सं. 21034/11/2025-राभा(प्रवि)—संसिीय राजभाषा सवमवत के तीसरे प्रवतिेिन में की गई वसफाररिों के संबंध में राष्ट रपवत के
आिेि राजभाषा अवधवनयम, 1963 (यथा-संिोवधत,1967) की धारा 4 (4) के अंतगगत इस विभाग के दिनांक 4 निंबर 1991 के संकल् प संख्य ा
13015/1/91-राभा (घ) के द्वारा सूवित दकए गए थे । उस संकल् प के पैरा 5 के तहत दिए गए आिेि में आंविक संिोधन करते हुए दिनांक
04 जून 2015 के संकल् प संख्य ा 21034/8/2015-राभा(प्रवि) के तहत ये आिेि दिया गया था दक सभी क्षेत्रों (अथागत “क’’, “ख’’ एिं “ग’’) में
वस् थत कायागलयों के कमगिाररयों को हहिं ी का प्रविक्षण िषग 2025 के अंत तक पूरा कर वलया जाए ।
2. उक् त संकल् प में पुन: आंविक संिोधन करते हुए राष्ट रपवत ने अब यह आिेि दिया ह ैदक सभी क्षेत्रों (अथागत “क’’, “ख’’ एिं “ग’’) में
वस् थत केंद्रीय सरकार के कायागलयों के कमगिाररयों को हहंिी का प्रविक्षण िषग 2035 के अंत तक पूरा कर वलया जाए ।

आिेि दिया जाता ह ैदक इस संकल् प की एक प्रवत भारत सरकार के सभी मंत्रालय/विभागों, सभी राज्य सरकारों तथा सभी संघ िावसत
क्षेत्रों, राष्ट रपवत सवििालय, उप राष्ट रपवत सवििालय,लोक सभा सवििालय, राज्य सभा सवििालय, मंत्रीमंडल सवििालय, प्रधान मंत्री कायागलय,
संघ लोक सेिा आयोग, नीवत आयोग, भारत के वनयंत्रक तथा महालेखा परीक्षक, भारत के उच् ितम न् यायालय के महारवजस्र ार, विश् िविधालय

(II) सवमवत का कायग क्षेत्र:
इस सवमवत का कायग संविधान में राजभाषा संबंधी प्रािधानों, राजभाषा अवधवनयम ि वनयम के उपबंधों, केन्द्रीय हहिं ी सवमवत (माननीय
प्रधानमंत्री की अध्यक्षता म)ें के वनणगयों तथा गृह मंत्रालय (राजभाषा विभाग) द्वारा जारी वनिेिों, अनुिेिों के कायागन्ियन और मंत्रालय के
कामकाज में हहिं ी के प्रगामी प्रयोग को बढाने के संबंध में सलाह िेना होगा।
(III) कायगकाल:
(1) सवमवत का कायगकाल इसके गठन की तारीख से सामान्यतः तीन िषों का होगा।
(2) सवमवत के कायगकाल के िौरान, यदि दकसी व्यवक्त को सवमवत का सिस्य नावमत दकया जाता ह ैतो िह उस सवमवत के कायगकाल की िेष
अिवध के वलए ही सिस्य होगा।
(3) वििेष पररवस्थवतयों में मंत्रालय सवमवत का कायगकाल घटा या बढा सकता ह।ै
(4) जो संसि सिस्य सवमवत के सिस् य ह,ैं िे संसि सिस्य न रहने पर सवमवत के सिस्य नहीं रहगें े।
(5) सवमवत के पिेन सिस्य अपने पि पर कायग करते रहने पर सवमवत के सिस्य बने रहगें े।
(IV) सामान्य:
(1) सवमवत का मुख्यालय नई दिल्ली में होगा लेदकन सवमवत अपनी बैठकें दकसी अन्य नगर में भी कर सकती ह।ै
(2) गैर-सरकारी सिस्यों को सवमवत की बैठकों में भाग लेने के वलए यात्रा भत्ता एिं िैवनक भत्ता, राजभाषा विभाग द्वारा समय-समय पर
यथा संिोवधत दिनांक 22 जनिरी, 1987 को जारी कायागलय ज्ञापन संख्य ा 11/22034/04/86-रा.भा.(ए-2) में वनवहत दििा-वनिेिों
के अनुसार प्रिान दकया जाएगा।

आिेि दिया जाता ह ैदक इस अवधसूिना की एक-एक प्रवत सभी राज्य सरकारों, केंद्र िावसत प्रिेिों, प्रधानमंत्री कायागलय, मंवत्रमंडल
सवििालय, संसिीय कायग मंत्रालय, लोकसभा सवििालय, राज्यसभा सवििालय, नीवत आयोग, राष्ट्रपवत सवििालय, भारत के वनयंत्रक एिं
महालेखा परीक्षक, केन्द्रीय राजस्ि के महालेखाकार तथा भारत सरकार के सभी मंत्रालयों ि विभागों को भेजी जाए।
यह भी आिेवित दकया जाता ह ैदक अवधसूिना को जन साधारण की जानकारी के वलए भारत के राजपत्र में प्रकावित दकया जाए और
मंत्रालय की िेबसाइट पर भी उपलब्ध कराया जाए।

स्कूल.3 तारीख 15 निंबर, 2021 को अवधक्रांत करते हुए, उच्चतर विक्षा संस्थाओं में िात्रों के प्रिेि तथा केन्द्रीय सरकार, राज्य सरकारों और
संघ राज्यक्षेत्रों में वनयोजन के प्रयोजन के वलए, माध्यवमक या उच्चतर माध्यवमक विद्यालय परीक्षा द्वारा प्रिान दकए जान ेिाले माध्यवमक (10िीं402 Hkkjr dk jkti=] flrEcj 6] 2025 ¼Hkknzin 15] 1947½ [Hkkx I—[k.M 1
कक्षा) या उच्चतर माध्यवमक (12िीं कक्षा) को समतुल्यता प्रिान करने के उत्तरिावयत्ि से राष्ट्रीय िैवक्षक अनुसंधान और प्रविक्षण पररषि
(एनसीईआरटी) को न्यस्त करती है।
2. यह अवधसूिना राजपत्र में इसके प्रकािन की तारीख को प्रिृत्त होगी।
3. यह केन्द्रीय सरकार या राज्य सरकारों और वनम्नवलवखत द्वारा स्थावपत प्राइिेट भारतीय स्कूल बोडों को लागू होगी-
(क) संसि या राज्य विधान मंडल का अवधवनयम; या
(ख) केन्द्रीय सरकार या राज्य सरकारों के कायगपावलक आिेि या
(ग) केन्द्रीय सरकार या राज्य सरकारों या कानूनी वनकायों या मान्यताप्राप्त संस्थाओं वजन्ह ेंऐसा करने के वलए आिेि दिया गया ह।ै
4. राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि,् राष्ट्रीय वनधागरण केन्द्र अथागत् वनष्टपािन मूल्यांकन सांकल्यिािी विकास के वलए ज्ञान
का पुनर्िगलोकन और विश्लेषण (परख) वजसे वनम्नवलवखत ितों के अधीन रहते हुए, राष्ट्रीय विक्षा नीवत, 2020 के पैरा 4.41 के अनुसार स्थावपत
दकया गया ह,ै के माध्यम से, अपने उत्तरिावयत्ि का वनिगहन करेगा अथागत्:—
(क) समतुल्यता अिधारण प्रदक्रया पर वििारण करते समय राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि ्यह सुवनवित करेगी दक
(i) वन:िुल्क और अवनिायग बाल विक्षा का अवधकार, 2009 (2009 का 35) का अनुपालन;
(ii) राष्ट्रीय पाठ्यियाग रूपरेखा के साथ संरेखण; और
(iii) राष्ट्रीय विक्षा नीवत, 2020 तथा इसके अधीन जारी दकए गए मागगििी वसद्ांतों का पालन;
(ख) राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि,् स्कूल विक्षा और साक्षरता विभाग और उच्चतर विक्षा विभाग विक्षा मंत्रालय के
साथ परामिग करके मानक प्रिालन प्रदक्रया तैयार करेगी।
5. (क) राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि ्इस कायग को करने के वलए अपनी क्षमता का समुवित रूप से िधगन करेगी।
(ख) मानक प्रिालन प्रदक्रया एसओपी, स्कूल विक्षा और साक्षरता विभाग और उच्चतर विक्षा विभाग, विक्षा मंत्रालय के परामि ग
से भारत में सभी स्कूल बोडों के वलए इस प्रयोजन हते ु राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि ्द्वारा तैयार दकया
जाएगा।

(एनसीएफ) और राष्ट्रीय विक्षा नीवत (एनईपी), 2020 का पालन कर रहा है।
(घ) मानक प्रिालन प्रदक्रया यह भी सुवनवित करेगी दक बोडग से सहबद् स्कूलों में अध्यापक, राष्ट्रीय अध्यापक विक्षा पररषि ्
(एनसीटीई) द्वारा यथा अवधकवथत अहतग ाएं रखते ह।ैं
(ड.) मानक प्रिालन प्रदक्रया यह सुवनवित करेगी दक सम्यक् तत्परता प्रदक्रया कठोर ह ैऔर एनसीएफ, स्पष्ट स्कीम या परीक्षाओं
की उपविवधयों और सहबद्ता पर आधाररत ह ैंऔर ऐसी समतल्ु यता प्रिान करते समय स्कूल बोडों को लागू सभी अन्य
विवधयों, वनयमों, विवनयमों या प्रदक्रयाओं का पालन करती है।
(ि) एक बारगी उपाय के रूप में, राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि,् विश्वविद्यालय अनुिान आयोग (यूजीसी),
अवखल भारतीय तकनीकी विक्षा पररषि ्(एआईसीटीई), केन्द्रीय माध्यवमक विक्षा बोडग (सीबीएसई), राष्ट्रीय मुक्त स्कूल
संस्थान (एनआईओएस) से प्रवतवनवधयों और मानक प्रिालन प्रदक्रया वजसकी समीक्षा इसके कायागन्ियन से पूिग स्कूल विक्षा
और साक्षरता विभाग तथा उच्चतर विक्षा विभाग, विक्षा मंत्रालय द्वारा की जाएगी, का प्रारूपण करने के वलए राष्ट्रीय
िैवक्षक अनुसंधान एिं प्रविक्षण पररषि ्द्वारा ठीक समझे गए सिस्यों से वमलकर बनी वििेषज्ञ सवमवत गरठत करेगी।
6. राष्ट्रीय िैवक्षक अनुसंधान एिं प्रविक्षण पररषि ्द्वारा प्रिान की गई समतुल्यता पर स्ित: भारत में बोडों के बीि परस्पर समानता के
रूप में वििार दकया जाएगा जो वनबागध अंतर-स्कूल विक्षा बोडग स्थानांतरण को सुकर बनाएगी और ऐसी समतुल्यता उच्चतर विक्षा तथा वनयोजन
के प्रयोजन के वलए अवखल भारतीय स्तर पर विवधमान्य होगी।

सवमवत का कायगकाल
सवमवत के सिस्यों का कायगकाल सामान्य रूप से गठन की तारीख से वनम्नवलवखत बातों के अधीन 3 िषग तक रहगे ा :
• जो संसि सिस्य सवमवत के सिस्य हैं, िे संसि सिस्य न रहने पर सवमवत के सिस्य नहीं रहगें े।
• सवमवत के पिेन सिस्य अपने पि पर कायग करते रहने तक सवमवत के सिस्य रहगें े।
• यदि दकसी सिस्य की मृत्यु हो जाने के कारण अथिा सवमवत की सिस्यता से त्याग पत्र िेने के कारण स्थान ररक्त होता है, तो उस
स्थान पर वनयुक्त सिस्य 3 िषग के कायगकाल की िेष अिवध के वलए ही सिस्य होगा।
सामान्य
सवमवत का मुख्यालय नई दिल्ली में होगा, ककंतु सवमवत अपनी बैठक आिश्यकता पड़ने पर दिल्ली से बाहर दकसी अन्य स्थान पर भी
कर सकती ह।ै

RESOLUTION
No. 21034/11/2025-OL(Trg.)—The orders of the President, on the recommendations made by the Committee of
Parliament on Official Language in the third part of its report were conveyed vide this Department Resolution No. 13015/1/91-
OL(D), dated 4th November 1991 in accordance with Section 4 (4) of the Official Language Act, 1963 (as amended 1967). In
partial modification of the orders laid down in para-5 of the said Resolution, it was ordered, vide Resolution No. 21034/8/2015-
OL(Trg.) dated 4th June, 2015 that the training in Hindi imparted to the employees of the offices located in all the regions (viz.
‘A’ ‘B’ and ‘Ç’) would be completed by the end of the year 2025.
2. The President, in further partial modification of the said Resolution, has now ordered that the training in Hindi
imparted to the employees of the Central Government offices located in all the regions (viz. ‘A’ ‘B’ and ‘Ç’) may be completed
by the end of the year 2035.

(II) Functions of the Committee
The functions of the Samiti will be to render advice in regard to the implementation of the provisions relating to
Official Language contained in the constitution, Official Language Act and Rules, and policy decisions of the Kendriya Hindi
Samiti (Under Chairmanship of Hon’ble Prime Minister) and instructions issued by the Ministry of Home Affairs (Department

(III) TENURE
1. The tenure of the Samiti will be ordinarily for 3 years from the date of its constitution.
2. If a person is nominated as Member in the middle of the term, he will hold the office for the residual term of the
Samiti.
3. In special circumstances, the tenure of the Samiti may be curtailed or enhanced by the Ministry.
4. Member of Parliament who are the members of Committee shall cease to be members as soon as they cease to
be Member of Parliament.
5. Ex-officio member of the Samiti shall continue as member as long as they hold office by virtue of which they
are member of the Samiti.
(IV) General
(1) Headquarters of the Samiti will be at New Delhi but it may hold its meetings at any other station also.
(2) The Non-Official Members will be paid Travelling Allowance and Daily Allowance for attending meetings of
the Samiti as per the guidelines contained in the Department of Official Language’ s O.M. No. II/22034/04/86-
OL (A-2) dated 22nd January, 1987 as amended from time to time.

No. 1-22/2024-PMP.6—In supersession of the notification No. F.II-3/2016-Sch.3, dated the 15th November, 2021, of
the Ministry of Education, Department of School Education and Literacy, the Central Government hereby entrusts the National
Council of Educational Research and Training (NCERT) with the responsibility of granting equivalence to Secondary (Class
10th) or Senior Secondary (Class 12th) certificates awarded by Secondary or Senior Secondary School Examination Boards in
India, for the purpose of admission of students to higher education institutions and employment to the Central Government,
State Governments and Union territories.
2. This notification shall come into force on the date of its publication in the Official Gazette.
3. It shall apply to the Central Government or State Governments and private Indian School Boards established by–
(a) an Act of Parliament or State legislature; or
(b) an executive order of the Central Government or State Governments; or
(c) the Central Government or State Governments or statutory bodies or recognised institutions that have the
mandate so to do.
4. The NCERT shall discharge its responsibility, through the National Assessment Centre, that is, the Performance
Assessment, Review and Analysis of Knowledge for Holistic Development (PARAKH), which has been established as per
paragraph 4.41 of the National Education Policy 2020, subject to the following conditions, namely:—
(a) the NCERT while considering the equivalence determination process shall ensure that –
(i) compliance with the Right of Children to Free and Compulsory Education Act, 2009 (35 of 2009);
(ii) alignment with the National Curriculum Framework; and
(iii) adherence to the National Education Policy 2020, and the guidelines issued thereunder;
(b) the NCERT shall prepare a standard operating procedure in consultation with the Department of School
Education and Literacy, and Department of Higher Education, Ministry of Education.414 THE GAZETTE OF INDIA, SEPTEMBER 6, 2025 (BHADRA 15, 1947) [PART I—Sec.1
5. (a) the NCERT will appropriately enhance its capacity to undertake this task.
(b) A Standard Operating Procedure (SOP) shall be prepared by NCERT for this purpose for all school boards in
India in consultation with Department of School Education and Literacy, and Department of Higher Education,
Ministry of Education.
(c) The SOP shall ensure inter alia that the applicant School Education Board is following the Right of Children to
Free and Compulsory Education Act, 2009, the National Curriculum Framework (NCF) for the time being
enforce and the National Educational Policy (NEP-2020)
(d) The SOP shall ensure that the teachers in schools affiliated to the Board possess qualifications as laid down by
the National Council for Teacher Education (NCTE).
(e) The SOP shall also ensure that the due diligence process is rigorous and is based on the NCF, a clear-cut scheme
or bye-laws of examinations and affiliation and follows all other laws, rules, regulations or processes applicable
to School Boards while granting such equivalence.
(f) As one time measure, the NCERT shall constitute an expert committee comprising representatives from the
Univesity Grant Commission (UGC), All India Council for Technical Education (AICTE), Central Board of
Secondary Education (CBSE), National Institute of Open Schooling (NIOS) and other members as deemed fit
by NCERT for drafting the SOP that shall be examined by the Department of School Education and Literacy,
and Department of Higher Education, Ministry of Education prior to implementation.
6. Equivalence granted by the NCERT shall automatically be considered as inter-se parity between the Boards in India,
facilitating smooth inter-School Education Board migrations and such equivalence shall be valid at all India level for the
purpose of higher education and employment.

Functions of the Committee
The Functions of the Committee will be to advise the Ministry of Women and Child Development on the effective
implementation of Official Language policy of the Government of India and other matters connected therewith.
Tenure of the Committee

2. Functions of the Committee
The functions of the committee will be to review the implementation of the Official Language Policy as envisaged in
the Constitution of India, official language Act & the rules made there under, decisions of the Kendriya Hindi Samiti and the
instructions issued by the department of Official language and also to render to increasing the use of Hindi in the working of
the Ministry of Road Transport and Highways and its Subordinate offices.
3. Tenure of the Committee
The tenure of the Samiti will be three years from the date of its constitution. The Members of the Parliament, who
are members of the Committee, shall cease to be members of the Committee on the dissolution of the House or on expiry of
their term or otherwise ceasing to be member of the House. If a vacancy arises in the Committee, the member nominated against
that vacancy shall hold office for the remaining period. Under special circumstances, the tenure of the Committee may be
curtailed or extended.
4. Travelling and other allowances
The non-official members attending the meetings of the Committee would be paid TA and DA as per the guidelines
contained in the Deptt. Of Official Language OM no. II/20034/4/86-OL(A2) dated January 22, 1987 and as per as amended the
prescribed rates and rules as mentioned from time to time by the Govt. of India.
5. The Headquarters of the Committee shall be in New Delhi. The meetings of this Committee will generally be
conducted in New Delhi.

Ordered that a copy of this Resolution be communicated to all the State Governments and Union Territory
Administrations, all the Ministries and Department of India, President Secretariat, Prime Minister’s Office, Cabinet Secretariat,
Ministry of Parliament Affairs, Niti Aayog, Lok Sabha Secretariat, Rajya Sabha Secretariat, Election Commission of India,
Parliamentary Committee on Official Language, Union Public Service Commission and Comptroller and Auditor General of
India.
Ordered also that this Resolution be published in the Gazette of India for general information.
