No. 764(E).—In exercise of the powers conferred by clause (a) of sub-section (2) of Ssection 17 read with sub section (2) of Section 5 of the National Commission for Backward Classes Act, 1993 (27 of 1993), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in the National Commission for Backward Classes under the Ministry of Social Justice and Empowerment, namely: 1. Short title and commencement. – (1) These rules may be called the National Commission for Backward Classes (Accounts Officer) Recruitment Rules, 2014 (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification, pay band and grade pay or pay scale. – The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the said Schedule annexed to these rules. 3. Method of Recruitment, age limit, qualification, etc.. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. – No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said post:¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial Constitution. – Since inception of the National Commission for Backward Classes, the recruitment rules to the post of Accounts Officer are framed for the first time and that there are officers already holding the post proposed to be included in the services on a regular or long term basis, so as to count the regular service rendered by such officer at the time of absorption. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Commission relax any of the provisions of these rules with respect to any classes or category or persons. 7. Saving. – Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Short title and commencement. – (1) These rules may be called the National Commission for Backward Classes (Research Officer) Recruitment Rules, 2014 (2) They shall come into force on the date of their publication in the Official Gazette. 2. Method of Recruitment, age limit, qualification, etc.. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. – No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said post: (c) Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial Constitution. – Since inception of the National Commission for Backward Classes, the recruitment rules to the post of Research Officer are framed for the first time and that there are officers already holding the post proposed to be included in the services on a regular or long term basis, so as to count the regular service rendered by such officer at the time of absorption. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Commission relax any of the provisions of these rules with respect to any classes or category or persons. 7. Saving. – Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Short title and commencement.–(1) These rules may be called the National Commission for Backward Classes (Research Investigator) Recruitment Rules, 2014 (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification, pay band and grade pay or pay scale.–The number of the said posts, their classification, pay band and pay scale attached thereto shall be as specified in columns 2 to 4 of the said Schedule annexed to these rules. 3. Method of Recruitment, age limit, qualification, etc.–The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification.–No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 4. Initial Constitution. – Since inception of the National Commission for Backward Classes, the recruitment rules to the post of Research Officer are framed for the first time and that there are officers already holding the post¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 17 proposed to be included in the services on a regular or long term basis, so as to count the regular service rendered by such officer at the time of absorption. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Commission relax any of the provisions of these rules with respect to any classes or category or persons. 7. Saving. – Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
