या ( ) जिसने ाृने ृजत या ाृनी ृत् नी के िीजवत रिते हुए दकसी व् यजि से जववाि दकया िज , उि ृि ृर जनयुजि का ृात्र निीं िोगा : ृरंतु यदि केंरीय सरकार का यि समािान िो िाता ि ज दक ऐसा जववाि उस व् यजि और जववाि के ान् य ृक्षकार को लागू स्ट् वीय जवजि के ािीन ानुञेयेय ि ज और ऐसा करने के जलए ान् य आिार िैं तो वि दकसी व् यजि को इस जनयम के प्रवतगन से छूट िे सकेगी । 6. जिज ल करन ेकी िजि.—ििां केंरीय सरकार की यि राय ि जदक ऐसा करना आवश् यक या समीचीन िज, विां वि उसके जलए िो कारण िैं, उन् ि ेंले बद्ध करके इन जनयमों के दकसी उृबंि को दकसी वगग या प्रवगग के व् यजियों की बाबत, आििे ्ारा जिज ल कर सकेगी । 7. व्य ावजष त्त.—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और ान् य ंरयायतों ृर प्रभाव निीं डालेगी, जिनका केंरीय सरकार ्ारा इस संबंि में समय-समय ृर िारी दकए गए आििे ों के ानुसार ानुसूजचत िाजतयों, ानुसूजचत िनिाजतयों, ान्य जृछड़े वगों, भूतृूवग सजजनकों और ान् य जविे प्रवगग के व् यजियों के जलए उृबंि करना ाृेजक्षत ि।ज ानसु चू ी ृि का नाम ृिों की वगीकरण वेतन मजंरक् स में चयन ा वा सीिी भती दकए िाने सं्‍य ा स्ट् तर ाचयन ृि वाले व् यजक् तयों के जलए आयु-सीमा (1) (2) (3) (4) (5) (6) 1. मिाप्रबंिक 01* सािारण केन् रीय सेवा, वेतन मजंरक्स में चयन लागू निीं िोता स्ट् तर-6 (2021) समूि ‘ ’ ारािृजत्रत, (रु. 35400 - ाननुसजचवीय *कायगभार के 112400) आिार ृर ृंरवतगन दकया िा सकता ि।ज सीिे भती दकए िान े वाले सीिे भती दकए िाने वाले व् यजियों ृंरवीक्षा की भती की ृद्धजत : भती सीिे िोगी या व् यजक् तयों के जलए ाृेजक्षत के जलए जवजित आयु और िजजक्षक ावजि, यदि कोई प्रोन् नजत ्ारा या प्रजतजनयजु क् त / आमेलन िजजक्षक और ान् य ाितग ाएं ाितग ाएं प्रोन् नत व् यजक् तयों की ििा में ्ारा त ा जवजभन् न ृद्धजतयों ्ारा भरी िो लागू िोंगी या निीं िाने वाली ंरजक् तयों की प्रजतितता (7) (8) (9) (10) लागू निीं िोता लागू निीं िोता लागू निीं िोता प्रोन्नजत ्ारा, जिसके न िो सकने ृर प्रजतजनयुजि ्ारा[भाग II— ण् ड 3(i)] भारत का रािृत्र : िून 12, 2021/ज्य ेष् ठ 22, 1943 525 प्रोन् नजत या प्रजतजनयजु क् त / आमेलन ्ारा भती की ििा में वे श्रेजणयां जिनसे प्रोन् नजत / प्रजतजनयुजक् त / आमेलन दकया िाएगा । (11) ऐसे प्रबंिक सि ले ाकार और प्रबंिक श्रेणी-II, जिन्िोंने वेतन मजंरक्स में स्ट्तर-6 (प . 35400 -112400/-) में उस श्रेणी में तीन व ग की जनयजमत सेवा सजित सजचवालय प्रजिक्षण त ा प्रबंि संस्ट् ान या दकसी ान्य मान्यताप्राप्त संस्ट् ान स ेसंगठनात्मक व्यविार, संचार कौिल और ले ा व्यवसाय में िो से चार सप्ताि का प्रजिक्षण ृूरा दकया िो, प्रोन्नजत के ृात्र िोंगे। ंटप्ृण-1 : प्रोन्नजत के जलए ाितग ा सूची, संबंजित श्रेणी या ृि में जवजित ाितग ा सेवा के ाजिकांरयों ्ारा ृूणगता की तारी के संिभग में बनायी िाएगी । ंटप्ृण-2 : ििां ऐसे कजनष्ठ व् यजक् तयों के संबंि में, जिन् िोंने ाृनी ािकग या ृात्रता सेवा ृूरी कर ली िज, प्रोन् नजत के जलए जवचार दकया िा रिा िो, विां उनके ज्य ेष्ठ व् यजक् तयों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िबदक उसके ्ारा की गई ऐसी ािकग या ृात्रता सेवा, ाृेजक्षत ािकग या ृात्रता सेवा के आिे से ाजिक से या िो व ग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने ाृने ऐसे कजनष्ठ व् यजक् तयों सजित, जिन् िोंने ऐसी ािकग या ृात्रता सेवा ृिले िी ृूरी कर ली िज, ागली उच्चतर श्रेणी में प्रोन् नजत के जलए ाृनी ृंरवीक्षा की ावजि सफलताृूवगक ृूरी कर ली िो । प्रजतजनयजु ि केन्रीय सरकार के ािीन ऐस ेाजिकारी जिन्िोंने :— क. मूल काडर या जवभाग में सििष ृि िारण दकया हुआ िज; और . िो जनम्नजलज त िजजक्षजणक ाितग ाएं और ानुभव र ते िों : (i) मान् यताप्राप्त जव्ववजव्ालय या संस्ट् ान से वाजणज्य या व्यावसाजयक ा्ययन या ा गिा्त्र या लोक प्रिासन में ्ातक की उृाजि; (ii) जवभागीय कैंटीन के प्रिासन और प्रबंि में तीन व ग का ानुभव । ंटप्ृण-1 : ृो क प्रवगग के ऐसे जवभागीय ाजिकारी, िो प्रोन् नजत की सीिी ृंजक्त में िज, प्रजतजनयुजक्त ृर जनयुजक् त के जलए जवचार दकए िाने के ृात्र निीं िोंगे । इसी प्रकार प्रजतजनयुक्त व् यजक् त प्रोन् नजत ्ारा जनयुजक् त के जलए जवचार दकए िाने के ृात्र निीं िोंगे । ंटप्ृण-2 : प्रजतजनयुक्त की ावजि, जिसके ांतगगत केन् रीय सरकार के उसी या दकसी ान् य संगठन या जवभाग में इस जनयजु ि से ठीक ृिले िांरत दकसी ान्य काडर बाह्य ृि ृर प्रजतजनयुजि की ावजि सािारणतया तीन व ग से ाजिक निीं िोगी । ंटप्ृण-3 : प्रजतजनयुजि ्ारा जनयजु ि के जलए ाजिकतम आयु सीमा आवेिन प्राप्त करने की ांजतम तारी को छप्ृन व ग से ाजिक निीं िोगी । यदि जवभागीय प्रोन् नजत सजमजत ि जतो उसकी संरचना भती करने में दकन ृंरजस्ट् जतयों में संज लोक सेवा आयोग से ृरामिग दकया िाएगा। (12) (13) समिू ‘ ’ जवभागीय प्रोन्नजत सजमजत (प्रोन्न जत के सबं िं म ें जवचार करन े के जलए) जिसम ें लागू निीं िोता। जनम्नजलज त िोंग े:- (i) संयुि सजचव (प्रिासन िा ा का भारसािक), संज लोक सेवा आयोग – ा्यक्ष (ii) उृ सजचव (सामान्य िा ा का भारसािक), संज लोक सेवा आयोग - सिस्ट्य (iii) उृ सजचव (भती िा ा का भारसािक), संज लोक सेवा आयोग - सिस्ट्य526 THE GAZETTE OF INDIA : JUNE 12, 2021/JYAISTHA 22, 1943 [PART II—SEC. 3(i)] (1) (2) (3) (4) (5) (6) 2. प्रबंिक-सि- 01* सािारण केन् रीय वेतन मजंरक्स म ें चयन तीस व ग से ाजिक निीं। ले ाकार सेवा, समूि ‘ ’, स्ट् तर-6 (केन्रीय सरकार ्ारा समय-समय (2021) ारािृजत्रत, (रु. 35400 - ृर िारी दकए गए ानुििे ों या *कायगभार के 112400) आििे ों के ानुसार सरकारी सेवकों के ाननुसजचवीय आिार ृर जलए 5 व ग तक जिज ल की िा ृंरवतगन दकया िा सकती ि)ज । सकता ि ज। ंटप्ृण: आय ु सीमा ाविांरत करने के जलए जनणागयक तारी वि िोगी िो कमगचारी चयन आयोग ्ारा जवञेयाजृत की गयी िो । (7) (8) (9) (10) िक्षज जणक ाितग ाएं : दकसी लागू निीं िोता िो व ग प्रोन्नजत ्ारा जिसके न िो सकने ृर प्रजतजनयुजि ्ारा। िोनों के न िो मान्यताप्राप्त जव्ववजव्ालय से सकने ृर सीिी भती ्ारा। वाजणज्य या व्यावसाजयक ा्ययन या लोक प्रिासन या ा गिा्त्र में ्ातक की उृाजि । ानुभव : दकसी भी सरकारी कायागलय या ृजललक सेक्टर उृक्म या सांजवजिक या स्ट्वायत्त संगठन से ले ा कायग में िो व ग का ानुभव । (11) प्रोन्नजत : ऐसे सिायक प्रबंिक-सि-भंडारी जिन्िोंने वेतन मजंरक्स में स्ट्तर-4 (प . 25500 -81100/-) में इस श्रेणी में िस (10) व ग की जनयजमत सेवा के सा सजचवालय प्रजिक्षण त ा प्रबंि संस्ट् ान या दकसी ान्य मान्यताप्राप्त संस्ट् ान से संगठनात्मक व्यविार, संचार कौिल और ले ा व्यवसाय में िो से चार सप्ताि का प्रजिक्षण ृूरा दकया िो, प्रोन्नजत के ृात्र िोंगे। ंटप्ृण : ििां ऐसे कजनष्ठ व् यजक् तयों के संबंि में, जिन् िोंने ाृनी ािकग या ृात्रता सेवा ृूरी कर ली िज, प्रोन् नजत के जलए जवचार दकया िा रिा िो, विां उनके ज्य ेष्ठ व् यजक् तयों के संबंि में भी जवचार दकया िाएगा ृरंतु यि तब िबदक उसके ्ारा की गई ऐसी ािकग या ृात्रता सेवा, ाृेजक्षत ािकग या ृात्रता सवे ा के आिे से ाजिक से या िो व ग से, इनमें से िो भी कम िो, कम न िो और उन्िोंने ाृने ऐसे कजनष्ठ व् यजक् तयों सजित, जिन् िोंने ऐसी ािकग या ृात्रता सेवा ृिले िी ृूरी कर ली िज, ागली उच्चतर श्रेणी में प्रोन् नजत के जलए ाृनी ृंरवीक्षा की ावजि सफलताृूवगक ृूरी कर ली िो । प्रजतजनयजु ि : केन्रीय सरकार के ऐसे ाजिकारी जिन्िोंने :— क. (2) They shall come into force on the date of their publication in the Official Gazette. 2.Number of post, classification and level in pay matrix.—The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.—No person, (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6.
