या (ख) जजसन े ऄृने ृजत या ऄृनी ृत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह जया जववाह की संजवदा की हज, ईि ृद ृर जनयुजि का ृात्र नहीं होगा : ृरंतु यदद केंद्रीय सरकार का यह समाधान हो जाता हज दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य ृक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनज्ञु ेय ह जऔर ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि को आस जनयम के प्रवतवन से छूट दे सकेगी। 5. जिजथल करन े की िजि.-जहां केंद्रीय सरकार की यह राय ह ज दक ऐसा करना अवश्यक या समीचीन ह,ज वहााँ वह ईसके जलए जो कारण ह ैं ईन्ह ें लेखबद्ध करके तथा संघ लोक सेवा अयोग स े ृरामि व करके, आन जनयमों के दकसी ईृबंध को दकसी वगव या प्रवगव के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी। 6. व्यावजृ त्त.-आन जनयमों की कोइ बात, ऐसे अरक्षण, अय ु सीमा म ें छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालगे ी, जजनका केंद्रीय सरकार द्वारा आस संबंध में समय-समय ृर जारी दकए गए अदिे ों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जृछडे वगो, भूतृूव व सजजनकों और ऄन्य जविेष प्रवग व के व्यजियों के जलए ईृबंध करना ऄृेजक्षत ह।ज ऄनसु चू ी ृद का ृदों की स्‍ं या। वगीकरण। वते न मरज रक्स नाम। म ें स्ट्तर। (1) (2) (3) (4) 01*(2025)* साधारण केंद्रीय सेवा, समूह ‘ख’,ऄराजृजत्रत, वेतन मजररक्स ऄनुसजचवीय। में स्ट्तर-6 सहायक। (कायवभार के अधार ृर ृररवतवन दकया जा सकता ह।ज ) (रु. 35400 – 112400)। चयन या ऄचयन सीध ेभती दकए जान ेवाले व्यजियों के जलए सीध ेभती दकए जान ेवाले व्यजियों के जलए ऄृजे क्षत िजज क्षक और ृद। अय ुसीमा। ऄन्य ऄहतव ाएाँ। (5) (6) (7) चयन लागू नहीं होता। लागू नहीं होता।[भाग II—खण् ड 3(i)] भारत का राजृत्र : जुलाइ 19, 2025/अषाढ़ 28, 1947 585 सीधे भती दकए जाने वाल े व्यजियों के जलए ृररवीक्षा की ऄवजध, भती की ृद्धजत: भती सीधी होगी या प्रोन्नजत द्वारा या जवजहत अय ु और िजज क्षक ऄहतव ाएाँ प्रोन्नत प्रजतजनयजु ि/अमले न द्वारा तथा जवजभन्न ृद्धजतयों द्वारा भरी यदद कोइ हो। व्यजियों की दिा म ेंलाग ूहोंगी या नहीं। जान ेवाली ररजियों की प्रजतितता। (8) (9) (10) लागू नहीं होता। प्रोन्नत दकए जाने वाले प्रोन्नजत द्वारा, जजसके न हो सकने ृर प्रजतजनयुजि द्वारा। व्यजियों के जलए दो वषव। प्रोन्नजत या प्रजतजनयजु ि/अमले न द्वारा भती की दिा में, वे श्रजे णया ंजजनस ेप्रोन्नजत या प्रजतजनयजुि/ अमले न दकया जाएगा। (11) प्रोन्नजत: ऐसे ईच्च श्रेणी जलजृक जजन्होंने वेतन मेररक्स के स्ट्तर-4 (25500-81100 रुृये) में ईस श्रेणी में दस वषव की जनयजमत सेवा की हो और जवभाग द्वारा यथा जवजनर्ददष्ट सुसंगत क्षेत्र में दो से चार सप्ताह का प्रोन्नजत-ृूवव प्रजिक्षण सफलताृूववक ृूरा दकया हो। रटप्ृण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने ऄृनी ऄहकव या ृात्रता सेवा ृूरी कर ली हज, प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहााँ ईनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा ृरंतु यह तब जब दक ईसके द्वारा की गइ ऐसी ऄहवक या ृात्रता सेवा, ऄृेजक्षत ऄहकव या ृात्रता सेवा के अधे से ऄजधक से या दो वषव से, आनमें से जो भी कम हो, कम न हो और ईन्होने ऄृने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी ऄहकव या ृात्रता सेवा ृहले ही ृूरी कर ली हज, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄृनी ृररवीक्षा की ऄवजध सफलताृूववक ृूरी कर ली हो। प्रजतजनयुजि: केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन या सिस्त्र बल या केंद्रीय सिस्त्र ृुजलस बल या केंद्रीय ृुजलस संग न या राज्य ृुजलस संग न के ऄजधकारी.- (क) (i) जजन्होंने मूल काडर या जवभाग में जनयजमत अधार ृर सदिृ ृद धारण दकया हुअ हो; या (ii) जजन्होंने मूल काडर या जवभाग में वेतन मेररक्स के स्ट्तर-5 (29200-92300 रुृये) या समतुल्य में जनयुजि के ृश्चात श्रेणी में छः वषव की जनयजमत सेवा की हो; और (ख) जजनके ृास जनम्नजलजखत िजक्षजणक ऄहतव ाएाँ और ऄनुभव हो, जजसे दक:- (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की जडग्री; (ii) दकसी सरकारी कायावलय या संग न में ृााँच वषव का ऄनुभव। रटप्ृण 1.- ृोषक प्रवगव के ऐसे जवभागीय ऄजधकारी, जो प्रोन्नजत की सीधी ृंजि में हज, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे। आसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे। रटप्ृण 2.- प्रजतजनयुजि की ऄवजध, जजसके ऄंतगवत केंद्रीय सरकार के ईसी या दकसी ऄन्य संग न या जवभाग में आस जनयुजि से ीक ृहले धाररत दकन्हीं ऄन्य काडर-बाह्य ृद ृर प्रजतजनयुजि की ऄवजध हज, साधारणतया तीन वषव से ऄजधक नहीं होगी। रटप्ृण 3.- प्रजतजनयजु ि द्वारा जनयुजि के जलए ऄजधकतम अयु-सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्ृन वषव से ऄजधक नहीं होगी।586 THE GAZETTE OF INDIA : JULY 19, 2025/ASHADHA 28,1947 [PART II—SEC. 3(i)] यदद जवभागीय प्रोन्नजत सजमजत हज, तो ईसकी संरचना। भती करने म ें दकन ृररजस्ट्थजतयों म ें संघ लोक सवे ा अयोग स ेृरामि वदकया जाएगा। (12) (13) समूह ‘ख’, जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए) संघ लोक सेवा अयोग से ृरामिव अवश्यक नहीं ह।ज जजसमें जनम्नजलजखत होंगे:- 1. जनदिे क,राष्ट्रीय अृदा मोचन बल ऄकादमी, नागृुर या महाजनरीक्षक, राष्ट्रीय अृदा मोचन बल - ऄध्यक्ष; 2. ईृ महाजनरीक्षक,राष्ट्रीय अृदा मोचन बल -सदस्ट्य; 3. ईृ महाजनरीक्षक,राष्ट्रीय अृदा मोचन बल -सदस्ट्य। [फा. स.ं 1-13/2023-डीएम-I(एन)] सरोज मेरी खाल्खो, ऄवर सजचव MINISTRY OF HOME AFFAIRS New Delhi, the 14th July, 2025 G.S.R. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Civil Defence College, Nagpur, Group ‘C’ (Non-Gazetted) Recruitment Rules, 2010, in so far as they relate to the post of Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant, in the National Disaster Response Force Academy, Nagpur, under the Ministry of Home Affairs, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, National Disaster Response Force Academy, Assistant (Group ‘B’ Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. -No person,–– (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग II—खण् ड 3(i)] भारत का राजृत्र : जुलाइ 19, 2025/अषाढ़ 28, 1947 587 5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. -Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation: Officers of the Central Government or State Governments or Union territory Administrations or Armed Forces or Central Armed Police Forces or Central Police Organisations or State Police Organisations,- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with six years service in the grade rendered after appointment thereto on regular basis in level-5 in the pay matrix (Rs. 29200-92300) or equivalent in the present cadre or department; and (b) possessing the following educational qualifications and experience, namely :-588 THE GAZETTE OF INDIA : JULY 19, 2025/ASHADHA 28,1947 [PART II—SEC. 3(i)] (i) Bachelor’s degree from a recognised University or recognised institute; (ii) five years experience in a Government office or organisation. Note1.-The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for considered for appointment by promotion. Note 2.-The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Safdarjung Hospital, New Delhi, Senior Physiotherapist, Group ‘A’ Post, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classifications, level in the pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and in consultation with Union Public Service Commission for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard. Short title and commencement. -(1) These rules may be called the Ministry of Health and Family Welfare, Safdarjung Hospital, New Delhi, Laboratory Technician (EEG), Group ‘B’ Post, Recruitment Rules, 2025. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
