दकया गया था। 3. और जबदक, यूजीसी ने दिनांक 16.02.2024 के अपन ेपत्र संख्या 45-1/2023 (सीपीपी-आई/डीयू के माध्यम से सूशचत दकया दक यूजीसी द्वारा यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयम, 2023 के अनुसार एक शिििे ज्ञ सशमशत की सहायता स ेआिेिन की जांच की गई। 4. और जबदक, इस मंत्रालय ने यजू ीसी की सलाह पर शिचार करते हुए, टीसीजी क्रेस्ट, कोलकाता, पशिम बगं ाल को शनम्नशलशित ितों के साथ, शिशिष्ट श्रेणी के अंतगसत सम शिश्वशिद्यालय संस्थान का िजास िेने हते ु दिनांक 11.03.2024 को आिय पत्र जारी दकया:— i. प्रस्ताशित सम शिश्वशिद्यालय सस्ं था यजू ीसी शिशनयम, 2023 के अनसु ार अपना सगं म ज्ञापन और शनयम तैयार करेगा। ii. प्रायोजक शनकाय प्रस्ताशित सम शिश्वशिद्यालय सस्ं थान के नाम पर 25 करोड़ रुपये का एक कॉपसस शनशि बनाएगा और उसका रिरिाि करेगा। iii. प्रस्ताशित सम शिश्वशिद्यालय सस्ं था एनईपी-2020 के अनुसार पाठ्यक्रम को अनकु ूशलत करेगा। iv. प्रायोजक शनकाय प्रस्ताशित कायसक्रमों के शलए शिस्तृत पाठ्यक्रम तैयार करेगा। v. प्रायोजक शनकाय तिनुसार संिोशित शिस्तृत पररयोजना ररपोटस (डीपीआर), कायसनीशतक शिजन योजना और अनिरत कायासन्द्ियन योजना प्रस्ततु करेगा। vi. प्रायोजक शनकाय प्रस्ताशित पाठ्यक्रमों हेत ुसंबंशित सांशिशिक पररििों का अनमु ोिन प्रस्तुत करेगा। vii. प्रायोजक शनकाय यजू ीसी शिशनयम, 2023 के िंड 6(2)(घ) के अनुसार प्रस्ताशित सम शिश्वशिद्यालय या प्रायोजक शनकाय के नाम पर भ ूस्िाशमत्ि का िस्तािजे प्रस्तुत करेगा। viii. प्रायोजक शनकाय अपेशक्षत अिसंरचना जैस े प्रिासशनक क्षत्रे , कक्षाए,ं पस्ु तकालय, व्याख्यान कक्ष, प्रयोगिालाए,ं छात्रािास, स्िास््य िेिभाल, सामान्द्य सुशििाओं आदि का शनमासण करेगा। ix. प्रस्ताशित शिभागों म ेंशनयामक शनकाय (सस्ं थाओं) द्वारा शनिासररत योग्यता सशहत यूजीसी मानिंडों के अनुसार आिश्यक संकाय की शनयुशि की जानी चाशहए। प्रायोजक शनकाय अपेशक्षत योग्यता िाले पयासप्त सकं ाय की भती करेगा। x. संस्था िैज्ञाशनक और निीन अनुसंिान अकािमी (एसीएसआईआर) से एनओसी प्रस्ततु करेगी। xi. प्रस्ताशित कायसक्रमों का नामकरण यजू ीसी अशिशनयम, 1956 की िारा 22 के तहत यजू ीसी द्वारा शनर्िसष्ट शडग्री की सचू ी के अनुसार होना चाशहए। 5. और जबदक, शनिेिक, टीसीजी क्रेस्ट न ेदिनांक 12.09.2024 के अपन ेपत्र के जबदक, यजू ीसी ने दिनांक 23.04.2025 के अपन ेपत्र के माध्यम स ेसूशचत दकया दक अनुपालन ररपोटस सत्यापन हेतु यूजीसी की शिििे ज्ञ सशमशत के समक्ष रिी गई थी। सशमशत ने कुछ रटप्पशणयां कीं और शसफाररि की दक टीसीजी क्रेस्ट, कोलकाता को कुछ ितों के साथ शिशिष्ट श्रणे ी के तहत सम शिश्वशिद्यालय का िजास दिया जा सकता है। सशमशत की शसफाररि पर आयोग ने 03.04.2025 को हुई अपनी 589िीं बैठक (मि स.ं 2.04) म ेंशिचार दकया और उसे अनुमोदित दकया। 7. अब, इसशलए, शिक्षा मंत्रालय, एति द्वारा यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रित्त िशियों का उपयोग करत े हुए, यूजीसी की सलाह पर, शनम्नशलशित ितों के अनुपालन के अध्यिीन एक शिशिष्ट श्रेणी के तहत टीसीजी क्रेस्ट, कोलकाता, पशिम बगं ाल को एक सम शिश्वशिद्यालय संस्थान के रूप में घोशित करता ह:ै— i. प्रायोजक शनकाय अपेशक्षत अिसंरचना जैस े प्रिासशनक क्षत्रे , कक्षाए,ं पस्ु तकालय, व्याख्यान कक्ष, प्रयोगिालाए,ं छात्रािास, स्िास््य िेिभाल, सामान्द्य सुशििाएं आदि का शनमासण करेगा। ii. प्रायोजक शनकाय शनयामक शनकायों द्वारा शनिासररत अपेशक्षत योग्यता के साथ यूजीसी मानिंडों के अनुसार आिश्यक संकाय की भती करेगा। iii. संस्था िैज्ञाशनक और अशभनि अनुसिं ान अकािमी (एसीएसआईआर) से एनओसी प्रस्ततु करेगी। iv. प्रायोजक शनकाय जहां भी लाग ूहो, संबंशित सांशिशिक पररििों का पिू स अनुमोिन प्राप्त शिशनयम, 2023 और समय-समय पर इसके सिं ोिनों का अनुपालन करेगा। vii. प्रायोजक शनकाय द्वारा दिए गए सभी िचन पत्रों का सम शिश्वशिद्यालय द्वारा सख्त अनुपालन दकया जाएगा। viii. यूजीसी और शिक्षा मत्रं ालय की पूि सअनमु शत के शबना, सम शिश्वशिद्यालय मान ेजान ेिाली सस्ं था/या इसकी घटक शिक्षण इकाइयों की पररसंपशत्त या शनशि/राजस्ि का कोई अन्द्यत्र उपयोग नहीं दकया जाएगा। ix. टीसीजी क्रेस्ट, कोलकाता दकसी भी ऐसी गशतशिशि म ेंिाशमल नहीं होगा या उसमें सशममशलत नहीं होगा जो िाशणशययक और लाभ कमान ेकी प्रकृशत का हो। x. टीसीजी क्रेस्ट, कोलकाता म ें प्रस्ततु दकए जान े िाले िैक्षशणक कायसक्रम यजू ीसी और सबं ंशित ििै ाशनक पररििों/शनकायों द्वारा शनिासररत मानिंडों और मानकों के अनुरूप होंगे। xi. टीसीजी क्रेस्ट, कोलकाता अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीशत-2020 के अनुरूप बनाएगा। xii. टीसीजी क्रेस्ट, कोलकाता समय-समय पर यथा सिं ोशित यूजीसी (सम शिश्वशिद्यालय सस्ं था) शिशनयम, 2023 में शनशहत प्राििानों के अनुसार, जैसा भी मामला हो, राष्ट्रीय प्रत्यायन बोडस (एनबीए) द्वारा िैि मान्द्यता हते ु सभी पात्र िक्षै शणक पाठ्यक्रमों/कायसक्रमों का मूल्यांकन करान ेऔर संस्था को राष्ट्रीय मूल्यांकन और प्रत्यायन पररिि (एनएएसी) द्वारा ििै मान्द्यता प्राप्त करने के शलए सभी आिश्यक किम उठाएगा। xiii. छात्रों के प्रिेि, छात्रों की प्रििे क्षमता, िक्षै शणक पाठ्यक्रम/कायसक्रम के अनमु ोिन के निीकरण, छात्रों की प्रििे क्षमता म ें संिोिन, नए पाठ्यक्रम/कायसक्रम िुरू करने आदि के मामल े म ें संबंशित सांशिशिक पररििों के सभी शनिासररत मानिंड और प्रदक्रयाएं लागू रहेंगी, और उनका अनपु ालन टीसीजी क्रेस्ट, कोलकाता द्वारा दकया जाएगा। xiv. टीसीजी क्रेस्ट, कोलकाता यूजीसी (सम शिश्वशिद्यालय संस्था) शिशनयम, 2023 के अनुसार इस मत्रं ालय और यजू ीसी को एमओए प्रस्ततु करेगा। इसके अलािा, जब भी आिश्यक हो, यह मौजूिा शिशनयमों के प्राििानों के अनुसार अपने एमओए/शनयमों को अद्यशतत या पुनःसिं ोशित या सिं ोशित करेगा। xv. टीसीजी क्रेस्ट, कोलकाता यजू ीसी और सबं ंशित सांशिशिक पररििों के शनयमों और शिशनयमों के अनुसार िुल्क संरचना का अनुपालन करेगा। xvi. टीसीजी क्रेस्ट, कोलकाता इस मत्रं ालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकस (एनआईआरएफ) द्वारा जारी िार्िसक भारतीय रैंककंग में भाग लगे ा। xvii. टीसीजी क्रेस्ट, कोलकाता अशनिायस रूप से एकेडशमक बैंक ऑफ क्रेशडट (एबीसी) तैयार करेगा, अपने छात्रों की पहचान बनाएगा और उनके क्रेशडट स्कोर को शडशजटल लॉकर म 3, 1947) 301 MINISTRY OF EDUCATION (DEPARTMENT OF HIGHER EDUCATION) New Delhi, the 7th May 2025 No. 9-3/2024-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University. 2. And whereas, an online application was submitted by TCG Centres for Research and Education in Science and Technology (TCG CREST), a not-for-profit Company on the UGC’s Portal for grant of Institution deemed to be University status under distinct category to TCG CREST, Kolkata, West Bengal. 3. And whereas, UGC, vide its letter no. 45-1/2023(CPP-I/DU) dated 16.02.2024, informed that the application was examined by the UGC with the help of an Expert committee in accordance with the UGC (Institutions deemed to be Universities) Regulations, 2023. 4. And whereas, this Ministry considering the advice of the UGC, issued Letter of Intent dated 11.03.2024 for Institution deemed to be University status under distinct category to TCG CREST, Kolkata, West Bengal, with the following conditions:— i. The proposed Institution deemed to be University shall prepare their MoA & rules as per the UGC Regulations, 2023. ii. The Sponsoring body shall create and maintain a Corpus fund of Rs.25 Crore in the name of the proposed Institution deemed to be University. iii. The proposed Institution deemed to be University shall align the curriculum as per the NEP-2020. iv. The Sponsoring body shall prepare detailed syllabi for the proposed programmes. v. The Sponsoring body shall submit revised Detailed Project Report (DPR), Strategic Vision Plan and Rolling implementation plan accordingly. vi. The Sponsoring body shall submit approval of respective Statutory Councils for the proposed courses. vii. The Sponsoring body shall submit Land ownership document in the name of the proposed deemed to be University or the sponsoring body as per Clause 6(2)(d) of the UGC Regulations, 2023. viii. The Sponsoring body shall create necessary infrastructure like administrative area, classrooms, library, lecture halls, labs, hostels, health care, common facilities, etc. ix. Faculty required as per UGC norms should be appointed with qualification as prescribed by the regulatory body (s) in the proposed Departments. The Sponsoring body shall recruit adequate faculty with requisite qualification. x. The Institution shall submit NoC from Academy of Scientific and Innovative Research (AcSIR). xi. The nomenclature of proposed programmes should be in accordance with the list of degrees specified by the UGC under Section 22 of the UGC Act, 1956. 5. And whereas, the Director, TCG CREST, vide his letter dated 12.09.2024, submitted compliance report in respect of the above conditions. The same was forwarded to UGC for verification and advice. 6. And further whereas, UGC, vide its letter dated 23.04.2025 informed that the compliance report was placed before the UGC Expert Committee for verification. The Committee made certain observations and recommended that the TCG CREST, Kolkata may be granted deemed to be University status under distinct category with certain conditions. The recommendation of the Committee was considered and approved by the Commission in its 589th meeting (Item No. 2.04) held on 03.04.2025. 7. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares TCG CREST, Kolkata, West Bengal as an Institution deemed to be University under distinct category subject to compliance of the following conditions:— i. The sponsoring body shall create necessary infrastructure like administrative area, classrooms, library, lecture halls, labs, hostels, health care, common facilities etc. ii. The sponsoring body shall recruit the required faculty as per UGC norms with requisite qualifications as prescribed by the regulatory bodies. iii. The institution shall submit NoC from Academy of Scientific and Innovative Research AcSIR). iv. The Sponsoring body shall commence the programmes in accordance with the list of degrees specified by the UGC under Section 22 of the UGC Act, 1956. vi. TCG CREST, Kolkata shall follow the UGC (Institutions Deemed to be Universities) Regulations, 2023 and its amendments, from time to time. vii. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University. viii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education. ix. TCG CREST, Kolkata shall not engage or indulge in any activities that are of commercial and profit making in nature. x. The academic programmes to be offered at TCG CREST, Kolkata shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned. xi. TCG CREST, Kolkata shall align its course with National Education Policy-2020. xii. TCG CREST, Kolkata shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time. xiii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by TCG CREST, Kolkata. xiv. TCG CREST, Kolkata shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations. xv. TCG CREST, Kolkata shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils. xvi. TCG CREST, Kolkata shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry. xvii. TCG CREST, Kolkata shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
