संशोिधत/ िनधा(cid:6981)िरत दर(cid:7298) एवं िनयम(cid:7298) के अनुसार या(cid:7074)ा भ(cid:7004) ता और दिैनक भ(cid:7004) ता िदया जाएगा।
4. काय(cid:6981)काल:
सिमित का काय(cid:6981)काल सामा(cid:7008) यत: उसके गठन की ितिथ से तीन वष(cid:6981) तक होगा बशत(cid:7287) िक:—
(क) जो सद(cid:7021) य संसद सद(cid:7021) य ह(cid:7289), वे संसद सद(cid:7021) य न रहने पर सिमित के भी सद(cid:7021) य नह(cid:7277) रहग(cid:7286) े।

अिधिनयम, मौजूदा रा(cid:7398)ीय पा(cid:7353)चया(cid:6981) काय(cid:6981)ढांचा (एनसीएफ) का अनुसरण और रा(cid:7398)ीय िश(cid:6979)ा नीित (एनईपी-2020) का
अनुपालन कर रहा ह ै और यह िक बोड(cid:6981) से संब(cid:7373) (cid:7021)कूल(cid:7298) के िश(cid:6979)को के पास रा(cid:7398)ीय िश(cid:6979)क िश(cid:6979)ा पिरषद (एनसीटीई) (cid:7367)ारा

ङ. ऐसी समतु(cid:7016) यता (cid:7079)दान करते समय एसओपी यह भी सुिनि(cid:7391)त करेगा िक स(cid:7013) यक समुिचत (cid:7079)ि(cid:7059)या स(cid:6990) त हो और मौजूदा एनसीएफ
पर आधािरत हो, परी(cid:6979)ा(cid:7312) और संब(cid:7373)ता की (cid:7021)प(cid:7397) योजना/उप-िनयम हो और (cid:7021)कूल बोड(cid:7300) पर लागू अ(cid:7008)य सभी मौजूदा
कानून(cid:7298)/िनयम(cid:7298)/िविनयम(cid:7298)/(cid:7079)ि(cid:7059)या(cid:7312) का पालन करती हो।
च. एक बारगी उपाय के (cid:7272)प म(cid:7286), एआईयू एसओपी िजसकी काया(cid:6981)(cid:7008)वयन से पूव(cid:6981) उ(cid:7340)तर िश(cid:6979)ा िवभाग और (cid:7021)कूल िश(cid:6979)ा और सा(cid:6979)रता
िवभाग, िश(cid:6979)ा मं(cid:7074)ालय (cid:7367)ारा जांच की जाएगी, का मसौदा तैयार करने के िलए यूजीसी, एआईसीटीई, एनसीईआरटी, सीबीएसई,
एनआईओएस तथा अ(cid:7008) य सद(cid:7021) य(cid:7298) जैसा एआईयू उपयु(cid:7334) समझे, सद(cid:7021)य(cid:7298) वाली एक िवशेष(cid:6980) सिमित का गठन करेगा।

2. Functions of the Samiti:
The function of the Samiti is to render advice with regard to the implementation of the policies laid down by the
Department of Official Language, Ministry of Home Affairs regarding the use of Hindi for official purposes and also with
regard to the progressive use of Hindi in the Ministry of Fisheries, Animal Husbandry and Dairying.
3. Travelling allowance and daily allowance to non-official members:
(a) The Members of Parliament nominated in the Samiti, will be paid Travelling Allowance/Daily Allowance as
per the provisions in the ‘Members of Parliament (Salary, Allowance & Pension) Act, 1954’ and amendments
issued from time to time and rules made there under vide Department of official Language OfficePART I—SEC. 1] THE GAZETTE OF INDIA NOVEMBER 20, 2021 (KARTIKA 29, 1943) 695
Memorandum No. II/20034/04/2005-O.L. (Policy-2) dated 3 February, 2006 for participating in meetings of
the Samiti.
(b) The non-official members of the Samiti shall be paid travelling and daily allowances for attending the meeting
of the Samiti in accordance with the guidelines contained in the Department of Official Language Office
Memorandum No. 11/20034/4/86-O.L.(A-2) dated 22 January, 1987 and at the rates fixed by the Government
of India under the rules and as amended from time to time.
4. Tenure:
The tenure of the Samiti shall be generally three years from the date of its constitution, provided that:
(a) A member, who is a Member of Parliament, will cease to be a member of the Samiti as soon as he ceases to be
a Member of Parliament.
(b) Ex-officio members of the Samiti shall continue as members so long as they hold the office by virtue of which
they are members of the Samiti.
(c) If a vacancy arises on the Samiti due to the death, resignation etc. of any member, the member appointed
against that vacancy shall hold office for the residual term of three years.
5. General:
The headquarters of the Samiti shall be at New Delhi, but if considered necessary it may hold its meetings at any
other place also.

Subject: Equivalence of Qualification/Course/Examination conducted by School Education Boards of India to grade 10
and 12 Board examination qualifications, for the purpose of admission in higher education institutions and
employment under Central/State Government—reg.
No. F.11-3/2016-Sch.3—It has come to the notice of Government that difficulties are being faced by students in
respect of equivalence of certificates issued by School Education Boards in India for the purposes of admissions in higher
education institutions and employment in Central/State Government.
2. To address the above issue, Department of School Education & Literacy in consultation with Department of
Higher Education, Ministry of Education, hereby entrusts the responsibility of granting equivalence to Secondary/Senior
Secondary certificate awarded by Secondary/Senior Secondary School Examination Boards in India, with grade 10 and 12
Board examination qualifications (as maybe applicable), for the purpose of admission of its students to higher education
institutions and for the purpose of Central/State Government employment in India, to Association of Indian Universities
(AIU). This provision will be applicable to both Government and private Indian School Boards, that are set up by an Act of
Parliament or state legislature, or by an Executive order of the central/state government or set up by central/state government
bodies/institutions that have the mandate to do so, subject to the following conditions:
a. AIU will appropriately enhance its capacity to undertake this task.
b. AIU shall not seek any funds / grants from the Ministry of Education for this task.
c. A Standard Operating Procedure (SOP) will be prepared for this purpose for all school boards in India in
consultation with Department of School Education & Literacy and Department of Higher Education, Ministry of
Education.
d. The SOP shall ensure inter alia that the applicant School Education Board is following the Right to Education (RTE)
Act, extant National Curriculum Framework (NCF) and is National Education Policy (NEP-2020) compliant and696 THE GAZETTE OF INDIA NOVEMBER 20, 2021 (KARTIKA 29, 1943) [PART I—SEC. 1
that the teachers in schools affiliated to the Board possess qualifications as laid down by National Council for
Teacher Education (NCTE).
e. The SOP shall also ensure that the due diligence process is rigorous and is based on the extant NCF, a clear-cut
scheme/bye-laws of examinations and affiliation and follows all other extant laws/rules/regulations/processes
applicable to School Boards while granting such equivalence.
f. As one time measure, AIU shall constitute an expert committee comprising representatives from UGC, AICTE,
NCERT, CBSE, NIOS and other members as deemed fit by AIU for drafting the SOP that shall be examined by the
Department of School Education & Literacy and Department of Higher Education, Ministry of Education prior to
implementation.
3. Equivalence granted by AIU will be automatically considered as inter-se parity between the Boards in India,
permitting smooth Inter-School Education Board migrations. The equivalence given by AIU to a School Education Boards
shall be valid at all India level for the purpose of higher education and employment.
4. This issues with the approval of Competent Authority.
