(ख) जजसने ाृने ृजत या ाृनी ृत्नी के जीजवत रहते हुए दकसी ान्य व्यजि से जववाह दकया ह,ज
उि ृद ृर जनयुजि के जलए ृात्र नहीं होगा्ः
ृरंतु यदद केन्रीय सरकार का यह समाधान हो जाता ह ज दक ऐसा जववाह, ऐसे व्यजि और जववाह के ान्य ृक्षकार को लागू
स्ट्वीय जवजध के ाधीन ानुज्ञेय ह जऔर ऐसा करने के जलए ान्य आधार ह ैंतो वह दकसी व्यजि को इस जनयम के प्रवतगन से छूट दे सकेगी।
5. जिजथल करन ेकी िजि.—जहां केन्रीय सरकार की यह राय हज दक ऐसा करना आवश्यक या समीचीन हज, वहां वह,
उसके जलए जो कारण हैं, उन्ह ें लेखबद्ध करके, और संघ लोक सेवा आयोग से ृरामिग करने के बाद, इन जनयमों के दकसी उृबंध को
दकसी वगग या प्रवगग या व्यजियों के संबंध में, आदिे ्ारा जिजथल कर सकेगी।
6. व्यावजृ त्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और ान्य ंरयायतों ृर प्रभाव नहीं डालेगी,

ाजधकारी के ृद ृर ृदोन्नजत के जलए ृात्र होंगे। जजन्होंने
लेखाृरीक्षक और लेखा जलजृक के प ृ में जनयजमत संयुि सेवा के
तेरह वषग ृूणग कर जलए हो, जजसमें से दो वषग की जनयजमत सेवा वेतन
मजंरक्स में स्ट्तर-5 में लेखाृरीक्षक के ृद ृर होनी चाजहए।
नोट -2: जहां कजनष्ठ कार्तमकों, जजन्होंने ाृनी ाहकग ाथवा ृात्रता
सेवा ृूरी कर ली हज, उनकी प्रोन्नजत ृर जवचार दकया जा रहा हज,
उनके वंरष्ठ कार्तमकों ृर भी जवचार दकया जाएगा, बिते उनकी
ाृेजक्षत ाहतग ा ाथवा ृात्रता सेवा ऐसी ाहतग ा ाथवा ृात्रता सेवा
की ावजध से आधी से ाजधक ाथवा दो वषग, जो भी कम हो, से कम
नहीं होनी चाजहए और उन्होंने ाृने कजनष्ठ साजथयों, जजन्होंने ऐसी
ाहतग ा या ृात्रता सेवा ृहले ही ृूणग कर ली हज, के साथ ागले
उच्चतर ग्रेड में प्रोन्नजत के जलए ाृनी ृंरवीक्षा ावजध सफलताृूवगक
ृूरी कर ली हज।
प्रजतजनयजु ि:-
केंर सरकार के ाजधकारी:
(क) (i) जो मूल संवगग या जवभाग में जनयजमत आधार ृर सदिृ
ृदधारी हो; ाथवा
(ii) जजन्होंने मूल संवगग या जवभाग में वेतन मजंरक्स में लेवल-7
ाथवा समतुल्य में दो साल की जनयजमत सेवा की हो; ाथवा
(iii) जजन्होंने मूल संवगग या जवभाग में वेतन मजंरक्स में लेवल-6
ाथवा समतुल्य में छह साल की जनयजमत सेवा की हो; और
(ख) (i) जजन्होंने सजचवालय प्रजिक्षण और प्रबंधन संस्ट्थान ाथवा
समकक्ष संस्ट्था से रोकड़ और लेखा प्रजिक्षण प्राप्त दकया हो और उन्हें
रोकड़ लेखा और बजट कायग को संभालने का चार साल का ानुभव
हो; ाथवा
(ii) जजन्होंने केंर सरकार के दकसी संगं त लेखा जवभाग ्ारा
संचाजलत ाधीनस्ट्थ लेखा सेवा या समकक्ष ृरीक्षा उत्तीणग की हो।
नोट-1: फीडर श्रेणी के ऐसे जवभागीय ाजधकारी, जो प्रोन्नजत की
सीधी ृंजि में हैं, प्रजतजनयुजि ृर जनयुजि के जलए जवचार दकए जाने
के ृात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत ्ारा
जनयुजि के जलए जवचार दकए जाने के ृात्र नहीं होंगे।
नोट-2: केंर सरकार के उसी या दकसी ान्य संग न या जवभाग में इस
जनयुजि से ीक ृहले धांरत दकसी ान्य संबग-ग बाह्य ृद ृर
प्रजतजनयुजि की ावजध िाजमल ह,ज साधारणतया तीन वषग से ाजधक
नहीं होगी।
नोट-3: प्रजतजनयजु ि ृर जनयुजि के जलए ाजधकतम आयु सीमा
आवेदन प्राप्त करने की ांजतम जतजथ को छप्ृन वषग से ाजधक नहीं

G.S.R. 143.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Finance, Department of Economic Affairs (Junior Accounts Officer) Group ‘B’(Non-
Gazetted) post Recruitment Rules, 2008, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Junior Accounts Officer in the Ministry of Finance, Department of Economic Affairs, namely :-
1. Short title and commencement.— (1) These rules may be called Ministry of Finance, Department of Economic
Affairs, Junior Accounts Officer, Group ‘B’ Post Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of post, its classification and the level in
the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age- limit,
qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category or persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of
persons in accordance with the orders issued by the Central Government from time to time in this regard.

Junior Accounts Officer on completion of thirteen years of
regular combined service as Auditor and Accounts Clerk, out
of which two years regular service should have been in the post
of Auditor in Level-5 in the pay matrix.
Note-2: Where juniors who have completed their qualifying or
eligibility service are being considered for promotion, their
seniors would also be considered provided they are not short of
the requisite qualifying or eligibility service by more than half

eligibility service.
Deputation:-
Officers of the Central Government:
(A) (i) holding analogous posts on regular basis in the parent
cadre or department; or
(ii) with two years’ regular service in Level-7 in the pay matrix
or equivalent in the parent cadre or department;or
(iii) with six years’ regular service in Level-6 in the pay matrix
or equivalent in the parent cadre or department;and
(B) (i) have undergone Cash and Accounts training from the
Institute of Secretariat Training and Management or equivalent
and possessing four years experience of handling cash accounts
and budget work;or
(ii) a pass in Subordinate Accounts Service or equivalent
examination conducted by any of the Organised Accounts
Department of the Central Government.
Note-1: The departmental officers in the feeder category who
are in direct line of promotion will not be eligible for
consideration for appointment on deputation. Similarly,
deputationists shall not be eligible for consideration for
appointment by promotion.
Note-2: Period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
organisation or department of the Central Government shall
ordinarily not to exceed three years.
Note-3: The maximum age limit for appointment by
deputation shall not exceed fifty-six years as on the closing
date of receipt of applications.
