The Election Commission of India has appointed Shri L. Kumar, IAS (AGMUT: 2012), as the Chief Electoral Officer (CEO) for the Union Territory of Andaman and Nicobar Islands, effective from the date he assumes office.
This notification replaces the previous CEO, Shri Balwan Singh Jaglan, IAS.
Shri L. Kumar is required to relinquish all other charges under the Andaman and Nicobar Islands Administration, except for being designated as Secretary in charge of the Election Department in the Union Territory Secretariat.

NOTIFICATION
New Delhi, the 3rd March, 2025
O.N. 12.— In exercise of the powers conferred by sub-section (1) of section 13A of the Representation of the
People Act, 1950 (43 of 1950), the Election Commission of India in consultation with the Administration of Union
Territory of Andaman and Nicobar Islands hereby designates Shri L. Kumar, IAS (AGMUT: 2012) as the Chief
Electoral Officer for the Union Territory of Andaman and Nicobar Islands with effect from the date he takes over
charge and until further orders in place of Shri Balwan Singh Jaglan, IAS.
2. Shri L. Kumar shall cease to hold and hand over forthwith the charge of all or any charges of work under
the Administration of Union Territory of Andaman and Nicobar Islands, which he may be holding before such
assumption of office.
3. Shri L. Kumar while functioning as the Chief Electoral Officer, Andaman and Nicobar Islands shall not
hold any additional charge whatsoever under the Administration of the Union Territory of Andaman and Nicobar
Islands except that he should be designated Secretary to the Administration of the Union Territory of Andaman and
Nicobar Islands in charge of Election Department in the Union Territory Secretariat.
