भूिमका और िज(cid:7013) मेदारी, खरीद (cid:7079)ि(cid:7059)या और पूरक पोषण के िवतरण म(cid:7286) पारदिशता, द(cid:6979)ता एवं जवाबदहे ी के िलए ‘पोषण (cid:7069)ैकर' के मा(cid:7007) यम से
डेटा (cid:7079)बंधन और िनगरानी पर सीडी-I-24/2/2021-यूएस िदनांक 13 जनवरी, 2021 के मा(cid:7007) यम से सु(cid:7018) यवि(cid:7021)थत िदशािनदश(cid:7287) जारी िकए ह।(cid:7289) इन
िदशािनदश(cid:7287) (cid:7298) म(cid:7286) एफएसएसएआई के (cid:7021) वािम(cid:7004) व/पंजीकृत/पैनलब(cid:7373)/एनएबीएल (cid:7079)(cid:7004) याियत (cid:7079)योगशाला(cid:7312) से नमून(cid:7298) की जांच करने का भी (cid:7079)ावधान
िकया गया ह ै तािक सुिनि(cid:7391)त हो िक उपल(cid:7011)ध कराए जा रहे पूरक पोषण की गुणव(cid:7004) ता खा(cid:7378) सुर(cid:6979)ा एवं मानक अिधिनयम, 2006 के तहत
िविहत मानक(cid:7298) को पूरा करती है। इस संबंध म(cid:7286) इन िदशािनदश(cid:7287) (cid:7298) म(cid:7286) खा(cid:7378) एवं पोषण बोड(cid:6981) की िकसी भूिमका की पिरक(cid:7016) पना नह(cid:7277) की गई ह।ै
भोजन और टीएचआर (न िक क(cid:6994) चा राशन) की जांच म(cid:7286) व(cid:7021) तुिन(cid:7020) ठता,पारदिशता और (cid:7021) वतं(cid:7074)ता सुिनि(cid:7391)त करने के िलए, पूरक पोषण
काय(cid:6981)(cid:7059)म के तहत िवतिरत खा(cid:7378)ान के मानक(cid:7298) और गुणव(cid:7004) ता की जांच से संबिधत सभी काय(cid:6981) एफएसएसएआई को स(cid:7301)पे गए ह (cid:7289) और इस संबध म(cid:7286)
एफएनबी की कोई भूिमका नह(cid:7277) ह।ै
पोषण संबंधी नीितगत सलाह से संबंिधत काय(cid:7300) का िनव(cid:6981)हन मं(cid:7074)ालय के ‘पोषण-(cid:7079)भाग’ (cid:7367)ारा िकया जाएगा और इस संबंध म(cid:7286) खा(cid:7378)
एवं पोषण बोड(cid:6981) की िकसी भूिमका की पिरक(cid:7016) पना नह(cid:7277) की गई है।
उपरो(cid:6989) त को (cid:7007) यान म(cid:7286) रखते (cid:7263)ए, एतत(cid:7367)ारा खा(cid:7378) एवं पोषण बोड(cid:6981) के सभी ि(cid:7059)याकलाप तुरंत (cid:7079)भाव से बंद िकए जाते ह(cid:7289)।
वत(cid:6981)मान म(cid:7286) एफएनबी (cid:7367)ारा धािरत पिरसंपि(cid:7275)य(cid:7298) का िनपटान (cid:7018) यय िवभाग की सलाह से िकया जाएगा।

No. F.10-5/2019-U3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants
Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an institution of higher learning as an Institution
deemed-to-be-university.
2. And whereas, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,
vide it Notification No. F. 9-54/2006-U.3 dated 16th December, 2008, on the advice of UGC, had delcared ICFAI Foundation
for Higher Education, Hyderabad (Telangana) as an Institution Deemed to be University.
3. And further whereas, ICFAI Society submitted an application on 11th July, 2019 for starting off-campus centre of
ICFAI Foundation for Higher Education (Deemed to be University), Hyderabad (Telangana) at Bengaluru. The aplication
was forwarded to UGC for examination and advice under UGC (Insitutions Deemed to be Universities) Regulations, 2019.
4. And whereas, the UGC vide their letter No. F.41-4/2019(CPP-I/DU) dated 10th June 2020 communicated that
"The Commission had considered the report of the UGC Expert Visiting Committee and recommended starting off campus
centre at Bengaluru (Karnataka) by ICFAI Foundation for Higher Education (Deemed to be University), Hyderabad
(Telangana)."
5. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government,
on the advice of the UGC, do hereby permit ICFAI Foundation for Higher Education (Deemed to be University), Hyderabad
(Telangana) to start an Off-Campus Centre at Bengaluru, with effect from the issuance of this Notification.
6. This permission is subject to the compliance of the UGC (Institutions Deemed to be Universities) Regulations,
2019 and other relevant Norms/Rules/Regulations/Directions issued by the Central Government, UGC and other Statutory
Councils, from time to time.

No. NA-39/9/2020-NUTRITION ADMN—Whereas the Food and Nutrition Board (FNB) was set up in 1964 vide
Resolution No. 6(10)/63-Tech.I dated 24-4-1964 under the Ministry of Agriculture (Department of Food) with all powers of a
Central Government Department [Ministry of Finance, Department of Expenditure, Dy. No. 2003-JS (F&A)/64 dated
20th May, 1964], in order to pay exclusive attention to the various connected problems in the field of Nutrition and draw up
and implement programmes expeditiously and effectively.
Whereas the FNB was transferred from the Ministry of Agriculture (Department of Food) to the Ministry of Women
and Child Development In 1993 with all powers of a Central Government Department;
Whereas the FNB at present performs the following activities:
i. conducts Nutrition Extension programmes for spreading nutritional awareness and for training through
43 Community Food & Nutrition Extension Units (CFNEUs) located in 30 States/UTs;
ii. provides services for testing of food samples drawn under Supplementary Nutritional Programme (SNP) either
on its own or referred by the State Governments through four (4) laboratories and
iii. Provides technical support on Nutrition & Health related issues to the Ministry of Women and Child
Development specifically on nutrition policy and the Anganwadi Services Scheme.
Whereas the work undertaken by the Ministry of WCD directly and through State governments takes up various
activities in the area of nutritional awareness and training and there is no need for duplicating these functions through the
Food and Nutrition Board through its Community Food and Nutrition Extension Units (CFNEUs).
Whereas the Ministry of Women and Child Development has issued streamlined guidelines vide No. CD-I-
24/2/2021-US dated 13th January 2021 on Quality Assurance, Roles and Responsibilities of Duty Holders, procedure for
procurement, Integrating AYUSH concepts and Data Management and Monitoring through ‘Poshan Tracker’ for
transparency, efficiency and accountability in delivery of Supplementary Nutrition. These guidelines also provide for testing
of samples from FSSAI owned/ registered/ empanelled/NABL accredited laboratories to ensure that the quality of
Supplementary Nutrition being provided meets the standards laid down under the Food Safety and Standard Act, 2006. These
guidelines do not visualize any role of the Food and Nutrition Board in this regard.270 THE GAZETTE OF INDIA, JUNE 26, 2021 (ASADHA 5, 1943) [PART I—SEC. 1]
To ensure objectivity, transparency and independence in testing of meals and THR (not raw ration), all functions
relating to testing of standards and quality of food distributed under Supplementary Nutrition Programme have been assigned
to FSSAI and there is no role of FNB in this regard.
Nutrition related policy advisory functions shall be discharged by the Nutrition Division of the Ministry and no role
is visualized for Food and Nutrition Board in this regard.
In view of the above, all operations of the Food and Nutrition Board are hereby closed with immediate effect.
Disposal of assets currently held by FNB, shall be made in consultation with Dept. of Expenditure.
Issued with the approval of the Competent Authority in the Ministry of Women and Child Development,
Government of India.
