पुनग(cid:6981)ठन िकया गया और इसने फरवरी 1974 तक काम िकया। 15 िसतंबर 1983 को रा(cid:7398)ीय पु(cid:7021)तक िवकास पिरषद नामक एक नया िनकाय
(cid:7021)थािपत िकया गया था और यह 3 िसतंबर 1986 तक काम करता रहा। इसके बाद, (cid:7079)(cid:7004) येक बार तीन वष(cid:6981) की अविध के िलए, पिरषद का
6.11.1990, 18.12.1997, 2.9.2008 और 21.10.2011 को पुनग(cid:6981)ठन िकया गया था। इस पिरषद का िपछली बार 24.11.2017 को तीन
वष(cid:6981) की अविध के िलए अथा(cid:6981)त 23.11.2020 तक के िलए पुनग(cid:6981)ठन िकया गया था।

रा(cid:7398)ीय पु(cid:7021)तक संवध(cid:6981)न पिरषद का काय(cid:6981)काल तीन वष(cid:6981) का होगा। पिरषद पदने सद(cid:7021)य(cid:7298) के अलावा अ(cid:7007)य(cid:6979), उपा(cid:7007)य(cid:6979) और िकसी अ(cid:7008)य
सद(cid:7021)य का काय(cid:6981)काल सामा(cid:7008) यत तीन वष(cid:6981) होगा, जब तक िक िकसी कम काय(cid:6981)काल का उ(cid:7016) लेख न िकया जाए; लेिकन वे पुन: िनयुि(cid:7334) के िलए पा(cid:7074)
ह(cid:7298)गे। जहां पिरषद का कोई सद(cid:7021)य अपने पद या अपनी िनयुि(cid:7334) के कारण सद(cid:7021)य बन जाता है, उस पद या िनयुि(cid:7334) की समाि(cid:7385) पर उसकी
सद(cid:7021)यता समा(cid:7385) हो जाएगी। सद(cid:7021)य(cid:7298) (पदने सद(cid:7021)य(cid:7298) के अलावा) के बीच सभी आकि(cid:7021)मक िरि(cid:7334)यां, उस (cid:7079)ािधकारी या िनकाय (cid:7367)ारा भरी जाएंगी

RESOLUTION
Subject: National Book Promotion Council-Reconstitution of – regarding-
No. 7-1/2014-BP—The Government of India, Ministry of Education (Department of Higher Education), had set up a
National Book Development Board in 1967 to lay down guidelines for the development of the book industry in the context of
the overall requirements of the country. The Board was subsequently reconstituted in 1970 and functioned till February 1974.
A new body called the National Book Development Council was set up on the 15th September 1983 and functioned till
3rd September 1986. The Council was thereafter reconstituted on 6.11.1990, on 18.12.1997, on 2.9.2008 and on 21.10.2011
each for a period of three years. The Council was last reconstituted on 24.11.2017 for a period of three years i.e. up to
23.11.2020.
2. The Government of India, Ministry of Education, has now decided to reconstitute the National Book Promotion
Council as indicated in the following paragraphs.
3. Functions of the Council
To facilitate the exchange of views on all major aspects of book promotion inter-alia covering writing/authorship of
books, production, publication and sale of books; prices and copyright, habit of book reading, availability and reach of books
for different segments of population, for various age-groups in different Indian languages and the quality and content of
Indian books in general.
4. Headquarters and Secretariat of the Council
The Headquarters of the Council shall be at New Delhi and its Secretariat will be provided by the Book Promotion
Division in the Department of Higher Education, Ministry of Education, Government of India.
5. Composition of the Council.
The National Book Promotion Council will have the following composition:
(a) Chairman
Hon'ble Minister of Education, Government of India.
(b) Vice-Chairman
Hon'ble Minister of State for Education (Higher Education), Government of India.
(c) Authors/ Writers (Three Members):
1. Prof. Gopal Sharma, English Professor, Amba Mich University, Ethiopia;

6. Tenure of Members
The term of the National Book Promotion Council shall be three years. The tenure of the Chairman, Vice-Chairman
and each member of the Council, other than Ex-officio members, shall normally be three years, unless a shorter term is
indicated; but they will be eligible for re-appointment. Where a Member of the Council becomes a member by reason of the
office or appointment s/he holds, her/his membership of the Council shall stand terminated when s/he ceases to hold that
office or appointment. All casual vacancies among the Members (other than ex-officio members) shall be filled by the
authority or body who nominated the member whose place has fallen vacant and the person so appointed to a casual vacancy
shall be a Member of the Council for the residual period of the term for which the person whose place has been filled, would
have been a Member.
7. Meetings and Sub-Committees
The council shall meet at least once a year. The Council may set up Committees/Panels for specific purposes which
may meet as frequently as required.
The views and suggestions emerging from the meetings of the Council will be documented by the Department of
Higher Education, Ministry of Education, Government of India, as inputs to be taken note of by the concerned
Ministries/Agencies of the Government of India, to the extent relevant in formulating their policies and programmes.
For each meeting of the Council, the agenda and notes thereon will be prepared by the Department of Higher
Education, Ministry of Education, Government of India, on the basis of suggestions received from Members of the Council
from time to time.

Ordered that a copy of the Resolution be communicated to all State Governments and Administrations of Union
Territories, President’s Secretariat, Cabinet Secretariat, Prime Minister’s Office, Ministry of Parliamentary Affairs,
Lok Sabha Secretariat, Rajya Sabha Secretariat and NITI Aayog.
Ordered also that the Resolution be published in the Gazette of India, for information of the general public.
