ा केंद्री सरकार ा राज् सरकारें ा स्ट्वा त् जनका ा कानूनी संग नों ा ृजललक सजक्टर उृक्मों ा जवश् वजवद्याल ों ा मान् ता प्राप्त अनुसंिान संस्ट् ानों के अिीन जिन्िी और अाँग्रेिी ा जिन्िी ा अाँग्रेिी में िोि के अध् ाृन में तीन वषा के अनुभव ।198 THE GAZETTE OF INDIA : AUGUST 7, 2021/ SRAVANA 16, 1943 [PART II—SEC. 4] वाछं नी : मान् ता प्राप्त बोडा से 10 वीं कक्षा ृर भारत के संजविान की आ वीं अनुसूिी में िाजमल जिन्िी से जभन्न भाषाओं मे से एक अध् न दक ा िो । ट्रटप्ृण 1 :अिता ाएाँ अन् ा सुअर्िता अभ् र् ा ों की ििा में उन कारणौ के जलए िो ले बद्ध दकए िाए संघ लोक सेवा आ ोग के जववेकानुसार जिज ल की िा सकती ि ज। ट्रटप्ृण 2 : अनुभव संबजि अिता ा (अिता ाएाँ) उन कारणों के जलए िो ले बद्ध दकए िाए संघ लोक सेवा आ ोग के जववेकानुसार अनुसूजित िाजत ों और अनुसूजित िन िाजत ों के अभ् र् ा ों की ििा में तब जिज ल की िा सकती ि ज िब ि न के दकसी प्रक्म ृर संघ लोक सेवा आ ोग की ि रा िज दक उनके जलए आरजक्षत ट्ररजि ों को भरने के जलए अृेजक्षत अनभु व र ने वाले उन समुिा ों के अभ् र् ा ों के ृ ााप्त सं्‍ ा में उृललि िोने की संभावना निीं ि ैं। प्रोन्नजत/प्रजतजन ुजि ा आमेलन द्वारा भती की ििा मे वे श्रेजण ां जिनसे प्रोन्नजत ा प्रजतजन जु ि ा आमेलन दक ा िाएगा । (11) प्रोन्नजत : वेतन मजट्ररक्स (44900-142400/- रु) स्ट्तर-7 में ऐसा वट्ररष्ठ अनुवािक जिसने श्रेणी में 3 वषा जन जमत सेवा की िो । प्रजतजन जु ि (अल्ृकाजलक संजविा सजित):- केंद्री सरकार ा राज् सरकार ा संघ राज् क्षेत्र प्रिासन ा स्ट्वा त्त ा कानूनी संग न ृजललक सजक्टर उृक्म ा मान् ता प्राप्त जवश्वजवद्याल ा संस्ट् ान ा अनसु ंिान संस्ट् ान (क) (i) मूल संवगा ा जवभाग में सििष ृि िारण करते िों ा (ii) मूल संवगा ा जवभाग में वेतन मजट्ररक्स (53100 -167800 रु ) के स्ट्तर-9 ा वेतन मेट्ररक्स (47600-151100 रु) में स्ट्तर-8 ा समतुल् में जन जमत आिार ृर जन ुजि के ृश्चात श्रेणी में िो वषा सेवा की िो ा (iii) मूल संवगा ा जवभाग में वेतन मजट्ररक्स (44900-142400 रु) में स्ट्तर-7 ा समतुल् में जन जमत आिार ृर जन ुजि के ृश्चात श्रेणी में तीन वषा सेवा की िो और ( ) स्ट्तम्भ (7) के अिीन सीिी भती के जलए िजक्षजणक अिता ाएाँ और अनुभव र ते िों । ट्रटप्ृण 1 : प्रजतजन जु ि की अवजि, जिसके अंतगात केद्री सरकार के उसी ा दकसी अन् संग न ा जवभाग में इस जन ुजि से ीक ृिले िाट्ररत दकसी अन् काडर बाह्य ृि ृर प्रजतजन ुजि के अवजि िैं सािारणत ा तीन वषा से अजिक निीं िोगी । ट्रटप्ृण 2 : प्रजतजन जु ि द्वारा, जन ुजि के जलए अजिकतम आ ु सीमा आवेिन प्राप्त करने की अंजतम तारी को 56 वषा से अजिक निीं िोगी । ट्रटप्ृण 3 : ििााँ ऐसे कजनष्ठ व्यजि ों के संबंि में जिन्िोंने अृनी अिाक ा ृात्रता सेवा ृूरी कर ली िज, प्रोन्नजत के जलए जविार दक ा िा रिा िो,विााँ उनके ज् ेष्ठ व्यजि ों के संबंि में भी जविार दक ा िाएगा ृरंतु ि तब िब दक उसके द्वारा की गई ऐसी अिाक ा ृात्रता सेवा, अृेजक्षत अिका ा ृात्रता सेवा के आिे से अजिक से ा िो वषा से, इनमे से िो भी कम िो, कम न िो और उन्िोंने अृने ऐसे कजनष्ठ व्यजि ों सजित जिन्िोंने ऐसी अिका ा ृात्रता सेवा ृिले िी ृूरी कर ली िज, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अृनी ृट्ररवीक्षा की अवजि सफलताृूवाक ृूरी कर ली िो । ट्रटप्ृण 4 : ृोषक प्रवगा के ऐसे जवभागी अजिकारी, िो प्रोन्नजत की सीिी ृंजि मे िज, प्रजतजन जु ि ृर जन ुजि के जलए जविार दकए िाने के ृात्र निी िोंगे । इसी प्रकार प्रजतजन ुक व्यजि प्रोन्नजत द्वारा जन ुजि के जलए जविार दकए िाने के ृात्र निीं िोंगे ।[भाग II— ण् ड 4] भारत का रािृत्र : अगस्ट्त 7, 2021/श्रावण 16, 1943 199 दि जवभागी प्रोन्नजत सजमजत िज, तो उसकी संरिना भती करने में दकन ृट्ररजस्ट् जत ों में संघ लोक सेवा आ ोग से ृरामिा दक ा िाएगा । (12) (13) समिू ‘क’ जवभागी प्रोन्नजत सजमजत (प्रोन्नजत के सबं ि म ेंजविार करन े के जलए) िो संघ लोक सेवा आ ोग से ृरामिा करना आवश् क ि ज। जनम्नजलज त स ेजमलकर बनगे ी :- 1. अध् क्ष ा सिस्ट् , संघ लोक सेवा आ ोग – अध् क्ष ; Short title and commencement.—(1)These rules may be called the Ministry of Defence, Director General Armed Forces Medical Services, Assistant Director (Official Language) Group ‘A’ Post, Recruitment Rules, 2021. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. -The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:200 THE GAZETTE OF INDIA : AUGUST 7, 2021/ SRAVANA 16, 1943 [PART II—SEC. 4] Provided that the Central Government may, if satisfied that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. -Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Experience: Three years experience of using or applying Terminology (terminological work) in Hindi and translation work from English to Hindi or vice-versa, preferably of technical or scientific literature under Central or State Governments or autonomous body or statutory organisations or Public Sector Undertakings or Universities or recognised research or educational institutions; or Three years experience of teaching in Hindi and English or research in Hindi or English under Central or State Governments or autonomous body or statutory organisations or Private Sector Undertakings or Universities or recognised research or educational institutions. Desirable qualification: Studied one of the languages other than Hindi included in the Eighth schedule of the Indian Constitution at 10th class from a recognised Board. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing, in case of candidates otherwise well qualified. In case of recruitment by promotion or deputation/absorption, grades from which promotion or deputation/absorption to be made (11) Promotion: Senior Translator in the level-7 in the pay matrix (Rs. 44900-142400) with three years regular service in the grade rendered thereto and have successfully completed the training as prescribed. Deputation (including short term contract) : Officers of the Central Government or State Government or Union territory administration or autonomous or statutory organisations or public sector undertakings or recognised Universities or institute or research institutions: (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with three years service in the grade rendered after appointment thereto on regular basis in the level-9 in the pay matrix (Rs. 53100-167800) or level -8 in the pay matrix (47600-151100) or equivalent in the parent cadre or department; or (iii) with three years service in the grade rendered after appointment thereto on regular basis in the level-7 in the pay matrix (Rs. 44900-142400) or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7). Note 1:Period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 2:The maximum age-limit for appointment by deputation shall be ‘Not exceeding 56 years’ as on the last date of receipt of applications. Short title and commencement.—(1) These rules may be called the Military Engineer Services, (Stenographer Gde-II) Recruitment Rules 2021. (2) They shall come into force on the date of their publication in the official gazette. 2. Number of posts, Classifications and level in the pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age-limit and other matters relating to the said post shall be as specified in Column (5) to (13) of the said Schedule. 4. Disqualification.—No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post. Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules. 5.
