईपलब्ध जििेर्ज्ञता तथा साक्षात्कार/मौजखक परीक्षा के समय ईनके द्वारा बताए गए िोधार्थथयों के िोध जहतों के अधार पर तय दकया जाएगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 7.2 (ii) िोधाथी की िोध रुजच को ध्यान में रखत े हुए, संबजन्धत जि.िो.स. िोधाथी के िोध कायष के पयषिेक्षण के जलए एक पयषिेक्षक, सह-पयषिेक्षक एि ं बाह्य सह-पयषिेक्षक (बाह्य पणू षकाजलक िोधाथी के प्रकरण में ऄजनिायष), बाह्य पयषिेक्षक जनयक्तु करेंग;े पयषिेक्षक की सहायता के जलए आन जिजनयम(मों) के सबं जन्धत प्रािधानों के ऄनुसार गरठत िोध सलाहकार सजमजत (िो.स.स.) को भी ऄजधसूजचत करेंगे। 7.2 (iii) एक ही जिभाग या एक ही संस्ट्थान के ऄन्य जिभागों या ऄन्य संस्ट्थानों स े सह-पयषिेक्षकों को संबजन्धत जि.िो.स. की ऄनुिंसा तथा सक्षम प्राजधकारी के ऄनुमोदन पर िोध जनदिे न करने की ऄनुमजत दी जा सकती ह।ै 7.2 (iv) पयषिेक्षक/सह-पयषिेक्षक के जनधारष ण के पश्चात, िोधाथी को ऄपन े िो.स.स. के माध्यम से स्ट्कूल/केंद्र के जिभागाध्यक्ष/समन्ियक को िोध के प्रस्ट्ताजित जिर्य को सूजचत करते हुए एक अिेदन प्रस्ट्तुत करना होगा। दकसी बाह्य पूणषकाजलक िोधाथी के जलए ईपयुषक्त अिेदन के साथ जि.िो.स. या ईस संस्ट्थान के समकक्ष जनकाय द्वारा ऄनुमोददत / प्रस्ट्ताजित बाह्य सह-पयषिेक्षक/पयषिेक्षक की सहमजत प्रस्ट्तुत करना ऄजनिायष ह।ै 7.2 (v) ऐसे प्रकरण में जहां िोधाथी का पयषिेक्षक सहयोगी या संबद्ध जिभागों (जैसा दक पररजिष्ट- II में जनर्ददष्ट ह)ै म ें जनयुक्त दकया जा चुका ह ै तथा सह-पयषिेक्षक की जनयुजक्त जिश्वजिद्यालय के ऄन्य जिभाग से ह,ै ऐसे िोधाथी के पास नए पयषिेक्षक के साथ ितषमान जिभाग में िोध करने के साथ, ऄपने पूिष पयषिेक्षक के साथ नए जिभाग में स्ट्थानांतरण का प्रािधान (पंजीकरण की जतजथ से केिल एक िर्ष के भीतर) ईपलब्ध होगा, बिते दक िोधाथी आसका जिकल्प चुनता हो तथा संबजन्धत जिभाग की जि.िो.स. प्रस्ट्ताजित स्ट्थानांतरण के जलए सहमत हो। स्ट्थानांतरण के पश्चात िोधाथी ईस जिभाग/संकाय के जनयमों द्वारा िाजसत होगा जजसमें ईसका स्ट्थानांतरण दकया गया ह।ै 7.2 (vi) यदद दकसी िोधाथी का पयषिेक्षक 12 माह से ऄजधक की ऄिजध हते ु ऄिकाि/ग्रहणाजधकार/प्रजतजनयुजक्त पर जाता ह ैतो ईसे संबजन्धत जि.िो.स. से िोधाथी के जलए एक सह-पयषिेक्षक जनयुक्त करन े का ऄनुरोध करना होगा। 7.2 (vii) यदद कोइ पयषिेक्षक 12 माह से कम की ऄिजध हते ु ऄिकाि/ग्रहणाजधकार/प्रजतजनयुजक्त पर जाता ह,ै लेदकन बाद में ऄपने ऄिकाि/ग्रहणाजधकार/प्रजतजनयुजक्त को 12 माह से ऄजधक के जलए बढा देता ह,ै तथा जिद्याथी के जलए कोइ सह- पयषिेक्षक नहीं ह,ै तो िह पयषिेक्षक नहीं रहगे ा। ऐसी जस्ट्थजत में संबजन्धत जि.िो.स. िोधाथी के जलए एक नए पयषिेक्षक की जनयुक्त करेगी। 7.2 (viii) यदद दकसी िोधाथी के पयषिेक्षक की मृत्यु हो जाती ह ै या ईन्ह ें जिश्वजिद्यालय सेिा से प्रजतबंजधत कर ददया जाता ह ैतो िह पयषिेक्षक नहीं रहगे ा। ऐसे प्रकरण में संबजन्धत जि.िो.स. एक नया पयषिेक्षक जनयक्तु करेगी। 7.2 (ix) ऐसे समस्ट्त प्रकरणों में, जहां दकसी िोधाथी का ितषमान पयषिेक्षक दकन्ही कारणों से पयषिेक्षक नहीं रह जाता ह,ै संबजन्धत जि.िो.स. एक नए पयषिेक्षक की जनयुजक्त करेगी। यदद िोधाथी के पास जिश्वजिद्यालय के दकसी ऄन्य जिभाग म ें सह-पयषिेक्षक ह,ै तो िोधाथी ईस जिभाग में ऄपने स्ट्थानांतरण का जिकल्प चुन सकता ह,ै तथा ईसे दोनों जि.िो.स. की अपसी सहमजत पर ऐसा करने की ऄनुमजत दी जा सकती ह।ै 7.2 (x) दकसी भी ऄस्ट्पष्टता की जस्ट्थजत म ें संबजन्धत जि.िो.स. के ऄध्यक्ष जि.िो.स. द्वारा नये पयषिेक्षक की जनयुजक्त तक पयषिेक्षक के रूप में कायष करेंग।े आस तरह के पयषिेक्षण की प्रकृजत ऄस्ट्थायी मानी जाएगी। यदद जिभाग में पयाषप्त योग्य जिक्षक नहीं ह,ैं या कोइ ऄन्य ठोस कारण ह ैऄथिा जि.िो.स. के ऄध्यक्ष एक िर्ष से ऄजधक समय तक ऄपने पयषिेक्षी कतषव्यों को जारी रखत े ह,ैं तो ईन्ह ेंस्ट्ितः ही िोधाथी के पयषिेक्षक के रूप में नाजमत कर ददया जाएगा। 7.2 (xi) यदद िोधाथी द्वारा पयषिेक्षक के जिरुद्ध जलजखत म ें यौन ईत्पीडन/िोर्ण से संबजन्धत गंभीर जिकायत/अरोप लगाया जाता ह,ै तो ऐसे प्रकरणों में यूजीसी (एचइअइएस में मजहला कमषचाररयों और जिद्यार्थथयों के यौन ईत्पीडन की रोकथाम और जनिारण) जिजनयम, 2015 के प्रािधान तथा ईसके बाद के संिोधनों के ऄनुसार सख्त कायाषिाही की जाएगी। ऐसे प्रकरणों में जांच की ऄिजध के दौरान संबजन्धत जिभाग/केंद्र/स्ट्कूल के ऄध्यक्ष/समन्ियक ऄंतररम पयषिेक्षक के रूप में काय ष करेंगे। जिकायत प्राप्त होने की जतजथ से छह (06) माह के भीतर ऐसी जांच पणू ष करना जिश्वजिद्यालय का दाजयत्ि होगा। यदद अरोप सही पाया जाता ह ै तो संबजन्धत जि.िो.स. िोधाथी के जलए एक नया पयषिेक्षक जनयुक्त करेगी। ऐसा नहीं होन े की जस्ट्थजत म ेंिोधाथी को मूल पयषिेक्षक के जनदेिन म ें िोध कायष करना होगा। आसके ऄजतररक्त, अरोप जमथ्या पाए जाने की जस्ट्थजत म ेंऐसे िोधाथी के जिरुद्ध पंजीकरण रद्द करने सजहत यथोजचत अिश्यक कारषिाइ की जानी चाजहए। 7.2 (xii) यदद पयषिेक्षक ग्रहणाजधकार/प्रजतजनयुजक्त पर जाता ह ै तथा ऄपन े िोधाथी को नए संस्ट्थान में स्ट्थानांतररत करना चाहता ह,ै तो ऐसा कोइ प्रस्ट्ताि िोधाथी के पंजीकरण की जतजथ (प्रथम िल्ु क भुगतान जतजथ) से केिल एक िर् ष के भीतर ही मान्य होगा।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 9 7.2 (xiii) यदद पयषिेक्षक आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय के दकसी ऄन्य जिभाग में पुनर्थनयक्तु होता है, तो िोधाथी मलू जिभाग म ें िोध कायष जारी रख सकता ह ै जहा ं िह पंजीकृत था। ऐस े प्रकरण में, संबजन्धत जि.िो.स. िोधाथी के जलए एक नया पयषिेक्षक जनयक्तु करेगी। पूि-ष पयषिेक्षक, सह-पयषिेक्षक के रूप में काय षकर सकता ह ै। 7.3 दकसी िोध पयषिेक्षक/सह-पयषिेक्षक के ऄधीन िोधार्थथयों की संख्या 7.3 (i) एक िोध पयषिेक्षक/सह-पयषिेक्षक जो एक समयािजध म ें प्रोिेसर, एसोजसएट प्रोिेसर एिं ऄजसस्ट्टेंट प्रोिेसर ह,ै िमिः ऄजधकतम अठ (08), छह (06), तथा चार (04) पी-एच.डी. िोधार्थथयों का पयषिेक्षण कर सकता ह।ै 7.3 (ii) सह-पयषिेक्षक के ऄधीन कायष कर रह े पी-एच.डी. िोधार्थथयों की संख्या को भी ईनके जिद्यार्थथयों के ऄनुमेय कोटा में जगना जाएगा। 7.3 (iii) ऄतं रराष्ट्रीय जिद्यार्थथयों के प्रकरण में प्रत्येक पयषिेक्षक ऄनुच्छेद 7.3.1 में यथा जनर्ददष्ट पी-एच.डी. िोधार्थथयों की ऄनुमेय संख्या के ऄजतररक्त दो ऄंतरराष्ट्रीय िोधार्थथयों का मागषदिषन कर सकता ह।ै (ऄनच्ु छेद 6, 7 एि ं8: यजू ीसी पी-एच.डी. जिजनयम 2022) 7.4 ऄतं र्थिर्यक िोध 7.4 (i) दकसी िोधाथी को ऄतं र्थिर्यक िोध करन े की ऄनमु जत दी जा सकती ह ै । ईसे ईस संस्ट्थान/जिभाग/केंद्र/स्ट्कूल के ऄलािा जहां से ईसने ऄपनी स्नातकोत्तर ईपाजध प्राप्त की हो, के ऄजतररक्त, दकसी ऄन्य जिभाग/स्ट्कूल/संकाय म ें प्रिेि/पंजीकरण की ऄनुमजत दी जा सकती ह ै जजसके जलए ईसने ऄपनी िोध समस्ट्या की प्रकृजत के अधार पर तथा संबजन्धत जि.िो.स. की ऄनुिंसा प्राप्त की हो I 7.4 (ii) ऄंतर्थिर्यक क्षेत्र में िोध हते ु िोधाथी के अिेदन पर आस तरह के काय ष के जलए ईसकी जसद्ध क्षमता एि ं योग्यता के अधार पर जिचार दकया जाएगा। 7.4 (iii) आस ईद्देश्य की पूर्थत के जलए, जिश्वजिद्यालय पयषिेक्षक/सह-पयषिेक्षक के रूप में आंटरिेस जिर्य में जििेर्ज्ञता रख रह ेऐसे जिक्षकों की एक सूची तयै ार करेगा। 8. कायिष म की ऄिजध 8.1 प्रिेि की जतजथ से कोसष िकष सजहत पी-एच.डी. कायषिम न्यूनतम तीन (03) िर्ष तथा ऄजधकतम छह (06) िर् ष की ऄिजध का होगा। 8.2 िोधाथी को पनु ः पंजीकरण की प्रदिया के माध्यम स े ऄजधकतम दो (02) िर्ष का ऄजतररक्त समय ददया जा सकता ह;ै बिते, पी-एच.डी. कायषिम पूरा करने की कुल ऄिजध पी-एच.डी. कायषिम म ें प्रिेि की जतजथ से अठ (08) िर्ष से ऄजधक नहीं हो। 8.3 आसके ऄजतररक्त, मजहला पी-एच.डी. िोधार्थथयों तथा ददव्यांगों (40% से ऄजधक ददव्यांगता) को दो (02) िर्ों की ऄजतररक्त छूट दी जा सकती ह;ै तथाजप, ऐसे प्रकरण म ें पी-एच.डी. कायषिम को पूण ष करन े हते ु कुल ऄिजध पी-एच.डी. कायषिम में प्रिेि की जतजथ से दस (10) िर्ों से ऄजधक नहीं होनी चाजहए। 8.4 मजहला पी-एच.डी. िोधार्थथयों को पी-एच.डी. कायषिम की पूण ष ऄिजध म ें 240 ददनों तक का मातृत्ि ऄिकाि/बाल देखभाल ऄिकाि प्रदान दकया जा सकता ह।ै (ऄनच्ु छेद 4: यजू ीसी पी-एच.डी. जिजनयम 2022) 8.5 यदद कोइ िोधाथी जनधारष रत ऄिजध (03 िर्)ष के ऄंत में िोध प्रबंध जमा करने में जििल रहता है तो संबजन्धत जि.िो.स. संबजन्धत िोध सलाहकार सजमजत (िो.स.स.) के ऄनुरोध पर एक समय में एक िर्ष तथा कुल तीन िर्ष (03) तक का जिस्ट्तार स्ट्िीकृत कर सकती ह।ै दकसी भी जस्ट्थजत म ें िोधाथी के प्रिेि की जतजथ से िोध प्रबंध जमा करने की ऄिजध की गणना छह (06) िर्ष स े ऄजधक की नहीं होनी चाजहए। जिश्वजिद्यालय ऐसे िोधाथी को जिश्वजिद्यालय की ऄकादजमक पररर्द म ेंदकसी भी प्रकरण पर जलए गए जनणषय से आतर ऄजतररक्त ऄिजध हते ु ऄध्येतािृजत्त प्रदान नहीं करेगा। 8.6 छह (06) िर्ष की ऄिजध समाप्त होने के पश्चात, िोधाथी को पुनःपंजीकरण कराना होगा, जजसके जलए िोधाथी को ईन कारणों को बतात े हुए अिदे न करना होगा जजनके कारण िह िोध प्रबंध जमा नहीं कर सका। ऐसे अिेदन को संबजन्धत िो.स.स. एि ं जि.िो.स. द्वारा जिजधित ऄग्रेजर्त तथा ऄनुिंजसत दकया जाएगा। पुनः पंजीकरण की स्ट्िीकृजत के पश्चात, िोधाथी दो (02) िर्ष के भीतर दकसी भी समय ऄपना िोध प्रबंध जमा कर सकता ह।ै10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 8.7 िोध प्रबंध जमा करने की न्यूनतम ऄिजध (03 िर्)ष का मानदण्ड पुन: पंजीकरण प्रकरणों में लागू नहीं होगा। 9. कोस षिकष 9.1 पी-एच.डी. जमा करन े हते ु कोसष िकष एक पूिाषपेजक्षत ित ष ह।ै 9.2 कोसष िकष न्यूनतम एक सेमेस्ट्टर की ऄिजध का होगा। समस्ट्त नामांदकत पी-एच.डी. िोधार्थथयों को संबजन्धत जिभाग/संकाय/जिश्वजिद्यालय द्वारा जनधाषररत मानदण्डों के ऄनसु ार कोसष िकष पूण ष करना होगा। 9.3 पी-एच.डी. कायषिम में प्रिेि पाने िाले समस्ट्त िोधार्थथयों से प्रारंजभक दो सेमेस्ट्टरों के दौरान जनधाषररत कोसष िकष पूण ष करना होगा। 9.4 यदद कोइ पी-एच.डी. िोधाथी कोसष िकष परीक्षा में दकन्हीं कारणों से ऄसिल हो जाता ह ैया परीक्षा में भाग नहीं लेता ह,ै तो ईस े परीक्षा ईत्तीणष करन े का एक और ऄिसर ददया जाएगा। यदद िह दोबारा ऄसिल होता ह ै तो ईसका प्रिेि रद्द कर ददया जाएगा। 9.5 पी-एच.डी. कायषिम न्यनू तम 12 िेजडटस का होगा, जजसमें यूजीसी द्वारा 2019 में डी.ओ.स.ंएि.1-1/2018 (जनषल/केयर) ऄजधसूजचत “िोध एिं प्रकािन नैजतकता” पाठ्यिम तथा एक िोध पद्धजत पाठ्यिम समाजहत होगा। संबजन्धत िो.स.स. पी-एच.डी. कायषिम हते ु अिश्यक िेजडट्स के ऄंि के रूप में यूजीसी द्वारा मान्यता प्राप्त ऑनलाआन पाठ्यिमों की भी ऄनुिंसा कर सकती ह।ै (ऄनच्ु छेद 9: यजू ीसी पी-एच.डी. जिजनयम 2022)। 9.6 दकसी पी-एच.डी. िोधाथी को कायषिम में बने रहने और ऄपना िोध प्रबधं जमा करने हते ु पात्र होने के जलए कोस ष िकष में यूजीसी 10-पॉआंट स्ट्केल में न्यूनतम 55% ऄंक या आसके समकक्ष श्रेणी प्राप्त करनी होगी। (ऄनच्ु छेद 9: यजू ीसी पी- एच.डी. जिजनयम 2022)। 9.7 जिश्वजिद्यालय द्वारा तय दकए गए पाठ्यिमों, पाठ्यिम िेजडट्स, ईत्तीणषता मानदण्ड एिं ऄन्य संबजन्धत प्रकरणों का जििरण तत्कालीन यूजीसी जिजनयमों के ऄनुरूप होगा। 9.8 पी-एच.डी. हते ु जनधाषररत समस्ट्त पाठ्यिम संबजन्धत ऄध्ययन मडं ल/संकाय मंडल द्वारा जिजधित ऄनुमोददत दकए जाएंगे। ऐसे पाठ्यिम ईसी संकाय/जिभाग से हो सकते ह ैं जहां िोधाथी नामांदकत ह ै या िोध क्षेत्र की प्रकृजत के अधार पर ऄन्य संकायों से भी हो सकत े ह।ैं 9.9 कोसष िकष की पणू षता के पश्चात िोधाथी को एक व्यापक परीक्षा में भाग लेना होगा, परीक्षा की प्रदिया संबजन्धत जिभाग/संकाय या जिश्वजिद्यालय स्ट्तर पर तय की जाएगी। 9.10 केिल ईन्हीं िोधार्थथयों को परीक्षा म ें बैठन े की ऄनुमजत दी जाएगी जजनकी ईपजस्ट्थजत कोसष िकष ऄिजध के दौरान 75% या ईससे ऄजधक ह।ै सबं जन्धत जिभाग ईपजस्ट्थजत का सत्यापन करेगा। बाह्य पणू षकाजलक िोधार्थथयों के प्रकरण में संबजन्धत संस्ट्थानों के प्रमुख तत्संबजन्धत जिभागाध्यक्ष को ईपजस्ट्थजत की एक प्रमाजणत प्रजत प्रस्ट्ततु करेंगे जहां िोधाथी नामांदकत ह।ै तत्संबजन्धत जिभागाध्यक्ष आसे परीक्षा जनयंत्रक, आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय, ऄमरकंटक के कायाषलय में प्रेजर्त करेंगे। 9.11 जि.िो.स. द्वारा िो.स.स. के माध्यम से प्राप्त समस्ट्त नामांदकत िोधार्थथयों की प्रथम प्रगजत ररपोटष िोध/पी-एच.डी. ऄनुभाग को प्रेजर्त की जाएगी। 10. िोध प्रस्ट्ताि प्रस्ट्ततु ीकरण एि ंपजं ीकरण 10.1 दकसी िोधाथी द्वारा प्रथम िल्ु क जमा करन े के साथ ही ईसे कायषिम में ऄस्ट्थायी रूप स े पंजीकृत माना जाएगा। पंजीकरण की जतजथ प्रथम प्रिेि िुल्क जमा करने की जतजथ होगी। 10.2 कोसष िकष ईत्तीणष करने तथा (जिजनयम 9 के ऄनुच्छेद (3) में जनधाषररत ऄंक/श्रेणी प्राप्त करने पर) पी-एच.डी. िोधाथी द्वारा िोध कायष पूण ष करना तथा िोध प्रबंध/िोध प्रजतिदे न प्रस्ट्तुत करना ऄपेजक्षत होगा। (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022) 10.3 िोधाथी द्वारा कोसष िकष ईत्तीणष करन े के एक माह के भीतर, प्रस्ट्ताजित िोध कायष पर िीर्षक सजहत िोध काय ष प्रस्ट्ताि जनधाषररत प्रारूप म ेंिो.स.स. के माध्यम से जि.िो.स. को प्रस्ट्तुत करेगा। 10.4 जि.िो.स. िोधाथी की प्रस्ट्तुजत सजहत ईसके िोध कायष प्रस्ट्ताि की जांच करेगी। सजमजत "िोध कायष प्रस्ट्ताि सगं ोष्ठी" के मूल्यांकन हते ु एक बाह्य जिर्य जििेर्ज्ञ को अमंजत्रत करेगी, जो आस जिश्वजिद्यालय की सेिा में नहीं होना चाजहए ।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 11 10.5 सक्षम प्राजधकारी के ऄनमु ोदन हते ु जि.िो.स. बाह्य जििेर्ज्ञों के न्यनू तम तीन नामों का एक पैनल प्रेजर्त करेगी जो जिश्वजिद्यालय के प्रोिेसर पद से नीचे के न हों। ऄनुमोददत नाम आसकी ऄजधसूचना जतजथ से एक िर्ष तक िैध रहगें े। 10.6 िोध प्रस्ट्ताि स े संतुष्ट होने पर जि.िो.स. प्रस्ट्ताि एि ं िोध के जिर्य को ऄनुमोददत करेगी। यदद जि.िो.स. द्वारा दकसी संिोधन/पररितनष /सुधार का सुझाि ददया जाता ह ै तो िोधाथी तदनुसार ऄपने िोध काय ष प्रस्ट्ताि को संिोजधत करेगा तथा पयषिेक्षक के आस ऄनुमोदन के साथ दक ईक्त पररितषन सजम्मजलत कर जलए गए ह,ैं जि.िो.स. के समक्ष पुनः प्रस्ट्तुत करना होगा। 10.7 यदद जि.िो.स. िोध कायष प्रस्ट्ताि की गुणित्ता से संतुष्ट नहीं है तो िोधाथी को एक नया प्रस्ट्ताि प्रस्ट्तुत करना होगा तथा जि.िो.स. द्वारा जनर्ददष्ट समयसीमा के भीतर आस हते ु संगोष्ठी अयोजजत की जाएगी (यह ऄिजध दकसी भी जस्ट्थजत म ें एक माह से ऄजधक नहीं होगी)। संगोष्ठी ईपरांत िोध कायष प्रस्ट्ताि का मूल्यांकन दकया जाएगा। परंतु यदद केिल संगोष्ठी ही ऄसंतोर्जनक ह,ै तो िोधाथी को एक माह के भीतर संगोष्ठी की पुनः प्रस्ट्तुजत करनी होगी। 10.8 यदद कोइ िोधाथी ईपयुषक्त जनर्ददष्ट समय के भीतर िोध कायष प्रस्ट्ताि प्रस्ट्तुत करन े में जििल रहता ह ै तो ईसकी ऄभ्यर्थथता जनरस्ट्त कर दी जाएगी। िोध कायष प्रस्ट्ताि संगोष्ठी के समापन के पश्चात िोधाथी को िो.स.स. के माध्यम स े ऄनुमोददत जिर्य पर िोध कायष प्रस्ट्ताि जि.िो.स. के समक्ष ऄनुमोदन हते ु प्रस्ट्ततु करना होगा। 10.9 जि.िो.स. प्रस्ट्तुत िोध कायष प्रस्ट्ताि पर ऄपनी ऄनुिंसा िोध/पी-एच.डी. ऄनुभाग को ऄग्रेजर्त करेगी। ऄनुभाग आस े ऄनुमोदन हते ु जिजि.िो.ईपा.स. को ऄग्रेजर्त करेगा। 10.10 जिजि.िो.ईपा.स. ऄनमु ोदन की ऄजधसूचना जिश्वजिद्यालय के कुलसजचि कायाषलय द्वारा संबजन्धत जिभाग, पयषिेक्षक एिं ऄध्येता को जि.िो.स. कायषिृत्त/ऄनुिंसा (िोध कायष प्रस्ट्ताि ऄनुमोदन कायषित्तृ ) की प्राजप्त की जतजथ के एक माह के भीतर सूजचत की जानी चाजहए। 11. ईपजस्ट्थजत 11.1 दकसी पी-एच.डी. िोधाथी को जिभाग/स्ट्कूल/केंद्र के जिभागाध्यक्ष/समन्ियक के कायाषलय में ईपलब्ध ईपजस्ट्थजत पंजी में जिश्वजिद्यालय के सभी कायष ददिसों पर हस्ट्ताक्षर करना ऄजनिायष होगा। िोधाथी के जि.िो.स. तथा/या जिजि.िो.ईपा.स. द्वारा ऄनुमोददत ड्यूटी/स्ट्िीकृत ऄिकाि पर होने की जस्ट्थजत में ईपजस्ट्थजत की ऄजनिायषता जिजथल रहगे ी। 11.2 ईपजस्ट्थजत तथा ऄिकाि के जनयम बाह्य पणू षकाजलक िोधार्थथयों पर भी लाग ू होंग े तथा ईन्ह ें तत्संबजन्धत केंद्र से ऄपेजक्षत ईपजस्ट्थजत का संबजन्धत जिभागाध्यक्ष के समक्ष एक जििरण प्रस्ट्ततु करना होगा जहां िह ऄपने सह-पयषिेक्षक (कोस ष िकष से आतर प्रकरण म)ें के माध्यम से ऄपना िोध कर रह ेह।ैं 12. ऄजनिाय षजनिास ऄिजध 12.1 एक पणू षकाजलक पी-एच.डी. िोधाथी को दकसी एकल ऄिजध म ें ऄजनिायष रूप से दो िर्ष तक जिश्वजिद्यालय म ें ईपजस्ट्थत रहना होगा, जजसे जनिास ऄिजध के रूप में जाना जाएगा। िह आस ऄिजध में जनयजमत सिैतजनक समनुदेिन नहीं ले सकता ह।ै मातृत्ि/बाल देखभाल ऄिकाि के संदभष म ेंजनयमानुसार ऄजनिायष जनिास ऄिजध पूणष करनी होगी। 12.2 अंतररक पूणषकाजलक िोधाथी हते ु ऄनच्ु छेद 6.4.2. में िर्थणत तथा ऄिं काजलक पी-एच.डी. िोधाथी ऄनच्ु छेद 6.4.4. एिं 6.4.5. म ेंिर्थणत कोसष िकष पूणष करने हते ु ऄपेजक्षत न्यूनतम ऄिजध जनिास ऄिजध होगी (ऄथाषत छह माह)। 13. ऄिकाि जनयम 13.1 एक पी-एच.डी. िोधाथी एक कैलेंडर िर्ष में 30 ददनों के ऄिकाि का पात्र होगा। िह दकसी भी ऄंतर-सेमेस्ट्टर ऄिकाि, िीत एिं ग्रीष्म ऄिकाि का पात्र नहीं होगा। िह एक कैलडें र िर् ष म ें जचदकत्सकीय कारणों से 10 ददन तक के ऄजतररक्त ऄिकाि का भी पात्र होगा। ईपयुषक्त ऄिकाि प्रािधान संचयी ह।ैं 13.2 पुरुर्/मजहला िोधाथी ऄपनी संपणू ष िोध ऄिजध के दौरान एक बार जिश्वजिद्यालय/यूजीसी जनयमों के ऄनुसार जपतृत्ि/मातृत्ि/बाल देखभाल ऄिकाि के पात्र होंगे। 13.3 ऄनुच्छेद 13.1 में ईजल्लजखत ऄिकाि पयषिेक्षक/सह-पयषिेक्षक की ऄनुिंसा पर जिद्यालय/केंद्र के जिभागाध्यक्ष/ समन्ियक द्वारा स्ट्िीकृत दकया जाएगा। जबदक ऄनुच्छेद 13.2 म ें ईजल्लजखत प्रसूजत एिं बाल देखभाल ऄिकाि को संबजन्धत जि.िो.स. की ऄनुिंसा पर जिजि.िो.ईपा.स. द्वारा ऄनुमोददत दकया जाएगा।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 14. कतव्यष तथा ऄध्ययन ऄिकाि 14.1 यदद कोइ पी-एच.डी. िोधाथी दो (02) सप्ताह या ईससे कम ऄिजध हते ु िोध अंकडा संग्रह/िोध क्षेत्र भ्रमण का आच्छुक ह,ै तो िह जिभाग/स्ट्कूल/केंद्र के जिभागाध्यक्ष/समन्ियक को जिजधित सूजचत करत े हुए संबजन्धत िो.स.स. की ऄनुिंसा पर ऐसा कर सकता ह।ै 14.2 जि.िो.स. दकसी पी-एच.डी. िोधाथी को 60 ददनों के जलए जिश्वजिद्यालय के बाहर (जिदेि सजहत) दकसी स्ट्थान पर ऄपन े िोध कायष के एक ऄंि को अग े बढान े की ऄनुिंसा कर सकती ह।ै यदद ऐसी ऄनुिंसाएं 60 ददनों से ऄजधक की ऄिजध के जलए ह,ैं तो जि.िो.स. की ऄनुिंसाएं जिजि.िो.ईपा.स. के समक्ष रखी जाएंगी, जो आन जिजनयमों में जनधाषररत िोध प्रबंध जमा करन े की ऄजधकतम समय सीमा को पार दकए जबना पी-एच.डी. िोधाथी को जिश्वजिद्यालय के बाहर (जिदेि सजहत) दकसी स्ट्थान पर ऄपन ेिोध कायष के एक ऄंि को अगे बढान े की ऄनुमजत दे सकती ह।ै 15. जित्तीय सहायता 15.1 पूणषकाजलक पी-एच.डी. िोधाथी जनधीयन ऄजभकरणों (ईदाहरणाथ ष यूजीसी, नइ ददल्ली द्वारा प्रदान की जा रही जिश्वजिद्यालय िोध ऄध्येतािृजत्त) द्वारा जनधाषररत राजि की छात्रिृजत्त/ऄध्येतािृजत्त (अकजस्ट्मक ऄनुदान सजहत) के समय- समय पर पात्र होंगे, जोदक यूजीसी या ईसके िमानुयायी/ऄन्य जनधीयन ऄजभकरणों से धन की ईपलब्धता के ऄधीन होगा। छात्रिृजत्त/ऄध्येतािृजत्त से संबजन्धत जनजधया ंऄजभकरण की ितष-पूर्थत के ऄधीन होंगी। 15.2 यूजीसी-जिश्वजिद्यालय िोध ऄध्यते ािृजत्त की ऄजधकतम ऄिजध तीन िर्ष की ह,ै जो सेमेस्ट्टर के अधार पर िोधाथी के संतोर्जनक िोध प्रदिनष तथा पयषिेक्षक से सेमेस्ट्टर-िार जनरंतरता प्रमाणपत्र प्रस्ट्तुत करन े के ऄधीन ह।ै संबजन्धत जि.िो.स. की ऄनुसिं ा तथा यूजीसी से धन की ईपलब्धता के ऄधीन पंजीकृत िोधार्थथयों को प्राप्त ऄध्यते ािृजत्त एक ऄजतररक्त िर्ष हते ु स्ट्िीकृत की जा सकती ह।ै यदद िोधाथी के पास जिजभन्न जनधीयन ऄजभकरणों से ऄपनी स्ट्िर्थजत ऄध्येतािृजत्त ह,ै तो सबं जन्धत जनधीयन ऄजभकरण के जनयम एिं ितें ऐसे िोधार्थथयों पर लाग ूहोंगी। 16. िोध प्रबधं का पिू -ष प्रस्ट्ततु ीकरण 16.1 िोध प्रबंध जमा करन े से पूिष िोधाथी को िोध प्रकोष्ठ/ऄनुभाग के कायाषलय म ें न्यनू तम छह ऄधष-िार्थर्क प्रगजत प्रजतिेदन जमा करने होंगे। 16.2 संबजन्धत िो.स.स. एिं जि.िो.स. प्रत्येक िोधाथी की िैक्षजणक/िोध प्रगजत की जनगरानी करेंगी। आस प्रयोजन हते ु प्रत्येक िोधाथी प्रत्येक सेमेस्ट्टर के ऄंत में तीन प्रजतयों में जनधाषररत प्रपत्र पर प्रगजत प्रजतिदे न ऄपने पयषिेक्षक एिं सह- पयषिेक्षक, यदद कोइ हों, के माध्यम से संबजन्धत िो.स.स. को प्रस्ट्तुत करेगा। 16.3 प्रत्येक छमाही म ें िोधाथी को एक सगं ोष्ठी के माध्यम से संबजन्धत िो.स.स. के समक्ष िोध काय ष की प्रगजत प्रस्ट्तुत करनी होगी, जो िोधाथी द्वारा की गइ प्रगजत का मूल्यांकन करेगी तथा संबजन्धत क्षे.प. के समक्ष ऄपनी ऄनिु ंसाएं प्रस्ट्ततु करेगी। 16.4 जि.िो.स. के ऄध्यक्ष जिजिष्ट ऄनुिंसाओं के साथ प्रगजत प्रजतिेदन संबजन्धत ऄजधष्ठाता के माध्यम स े िोध प्रकोष्ठ/ऄनुभाग को ऄग्रेजर्त करेंगे। 16.5 दकसी भी सेमेस्ट्टर/छमाही म ें दकसी िोधाथी की प्रगजत ऄसंतोर्जनक मानी जाएगी यदद िह आन जनयमों म ें जनर्ददष्ट ऄिजध से ऄजधक समय तक ऄनपु जस्ट्थत रहता ह।ै 16.6 पी-एच.डी. िोधाथी िोध प्रबंध जमा करने तक प्रत्येक सेमेस्ट्टर के जलए प्रगजत प्रजतिेदन प्रस्ट्तुत करेगा। िोधाथी को ऄंजतम प्रगजत ररपोटष िोध प्रबंध जमा करन े से तीन ददन पूिष जनधाषररत रूप म ेंिोध प्रकोष्ठ/ऄनभु ाग को प्रस्ट्तुत करनी होगी। 16.7 िोध प्रबंध जमा करन े स े पूिष, पी-एच.डी. िोधाथी को संबजन्धत जि.िो.स. के समक्ष एक प्रस्ट्तुजत देनी होगी, जजसमें समस्ट्त संकाय सदस्ट्य, िोधाथी/जिद्याथी सजम्मजलत हो सकेंगे। (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022)। संबजन्धत पयषिेक्षक जिक्षकों एिं ऄन्य िोधकताओंष को ऄिगत कराने के जलए जिद्यालय/केंद्र के जिभागाध्यक्ष/समन्ियक के परामिष स े पूि-ष प्रस्ट्ततु ीकरण सगं ोष्ठी (िोध प्रबंध जमा करन े हते ु न्यनू तम ऄपेजक्षत ऄिजध ऄथाषत 03 िर्ष स े पहल े नहीं) अयोजजत करेंगे जहां िोधाथी ऄपने कायष पर सुधार हते ु सुझाि प्राप्त करेंगे। संबजन्धत िो.स.स. एिं जि.िो.स. आस संगोष्ठी के माध्यम स े िोधाथी के कायष का अकलन करेंगी। सगं ोष्ठी जिभाग में अयोजजत की जाएगी तथा आसमें समस्ट्त संकाय सदस्ट्य, िोधाथी/जिद्याथी सजम्मजलत हो सकेंगे। प्राप्त सुझािों को ऄजनिायषत: िोध प्रबंध प्रारूप म ें िोधाथी स े सजम्मजलत कराना पयषिेक्षक का ईत्तदाजयत्ि होगा।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 13 16.8 यदद संबजन्धत िो.स.स. तथा/या जि.िो.स. िोधाथी के कायष की गणु ित्ता से संतष्टु नहीं हैं, तो ईसे ऄपना कायष अग े बढाते हुए जि.िो.स. द्वारा जनर्ददष्ट एक ऄिजध के पश्चात पुनः एक संगोष्ठी दने ी होगी। 16.9 यदद जि.िो.स. िोधाथी की पूिष-प्रस्ट्तुतीकरण सगं ोष्ठी से संतुष्ट ह,ै तो सजमजत के ऄध्यक्ष पूिष-प्रस्ट्तुतीकरण संगोष्ठी के संतोर्जनक समापन का प्रमाणपत्र, िोध प्रबंध के सटीक िीर्कष के साथ िोध प्रबंध जमा करने हते ु िोधाथी के अिेदन की एक प्रजत परीक्षा जनयंत्रक तथा एक प्रजत संबजन्धत ऄजधष्ठाता को ऄग्रेजर्त करेंगे। जो जतजथ िोध प्रबंध प्रस्ट्तुत करने हते ु ऄग्रेजर्त की गइ ह,ै ईसके पश्चात छोडी गइ दकसी भी जिस्ट्ताररत जनिास ऄिजध को ईक्त जतजथ पर समाप्त माना जाएगा। 16.10 िोध प्रबंध का सटीक िीर्षक (यदद कोइ संिोधन हो) पिू ष-प्रस्ट्तुतीकरण संगोष्ठी के पश्चात जि.िो.स. द्वारा ऄनुमोददत दकया जाएगा। 17. िोध जिर्य म ेंपररितनष 17.1 िोध कायष प्रस्ट्ताि जमा करने के पश्चात िोध िीर्षक में कोइ बडा बदलाि स्ट्िीकार नहीं दकया जाएगा। यदद िोधाथी एिं ईसके पयषिेक्षक की राय ह ै दक मामूली बदलाि अिश्यक हैं, तो िह संबजन्धत जि.िो.स. के माध्यम से अंजिक पररितनष हते ु ऄनरु ोध कर सकते ह,ैं जो आसको ऄनुमोदन के पश्चात परीक्षा जनयंत्रक कायाषलय को सूजचत करेगी। पूिष-प्रस्ट्तुतीकरण संगोष्ठी से पूि षया बाद म ेंऐसे पररितषनों की ऄनुमजत िोधाथी को केिल एक बार ही दी जाएगी। 18. िोध प्रबधं की भार्ा 18.1 भार्ा जििेर् से संबजन्धत िोध प्रबंधों को छोडकर, िोध प्रबंध की भार्ा ऄग्रं ेजी ऄथिा बहदी होगी। 18.2 िोध प्रबंध की भार्ा ऄग्रं ेजी के ऄलािा कोइ ऄन्य भार्ा होने की जस्ट्थजत म ें िोधाथी को एक पृष्ठ का िोध सारांि ऄंग्रेजी म ेंजमा करना ऄजनिायष होगा। 19. ऄनजु चत साधन एि ंसाजहजत्यक चोरी 19.1 यदद दकसी पी-एच.डी. िोधाथी को ऄनुजचत साधन ऄपनाने या दकसी ऄन्य के कायष को चुराने तथा ईसे ईजचत स्ट्िीकृजत, श्रेय एि ं संदभष के जबना ऄपने िोध कायष म ें सजम्मजलत करन े का दोर्ी पाया जाता ह ै तो जिश्वजिद्यालय जनयमानुसार िोधाथी पर ऐसी दंडात्मक कारषिाइ कर सकता ह ै जो िोध कायष की नैजतकता एिं अचार संजहता के तथा जिश्वजिद्यालय की जिश्वसनीयता के ऄनुकूल हो । 19.2 सभी िोध प्रबंधों को यजू ीसी (ईच्च िक्षै जणक संस्ट्थानों में िैक्षजणक नैजतकता को बढािा देन े एिं साजहजत्यक चोरी की रोकथाम) जिजनयम, 2018 के ऄनुपालन म ेंहोना चाजहए । 19.3 जिश्वजिद्यालय ऐस े समस्ट्त ऄनैजतक कायों/प्रकरणों का स्ट्ित: संज्ञान ल े सकता ह ै ऄथिा ऐसे प्रकरणों को कोइ भी व्यजक्त जिभागाध्यक्ष/स्ट्कूल के समन्ियक/ संबजन्धत ऄजधष्ठाता के माध्यम से जिश्वजिद्यालय को सूजचत कर सकता ह।ै 19.4 पिओंु तथा ऄन्य जीिों, रांसजेनेरटक बीजों एिं खतरनाक सामजग्रयों से जुडे कायों के जलए यूजीसी एिं ऄन्य संबजन्धत एजेंजसयों द्वारा समय-समय पर जारी दकए गए पि ु नैजतकता ददिा-जनदेिों एि ं जैि-सुरक्षा ऄनिु ंसाओं का पालन करना ऄजनिायष होगा। 19.5 जिश्वजिद्यालय को िोध कायष में साजहजत्यक चोरी का पता लगान े के जलए सुजिकजसत सॉफ्टिेयर का ईपयोग करन े िाला एक तंत्र जिकजसत करना होगा जो पी-एच.डी. ईपाजध प्रदान करने के जलए ऄग्रणी समस्ट्त िोध गजतजिजधयों का एक ऄजभन्न ऄगं होगा तथा ईन िोध संबंधी अचरणों को बढािा देगा जजनका ईल्लेख यूजीसी के ईच्च जिक्षण सस्ट्ं थानों म ें िक्षै जणक नजै तकता का प्रोत्साहन एि ं साजहजत्यक चोरी की रोकथाम जिजनयम, 2018 में दकया गया ह।ै (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022) 19.6 प्रत्येक पी-एच.डी. िोधाथी को मूल्यांकन हते ु िोध प्रबधं जमा करना होगा। आसके साथ ही-(क) ईसे एक िचनपत्र देना होगा दक ईसके िोध कायष में कोइ साजहजत्यक चोरी नहीं है तथा (ख) ईसे ऄपने िोध प्रबधं की मौजलकता को प्रमाजणत करन े के जलए िोध पयषिेक्षक से एक प्रमाणपत्र लेकर प्रस्ट्तुत करना होगा दक िोध प्रबंध दकसी ऄन्य ईच्च िैक्षजणक संस्ट्थान म ें दकसी ऄन्य ईपाजध/जडप्लोमा प्राप्त करन े के जलए प्रस्ट्तुत नहीं दकया गया ह।ै (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022)14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 20. िोध प्रबधं जमा करन ेकी प्रदिया 20.1 प्रत्येक िोधाथी को ऄपन े पूिष-प्रस्ट्तुतीकरण संगोष्ठी की जतजथ से छह माह के भीतर िोध प्रबंध जमा करना ऄजनिायष ह ै (आन जनयमों म ें ऄन्यत्र जनधाषररत िोध प्रबंध जमा करन े हते ु ऄजधकतम समय सीमा को पार दकए जबना), ऐसा न करन े पर ईसे पुनः पूि-ष प्रस्ट्तुतीकरण संगोष्ठी देनी होगी। 20.2 िोध प्रबंध जमा करने स े एक माह पूि ष िोधाथी को परीक्षा जनयंत्रक/पी-एच.डी. ऄनुभाग के कायाषलय म ें िोध प्रबंध के सारांि की छह (06) प्रजतयां जमा करनी होंगी, जो संबजन्धत जिभागाध्यक्ष /स्ट्कूल या केंद्र के समन्ियक द्वारा जिजधित ऄग्रेजर्त की गइ हों जजसमें ईसके कायष की मुख्य जििेर्ताओं का िणषन हो। 20.3 प्रत्येक िोधाथी को िोध प्रबंध की हाड ष कॉपी के साथ गैर-संपाददत/सुरजक्षत पीडीएि प्रारूप में िोध प्रबंध की एक (01) सॉफ्ट कॉपी सीडी/पेन ड्राआि में जमा करनी होगी। 20.4 िोधाथी को िोध प्रबंध की छह (06) हाडषबाईंड मुदद्रत प्रजतयां परीक्षा जनयंत्रक कायाषलय म ें जमा करनी होंगी, जो जिभागाध्यक्ष/स्ट्कूल या केंद्र के समन्ियक द्वारा जिजधित ऄग्रेजर्त की गइ हों। िोध प्रबंध म ें जनधाषररत प्रपत्र म ें पयषिेक्षक का प्रमाणपत्र, िोधाथी घोर्णापत्र, कोसष िकष पूणष करने का प्रमाणपत्र, पूिष-प्रस्ट्तुतीकरण पूणष करने का प्रमाणपत्र, स्ट्िाजमत्िाजधकार हस्ट्तांतरण प्रमाणपत्र, साजहजत्यक चोरी जिरोधी प्रमाणपत्र तथा समय-समय पर ऄपेजक्षत ऄन्य प्रमाणपत्र सजम्मजलत होंगे। 20.5 िोध प्रबंध के अिरण एिं िीर्षक पृष्ठ का प्रजतरूप पररजिष्ट XIV एिं ऄनुलग्नक II के रूप में सलं ग्न दकया गया ह।ै िोधाथी को आनका दढृ ता स ेऄनुपालन करना होगा। 20.6 िोध प्रबंध मलू िोध कायष का एक भाग होना चाजहए जजसकी जििेर्ता तथ्यों की खोज या ऄत्यजधक महत्ि के दकसी व्यािहाररक कायष पर तथ्यों या जसद्धांतों की व्याख्या के जलए नये दजृ ष्टकोण से की गइ हो। दकसी भी िोध प्रकरण में यह िोधाथी की अलोचनात्मक जाचं एिं स्ट्ितंत्र जनणषय लेन े की क्षमता को प्रदर्थित करनी चाजहए और साजहजत्यक प्रस्ट्तुजत की दजृ ष्ट से भी संतोर्जनक होनी चाजहए। 20.7 एक बार जमा दकए गए िोध प्रबंध को दोबारा जमा नहीं दकया जा सकता ह ै जब तक दक परीक्षक िोध प्रबंध के पुनरीक्षण हते ु ऄनुिंसा न करें। 21. मल्ू याकं न एि ंअकलन प्रदिया: 21.1 संबजन्धत जि.िो.स. के माध्यम से पयषिेक्षक छह (06) बाह्य जिद्वानों का एक पैनल जनधाषररत प्रारूप में परीक्षा जनयंत्रक के कायाषलय में प्रस्ट्तुत करेगा। प्रस्ट्ताजित पैनल म ेंदेि के जिजभन्न भागों का प्रजतजनजधत्ि होना चाजहए और दकसी भी जस्ट्थजत में एक ही राज्य से दो (02) और एक ही जिश्वजिद्यालय स े एक (01) स े ऄजधक जिद्वानों के नाम नहीं होने चाजहए। जहां भी संभि हो, बाह्य परीक्षकों में स े एक को भारत के बाहर स े चुना जाना चाजहए। बाह्य परीक्षक को क्षेत्र म ें जिद्वतापणू ष प्रकािनों का ऄच्छा ररकॉडष रखने िाला जिक्षाजिद ् होना चाजहए। कुलपजत छह (06) से ऄजधक जििेर्ज्ञों के नाम भी मााँग सकते ह।ैं (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022) 21.2 बाह्य जििेर्ज्ञ पैनल में सामान्यतया प्रोिेसर (या समकक्ष) के नाम सजम्मजलत होंगे। आस पैनल में ऄजधकतम एक नाम एसोजसएट प्रोिेसर (या समकक्ष) का हो सकता ह।ै आससे नीचे के पद की ऄनुमजत नहीं दी जा सकती ह।ै 21.3 िोध पयषिेक्षक/सह-पयषिेक्षक को यह सुजनजश्चत करना होगा दक सुझाए गए परीक्षकों का पी-एच.डी. िोधार्थथयों के साथ-साथ िोध पयषिेक्षक के साथ रक्त संबन्ध नहीं हो। 21.4 परीक्षक पनै ल में िोधाथी के पयषिेक्षक एिं सह-पयषिेक्षक के संस्ट्थान से कोइ नाम नहीं होना चाजहए। 21.5 ऐस े िोधाथी के प्रकरण में जजसने ऄपन े काम का कोइ ऄंि दकसी ऄन्य संस्ट्थान म ें दकया है, बाह्य परीक्षकों के पनै ल में ईस संस्ट्थान म ेंकाम करने िाला कोइ भी व्यजक्त सजम्मजलत नहीं होगा। 21.6 यदद िोध क्षेत्र का जिर्य ऐसा ह ै दक देि में पयाषप्त संख्या में जििेर्ज्ञ ईपलब्ध नहीं ह,ैं ऐसी जस्ट्थजत में पैनल म ें जिदेि के जििेर्ज्ञों के नाम सजम्मजलत दकए जा सकते ह।ैं 21.7 िोधाथी के पयषिेक्षक अतं ररक परीक्षक के रूप में कायष करेंगे। 21.8 तदन्तर, कुलपजत बाह्य परीक्षक के रूप में पनै ल से दो (02) नामों का चयन करके ईनकी जनयुजक्त करेंगे। यह नाम परीक्षा जनयंत्रक कायाषलय को मल्ू यांकन प्रदिया पणू ष करने हते ु सूजचत दकए जाएंगे।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 15 21.9 परीक्षा जनयंत्रक परीक्षकत्ि की स्ट्िीकृजत सुजनजश्चत करन े के जलए िोध सारांजिका की एक प्रजत भेज कर प्रत्येक परीक्षक स े संपकष करेंगे। आस प्रयोजन हते ु, यदद परीक्षक का इ-मेल ईपलब्ध ह,ै तो िीघ्राजतिीघ्र सहमजत प्राप्त करने के जलए ईनसे इ-मेल के माध्यम से संपकष दकया जाएगा। तथाजप, यदद परीक्षा जनयंत्रक को प्रथम संप्रर्े ण से दो सप्ताह की ऄिजध के भीतर बाह्य परीक्षक से कोइ जानकारी प्राप्त नहीं होती ह,ै तब बाह्य परीक्षक को एक ऄनुस्ट्मारक भेजा जाएगा, यदद ऄनुस्ट्मारक की जतजथ से दो सप्ताह के भीतर कोइ प्रजतदिया नहीं जमलती ह,ै तो बाह्य परीक्षक की जनयुजक्त जनरस्ट्त कर दी जाएगी तथा कुलपजत ितषमान परीक्षकों के पनै ल से एक नये परीक्षक की जनयुक्त करेंगे। 21.10 प्रत्येक पी-एच.डी. िोध प्रबंध का मूल्यांकन ईसके िोध पयषिेक्षक (अंतररक परीक्षक) एिं न्यूनतम दो बाह्य परीक्षकों (कुलपजत द्वारा चयजनत) द्वारा दकया जाएगा, जो जिश्वजिद्यालय की सेिा में नहीं ह।ैं (ऄनच्ु छेद 11: यूजीसी पीएचडी जिजनयम 2022) 21.11 सभी परीक्षकों को ऄपनी ररपोटष जनर्ददष्ट प्रपत्र में भेजनी होगी। 21.12 दकसी भी िोध प्रबंध को तभी स्ट्िीकार दकया जायेगा जब सभी परीक्षक िोध प्रबधं को स्ट्िीकार करन े की/ईनके द्वारा सुझाए गए दकसी भी सुधार को सजम्मजलत करन े के पश्चात िोध प्रबंध को स्ट्िीकार करने की ऄनुिंसा करत े ह।ैं यदद बाह्य परीक्षकों म ें स े कोइ एक ऄस्ट्िीकृजत की ऄनिु ंसा करता है तो जिश्वजिद्यालय िोध प्रबधं को परीक्षकों के ऄनुमोददत पैनल में स े दसू रे बाह्य परीक्षक को भेजेगा। यदद िैकजल्पक परीक्षक िोध प्रबंध को स्ट्िीकार करने की ऄनिु ंसा नहीं करता है तो िोध प्रबधं ऄस्ट्िीकार हो जाएगा तथा पी-एच.डी. िोधाथी को पी-एच.डी. प्रदान करने के जलए ऄयोग्य घोजर्त कर ददया जाएगा। मौजखक परीक्षा केिल तभी अयोजजत की जाएगी जब सभी परीक्षक िोध प्रबंध को स्ट्िीकार करन े की ऄनुिंसा करते ह।ैं (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022)। 21.13 यदद एक परीक्षक स्ट्िीकार करता ह ैतथा दसू रा प्रमुख पनु रीक्षण का सुझाि देता है, तो संबजन्धत जि.िो.स. िोधाथी एिं ईसके पयषिेक्षक को जि.िो.स. की संतुजष्ट के जलए अिश्यक पररितषन सजम्मजलत करने हते ु सूजचत करेगी। यदद बाह्य परीक्षक न े संिोधन के पश्चात िोध प्रबंध को पुनः भेजन े का ऄनुरोध दकया ह ै तो ईसे परीक्षक को भेजा जाएगा। 21.14 जिश्वजिद्यालय को िोध प्रबंध जमा करने की जतजथ से छह (6) माह की ऄिजध के भीतर मौजखक परीक्षा पररणाम की घोर्णा सजहत पी-एच.डी. िोध प्रबंध के मल्ू यांकन की संपूणष प्रदिया पणू ष करनी होगी। (ऄनच्ु छेद 11: यजू ीसी पी- एच.डी. जिजनयम 2022)। 21.15 ऄन्य बातों के ऄजतररक्त, मूल्यांकन ररपोट ष में दी गइ रटप्पजणयों के अधार पर मौजखक परीक्षा, मौजखक परीक्षा बोड ष द्वारा अयोजजत की जाएगी। मौजखक परीक्षा बोडष में िोध पयिष ेक्षक तथा दो बाह्य परीक्षकों में से कम से कम एक िाजमल होगा। अिश्यकता पडन े पर आसे ऑनलाआन भी अयोजजत दकया जा सकता ह।ै मौजखक परीक्षा में िोध सलाहकार सजमजत के सदस्ट्य/संबजन्धत जिभागाध्यक्ष/जिद्यालय/केंद्रों के समन्ियक/संकाय सदस्ट्य/िोधाथी, जिद्याथी तथा ऄन्य आच्छुक जििेर्ज्ञ/िोधकता षसजम्मजलत हो सकते ह।ैं (ऄनच्ु छेद 11: यजू ीसी पी-एच.डी. जिजनयम 2022) 22. ईपाजध प्रदान करन ेकी प्रदिया 22.1 सामान्य तौर पर पी-एच.डी. की ईपाजध ईस जिर्य/जिभाग में प्रदान की जाएगी जहां िोधाथी पंजीकृत ह।ै 22.2 ईपाजध प्रदान करन े की जतजथ जिश्वजिद्यालय में िोध प्रबंध जमा करन े की जतजथ होगी। तथाजप, पुनरीक्षण के प्रकरण में जमा करन े की जतजथ पुनरीजक्षत िोध प्रबंध जमा करने की जतजथ होगी। 22.3 िोध प्रबंध जमा करन े तथा ईसे स्ट्िीकृत होने के पश्चात, परीक्षा जनयंत्रक कायाषलय िोधाथी को आस अिय का एक प्रमाणपत्र जारी करेगा। 22.4 जिश्वजिद्यालय को िोध प्रबंध जमा करने की जतजथ से छह माह की ऄिजध के भीतर मौजखक परीक्षा पररणाम की घोर्णा सजहत पी-एच.डी. िोध प्रबंध के मूल्यांकन की संपूण ष प्रदिया पूणष करनी होगी। 23. ऄनजं तम प्रमाणपत्र जारी करन ेकी प्रदिया 23.1 िास्ट्तजिक ईपाजध जिश्वजिद्यालय द्वारा समय-समय पर समजन्ित दीक्षांत समारोह म ेंप्रदान की जाएगी। 23.2 पी-एच.डी. ईपाजध की िास्ट्तजिक प्रदानता से पूिष, जिश्वजिद्यालय िोधाथी को आस अिय का एक ऄनंजतम प्रमाणपत्र जारी करेगा दक पी-एच.डी. आंददरा गांधी राष्ट्रीय जनजातीय जिश्वजिद्यालय पी-एच.डी. जिजनयम 2016/2022 के प्रािधानों के ऄनुसार प्रदान की जा रही ह।ै (ऄनच्ु छेद 15: यजू ीसी पी-एच.डी. जिजनयम 2022)।16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 24. पजं ीकरण जनरस्ट्त करन ेकी प्रदिया जनम्नजलजखत म ें से दकसी भी एक पररजस्ट्थजत म ें पी-एच.डी. िोधाथी का पंजीकरण जि.िो.स. द्वारा जनरस्ट्त दकया जा सकता ह ै: 24.1 यदद कोइ िोधाथी पयषिक्षे क के माध्यम से जनयजमत रूप से दो िर्ों की (ऄथाषत चार ऄधषिार्थर्क प्रगजत प्रजतिेदन) संतोर्जनक प्रगजत प्रजतिेदन प्रस्ट्तुत करने म ेंजििल रहता ह।ै 24.2 यदद कोइ िोधाथी पूिष सचू ना/ऄिकाि की मंजरू ी के जबना जनरंतर चार सप्ताह की ऄिजध तक ऄनपु जस्ट्थत रहता ह।ै 24.3 यदद कोइ िोधाथी जनधाषररत समय के भीतर िोध सारांि प्रस्ट्तुत करन े में जििल रहता ह।ै 24.4 यदद कोइ िोधाथी आन जिजनयमों में जनजहत प्रािधानों के ऄधीन दकसी भी सेमेस्ट्टर में ऄपने पंजीकरण को निीनीकृत करने म ेंजििल रहता ह।ै 24.5 यदद कोइ िोधाथी आन जिजनयमों में ददए गए ऄजधकतम जनधाषररत समय के भीतर िोध प्रबंध जमा करन े म ें जििल रहता ह।ै 24.6 यदद कोइ िोधाथी पी-एच.डी. कायषिम छोड दते ा ह ै तथा ईसके िोध पयषिेक्षक की ओर स े िोधाथी द्वारा िोध काय ष छोडन े की जिजधित ऄनुिंसा की जाती ह।ै 24.7 यदद कोइ िोधाथी कदाचार तथा/या ऄनुिासनहीनता के कृत्य में सजम्मजलत पाया जाता ह ै तथा सक्षम प्राजधकारी न े ईसकी बखाषस्ट्तगी की ऄनुिंसा की ह।ै 24.8 यदद कोइ िोधाथी जनधाषररत समय के भीतर िल्ु क जमा करने म ेंजििल रहता ह।ै 25. ऄस्ट्थायी जनगमष न (जिपजं ीकरण एि ंपनु ःपजं ीकरण) 25.1 पीएच.डी िोधाथी को जि.िो.स. की ऄनिु ंसा पर जिजि.िो.ईपा.स. द्वारा कुछ जिजिष्ट कारणों के चलते ऄस्ट्थायी रूप से कायषिम स े हटन े की ऄनुमजत दी जा सकती ह ै (जजस े 'जिपंजीकरण' कहा जाता ह)ै एि ं बाद में िोध को पूण ष करन े के जलए िापस सजम्मजलत होने (जजसे 'पुनःपंजीकरण' कहा जाता ह)ै तथा आन जिजनयमों म ें ऄन्यत्र ईजल्लजखत िोध प्रबंध प्रस्ट्तुत करने के जलए ऄजधकतम जनधाषररत समय सीमा को पार दकए जबना िोध प्रबंध जमा करने की ऄनुमजत दी जा सकती ह।ै यह जनगषमन संपूण ष या अंजिक सेमेस्ट्टरों के जलए हो सकता ह ै तथा पी-एच.डी. िोध के पणू ष कायषकाल म ें केिल एक बार प्रदान दकया जाएगा। जनम्नजलजखत कारणों म ेंसे दकसी एक की जस्ट्थजत में ऄस्ट्थायी जनगषमन की ऄनुमजत दी जा सकती ह:ै 25.1 (i) यदद िोधाथी को कोइ व्यिसाय/रोजगार जमला ह ैतथा ईसने जनिास ऄिजध पूण ष कर ली ह।ै 25.1 (ii) यदद कोइ पूणषकाजलक प्रायोजजत िोधाथी िोध प्रबंध जमा करने हते ु न्यनू तम जनिास ऄिजध की ितों को पूण ष करने के पश्चात ऄपने मलू सगं ठन में िापस सजम्मजलत हो जाता ह।ै 25.2 मातृत्ि ऄिकाि के प्रकरण को छोडकर, ईपयुषक्त छूट का लाभ न्यूनतम जनिास ऄिजध पूणष होने के पश्चात ही जलया जा सकेगा। 25.3 पनु ःपंजीकरण की जस्ट्थजत में िोधाथी को जिपंजीकरण ऄिजध के िल्ु कों का भुगतान करना होगा तथा आस ऄिजध का प्रगजत प्रजतिेदन जनधाषररत समय पर जमा करना होगा। 26. आजन्फ्लबनटे जडपॉज़िटरी मूल्यांकन प्रदिया पूणष होने के पश्चात तथा पी-एच.डी. ईपाजध प्रदान करने की घोर्णा से पूिष, जिश्वजिद्यालय पी-एच.डी. िोध प्रबंध की एक आलेक्रॉजनक प्रजत आजन्फ्लबनेट पर होस्ट्ट करने के जलए जमा करेगा तादक आसे सभी संस्ट्थानों के जलए सुलभ बनाया जा सके। (ऄनच्ु छेद 7: यजू ीसी पी-एच.डी. जिजनयम 2022)। 27. िोध सजमजतया ं ऄकादजमक पररर्द के ऄधीन, जनम्नजलजखत सजमजतयां आन जिजनयमों के ऄनुसार जिश्वजिद्यालय के पी-एच.डी. कायषिम स े संबजन्धत समस्ट्त प्रकरणों पर जनणषय लगें ी: 1) जिश्वजिद्यालय की िोध ईपाजध सजमजत (जिजि.िो.ईप.स.) 2) जिभागीय/जिद्यालय/केंद्र िोध सजमजत (जि.िो.स.)[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 17 3) िोध सलाहकार सजमजत (िो.स.स.) 27.1 जिजि.िो.ईप.स. में जनम्नजलजखत सजम्मजलत होंग े(जिश्वजिद्यालय के ऄध्यादेि 46 की धारा 2 के ऄनुसार): i) कुलपजत/सम-कुलपजत (पदेन) ऄध्यक्ष ii) ऄजधष्ठाता (पदने ) सदस्ट्य iii) जिश्वजिद्यालय/क्षेत्रीय पररसरों/केंद्रों/जिभागों के प्रमुख (अितनष द्वारा) जजनकी संख्या पांच स ेऄजधक सदस्ट्य नहीं होगी iv) प्रोिेसर जो ऄजधष्ठाता एि ं जिभागाध्यक्ष नहीं ह ैं (अितनष द्वारा) जजनकी संख्या पांच से ऄजधक नहीं सदस्ट्य होगी v) कुलपजत द्वारा नाजमत दकए गए जिश्वजिद्यालय/क्षेत्रीय पररसरों/केंद्रों में जिजभन्न जिर्यों का सदस्ट्य प्रजतजनजधत्ि कर रह ेचार एसोजसएट प्रोिेसर vi) कुलपजत द्वारा नाजमत दकए गए जिजभन्न जिर्यों का प्रजतजनजधत्ि कर रह ेचार बाह्य जििेर्ज्ञ सदस्ट्य vii) कुलसजचि सजचि (पदेन) कुलसजचि एक कैलडें र िर्ष म ेंन्यूनतम दो बार जिजि.िो.ईप.स. की बैठकें अहूत करेंगे। जिजि.िो.ईप.स. के कायष जिश्वजिद्यालय के ऄध्यादेि 46 की धारा 2 के ऄनुसार होंगे। जिजि.िो.ईप.स. का कोरम कुल सदस्ट्यों का एक जतहाइ होगा। पदेन सदस्ट्य के ऄलािा ऄन्य सदस्ट्यों का कायषकाल तीन िर् ष की ऄिजध के जलए होगा। 27.2 जि.िो.स. म ेंजनम्नजलजखत सजम्मजलत होंग:े i) जिभागाध्यक्ष ऄध्यक्ष ii) जिभाग के समस्ट्त प्रोिेसर सदस्ट्य iii) अितषन द्वारा प्रत्येक तीन िर्ों पर िररष्ठता के ऄनुसार जिभाग के एक एसोजसएट प्रोिेसर सदस्ट्य iv) अितषन द्वारा प्रत्येक तीन िर्ों पर िररष्ठता के ऄनुसार जिभाग के एक ऄजसस्ट्टेंट प्रोिेसर सदस्ट्य v) संबजन्धत पी-एच.डी. ऄध्येता के पयषिेक्षक एिं सह-पयषिेक्षक (यदद कोइ हों) सदस्ट्य vi) एक बाह्य जििेर्ज्ञ जो प्रोिेसर के पद स ेनीचे का नहीं हो* सदस्ट्य जिभाग/स्ट्कूल/केंद्र में तीन या तीन से कम पात्र जिक्षक होन े की जस्ट्थजत म,ें जि.िो.स. में जनम्नजलजखत सजम्मजलत होंग:े i) संबजन्धत संकाय के ऄजधष्ठाता ऄध्यक्ष ii) जिभाग के समस्ट्त पात्र जिक्षक सदस्ट्य iii) जिभागाध्यक्ष के परामिष से ऄजधष्ठाता द्वारा नाजमत सह-जिभाग के एक िररष्ठ जिक्षक सदस्ट्य iv) एक बाह्य जििेर्ज्ञ जो प्रोिेसर के पद स ेनीचे के नहीं हों* सदस्ट्य * केिल सारांि प्रस्ट्तुतीकरण/िोध योजना प्रस्ट्ताि संगोष्ठी के समय, ऐसे नामांकन एक (01) िर्ष हते ु िैध। जि.िो.स. सजचि या समन्ियक के रूप में अितषन द्वारा ऄपन ेदकसी सदस्ट्य की जनयुजक्त करेगी।18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 27.3 िो.स.स. में जनम्नजलजखत सजम्मजलत होंगे: प्रत्येक पी-एच.डी. िोधाथी हते ु एक िोध सलाहकार सजमजत (िो.स.स.) होगी। संबजन्धत पी-एच.डी. िोधाथी का िोध पयषिेक्षक आस सजमजत का समन्ियक होगा तथा आस सजमजत के जनम्नजलजखत दाजयत्ि होंगे: 27.3.4 िोध प्रस्ट्ताि की समीक्षा करना एि ंिोध के जिर्य को ऄंजतम रूप देना। 27.3.5 ऄध्ययन ऄजभकल्पना एिं िोध की पद्धजत जिकजसत करने में पी-एच.डी. िोधाथी का मागषदिषन करना तथा ईस पाठ्यिम की पहचान करना जजसका ईसे ऄध्ययन करना अिश्यक ह।ै 27.3.6 पी-एच.डी. िोधाथी के िोध कायष की प्रगजत की समय-समय पर समीक्षा करना एिं ईसकी सहायता करना। (2) प्रत्यके सेमेस्ट्टर म ें प्रत्येक पी-एच.डी. िोधाथी एक प्रस्ट्तुजत देने के जलए िो.स.स. के समक्ष ईपजस्ट्थत होगा तथा मूल्यांकन एिं अगामी मागषदिनष हते ु ऄपने कायष की प्रगजत पर एक लघु प्रजतिेदन प्रस्ट्तुत करेगा। िो.स.स. जिश्वजिद्यालय को पी-एच.डी. िोधाथी की प्रगजत प्रजतिेदन की एक प्रजत के साथ ऄपनी ऄनुिंसाएं प्रस्ट्तुत करेगा। ऐसी ऄनुिंसाओं की एक प्रजत पी-एच.डी. िोधाथी को भी प्रदान की जाएगी। (3) यदद पी-एच.डी. िोधाथी की प्रगजत ऄसंतोर्जनक है तो िो.स.स. आसके कारणों को दजष करेगा तथा सुधारात्मक ईपाय सुझाएगा। यदद पी-एच.डी. िोधाथी आन सुधारात्मक ईपायों को लाग ू करने म ें जििल रहता है तो िो.स.स. जिजिष्ट कारणों के साथ पी-एच.डी. कायषिम स े पी-एच.डी. िोधाथी के पंजीकरण को जनरस्ट्त करने की ऄनिु ंसा कर सकता ह।ै (ऄनच्ु छेद 10: यजू ीसी Procedure for Award of M.Phil./Ph.D. Degree) Regulations 2022] No. IGNTU/RO/2024/88.— 1. Short title, Application and Commencements. 1.1. The degree of ‗Doctor of Philosophy‘ shall be abbreviated as ‗Ph.D.‘ 1.2. These regulations shall be called the ―Indira Gandhi National Tribal University, Amarkantak (henceforth IGNTU, Amarkantak, the University) (Minimum Standard & Procedure for Award of Ph.D. Degree) Regulations 2022. 1.3. These shall be applicable to all the disciplines/subjects offered by the IGNTU, Amarkantak and its Regional Campuses (henceforth RCs). 1.4. These shall come into force from the date of notification issued by the IGNTU, Amarkantak. All previous Ph.D. Regulations issued by the University will become null and void with the date of issuance of these regulations, unless otherwise notified. 1.5. Award of degrees to candidates registered for the Ph.D. programme on or after July 11, 2009, till the date of Notification of these Regulations (i.e. UGC/IGNTU Ph.D. regulation 2022) shall be governed by the provisions of the UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or the UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degrees) Regulations, 2016 and IGNTU, Amarkantak Ph.D. Regulations, 2016 as the case may be. Further, the award of degrees to candidates already registered and pursuing Ph.D. shall be governed by these Regulations (i.e. UGC/IGNTU Ph.D. regulation 2022) or UGC (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2016 and IGNTU, Amarkantak Ph.D. Regulations, 2016. (Clause 16: UGC Ph.D. Regulations 2022) 1.6. Repealed 2. Definitions. 2.1 In these Regulations, unless the context otherwise requires,- a) ―Act‖ means the University Grants Commission Act,1956 (3 of 1956); b) ―Adjunct Faculty‖ means a part-time or contingent instructor, but not full-time faculty member hired to teach by a Higher Educational Institution; c) ―Cumulative Grade Point Average (CGPA)‖ means a measure of the overall cumulative performance of a student over all semesters. The CGPA is the ratio of total credit points secured by a student in various courses in all semesters and the sum of the total credits of all courses in all semesters. It is expressed up to two decimal places; d) ―Credit‖ means the number of hours of instruction required per week over the duration of a semester. A three-credit course in a semester means three one-hour lectures per week, with each one-hour lecture counted as one credit; e) ―College" means an institution engaged in higher education and/or research, either established by a University as its constituent unit or is affiliated with it; f) ―Commission‖ means the University Grants Commission established under Section 4 of the UGC Act1956; g) ―Course‖ means one of the specified units which go to comprise a programme of study; h) ―Course Work‖ means courses of study prescribed by the School/Department/ Centre to be undertaken by a student registered for the Ph.D. Degree; i) ―Degree‖ means a degree awarded by a Higher Educational Institution in accordance with the provisions of section 22 (3) of the Act; j) ―External examiner‖ means an academician/researcher with published research work who is not part of the Higher Educational Institution where the Ph.D. scholar has registered for the Ph.D. programme;22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] k) ―Foreign Educational Institution‖ means–(i) an institution duly established or incorporated in its home country and offering educational programmes at the undergraduate, postgraduate and higher levels in its home country and (ii) which offers programme(s) of study leading to the award of a degree through conventional face-to-face mode, but excluding distance, online, ODL mode; l) ―Grade Point‖ means a numerical weight allotted to each letter grade on a 10-point scale; m) ―Guide/Research Supervisor‖ means an academician/researcher recognized by Higher Educational Institution to supervise the Ph.D. scholar for his/her research; n) ―Higher Educational Institution‖ means a university or institution specified under clause 2 of Regulation 1 of these Regulations; o) ―Interdisciplinary Research‖ means research conducted by a Ph.D. scholar in two or more academic disciplines; p) ―Open and Distance Learning Mode‖ shall have the same meaning as defined under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations 2020; q) ―Online Mode‖ shall have the same meaning as defined under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations 2020; r) ―Plagiarism‖ means the practice of taking someone else‘s work or idea and passing them as one‘s own; s) ―Programme‖ means a higher education programme pursued for a degree specified by the Commission under sub-section (3) of section 22 of the Act; t) ―Prospectus‖ means any document, whether in print or otherwise, issued for providing fair and transparent information relating to a Higher Educational Institution and programmes, to the general public (including to those seeking admission in such Higher Educational Institutions) by the Higher Educational Institutions; u) ―Research Proposal‖ means a brief write-up giving an outline of the proposed research work which the Ph.D. scholar shall submit along with the application for registration for Ph.D. programme; v) ―University‖ means a Higher Educational Institution established or incorporated by or under a Central Act, a Provincial Act, or a State Act, and shall include any institution for higher education deemed to be a University under Section 3 of the Act. 2.2 Words and expressions used and not defined in these Regulations but defined in Act and not consistent with these Regulations shall have the meanings assigned to them in that Act. (Clause 2: UGC Ph.D. Regulations 2022) 3. Advertisement, number of seats and commencement of admission 3.1. The University shall make a detailed advertisement, including essential qualification, number of seats available for admission, subject/discipline-wise distribution of available seats, criteria for admission, procedure for admission, list of examination centers, number and specialization of available research supervisors, reservation of seats and last date for submission of the application form etc., for the benefit of the candidates, in at least two national newspapers, of which, at least one shall be in the regional language, as well as on the University website. 3.2. The Regional Campuses (RCs) can offer Ph.D. Programme only if they fulfill the condition as per Clause 12 of the UGC Ph.D. Regulations 2022. Based on the recommendations of concerned Departmental Research Committees (henceforth DRCs), the Academic Council (henceforth AC) of the University shall recommend the number of seats to be admitted and advertised in/for various departments of the University and RCs, annually. 3.3. Applicants have to make online application in the prescribed format available on the University website (www.igntu.ac.in). 3.4. Reservation of the seats for Schedule Castes (SC), Schedule Tribes (ST). Other Backward castes (OBC)- Non-creamy layer, Differently-abled/Divyang, Economically Weaker Section (EWS), and other categories of candidates shall be as per the Government of India Rules issued from time to time. 3.5. The number of seats reserved for SC/ST/OBC/EWS categories may be reduced proportionately if number of qualified candidates is less. The vacant seats reserved for SC/ST/OBC/EWS candidates, if any, shall be filled as per Government of India rules. 3.6. Each SC/ST/OBC/EWS candidate shall have to submit a copy of the Caste Certificate issued from the notified person/authority, mentioning that the candidate belongs to SC/ST/OBC (no-creamy layer) community/EWS, as per the Government of India format and rules clearly stating: (a) the name of[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 23 candidate and his/her caste/tribe (b) which reserve category s/he belongs (c) District and the State or Union Territory of his/her ordinary residence and (d) the appropriate Government of India Schedule under which his/her caste/tribe is approved. The OBC certificate should clearly mention that the candidate does not belong to creamy layer category. 4. Eligibility criteria for admission to the Ph.D. programme 4.1. The following are eligible to seek admission to the Ph.D. programme: 4.2. Candidates who have completed: 4.2.(i). A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor‘s degree programme or a 2-year/4-semester master‘s degree programme after a 3-year bachelor‘s degree programme or qualifications declared equivalent to the master‘s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of the educational institution. 4.2.(ii). A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, EWS, and other categories of candidates as per the decision of the Commission (i.e., UGC or its successor)/Government from time to time. 4.2.(iii). Provided that a candidate seeking admission after a 4-year/8-semester bachelor‘s degree programme should have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, EWS, and other categories of candidates as per the decision of the Commission (i.e., UGC or its successor)/Government from time to time. 4.2.(iv). Candidates who have completed the M.Phil. programme with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of educational institutions, shall be eligible for admission to the Ph.D. programme. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, EWS, and other categories of candidates as per the decision of the Commission (i.e., UGC or its successor)/Government from time to time. (Clause 3: UGC Ph.D. Regulations 2022). 5. Procedure for admission 5.1. The admission to the Ph.D. programme shall be based on the criteria notified by the IGNTU, keeping in view the guidelines/norms in this regard issued by the UGC and other statutory/regulatory bodies concerned, and taking into account the reservation policy of the Central/State Government from time to time. 5.2. Admission to the Ph.D. programme shall be made using the following methods: 5.2.(i). Students who have qualified for fellowship/scholarship in UGC-NET/UGC- CSIR NET/GATE/CEED/GPAT and similar National level tests based on an interview. And/or 5.2.(ii). Through an Entrance Test conducted by the IGNTU. The Entrance Test syllabus shall consist of 50% of research methodology and 50% shall be subject-specific. 5.2.(iii). Students who have secured 50% marks in the entrance test are eligible to be called for the interview. 5.2.(iv). A relaxation of 5% marks will be allowed in the entrance examination for the candidates belonging to SC/ST/OBC/differently-abled, EWS, and other categories of candidates as per the decision of the Commission (i.e., UGC or its successor)/Government from time to time. 5.2.(v). IGNTU shall decide the number of eligible students to be called for an interview based on the number of Ph.D. seats available.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5.2.(vi). Provided that for the selection of candidates based on the entrance test conducted by the IGNTU, a weightage of 70% for the entrance test and 30% for the performance in the interview/viva- voce shall be given. The University shall: 5.3.(i). Notify a prospectus well in advance on the institution‘s website specifying the number of seats for admission, subject/discipline-wise distribution of available seats, criteria for admission, the procedure for admission, and all other relevant information for the candidates (also refer to clause 3.1); 5.3.(ii). Adhere to the National/State-level reservation policy, as applicable (also refer to clause 3.4 & 3.5). 5.3.(iii). IGNTU shall maintain a list of Ph.D. supervisors (specifying the name of the supervisor, his or her designation, and the department/school/centre), along with the details of Ph.D. scholars (specifying the name of the registered Ph.D. scholar, the topic of his/her research and the date of admission) admitted under them on the website of the institution and update this list every academic year. (Clause 5: UGC Ph.D. Regulations 2022) 6. Classification of the candidates 6.1. A candidate admitted to the Ph.D. programme in a department/school/center of the University shall be classified under any one of the following categories: 6.1.(i). Full-time Research Scholar A candidate who has been admitted to the Ph.D. programme based on the eligibility criteria mentioned in Clauses 4.2.1. - 4.2.4 shall be referred to as a full-time research scholar. 6.1.(ii) Internal Full-time Research Scholar A candidate who has been admitted to the Ph.D. programme based on the eligibility criteria mentioned in Clauses 4.2.1. - 4.2.4. shall be referred to as an internal full-time research scholar. a. A regular teacher of the IGNTU and including its Regional Centers be designated as internal candidate. She/He has to produce a No Objection Certificate from the employer. Such candidates will have to avail six-months study leave so as to complete the course work. b. A non-teaching regular employee of the IGNTU and its Regional Centers be designated as internal candidates. She/He has to produce a No Objection Certificate from the employer. Such candidates will have to avail six-months study leave so as to complete the course work. Such candidates shall have to pass RET for Ph.D. Programme or qualify under exempted category. 6.1.(iii). External Full-time Research Scholar A candidate working in a non-degree awarding institutions recognized as a center of research by the University through MoUs, and admitted to the Ph.D. programme shall also be permitted to work as an External Full-time Research Scholar, who shall work for his/her Ph.D. in his/her parent organization duly complying with other relevant provisions of these regulations. Such candidates may complete their course work in their parent institutions, if it is at par with the curriculum prescribed by the IGNTU, Amarkantak, otherwise, they have to seek six (06) month study-leave form their parent institutions to attend the course work programme offered by the University. Nevertheless, all candidates admitted under this clause shall have to write course work examinations conducted only by the University. 6.1.(iii). In case external full-time research scholars attending their course work classes at their respective institutions, they have to furnish an affidavit from the director/Vice-Chancellor of the institute/organization clearly stating that their course work is at par with the one offered by the University. 6.1.4. Ph.D. through Part-time Mode – 6.1.4.(i). Ph.D. programmes through part-time mode will be permitted, provided all the conditions stipulated in these Regulations are fulfilled. 6.1.4.(ii). The candidate has to submit a ―No Objection Certificate‖ from the appropriate authority in the organization where the candidate is employed, clearly stating that: a) The candidate is permitted to pursue studies on a part-time basis. b) His/her official duties permit him/her to devote sufficient time for research. c) If required, he/she will be relieved from the duty to complete the course work.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 25 6.1.5 Part time candidate shall have to take six (06) months leave to complete the course work. (Clause 13: UGC Ph.D. Regulations 2022). The eligibility for admission to Ph.D. in part-time mode, in addition to clause 4 is given in Appendix-I. 6.1.6. For admission of International students in Ph.D. Programme the IGNTU may decide their own selection procedure for Ph.D. admission of international students keeping in view the guidelines/norms in this regard issued by statutory/regulatory bodies concerned from time to time. (Clause 7: UGC Ph.D. Regulations 2022). 6.1.7. On receipt of admission letter, successful candidates shall pay the prescribed fees and complete other formalities pertaining to his/her admission within the stipulated time. 6.1.8. The Head of the Department/Coordinator of the School/ Centre shall send a complete list of the admitted candidates along with the necessary details to the Research cell/Ph.D. section with a copy to the same to the Dean of the Faculty within a week from the date of admission. 6.1.9. No regular Ph.D. scholar shall be allowed to take up any regular paid assignment (except registered under clause 6.1.2 & 6.1.4) during the period of research except Research Fellowships, Research Assistantships/externally funded research project assignments provided it is not detrimental to his/her research programme, as determined by the concerned DRC. 6.1.10. Repealed 6.1.11. All Ph.D. scholars, irrespective of discipline, shall be required to train in teaching /education /pedagogy/writing related to their chosen Ph.D. subject during their doctoral period. Ph.D. scholars may also be assigned 4-6 hours per week of teaching/research assistantship for conducting tutorial or laboratory work and evaluations. (Clause 9: UGC Ph.D. Regulations 2022). 7. Research supervisor/co-supervisor & number of permissible Ph.D. scholars The University shall prepare a list of eligible research supervisors/co-supervisors recommended by the DRCs and subsequently approved by the Research Degree Committee of the University (RDCU). 7.1. Eligibility for Research Supervisor /co-supervisor: 7.1.(i). Permanent faculty members working as Professor/Associate Professor in the IGNTU (including RCs), with a Ph.D., and at least five research publications in peer-reviewed or refereed journals, 7.1.(ii). Permanent faculty members working as Assistant Professors in the IGNTU (including RCs) with a Ph.D., and at least three research publications in peer-reviewed or refereed journals be recognized as a Research Supervisor in the University and its RCs. Such recognized research supervisors cannot supervise research scholars in other institutions, where they can only act as co-supervisors. 7.1.(iii). Repeal: Only those Assistant Professors of the IGNTU, Amarkantak (including RCs) who have completed their probation period shall be eligible to be appointed as supervisor and co-supervisor. Amended: Eligible permanent faculty members can guide Ph.D. Scholars during their probation period also. (UGC Notice no. F. 9-1/2020(PS/Misc.) Dated 06/03/2023) 7.1.(iv). Provided that in areas/disciplines where there is no, or only a limited number of peer-reviewed or refereed journals, the Higher Educational Institution may relax the above condition for recognition of a person as Research Supervisor with reasons recorded in writing. 7.1.(v). For Ph.D. scholars working in Central government/ State government research institutions whose degrees are given by the IGNTU, the scientists in such research institutions who are equivalent to Professor/Associate Professor/Assistant Professor can be recognized as supervisors (i.e., external supervisor) if they fulfill the requirements mentioned in the clause 7.1.1 - 7.1.2. (Clause 6: UGC Ph.D. Regulations 2022) 7.1.(vi). Adjunct Faculty members shall not act as Research Supervisors and can only act as co-supervisors. 7.1.(vii).The university shall endeavor to promote interdisciplinary and cutting edge research. In such research work, if required, a Co-Supervisor from outside the Department/School/ Centre/College/University may be appointed. 7.1.(viii).In case of relocation of a female Ph.D. scholar due to marriage or otherwise, the research data shall be allowed to be transferred to the Higher Educational Institution to which the scholar intends to relocate, provided all the other conditions in these Regulations are followed, and the research work does not pertain to a project sanctioned to the parent Institution/Supervisor by any funding agency. Such scholar26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] shall, however, give due credit to the parent institution and the supervisor for the part of research already undertaken. 7.1.(ix). Faculty members with less than three (03) years of service before superannuation shall not be allowed to take new research scholars under their supervision. However, such faculty members can continue to supervise Ph.D. scholars who are already registered until superannuation and as a co-supervisor after superannuation, but not after attaining the age of 70 years. (Clause 6: UGC Ph.D. Regulations 2022) 7.1(x). Both, internal and external co-supervisor/external supervisor shall be appointed on the request of RAC, and/or approval of the concerned DRC. 7.1.(xi) No teacher shall be allowed to supervise/co-supervise his/her blood relatives. 7.2. Allocation of research supervisor and appointment of new supervisor: 7.2.(i). The allocation of Research Supervisor for a selected research scholar shall be decided by the concerned DRC depending on the maximum number of scholars per Research Supervisor as specified elsewhere in these regulations, the available specialization among the Supervisors and research interests of the scholars as indicated by them at the time of interview/viva voce. 7.2.(ii) Keeping the candidate‘s research interest in view, the concerned DRC shall assign a supervisor, co- supervisor, and external co-supervisor (mandatory, in the case of an external full-time candidate), external supervisor, to supervise the research work of the candidate; shall also notify the Research Advisory Committee constituted as per the related provision(s) of these regulations, to assist the supervisor. 7.2.(iii) Co-Supervisors from within the same department or other departments of the same institution or other institutions may be permitted with the approval of the competent authority on the recommendation of the concerned DRC. 7.2.(iv) After the allotment of supervisor/co-supervisor, the candidate shall submit an application through his/her RAC to the Head of the Department/Coordinator of the School/Centre informing the proposed topic of research. An external full-time candidate is required to submit the consent of the proposed external co- supervisor/supervisor duly approved by the DRC or equivalent body of that institution along with the above application. 7.2.(v) In case where the supervisor of the candidate is appointed in sister or allied departments (as specified in Appendix-II) and co-supervisor in other department of the University, provision for transfer of the candidate (only within a year from the date of registration) pursuing research under his/her supervision in the previous department shall be available provided the candidate opts for it and the DRC of the concerned department agreed to the proposed transfer. However, the research scholar, subsequent upon transfer, shall be governed by the rules of the department/faculty to which he/she is transferred. 7.2.(vi) If the supervisor of a candidate proceeds on leave/lien/deputation for a period of more than 12 months, she/he shall request the concerned DRC to appoint a co-supervisor for the student. 7.2.(vii) However, if a supervisor proceeds on a leave/lien/deputation for a period more than 12 months or for a period of less than 12 months, but later extends his/her leave/lien/deputation beyond 12 months, and there is no co- supervisor for the student, then, she/he shall cease to be the supervisor. The concern DRC will appoint a new supervisor for the student. 7.2.(viii) If the supervisor of a candidate expires or is terminated from the University service, she/he shall cease to be the supervisor. In such case the concerned DRC shall appoint a new supervisor. 7.2.(ix) In all the cases, where the existing supervisor of a candidate ceases to be the supervisor, the DRC shall appoint a new supervisor. Or, if the candidate is having a co- supervisor in other department of the University, the candidate may opt for his/her transfer to that department, and she/he may be allowed to do so, on mutual consent of both the DRCs. 7.2.(x). In case of any ambiguity chairperson of the concerned DRC shall act as supervisor till the appointment of new supervisor by the DRC. Such supervision shall be treated as temporary or transitory in nature. However, if there are not enough eligible teachers in the department, or any other cogent reasons, if the Chairperson of the DRC continue his/her supervisorial duties for more than a year, she/he shall suo moto be designated as supervisor of the student. 7.2.(xi) In case of serious complaint/allegation in writing by the research scholar against the supervisor involving sexual harassment/exploitation, such cases shall be dealt strictly as per the provision of UGC (prevention prohibition and redressal of sexual harassment of woman employees and students in HEIs) Regulations, 2015 and subsequent amendments to it. However, in such cases during the period of enquiry the concerned Head of[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 27 the Department/Center/School shall act as interim supervisor. It shall be incumbent upon the University to complete such enquiry within six (06) of the date complaint was received. In case allegation stands validated the concerned DRC shall appoint a new supervisor for the student. Otherwise, the scholar shall revert to the original supervisor. Further, necessary action should be taken against such scholar including cancellation of his/her registration. 7.2. (xii) In case the supervisor proceeds on lien/deputation and wishes to transfer his/her student to the new institution, it is permissible only within one year from the date of registration (first fee payment date) of the candidate. 7.2. (xiii)In case the supervisor proceeds a transfer to other department in IGNTU by reappointment, the scholar remain in the same department where the scholar registered. In such case, the concerned DRC shall appoint a new supervisor to the scholar and the previous supervisor remain as co-supervisor. No interdepartmental transfer of scholar shall be allowed. 7.3. Number of research students under a research supervisor/co-supervisor 7.3.(i). A Research Supervisor/Co-supervisor who is a Professor, Associate Professor, and Assistant Professor, at any given point of time, can supervise maximally eight (08), six (06), and four (04) Ph.D. scholars, respectively. 7.3.(ii). The number of Ph.D. scholars working under a co-supervisor shall also be counted in his/her permissible quota of students. 7.3.(iii). In case of International students each supervisor can guide up to two international research scholars on a supernumerary basis over and above the permitted number of Ph.D. scholars as specified in the clause 7.3.1. (Clause 6, 7 and 8: UGC Ph.D. Regulations 2022) 7.4. Inter-disciplinary Research 7.4.(i). A candidate may be permitted or encouraged to do inter-disciplinary research. She/he may be permitted for admission/registration in a department/school/ faculty other than that in which she/he has obtained his/her Master‘s degree, depending upon the nature of his/her research problem and subject to the recommendation of the concerned DRC. 7.4.(ii). Application for research in inter-disciplinary area shall be considered on the basis of proven ability and aptitude of the candidate for such kind of work. 7.4.(iii). To serve this purpose, the University shall develop a list of such teacher with expertise in interface subject as supervisor/co-supervisor. 8. Duration of the programme 8.1. Ph.D. programme shall be for a minimum duration of three (03) years, including course work, and a maximum period of six (06) years from the date of admission to the Ph.D. programme. 8.2. A maximum of an additional two (02) years can be given through a process of re-registration; provided, however, that the total period for completion of a Ph.D. programme should not exceed eight (08) years from the date of admission in the Ph.D. programme. 8.3. Provided further that, female Ph.D. scholars and Persons with Disabilities (having more than 40% disability) may be allowed an additional relaxation of two (02) years; however, the total period for completion of a Ph.D. programme in such cases should not exceed ten (10) years from the date of admission in the Ph.D. programme. 8.4. Female Ph.D. Scholars may be provided Maternity Leave/Child Care Leave for up to 240 days in the entire duration of the Ph.D. programme. (Clause 4: UGC Ph.D. Regulations 2022) 8.5. If a candidate fails to submit the thesis at the end of the stipulated period (03 year), the concerned DRC, may grant an extension of up to three years (03), one year at a time, for the submission of the thesis, on the request of the concerned Research Advisory Committee (RAC), such that the total period for the submission of the thesis counted from the date of his/her admission does not exceed six (06) years. However, the University shall not provide fellowship to such scholar for the extension period beyond whatever is decided in the Academic Council of the University. 8.6. After the expiry of six (06) years period, the candidate has to re-register himself, for which the candidate shall apply giving the reasons due to which she/he could not submit the thesis. Such application shall be duly forwarded and recommended by the concerned RAC and DRC. Once re-registration has been accepted, the candidate may submit his/her thesis anytime within two (02) years. 8.7. The criteria of minimum submission period (03 years) shall not be applicable in re-registration cases.28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 9. Course work 9.1. The course work is a prerequisite for Ph.D. submission. 9.2. The course work shall be for a minimum period of one semester. All the enrolled Ph.D. candidates (henceforth referred to as Ph.D. scholar or, Scholar) shall have to qualify the course work as per the criteria prescribed by the concerned department/faculty/University. 9.3. All the scholars admitted to the Ph.D. programme shall be required to complete the prescribed course work during the initial two semesters. 9.4. In case a Ph.D. scholar fails or not appeared in the examination due to cogent reason in the course work examination, she/he shall be given one more chance to clear the examination. However, if she/he fails again his/her admission shall stand cancelled. 9.5. The credit assigned to the Ph.D. program shall be a minimum of 12 credits, including a ―Research and Publication Ethics‖ course as notified by UGC vide D.O. No. F.1-1/2018(Journal/CARE) in 2019 and a research methodology course. The Research Advisory Committee can also recommend UGC recognized online courses as part of the credit requirements for the Ph.D. programme. (Clause 9: UGC Ph.D. Regulations 2022). 9.6. A Ph.D. scholar must obtain a minimum of 55% marks or its equivalent grade in the UGC 10-point scale in the course work to be eligible to continue in the programme and submit his or her thesis. (Clause 9: UGC Ph.D. Regulations 2022). 9.7. The details of the courses, course credits, passing criteria and other related matters decided by the University must be in conformity with the then applicable UGC Regulations. 9.8. All courses prescribed for Ph.D. shall be duly approved by the concerned Board of Studies/Faculty Board). Such courses may be from the same faculty/department where the scholar is enrolled or from other faculties depending upon the nature of research area. 9.9. After completing the course work, the scholar shall appear in a comprehensive examination, the modality of conduct of which shall be decided by the concerned department/faculty or at the University level. 9.10. Only those scholars whose attendance are 75% or above during the course work period shall be allowed to appear in the examinations. The concerned department will verify the attendance. In case of external full- time research scholars, the Head of the concerned institutions shall provide a certified copy of attendance to the Head of the department where candidate is enrolled, who shall forward the same to the office of the Controller of Examinations, IGNTU, Amarkantak. 9.11. All the enrolled scholars shall submit their first progress report to the Research/Ph.D. section through his/her RAC duly forwarded by the concerned DRC. 10. Research proposal Submission and Registration of candidates for the Ph.D. period 10.1. Once a candidate deposit his/her first fee, she/he shall be deemed to be provisionally registered to the programme. The date of registration shall be the date of the submission of first admission fee. 10.2. Upon satisfactory completion of course work and obtaining the marks/grade prescribed in clause (3) of Regulation 9 above, the Ph.D. scholar shall be required to undertake research work and produce a draft dissertation/thesis. (Clause 11: UGC Ph.D. Regulations 2022) 10.3. Within a month of successfully completing the course work, a scholar shall have to submit synopsis/research plan proposal on the proposed research work including title of the research work to the DRC through RAC in prescribed format. 10.4. The DRC shall examine the research plan proposal of the candidate including a presentation by the candidate. The DRC shall invite one external subject expert, who is not in the service of this University for evaluation of in the ―Research Plan Proposal and Seminar‖. 10.5. The DRC shall submit a panel of at least three names of external experts not below the rank of university Professor for the approval of the Competent Authority. The approved name shall remain valid for one year from the date of its notification. 10.6. The DRC on its satisfaction to the research proposal shall approve the proposal and the topic of the research. If any correction/change/improvement is suggested by the DRC, the candidate shall have to incorporate the same and resubmit to the DRC, with an assurance from the supervisor that changes have been incorporated.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 29 10.7. If the DRC is not satisfied with the quality of the research plan proposal, the candidate shall submit a fresh proposal and deliver the seminar within a time limit specified by the DRC (not exceeding one month in any case), and a fresh evaluation shall be done. But, if only the seminar is unsatisfactory, the candidate shall deliver only the seminar again within one month. 10.8. If a candidate fails to submit the research plan proposal within the time specified above his/her candidature shall stand cancelled. After the conclusion of Research Plan Proposal Seminar the scholar has to submit a synopsis on the approved topic though the RAC to the DRC. 10.9. The DRC shall forward its recommendation on the synopsis to the Research/Ph.D. section. The section shall forward the synopsis to the RDCU for approval. 10.10. The notification of RDCU approval must be communicated by the office of the Registrar of the University to the concerned department, supervisor and the scholar within a month of the date of receipt of the DRC minutes/recommendations (Research Plan Proposal approval minutes). 11. Attendance Requirements 11.1. A Ph.D. scholar is required to sign on all working days of the University in an attendance register to be kept in the office of the concerned Head of the Department/Coordinator of the School/Centre, except when she/he is on duty/sanctioned leave approved by the DRC and/or the RDCU. 11.2. The attendance requirements and leave rules shall be applicable to the external full- time research scholars and she/he shall submit a statement on requisite attendance from the center where she/he is pursuing his/her research through his/her co-supervisor (except in case of Course Work), to the concerned Head of the Department. 12. Residency Period 12.1. A full time Ph.D. Scholar shall be required to be compulsorily present in the University for a period of two years, which is known as the Residency Period (i.e., the duration she/he cannot take any regular paid assignment), in a single stretch except in case of maternity/childcare leaves. 12.2. For internal full-time research scholar described in clauses 6.4.2. and part-time Ph.D. scholars described in the clause 6.4.4. & 6.4.5., the residency period shall be the minimum period required for completing the course work (i.e., six month). 13. Leave Rules 13.1. A Ph.D. scholar shall be eligible to avail a leave of 30 days in a calendar year. She/he shall not be entitled for any inter-semester breaks, winter and summer vacations. However, she/he is entitled for an additional leave of up to 10 days on medical grounds in a calendar year. The aforesaid leave provisions are cumulative. 13.2. Male/female scholars shall be eligible for paternity/maternity/childcare leaves as per University/UGC rules once during their entire tenure as research scholar. 13.3. The leave mentioned in the clause 13.1. shall be granted by the Head of the Department/Coordinator of the School/Centre on the recommendation of the supervisor/co-supervisor. However, the maternity and child care leaves mentioned in the clause 13.2 shall be approved the RDC on the recommendation of the concerned DRC. 14. Duty or study leaves 14.1. If a Ph.D. scholar is willing to proceed for data collection/field trip for or less than two (02) weeks period, she/he may do so on the recommendation of the concerned RAC, duly intimated to the concerned Head of the department/ Coordinator of the School/Center. 14.2. The DRC may recommend a Ph.D. scholar to pursue a part of his/her research work at a place outside the University (including abroad), for a period of 60 days. However, if such recommendations are for a period beyond 60 days, the recommendations of the DRC would be placed before the RDCU, which may permit a Ph.D. scholar to pursue a part of his/her research work at a place outside the University (including abroad) without exceeding the maximum time limit for the submission of the thesis laid down in these regulations. 15. Financial assistance 15.1. Subject to the availability of funds from the UGC or its successor/other funding agencies, the Ph.D. scholars admitted as full time scholar would be entitled to the scholarship/fellowship (including contingency grant) of such amount as prescribed by the funding agencies (e.g., The University30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Research Fellowship that is being provided by the UGC, New Delhi) from time to time. The award of scholarship/fellowship shall be subject to the fulfillment of the conditions governing such award. 15.2. The maximum duration of the UGC-University Research Fellowship is of three years, subject to satisfactory research performance of the scholar, on semester basis, and submission of a semester- wise continuation certificate from the supervisor. One additional year of the above fellowship may be granted to the enrolled scholars subject to the production of extension letter from the concerned DRC and availability of funds from the UGC. In case of candidate having their own fellowship from different funding agencies, the terms and conditions of the funding agency shall be applicable on such scholars. 16. Pre-submission of Thesis 16.1. Prior to the submission of the thesis, the scholar has to submit at least six half-yearly progress reports to the office of the Research Cell/Section. 16.2. The respective RAC and DRC shall monitor the academic/research progress of each scholar. For this purpose, the candidate shall submit a progress report on a prescribed proforma in triplicate, at the end of each semester to the RAC through his/her supervisor and co- supervisor, if any. 16.3. The scholar shall also present the progress of his/her research work through a seminar to the RAC, who shall evaluate the progress made by the candidate and submit its recommendations to the concerned DRC. 16.4. The Chairperson of the DRC shall forward the progress report with specific recommendations to the Research Cell/Section through the Dean of the faculty. 16.5. Progress of a scholar in any semester shall be deemed to be unsatisfactory if the she/he is absent for a period more than that specified in these regulations. 16.6. The Ph.D. scholar shall submit progress reports for each semester till the submission of the thesis. The last progress report of the scholar shall be submitted to Research Cell/ Section, in the manner prescribed above, three days prior to of the submission of thesis. 16.7. Before submitting the dissertation/thesis, the Ph.D. scholar shall make a presentation before the RAC/DRC of the department concerned, which shall also be open to all faculty members and other research scholars/students. (Clause 11: UGC Ph.D. Regulations 2022). The supervisor shall organize a pre-submission seminar (not before the minimum required period for submission of the thesis i.e., 03 years), in consultation with the Head of the Department/Coordinator of the School/Centre, to apprise the teachers and other researchers of the Department/School/Centre of the scholar‘s work and receive suggestions for improvement of the research work. The RAC and the DRC shall assess the work of the candidate through this seminar. The seminar will be held in the department and shall be open for all. The suggestion so emerged may suitably be incorporated into the draft thesis. 16.8. If the RAC and/or the DRC are not satisfied with the quality of the work of the scholar, then she/he shall do further work and deliver a fresh seminar after a definite period specified by the DRC. 16.9. If the DRC is satisfied with the pre-submission seminar of the scholar, the Chairperson of the DRC shall forward the application of the scholar for submission of the thesis along with a certificate about the satisfactory completion of the pre-submission seminar and the exact title of the thesis to the Controller of Examinations with a copy of the same to the Dean of the faculty. Any extended residency period left beyond the date on which the thesis is forwarded for submission shall be deemed to have been terminated on the said date. 16.10. The exact title of the thesis shall be as approved by the DRC after the pre- submission seminar. 17. Change in the Research Topic 17.1. No major change in research topic shall be accepted after registration (at the time of synopsis submission). However, if candidate and his/her supervisor are of the opinion that minor changes are necessary, they may report the case in the concerned DRC, upon approval, this should be notified to the office of Controller of Examinations. Such changes are to be permitted for only once, before or after pre- submission seminar by the scholar. 18. Language of the thesis 18.1. The language of the thesis shall either be in English or Hindi, except for the thesis submitted in the area of languages. 18.2. In case language of the thesis is other than English, the scholar has to submit one page summary of the work in English.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 31 19. Unfair means and plagiarism 19.1. In case a Ph.D. scholar is found adopting or suspected of adopting unfair means or lifting of other‘s work and inserting it in his/her work without proper acknowledgement, credit and reference. The university may take such penal action as may be necessary to uphold the sanctity and the integrity of the research work and the credibility of the university. 19.2. The thesis must comply with the UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Educational Institutions) Regulations, 2018. 19.3. The University may take suo-moto cognizance of all such unethical practices/cases. Such cases may also be reported by any person to the University through the Head of the Department/Coordinator of the School/Dean of the faculty. 19.4. For works involving animals, transgenic alien seeds, explants and hazards materials must comply with guidelines of animal ethics and bio-safety recommendations issued from time to time by the UGC and other concerned agencies. 19.5. The University shall have a mechanism using well-developed software applications to detect Plagiarism in research work and the research integrity shall be an integral part of all the research activities leading to the award of a Ph.D. degree (as envisioned in the UGC (Promotion of Academic Integrity and Prevention of Plagiarism in Higher Educational Institutions) Regulations, 2018). (Clause 11: UGC Ph.D. Regulations 2022) 19.6. A Ph.D. scholar shall submit the thesis for evaluation, along with (a) an undertaking from the Ph.D. scholar that there is no plagiarism and (b) a certificate from the Research Supervisor attesting to the originality of the thesis and that the thesis has not been submitted for the award of any other degree/diploma to any other Higher Educational Institution. (Clause 11: UGC Ph.D. Regulations 2022) 20. Submission of Thesis 20.1. The scholar is required to submit the thesis within six months from the date of his/her pre-submission seminar (without exceeding the maximum time limit for the submission of the thesis as laid down elsewhere in these regulations), failing which he/she shall be required to deliver a fresh pre-submission seminar. 20.2. One month prior to submission of the thesis the candidate has to submit six (06) copies of the summary/abstract of the thesis, duly forwarded by Head of the concerned Department/Coordinator of the School/Centers, describing the salient features of his/her work, to the office of Controller of Examinations/Ph.D. Section. 20.3. The scholar is required to submit one (01) soft copy of the thesis on CD/Pen Drive in non-editable/Secure PDF format along with the hard copies of the same. 20.4. The scholar shall submit six (06) hardbound printed copies of the thesis to the office of the Controller of Examinations, duly forwarded by the Head of the Department/Coordinator of the School/Center. The thesis shall contain the certificate by the supervisor in prescribed proforma, a declaration by the candidate in prescribed proforma, a course work completion certificate, pre-submission seminar completion certificate, and a copyright transfer certificate in prescribed proforma, anti-plagiarism statement and other necessary certificates, as required from time to time. 20.5. The model for cover and title page of the thesis has been appended as Appendix-XIV and Annexure II to these regulations and shall be strictly followed. 20.6. The thesis must be a piece of original research work characterized by the discovery of facts or by fresh approach towards the interpretation of facts or theories on an applied work of great significance. In either case it shall evince the capacity of the scholar for critical examinations and independent judgment, and should also be satisfactory as far as literary presentation is concerned. 20.7. A thesis once submitted cannot be re-submitted except when the examiner recommends for the revision of the thesis. 21. Evaluation and Assessment procedure: 21.1. The supervisor through concerned DRC shall submit a panel of six (06) external experts in the concerned subject representing different parts of the country, of which, not more than two (02) should be from the single state, but not more than one from a single university, in prescribed format to the office of the Controller of Examinations. Wherever possible, one of the external examiners should be chosen from the outside India. The external examiner(s) should be academics with a good record of scholarly publications32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] in the field. The Vice-Chancellor may however ask for more names of experts. (Clause 11: UGC Ph.D. Regulations 2022) 21.2. The external expert panel shall include the names of Professor (or equivalent), however, a maximum of one name not be below the rank of Associate Professor (or equivalent) may be allowed. 21.3. The Research supervisor/co-supervisor has to ensure that suggested examiners must not be in blood relation with the Ph.D. scholars as well as Research Supervisor. 21.4. The examiner panel must not contain any name from the institution of scholar‘s supervisor and co- supervisor. 21.5. In the case of a research scholar who has done any part of his/her work in another institution, the panel of examiners shall not include any person working in that institution. 21.6. In case the subject of research area is such that adequate numbers of experts are not available within the country; the panel may contain names of experts from foreign countries. 21.7. The concerned supervisor shall act as internal examiner. 21.8. The Vice-Chancellor would then select and appoint two (02) names from the panel as external examiners. The names shall be communicated to the office of the Controller of Examination. 21.9. The Controller of Examinations shall get in touch with each examiner with a copy of the summary/abstract to secure acceptance of the examinership. For this purpose, if e- mail address of the examiner is available, she/he shall be contacted through e-mail to get his/her consent at the earliest. If however, no information is received from an examiner within two-week period from first communication to the examiner. After this a reminder will be given to examiner, if no response is received within two- weeks from the date of reminder, his/her appointment shall be cancelled and the Vice-Chancellor shall appoint a new examiner from the existing panel of examiners. 21.10. The Ph.D. thesis submitted by a research scholar shall be evaluated by his/her Research Supervisor (internal examiner) and at least two external examiners (selected by the Vice-Chancellor), who are not in employment of the University. (Clause 11: UGC Ph.D. Regulations 2022) 21.11. Examiners shall have to send their reports in specified proforma. 21.12. The viva-voce of the Ph.D. scholar to defend the thesis shall be conducted if both the external examiners recommend acceptance of the thesis after incorporating any corrections suggested by them. If one of the external examiners recommends rejection, the University shall send the thesis to an alternate external examiner from the approved panel of examiners, and the viva-voce examination shall be held only if the alternate examiner recommends acceptance of the thesis. If the alternate examiner does not recommend acceptance of the thesis, the thesis shall be rejected, and the Ph.D. scholar shall be declared ineligible for the award of a Ph.D. (Clause 11: UGC Ph.D. Regulations 2022). 21.13. In case one examiner accepts and another suggests for major revision, concerned DRC shall inform student and his supervisor to incorporate necessary changes to the satisfaction of DRC. If the external examiner has requested to resend the thesis to him after revisions, the same shall be forwarded to the examiner. 21.14. The University shall complete the entire process of evaluating a Ph. D. thesis, including the declaration of the viva-voce result, within a period of six (6) months from the date of submission of the thesis. (Clause 11: UGC Ph.D. Regulations 2022). 21.15. The viva-voce examination, based among other things, on the critiques given in the evaluation report, shall be conducted by the viva voce board. The viva-voce board shall consist of the Research Supervisor and at least one of the two external examiners and may be conducted online. The viva-voce shall be open to the members of the Research Advisory Committee/ concerned Head of the department/Coordinator of the School/Centers/ faculty members/research scholars, students and other interested experts/researchers. (Clause 11: UGC Ph.D. Regulations 2022) 22. Award of the Degree 22.1. In general, the Ph.D. degree shall be awarded in the subject/department where the candidate is enrolled on the topic chosen and approved by the DRC. 22.2. The date of award of degree shall be the date of submission of the thesis to the University. However, in case of revision the date of submission shall be the date of submission of revised thesis. 22.3. Once submitted, the office of the Controller of Examinations shall issue a submission certificate to the scholar.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 33 22.4. The University shall complete the entire process of evaluating a Ph.D. thesis, including the declaration of viva-voce result, within a period of six months from the date of submission of the thesis. 23. Issuing a Provisional certificate 23.1. The actual degree shall be awarded in convocation convened by the University from time to time. 23.2. Prior to the actual award of the degree, the University shall issue a provisional certificate to this effect to the scholar that the Ph.D. is being awarded in accordance with the provisions of IGNTU Ph.D. Regulations 2016/2022. (Clause 15: UGC Ph.D. Regulations 2022). 24. Cancellation of Registration The registration of a Ph.D. scholar shall be cancelled by the DRC in any one of the following eventualities: 24.1. If a scholar fails to submit satisfactory progress report through supervisor regularly for two years (i.e., four half-yearly progress report). 24.2. If a scholar is absent for a continuous period of four weeks without prior information/sanction of leave. 24.3. If a scholar fails to submit synopsis within stipulated time. 24.4. If a scholar fails to renew his/her registration in any semester subject to the provisions contained in these regulations. 24.5. If a scholar fails to submit the thesis within the maximum stipulated time as provided in these regulations. 24.6. If a scholar resigns from the Ph.D. programme and the resignation is duly recommended by his/her research supervisor. 24.7. If a scholar is found involved in an act of misconduct and/or indiscipline and the Competent Authority has recommended his/her termination. 24.8. If a scholar fails to deposit the fee within the prescribed time. 25. Temporary withdrawal from the programme (De-registration and Re- registration) 25.1. A scholar admitted to the Ph.D. programme may be permitted by the RDCU, on recommendation of the DRC to temporarily withdraw from the programme on some specific reasons (termed as ‗de- registration‘), and later allowed to join back to complete the research (termed as ‗re-registration‘) and submit the thesis, without exceeding the maximum prescribed time limit for the thesis submission as described elsewhere in these regulations. This withdrawal may be granted for whole or part of the semesters. The relaxation shall be provided only once in entire tenure of Ph.D. research. The temporary withdrawal may be permitted on any one of the following reasons: 25.1.(i). If the candidate gets a professional employment, and has completed the residency period. 25.1.(ii). If a fulltime sponsored candidate after fulfilling the minimum residency period requirement for the submission of the thesis joins back his/her parent organization. 25.2. Except in case of maternity leave, the above relaxation shall only be availed after completion of the minimum residency period. 25.3. During the period of withdrawal the candidate has to pay fee, and submit progress reports timely. 26. Depository with INFLIBNET Following the successful completion of the evaluation process and before the announcement of the award of the Ph.D. degree, the University shall submit an electronic copy of the Ph.D. thesis to the INFLIBNET, for hosting the same so as to make it accessible to all Institutions. (Clause 7: UGC Ph.D. Regulations 2022). 27. Research Committees Subject to the general superintendence of the Academic Council, the following Committees shall deal with all matters related to the Ph.D. programme of the University in accordance with these regulations: 1) The Research Degree Committee of the University (RDCU) 2) The Departmental/School/Centre Research Committee (DRC) 3) The Research Advisory Committee (RAC) 27.1. The RDCU shall consist of the following (as per section 2 of the ordinance 46 of the University):34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] i) Vice-Chancellor /Pro-Vice Chancellor (ex-officio) Chairperson ii) Dean of the Faculty (ex-officio) Member iii) Head of Departments of the University/Regional Campuses/ Centers not exceeding five Member by rotation iv) Professors other than dean of the faculty and Head of the Departments not exceeding five Member by rotation v) Four Associate Professors to be nominated by the Vice- Chancellor representing different Member disciplines in the University/Regional Campuses/ Centers vi) Four external experts to be nominated by the Vice-chancellor representing different Member discipline in the University vii) Registrar Secretary (Ex-officio) Registrar shall convene the meetings of the RDCU, at least twice in a calendar year. The functions of RDCU shall be as mentioned in section 2 of the Ordinance 46 of the University. The quorum of the RDCU shall be 1/3 of the total members. The term of office of the member other than ex-officio member shall be for a period of three years. 27.2. The DRC shall consist of the following: i) H ead of the Department Chairperson ii) A ll Professors in the Department Member iii) O ne Associate Professor of the Department, according to seniority, by rotation every three Member years iv) O ne Assistant professor of the Department, according to seniority, by rotation every three Members years v) Su pervisor and Co-Supervisor (if any) of the concerned Ph.D. scholar Member (s) vi) O ne external expert not below the rank of Professor* Member In case there are three or less than three eligible teachers in the Department/School/Center, the DRC shall consist of the following: i) The Dean of the concerned faculty Chairperson ii) All eligible teachers of the Department Members iii) A senior teacher of a sister Department nominated by the Dean in consultation with the Member Head of the Department iv) One external expert not below the rank of Professor* Member * Only at the time of synopsis presentation/research plan proposal seminar and the nomination valid for one (01) year. The DRC shall appoint one of its members by rotation as Secretary or Convener. 27.3. The RAC shall consist of the following: There shall be a Research Advisory Committee for each Ph.D. scholar. The Research Supervisor of the Ph.D. scholar concerned shall be the Convener of this committee, and this committee shall have the following responsibilities: 27.3.4. To review the research proposal and finalize the topic of research. 27.3.5. To guide the Ph.D. scholar in developing the study design and methodology of research and identify the course(s) that he/she may have to do. 27.3.6. To periodically review and assist in the progress of the research work of the Ph.D. scholar.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 35 (2) Each semester, a Ph.D. scholar shall appear before the RAC to make a presentation and submit a brief report on the progress of his/her work for evaluation and further guidance. The RAC shall submit its recommendations along with a copy of Ph.D. scholar‘s progress report to the Higher Educational Institution concerned. A copy of such recommendations shall also be provided to the Ph.D. scholar. (3) In case the progress of the Ph.D. scholar is unsatisfactory, the RAC shall record the reasons for the same and suggest corrective measures. If the Ph.D. scholar fails to implement these corrective measures, the RAC may recommend, with specific reasons, the cancellation of the registration of the Ph.D. scholar from the Ph.D. programme. (Clause 10: UGC Ph.D. Regulations 2022). i) Internal Supervisor of the concerned Ph.D. Scholar Convener ii) Co-supervisor/external supervisor (if any) of the concerned Ph.D. Scholar Member iii) A nominee of the Chairman of DRC Member iv) A member from the sister/allied subject/department on the recommendation of the Member Supervisor. A teacher who is not eligible to guide a Ph.D. scholar cannot become a member of any of the research committees mentioned above. The DRC shall not make any recommendation that is not in conformity with these regulations. 28. Difficulty: Notwithstanding anything contained in these Regulations, any question, which is not covered by these Regulations, or any difficulty arising out of these Regulations, shall be dealt with by the Academic Council. 29. Repeal: From the date when Ph.D. Regulations comes into force all previous regulations on the subject shall cease to have effect. Provided that this revocation shall not affect the previous regulations so revoked or anything done or suffered under any previous regulations so revoked or affects any right, privilege, obligation or liability acquired, arrived or incurred under any regulations so revoked. 30. Fee structure: As notified by the University from time to time. Prof. N.S.H.N. MOORTHY, Registrar (i/c) [ADVT.-III/4/Exty./718/2023-24] Appendix-I Provisions for Part-Time Ph.D. 1. Eligibility for Part-time Research Scholars a. A permanent/regular teaching faculty of any Higher Education Institution (HEI), provided s/he justifies the need for a such degree and duly endorsed by the parent institution, clearly stating that the faculty shall be permitted for leaves as per need of the program. b. A permanent government servant, not below the rank of the group ‗B‘ services (as defined by the DoPT), provided s/he justifies the need for such a degree and his/her application is duly endorsed by the parent institution, clearly stating that the employee shall be permitted leave as per need of the program. c. Candidates from industries/Corporate sector: i. The Industry/Corporate sector should have been duly approved by the concerned Regulatory Body e.g., FSSAI, ICAR, GMP, etc. ii. The candidate should have completed a minimum of five years of permanent/regular service in the same organization, not below the rank of group ‗B‘ government services. iii. Justification for the need for such a degree in organizational/societal advancement. iv. Till completion of the Ph.D., the candidate has to work in the same organization, if s/he leaves the organization during the program, her/his admission shall be canceled. v. Any IPR arising out of the work shall be the sole proprietary of the IGNTU.36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Criterion for Journalism and Mass Communication i. Three years of working experience as sub-editor/staff reporter/ correspondent or senior editorial position in ABC accredited newspapers or experience of journalism of the above mentioned or equivalent capacity from digital editions/news portals of the ABC accredited newspapers. The newspaper/digital editions/news portals must have been uninterruptedly and regularly under publication for a period of not less than thirty-six (36) months. Experience from House periodicals, souvenirs, annual periodicals, bi-monthlies, quarterlies, social media sites, non-recognized portals and second edition of any periodical will not be considered. ii. Three years of working experience as editorial crew/staff reporter or senior editorial position in ABC satellite news channels. The news channel must have been uninterruptedly and regularly under operation and on air for a period of not less than thirty-six (36) months. Experience from House periodicals, souvenirs, annual periodicals, bi-monthlies, quarterlies and second edition of any periodical will not be considered. iii. Three years of working experience as content editor/presenter/ announcer or anchor, or senior position in creative section in recognized Radio station. The Radio station must be operational and available for listeners for a period of not less than thirty-six (36) months. iv. Three years of working experience in any central government or state government media organization/ government organization/PSUs/ Autonomous bodies as not less than class B employee. v. Three years of working experience in creative section of advertising/PR agency accredited by INS or similar body/Central Bureau of Communication. The agency must be in operation for a period of not less than thirty-six (36) months. vi. A recognized film/documentary film maker with evidence of certification and release/ public exhibition of at least one film/documentary film produced/directed/ contributed as creative member. vii. Justification for the need for such a degree in organizational/societal advancement. viii. Till completion of the Ph.D., the candidate has to work in the same organization, if s/he leaves the organization during the program, her/his admission shall be canceled. ix. Any IPR arising out of the work shall be the sole proprietary of the IGNTU 2. The admission of Part-Time candidates shall be governed by the then-applicable UGC and IGNTU regulations e.g., UGC Ph.D. Regulations 2022 and IGNTU Ph.D. Regulations 2023. That is - a. Admission to such candidates shall be only through the Research Entrance Test (RET) or exempted category as specified in the regulations. No direct admission or any specific quota. b. It is mandatory for such candidates to avail of six months‘ leave to complete the requisite coursework c. S/he shall not be entitled to any fellowship/scholarship from the University. 3. In addition to the above-mentioned documents, the candidate has to submit a ―No Objection Certificate‖ from the Appropriate Authority of her/his parent organization, clearly stating that: a. The candidate is permitted to pursue studies on a part-time basis. b. His/her official duties permit him/her to devote sufficient time to research. c. If required, he/she shall be permitted leave and be relieved from the duties as and when asked for.
