It requires holding an analogous post in Higher Administrative Grade (Rs. 67000-79000), or having three years in Senior Administrative Grade (Rs. 37400-67000 + Rs. 10000 grade pay), or 25 years in Group A posts with at least one year in Senior Administrative Grade (Rs. 37400-67000 + Rs. 10000 grade pay), plus 18 years' experience in finance/financial management.
* **Member Public Private Partnership:**

NOTIFICATION
New Delhi, the 17th September, 2014
G.S.R. 665(E).—In exercise of the powers conferred by clause (a) of sub-section (2) of section 34 of the
National Highways Authority of India Act, 1988 (68 of 1988), the Central Government hereby makes the following
rules further to amend the National Highways Authority of India (the term of office and other conditions of service of
Members) Rules, 2003, namely:—
1. (1) These rules may be called the National Highways Authority of India (the term of office and other
conditions of service of Members) Second Amendment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Highways Authority of India (the term of office and other conditions of service of Members)
Rules, 2003 (hereinafter referred to as the principal rules), after rule 3A, the following rule shall be inserted,
namely:—
“3B. The appointment to the posts of Member (Administration), Member (Finance) and Member (Public
Private Partnership) shall be made through the Central Staffing Scheme:
Provided that in the event of non-availability of suitable officer under Central Staffing Scheme, the
appointment to the posts of Member (Administration), Member (Finance) and Member (Public Private
Partnership) shall be made after obtaining the recommendations of the Search Committee referred to in rule
3A.”.
3. In the principal rules, in rule 4,—
(a) for sub-rules (1) and (2), the following sub-rule shall be substituted, namely:-
“(1) A person shall not be qualified for appointment as Member (Administration) under the Central Staffing
Scheme, unless he is an officer empanelled as Joint Secretary with at least in Higher Administrative
Grade in the pay scale of Rs. 67000-79000 having experience in the Public Administration and
Management:
Provided that in the event of non-availability of suitable officer under Central Staffing Scheme,
the appointment to the post of Member (Administration) shall be made after obtaining the
recommendations of the Search Committee referred to in rule 3A, as per the following eligibility:—
(i) a person employed in the Central Government or a State Government or Public Sector Undertaking or
an autonomous Body, established under law for the time being in force, and
(ii) (a) holding an analogous post in the Higher Administrative Grade in the pay scale of Rs.67000-79000;
or
(b) having at least three years’ regular service in the Senior Administrative Grade of Pay Band-4
with pay scale of Rs. 37400-67000 plus grade pay of Rs. 10000; or
(c) having at least 25 years’ regular service in Group ‘A’ posts in the Pay Band-3 with pay scale of
Rs.15600-39100 plus grade pay of Rs.5400 and above out of which at least one year’ regular
service should be in the Senior Administrative Grade Pay Band-4 with pay scale of
Rs. 37400-67000 plus grade pay of Rs. 10000; and
(iii) has at least eighteen years experience in the field of the Public Administration and Management.”;
(b) for sub-rules (3) and (4), the following sub-rule shall be substituted, namely:—
“(2) A person shall not be qualified for appointment as Member (Finance) under the Central Staffing¹Hkkx IIµ[k.M 3 (i)º Hkkjr dk jkti=k % vlk/kj.k 5
Scheme, unless he is an officer empanelled as Joint Secretary with at least in Higher Administrative
Grade in the pay scale of Rs. 67000—79000 having experience in the field of Finance and Financial
Planning:
Provided that in the event of non-availability of suitable officer under Central Staffing Scheme,
the appointment to the post of Member (Finance) shall be made after obtaining the recommendations of
the Search Committee referred to in rule 3A, as per the following eligibility:---
(i) a person employed in the Central Government or a State Government or Public Sector Undertaking
or an autonomous Body, established under law for the time being in force, and
(ii) (a) holding an analogous post in the Higher Administrative Grade in the pay scale of
Rs. 67000—79000; or
(b) having at least three years’ regular service in the Senior Administrative Grade of Pay Band-4
with pay scale of Rs.37400—67000 plus grade pay of Rs.10000; or
(c) having at least 25 years’ regular service in Group ‘A’ posts in the Pay Band-3 with pay scale
of Rs.15600—39100 plus grade pay of Rs.5400 and above out of which at least one year’
regular service should be in the Senior Administrative Grade Pay Band-4 with pay scale of
Rs. 37400—67000 plus grade pay of Rs.10000; and
(iii) has at least eighteen years experience in the field of Finance and Financial Management,
preferably having knowledge of financial market and funding of infrastructure projects.”.
(c) the sub-rules (5), (6) and (7) shall be re-numbered as sub-rule (3), sub-rule (4) and sub-rule (5) and
after so renumbering, for sub-rule (4), the following sub-rule shall be substituted, namely:—
“(4) A person shall not be qualified for appointment as Member (Public Private Partnership) under the
Central Staffing Scheme, unless he is an officer empanelled as Joint Secretary with at least in Higher
Administrative Grade in the pay scale of Rs.67000-79000/- having experience in the field of planning,
structuring and management of Public Private Partnership projects of infrastructure sector preferably in
Highways:
Provided that in the event of non-availability of suitable officer under Central Staffing Scheme,
the appointment to the post of Member (Public Private Partnership) shall be made after obtaining the
recommendations of the Search Committee referred to in rule 3A, as per the following eligibility:—
(i) a person employed in the Central Government or a State Government or Public Sector Undertaking or
an autonomous Body, established under law for the time being in force, and
(ii) (a) holding an analogous post in the Higher Administrative Grade in the pay scale of
Rs. 67000—79000; or
(b) having at least three years’ regular service in the Senior Administrative Grade of Pay Band-4
with pay scale of Rs. 37400—67000 plus grade pay of Rs.10000; or
(c) having at least 25 years’ regular service in Group ‘A’ posts in the Pay Band-3 with pay scale of
Rs.15600—39100 plus grade pay of Rs.5400 and above out of which at least one year’ regular
service should be in the Senior Administrative Grade Pay Band-4 with pay scale of
Rs. 37400—67000 plus grade pay of Rs.10000; and
(iii) has experience in the field of planning, structuring and management of Public Private Partnership
projects of Infrastructure sector, preferably in the highways.”.
