309 of the Constitution, and in supersession of the Armed Forces Medical Stores Depot, Technical Engineer Officer (Bio-Medical) and Assistant Technical Engineer Officer (Bio-Medical) Group ‘A’ Posts Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Technical Engineer Officer (Bio-Medical) and Assistant Technical Engineer Officer (Bio- Medical) in the Director General Armed Forces Medical Services, Ministry of Defence, namely:- 1. Short title and commencement.— (1) These rules may be called the Ministry of Defence, Director General Armed Forces Medical Services, Technical Engineer Officer (Bio-Medical) and Assistant Technical Engineer Officer (Bio-Medical) Group ‘A’ Posts, Recruitment Rules, 2021. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.— These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules. 3. Number of post, classification and level in pay matrix.—The number of the said post, its classification and Level in pay matrix attached thereto shall be as specified in column (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit and other qualifications etc.—The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule. 5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (ृवू ासजज नक कल्याण जवभाग) नई दिल्ली, 11 िून, 2021 का.जन.आ. 18.— सेवाएं, या फायिों या सिाजयदकयों के ृट्ररिान िते ु ृििान िस्ट्तावेि के प ृ म ें आिार का प्रयोग सरकारी ृट्ररिान की प्रदक्याओं को सरलीकषत बनाता िज, ृारिर्िाता और िक्षता लाता ि जऔर फायिाग्राजियों को सुजविािनक और जनबााि रीजत से उनकी िकिाट्ररता सीिे प्राप्त करने में सम ा बनाता ि ज और लोगों की जनवााि सुगमता को बढ़ावा िेते हुए त ा 'सुिासन सुजनजित करन े िते ु जडजिटल प्लेटफाम ा के प्रयोग' िते ु उनकी सेवाओं तक बेितर ृहुिं को सक्षम बनात े हुए सुिासन के जित म ेंआिार प्रमाणीकरण की अनज्ञु ा भी प्रिान करता ि;ज िबदक, समय-समय ृर य ा उृांतट्ररत सेना ृिें न जवजनयम, 1961, वायुसेना ृेंिन जवजनयम, 1961 त ा नौसेना ृेंिन जवजनयम, 1964 के अिीन ृूव ा सजजनक कल्याण जवभाग, रक्षा मंत्रालय, भारत सरकार द्वारा सिस्त्र सेनाओं के ृेंिनभोजगयों त ा ृट्ररवार ृिें नभोजगयों (जिसे इसमें इसके ृिात फायिाग्राजियों किा गया िज) को ृेंिन िी िाती ि ज और ऐसे फायिाग्राजियों को ृेंिन का संजवतरण रक्षा ले ा प्रिान जनयंत्रक [ृीसीडीए (ृेंिन)] इलािाबाि द्वारा प्रिाजसत वबे आिाट्ररत इंटरएजक्टव ृिें न सजं वतरण प्रणाली [जिसे इसम ें इसके ृिात स्ट्ृि ा (ृेंिन प्रिासन िते ु प्रणाली (रक्षा) किा गया ि)ज ] के माध्यम से दकया िाता ि ज। िबदक, ृेंिन के ृूवोि फायिा में भारत की समेदकत जनजि से आवती व्यय सजम्मलत ि ज। अतः अब, केन्द्रीय सरकार, सुिासन के जलए आिार अजिप्रमाणन (समाि कल्याण, नवािार, ज्ञान) जनयम, 2020 के जनयम 5 के सा ृट्रठत आिार (जवत्तीय और अन्य सिाजयदकयों, प्रसुजविाओं और सेवाओं का लजययत ृट्ररिान) अजिजनयम, 2016 (2016 का 18)(जिसे इसमें इसके ृिात उि अजिजनयम किा गया ि)ज की िारा (4) की उृ-िारा (4) के ंड ( ) के उृ- ंड (ii) के उृबंिों के अनसु रण म,ें अजिसूजित करती ि ज दक ृेंिन फायिा प्राप्त करने िते ु ृात्र व्यजष्टक स्ट्ृिा में ृििान िते ु स्ट्वजजच्छक आिार ृर आिार अजिप्रमाणन का प्रयोग कर सकता ि ज । इसके अजतट्ररि, ृीसीडीए (ृेंिन) इलािाबाि के द्वारा आिार अजिप्रमाणन के सिं भा में जनम्नजलज त दििा-जनिेिों का ृालन दकया िाएगा :118 THE GAZETTE OF INDIA : JUNE 26, 2021/ ASHADHA 5, 1943 [PART II—SEC. 4] (i) उि अजिजनयम और उसके अिीन बनाए गए जनयमों अ वा जवजनयमों के उृबंिों के अनसु ार सिमजत और आृजत्त जनृटान से संबंजित उृबंिों का कायाान्वयन कडाई स ेदकया िाएगा । (ii) फायिाग्राजियों को सेवाओं का लाभ उठाने िते ु ृििान की वकज जल्ृक दक्या जवजि के बारे में सूजित दकया िाए क्योंदक आिार अजिप्रमाणन का वतामान प्रयोग ृणू ातया स्ट्वजजच्छक आिार ृर ि ज। (iii) आिार आिाट्ररत अजिप्रमाणन की जवफलता के कारण फायिाग्राजियों को दकसी भी सेवा की मनािी निीं िोगी । (iv) यि मानते हुए दक जविेष प ृ से जवद्यमान कोजवड-19 मिामारी के िौर में यि ज्यािा सिी, स्ट्ृिा रजित और सुरजक्षत ि,ज ििां किीं अृेजक्षत िो, आइट्ररस-आिाट्ररत बायोमेट्ररक अजिप्रमाणन के प्रयोग को बढ़ावा िेना । (v) फायिाग्राजियों को आिार अजिप्रमाणन सेवाएं सिायता-प्राप्त मोड में भी उृलब्ि कराई िाए ं। (vi) उि अजिजनयम के सगं त उृबिं ों, इसके अिीन बनाए गए जनयमों अ वा जवजनयमों और अन्य अनुिेिों, समय- समय ृर भारतीय जवजिष्ट ृििान प्राजिकरण (यूआईडीएआई) के द्वारा िारी दकए गए, का कडाई से ृालन दकया िाएगा । 2. फायिाग्राजियों को सुजविािनक और बािा रजित फायिा प्रिान करान े िते ु ृीसीडीए (ृेंिन) इलािाबाि सभी अृेजक्षत व्यवस्ट् ाएं करेगा जिसमें जनम्नजलज त सजम्मजलत ि ैं : (क) फायिाग्राजियों को मीजडया और अजिसूिनाओं के माध्यम से ृेंिन फायिा की जवस्ट्तषत िानकारी िी िाएगी जिससे उनको योिना के अिीन आिार आिाट्ररत ृििान के स्ट्वजजच्छक प्रयोग के बारे म ेंिागप क दकया िा सके । ( ) फायिाग्राजियों को सिायता-प्राप्त मोड में सेवाओं का लाभ उठाने िते ु सक्षम बनान े के जलए ृोटाल के िट्ररए स्ट्ृि ा सेवा केन्द्र के ब्यौरों का प्रिार करना । (ग) िीवन प्रमाण-ृत्र प्रस्ट्तुत करत ेहुए ृििान के वजकजल्ृक मोड िते ु प्रदक्या अजिसूजित करना । (घ) स्ट्ृि ा म ें किीं भी आिार सं्‍या प्रिर्िता निीं की िाएगी और ििां किीं आवश्यक िो, आिार सं्‍या के केवल अंजतम िार अंक प्रिर्िात दकए िाएं । (ङ) यूआईडीएआई द्वारा सिमजत िते ु ट्ररृोटा की िुप आत करन े और प्रस्ट्तुत करने से ृूवा सीईआरटी-इन सूिीबद्ध आईएस आजडटर द्वारा ले ाृरीजक्षत वबे एवं मोबाइल एृ सुजनजित करना । यआू ईडीएआई द्वारा दकए गए अन्य अनुवती बिलावों का भी ृालन दकया िाए । 3. यि अजिसूिना सभी राज्यों और संघ राज्य क्षेत्रों में रािृत्र में इसके प्रकािन की तारी से प्रभावी िोगी । ृरंत ु दक यि अजिसूिना फायिाग्राजियों की जनम्नजलज त श्रेजणयों के जलए लागू निीं िोगी: (i) अजनवासी भारतीय िो अन्य ििे या जविेि में रिता ि;ज (ii) जविेि में बसा हुआ भारतीय िो अन्य िेि अ वा जविेि का नागट्ररक ि;ज (iii) नेृाल अजिवासी, बमाावासी और रक्षा ृेंिनभोजगयों के समान प्रवगा । [फा.सं. 3(2)/2015/रक्षा (ृेंिन/नीजत)(ृाटा फाइल)] डा.ृूडी िरी प्रसाि, संयुि सजिव[भाग II— ण् ड 4] भारत का रािृत्र : िून 26, 2021/आषाढ़ 5, 1943 119 (Department of Ex-Servicemen Welfare) New Delhi, the 11th June, 2021 S.R.O. 18 .—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and also allow Aadhaar authentication in the interest of good governance, promoting ease of living of residents and enabling better access to services for them for ‘usage of digital platforms to ensure good governance’; Whereas, pension is given to Defence Forces Pensioners and Family Pensioners (hereinafter referred to as the beneficiaries) by the Department of Ex-Servicemen Welfare, Ministry of Defence in the Government of India under the Pension Regulations for Army, 1961, the Pension Regulations for Air Force, 1961, and the Pension Regulations for Navy 1964 as modified from time to time and the pension is disbursed to such beneficiaries through web based interactive pension disbursement system (hereinafter referred to as the SPARSH [System for Pension Administration (Raksha)]) administered by the Principal Controller of Defence Accounts (PCDA) (Pensions) Allahabad; Whereas, the aforesaid benefit of pension involves recurring expenditure from the Consolidated Fund of India. Now, therefore, in pursuance of the provisions of sub clause (ii) of clause (b) of sub-section(4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to the said Act) read with rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the Central Government hereby notifies that an individual eligible to receive the pension benefits can use Aadhaar authentication on voluntary basis for identification in SPARSH. Further, the following guidelines with reference to Aadhaar authentication shall be adhered to by the PCDA (Pensions) Allahabad, namely: — (i) Provisions related to consent and exception handling shall be implemented strictly in accordance with the provisions of the said Act and the rules or regulations made thereunder. (ii) The beneficiaries may be informed alternate mechanism of identification for availing services as the instant usage of Aadhaar authentication is purely on voluntary basis. (iii) There shall not be denial of any service to beneficiaries on account of failure of Aadhaar based authentication. (iv) Encourage use of Iris-based biometric authentication, wherever required, considering that it is more accurate, contactless and safe particularly in current Covid-19 pandemic times. (v) Aadhaar authentication services may be made available to the beneficiaries in assisted mode also. (vi) Relevant provisions of the said Act, rules or regulations made thereunder and other instructions, issued by Unique Identification Authority of India (UIDAI) from time to time, shall strictly be complied with. 2. In order to provide convenient and hassle free pension benefits to the beneficiaries, the PCDA (Pensions) Allahabad shall make all the required arrangements including following, namely:- (a) Wide publicity through media and individual notifications shall be given to beneficiaries of pension benefits to make them aware of the voluntary use of Aadhaar based identification under the scheme. (b) Publicise details of SPARSH Service Centre through portal to enable beneficiaries to avail services in assisted mode. (c) Notify the procedure for alternate mode of identification by submitting life certificate. (d) Aadhaar number shall not be displayed anywhere in SPARSH and wherever required only last four digits of Aadhaar number may be displayed. (e) Ensure web and mobile application audited by a CERT-In empanelled IS Auditor before launch and submit report for concurrence by the UIDAI. Any subsequent changes made by the UIDAI may also be complied with. 3.
