(N) 04/0007/2003—05 सी.जी.-डी.एल.-सा.-26032024-253367 xxxGIDHxxx CG-DL-W-26032 024-253367 xxxGIDExxx प्राजिकार स ेप्रकाजित PUBLISHED BY AUTHORITY साप्त ाजिक WEEKLY स.ं 9] नई दिल्ल ी, मार् च 10, —मार् च 16, 2024, िजनवार/ फाल्ग नु 20—फाल्ग नु 26, 1945 No. 9] NEW DELHI, MARCH 10, —MARCH 16, 2024, SATURDAY/ PHALGUNA 20—PHALGUNA 26, 1945 इस भाग म ेंजभन्न पष्ृ ठ सख्ं य ा िी िाती ि ैजिसस ेदक यि पथृ क सकं लन के रुप म ेंरखा िा सके Separate Paging is given to this Part in order that it may be filed as a separate compilation भाग II—खण्ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) भारत सरकार के मत्रं ालयों (रक्षा मत्रं ालय को छोड़कर) और केन्र ीय अजिकाररयों (सघं राज्य क्षत्रे प्रिासनों को छोड़कर) द्वारा जवजि के अतं गतच बनाए गए और िारी दकए गए सािारण साजं वजिक जनयम (जिनम ेंसािारण प्रकार के आििे , उप-जनयम आदि सजममजलत ि)ैं General Statutory Rules (Including Orders, Bye-laws etc. of a general character) issued by the Ministries of the Government of India (other than the Ministry of Defence) and by the Central Authorities (other than the Administrations of Union Territories) अजिसर्ू ना ubZ fnYyh] 4 मार्च, 2024 .—केन्रीय सरकार, सिस्त्र सीमा बल अजिजनयम, 2007 (2007 का 53) की िारा 155 की उपिारा (2) के खडं (क) और खंड (ग) के साथ परठत उपिारा (1) द्वारा प्रित्त िजियों का प्रयोग करत े हुए और, सिस्त्र सीमा बल, समूि 'ग' योिक (अरािपजत्रत) परा-पिुजर्दकत्सा पि भती जनयम, 2018 को, उन बातों के जसवाय अजिक्ांत करते हुए जिन्ि ें ऐसे अजिक्मण से पूवच दकया गया ि ै या करन े का लोप दकया गया िै, गृि मत्रं ालय, सिस्त्र सीमा बल म ें सिायक उप- जनरीक्षक (पिुजर्दकत्सा), िडे कांस्ट्टेबल (पिुजर्दकत्सा) और कांस्ट्टेबल (पिुजर्दकत्सा) के पिों पर भती की पद्धजत्त का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती िै, अथाचतः- 1484 GI/2024 (207)208 THE GAZETTE OF INDIA : MARCH 16, 2024/PAHALGUNA 26, 1945 [PART II—SEC. 3(i)] 1. संजक्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम गृि मंत्रालय, सिस्त्र सीमा बल, सिायक उप- जनरीक्षक (पिुजर्दकत्सा), िडे कांस्ट्टेबल (पिुजर्दकत्सा) और कांस्ट्टेबल (पिुजर्दकत्सा), समूि ‘ग’ पि भती जनयम, 2024 ि।ै (2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त िोंगे। 2. लाग ूिोना.– ये जनयम, इन जनयमों से उपाबद्ध अनुसूर्ी के स्ट्तभं (1) में जवजनर्िचष्ट पिों को लागू िोंगे। 3. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और वेतन मैररक्स म ें उनका स्ट्तर वि िोगा, िो, इन जनयमों से उपाबद्ध उि अनुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िचष्ट ि।ैं 4. भती की पद्धजत, आय-ु सीमा, अितच ाए,ं आदि.- उि पिों पर भती की पद्धजत, आय-ु सीमा, अितच ाएं और उससे संबंजित अन्य बात ें वे िोंगी, िो उि अनसु ूर्ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िचष्ट ि।ैं 5. जनरितच ा.– वि व्यजि,- (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत िै, जववाि दकया ि ैया जववाि की संजविा की ि;ै या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजवत रिते हुए दकसी व्यजि से जववाि दकया िै या जववाि की संजविा की ि,ै उि पिों पर जनयुजि का पात्र निीं िोगा: परन्त ु यदि केन्रीय सरकार का यि समािान िो िाता ि ै दक ऐसा जववाि और जववाि के अन्य पक्षकार को लाग ू स्ट्वीय जवजि के अिीन अनुज्ञेय ि ैऔर ऐसा करने के जलए अन्य आिार ि ैंतो वि दकसी व्यजि को इस जनयम के प्रवतचन से छूट िे सकेगा। 6. जर्दकत्सक िष्टृ या योग्यता.– इन जनयमों में अन्तर्वचष्ट दकसी बात के िोते हुए भी, केवल वे व्यजि िो जर्दकत्सा प्रवगच ‘िेप-1’ में ि,ैं एस - मनोवैज्ञाजनक; एर् - श्रवण िजि; ए - उपांग (अपैन्डेिेस) ; पी - िारीररक क्षमता; और ई - िजृ ष्ट िजि। िैसा दक केंरीय सिस्त्र पुजलस बलों म ें भती जर्दकत्सा परीक्षाओं के जलए गृि मंत्रालय के दििाजनिेिों और असम राइफल के द्वारा समय-समय पर संिोजित कायाचलय ज्ञापन दिनांक 20 मई, 2015 और दिनांक 31 िुलाई, 2021 म ें जवजनर्िचष्ट ि ै और केंर सरकार द्वारा समय-समय पर िारी दकए गए दकसी भी अनुिेि के अिीन इन जनयमों के उपबंिों के अिीन जनयुजि के जलए पात्र िोंगे। 7. अजिवर्षतच ा.- इन जनयमों के अिीन जनयुि दकया गया प्रत्येक व्यजि उस मास के अंजतम दिन के अपराह्न स े जिसम ें साठ वषच की आय ुप्राप्त करता ि,ै सेवाजनवृत िोगा या िैसा दक केंर सरकार द्वारा समय-समय पर जनिाचररत दकया िाता िःै परन्त ु ऐसा व्यजि जिसकी िन्म की तारीख दकसी मास की पिली तारीख ि,ै तो उस माि के, जिसम ें वि साठ वष च की आय ु प्राप्त करता ि,ै पूवच मास के अंजतम तारीख के अपराह्न म ें सेवाजनवृत िोगा । 8. जिजथल करने की िजि.- ििां केन्रीय सरकार की यि राय ि ैदक ऐसा करना आवश्यक या समीर्ीन िै, विां वि उसके जलए िो कारण ि,ैं उन्ि ें लेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी । 9. व्यावजृ त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंघ में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजर्त िाजतयों, अनुसूजर्त िनिाजतयों, अन्य जपछड ें वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवग च के व्यजियों के जलए उपबंि करना अपेजक्षत ि ै। 10. सेवा का िाजयत्व.- इन जनयमों की अनुसूर्ी के स्ट्तंभ (1) में यथाजवजनर्िचष्ट उि पिों पर जनयुि कोई व्यजि, भारत या जविेि में किीं भी सेवा करने का िायी िोगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र: मार्च 16, 2024/फाल् गनु 26, 1945 209 11. अन्यिेिीय अपात्रता.- कोई व्यजि, िो भारत का नागररक निीं िै, जलजखत में केन्रीय सरकार की पूवच अनुमजत के जसवाय, इन जनयमों के अिीन जनयुि निीं दकया िाएगाः परन्त ु इस जनयम म ें अंतर्वचष्ट कोई बात बल म ें नपे ाल या भूटान के नागररक की जनयुजि या जनयोिन को वर्िचत निीं करेगी । अनसु र्ू ी पि का नाम। पिों की सख्ं या। वगीकरण। वते न मरै रक्स म ेंस्ट्तर। (1) (2) (3) (4) सिायक उप-जनरीक्षक 30* (2024) सािारण केन्रीय सेवा, समूि स्ट्तर-5 वेतन मैररक्स में (पिुजर्दकत्सा) । (रू. 29200-92300) । *कायचभार के आिार पर पररवतचन ‘ग’, अरािपजत्रत, दकया िा सकता ि ै। अननुसजर्वीय, योिक । र्यन पि या सीि े भती दकए िान े सीि े भती दकए िान े वाल े सीि े भती दकए िान े वाल े व्यजियों के अर्यन पि। वाल े व्यजियों के जलए व्यजियों के जलए अपजे क्षत जलए जवजित आय ु और िजै क्षक अितच ाएं आय-ु सीमा। िजै क्षक और अन्य अितच ाएं । प्रोन्नत व्यजियों की ििा म ेंलाग ू िोंगी । (5) (6) (7) (8) अर्यन । लाग ूनिीं िोता । लाग ूनिीं िोता । लाग ूनिीं िोता । पररवीक्षा की अवजि, यदि कोई भती की पद्धजतः भती सीिी िोगी या प्रोन्नजत द्वारा या प्रजतजनयजुि/आमले न द्वारा तथा जवजभन्न पद्धजतयों द्वारा भरी िान ेवाली ररजियों की प्रजतितता । िो। (9) (10) लागू निीं िोता । (i) प्रोन्नजत द्वारा जिसके न िो सकने पर प्रजतजनयुजि द्वारा ; और (ii) भूतपूवच सैजनकों के जलए : प्रजतजनयुजि या पुनर्नचयोिन । प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा भती की ििा म ेंवे श्रजे णया ंजिनस ेप्रोन्नजत या प्रजतजनयजु ि/आमले न दकया िाएगा । (11) प्रोन्नजत: (क) िडे कांस्ट्टेबल (पिुजर्दकत्सा) जिन्िोंने वेतन मैररक्स के स्ट्तर-4 (रु. 25500-81100 ) में पााँर् वषच जनयजमत सेवा की िो और जिन्िोंने मिाजनिेिक, सिस्त्र सीमा बल द्वारा समय-समय पर यथाजवजित पूव-च प्रोन्नजत पाठ्यक्म या पाठ्यक्मों को सफलतापूवचक पूरा कर जलया िो; और (ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो। रटप्पण: ििां ऐसे कजनष्ठ व्यजियों के संबंि में, जिन्िोंने अपनी अिकच या पात्रता सेवा पूरी कर ली िै, प्रोन्नजत के जलए जवर्ार दकया िा रिा िो, विां उनसे ज्येष्ठ व्यजियों के संबंि में भी जवर्ार दकया िाएगा परंतु यि तब िबदक उनके द्वारा की गई ऐसी अिकच या पात्रता सेवा, अपेजक्षत अिकच या पात्रता सेवा के आिे से अजिक से या िो वषच से, इनमें से िो भी कम िो, कम न िो और उन्िोंने अपने ऐसे कजनष्ठ व्यजियों सजित, जिन्िोंने ऐसी अिकच या पात्रता सेवा पिले िी पूरी कर ली िै, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजि सफलतापूवचक पूरी कर ली िो। प्रजतजनयजु ि: केन्रीय पुजलस बलों और राज्य पुजलस बलों या संघ राज्य क्षेत्र पुजलस बलों के ऐसे अजिकारी,– (क) (i) िो मूल काडर या जवभाग में उपर्ार के क्षेत्र में 3 वषच के अनुभव के साथ जनयजमत आिार पर सिष्ृ य पि िारण करता िो और पिु अस्ट्पताल या जडस्ट्पेंसरी का प्रबंि करने या उसे र्लाने में समथच िो और जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन जवकास या पिुजर्कत्सा स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्यक्म में िो वषच का जडप्लोमा पाठ्यक्म िो; या (ii) मूल काडर या जवभाग में ऐसे िडे कांस्ट्टेबल (सािारण ड्यूटी) जिन्िोंने वेतन मैररक्स म ें स्ट्तर-4 (रू. 25500-8100) में पांर्210 THE GAZETTE OF INDIA : MARCH 16, 2024/PAHALGUNA 26, 1945 [PART II—SEC. 3(i)] वषच की जनयजमत सेवा की िो और जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन जवकास या पिुजर्दकत्सा स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्यक्म में िो वषच का जडप्लोमा पाठ्यक्म िो; और (ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो। रटप्पण 1.– पोषक प्रवगच के ऐसे जवभागीय अजिकारी, िो प्रोन्नजत की सीिी पंजि में िैं, प्रजतजनयुजि पर जनयुजि के जलए जवर्ार दकए िाने के पात्र निीं िोंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवर्ार दकए िाने के पात्र निी िोंगे । रटप्पण 2.–प्रजतजनयजु ि की अवजि, जिसके अंतगचत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयजु ि से ठीक पिले िाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अवजि िै, सािारणतया तीन वषच से अजिक निीं िोगी । रटप्पण 3.– प्रजतजनयुजि द्वारा जनयुजि के जलए अजिकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषच से अजिक निीं िोगी । भूतपूवच सैजनकों के जलए पुनर्नचयोिन: (क) सेना से जनमुचि या सेवाजनवृत्त ऐसे कार्मचक जिन्िोंने पिु-जर्दकत्सा सेवा में सििृ पि या समतुल्य रैंक िारण दकया िो; और (ख) अभ्यथी जर्दकत्सा श्रेणी िेप-1 में िो। रटप्पण.– सिस्त्र बलों के ऐसे कार्मचक के समबन्ि में भी जवर्ार दकया िायेगा िो एक वषच की अवजि के भीतर सेवा जनवृत िोने वाले िैं या ररिवच में स्ट्थानान्तररत दकये िाने वाले िैं। ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि के जनबंिनों पर रखा िाएगा जिस तारीख से उन्ि ेंसिस्त्र बल से जनमुचि या सेवाजनवृत दकया िाना ि,ै तत्पश्चात उन्ि ेंपुनर्नचयोिन पर बने रिने दिया िा सकता ि।ै यदि जवभागीय प्रोन्नजत सजमजत ि,ै तो उसकी संरर्ना । भती करन े में दकन पररजस्ट्थजतयों म ें सघं लोक सवे ा आयोग स ेपरामि चदकया िाएगा । (12) (13) समूि 'ग' जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जवर्ार करने के जलए), जिसम ें लागू निीं िोता । जनम्नजलजखत िोंग:े- 1. उप-मिाजनरीक्षक, सिस्त्र सीमा बल - अध्यक्ष; 2. कमांडेंट, सिस्त्र सीमा बल - सिस्ट्य; 3. उप कमाण्डेंट (पिु जर्दकत्सा) या सिायक कमाण्डेंट (पिु जर्दकत्सा), सिस्त्र सीमा बल - सिस्ट्य। (1) (2) (3) (4) 2. िेड कांस्ट्टेबल 177* (2024) सािारण केन्रीय सेवा, समूि ‘ग’, स्ट्तर-4 वेतन मैररक्स में (पिुजर्दकत्सा) । *कायचभार के आिार पर पररवतचन अरािपजत्रत, अननुसजर्वीय, योिक । (रू. 25500-81100) । दकया िा सकता ि ै। (5) (6) लागू निीं िोता। आयु 18 से 27 वषच के बीर्। (केन्रीय सरकार द्वारा समय-समय पर िारी दकए गए अनुिेिों या आिेिों के अनुसार जवभागीय अभ्यर्थचयों के जलए, सामान्य अभ्यर्थचयों की ििा में र्ालीस वषच तक तथा अनुसूजर्त िाजत एवं अनुसूजर्त िनिाजत के अभ्यर्थचयों की ििा में पैंतालीस वषच तक जिजथल की िा सकती ि।ै ) रटप्पण: आयु-सीमा अविाररत करने के जलए जनणाचयक तारीख अभ्यर्थचयों से आवेिन पत्र प्राप्त करने के जलए जनयत की गई तारीख अंजतम तारीख िोगी। न दक वि अंजतम तारीख, िो असम, मेघालय, अरुणार्ल प्रिेि, जमिोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जिमार्ल प्रिेि के लािौल और स्ट्पीजत जिले तथा र्मबा जिले के पांगी उपखंड, केंर िाजसत प्रिेि लद्दाख, अंिमान और जनकोबार द्वीप या लक्षद्वीप के अभ्यर्थचयो के जलए जवजित की गई ि।ैं[भाग II—खण् ड 3(i)] भारत का रािपत्र: मार्च 16, 2024/फाल् गनु 26, 1945 211 (7) िजै क्षक अितच ाएः (क) (i) दकसी मान्यता प्राप्त बोडच से मुख्य जवषयों के रूप में िीव जवज्ञान के साथ जवज्ञान में 12वीं कक्षा उत्तीणच; और (ii) जिनके पास केन्रीय सरकार या राज्य सरकार द्वारा मान्यताप्राप्त संस्ट्था से पिु जर्दकत्सा और िीविन जवकास या पिुजर्दकत्सा स्ट्टाक सिायक पाठ्यक्म या पिुपालन पाठ्क्क्म में िो वषच का जडप्लोमा पाठ्यक्म िो। (ख) िारीररक और जर्दकत्सा मानिंडः (i) िारीररक मानिंड,– (क) ऊाँर्ाईःपरुु षों के जलएः 170 सेंटीमीटर. मजिलाओं के जलएः157 सेंटीमीटर. (ख) छातीः पुरुषों के जलए जबना फुलाएः 80 सेंटीमीटर. फुलाने परः फुलाव न्यूनतम 5 सेंटीमीटर. मजिलाओं के जलएः लागू निीं िोता। (ग) भारः (पुरूषों और मजिलाओं के जलए) : जर्दकत्सीय मानकों के अनुसार ऊाँर्ाई और आयु के अनुपात में। रटप्पण : जनम्नजलजखत अभ्यर्थचयों के जलए ऊाँर्ाई और छाती में जिजथलीकरण अनुज्ञेय िोगाः– ऊाँर्ाईः गढवाली, कुमांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले अभ्यर्थचयों और जसदिम, नागालैंड, अरूणार्ल प्रिेि, मजणपुर, जत्रपुरा, जमिोरम, मेघालय, असम, जिमार्ल प्रिेि और िममू-कश्मीर और लद्दाख के केंर िाजसत प्रिेि से समबंजित पुरुष अभ्यर्थचयों के जलए न्यूनतम ऊाँर्ाई 165 सेंटीमीटर और मजिलाओं के जलए 155 सेंटीमीटर िोगी। रटप्पण : अनुसजू र्त िनिाजतयों के सभी पुरुष अभ्यर्थचयों के जलए न्यूनतम ऊाँर्ाई 162.5 सेंटीमीटर और मजिला अभ्यर्थचयों के जलए न्यूनतम ऊाँर्ाई 150 सेंटीमीटर िोगी। छातीः गढवाली, कुमांउनी, गोरखा, डोगरा, मराठा के प्रवगों में आने वाले पुरुष अभ्यर्थचयों की और जसदिम, नागालैंड, अरूणार्ल प्रिेि, मजणपुर, जत्रपुरा, जमिोरम, मेघालय, असम, जिमार्ल प्रिेि और केंर िाजसत प्रिेिों िममू-कश्मीर और लद्दाख से समबंजित अभ्यर्थचयों की न्यूनतम छाती अठित्तर सेंटीमीटर (न्यूनतम पााँर् सेंटीमीटर फुलाने पर) िोगी। रटप्पण : अनुसजू र्त िनिाजतयो के सभी पुरुष अभ्यर्थचयों के जलए न्यूनतम छाती जछित्तर सेंटीमीटर (न्यूनतम पांर् सेंटीमीटर फुलाने पर) िोगी। (ii) जर्दकत्सा मानिंडः (क) िजृष्टः जबना सुिार के अथाचत जबना र्श्मा लगाए िोनों आंखों की न्यूनतम िजृष्ट 6/6 और 6/9 िोनी र्ाजिए ; (ख) अभ्यर्थचयो को अन्तिानच ू, सपाट पैर, स्ट्फीत (जिरा) या आंखो म ेंभेंगापन निीं िोना र्ाजिए और उनकी उच्च रंग िजृ ष्ट िोनी र्ाजिए। अभ्यर्थचयों की रंग िजृष्ट के जलए ईिीिारा पररक्षण के साथ साथ एडररर्-ग्रीन लेंटनच पररक्षण द्वारा परीजक्षत दकया िाएगा । उन्िें मानजसक और िारीररक रुप से अच्छे स्ट्वास्ट्थ का िोना र्ाजिए और ऐसी दकसी िारीररक त्रुरट से मुि िोना र्ाजिए जिससे कतचव्यों के पालन में व्यविान पड़ने की संभावना िो; या (ग) केंरीय सिस्त्र पुजलस बलों में िडे कांस्ट्टेबल (पिु जर्दकत्सा) के पि के जलए िारीररक और जर्दकत्सा मानक केंर सरकार द्वारा समय- समय पर जवजित स्ट्कीम के अनुसार िोगा । (8) (9) (10) लागू निीं सीिे भती दकए िाने वाले व्यजियों के जलए िो वषच। (i) साठ प्रजतित, प्रोन्नजत द्वारा; (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule 4. (ii) functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I, instead of writing S1H1A1P1E1 and general evaluation of these numerals are as under:- (a) fit for all duties anywhere in India; (b) fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears and eyes; (c) excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments; (d) temporarily unfit for duties on account of hospitalisation or sick leave; and (e) permanently unfit for duties. 7. (1) These rules may be called the Sashastra Seema Bal Group ‘A’ Combatised Engineering Cadre Recruitment (Amendment) Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Sashastra Seema Bal Group ‘A’ Combatised Engineering Cadre Recruitment Rules, 2015,- (a) for rule 7, the following rules shall be substituted, namely:– “7. Ineligibility of Aliens.– No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.” ; (b) in rule 10, the following rules shall be substituted, namely:– “10. Superannuation.– Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that a person whose date of birth is on the first day of a month shall retire from the service on the afternoon of the last day of the preceding month on attaining the age of superannuation.”; (3) in the Schedule,- (a) against serial number 4, relating to the post of Deputy Commandant (Engineer),– (i) under column (10), for the existing entries, the following entries shall be substituted, namely:– “By promotion failing which by deputation.”; (ii) under column (11), for the existing entries, the following entries shall be substituted, namely:– “Promotion: Assistant Commandant (Engineer) of the Sashastra Seema Bal in level-10 in the pay matrix (Rs.56100- 177500) with five years of regular service in the grade with medical category SHAPE-1, and who having successfully completed pre-promotional course or courses as prescribed by the Director General, Sashastra Seema Bal from time to time. Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.
