Defence) and by the Supreme Court] —————— शिक्षा मंत्रालय (उच् चतर शिक्षा शिभाग) नई दिल्ली, दिनांक 3 जून 2025 सं.10-1/2024-यू.3(ए)—जबदक, जेएसएस एकेडमी ऑफ हायर एजुकेिन एंड ररसचच (सम शिश्वशिद्यालय), मैसूर, कनाचटक ने यूजीसी (सम शिश्वशिद्यालय) शिशनयमन, 2019 के अनुसार जेएसएस एकेडमी ऑफ टदे िकल एजुकेिन, बेंगलुरु नामक एक मौजूिा संबद्ध कॉलजे को पररिर्तचत करके बेंगलुरु में एक ऑफ-कैंपस सेंटर िुरू करने के शलए यूजीसी पोटचल पर अपना आिेिन अपलोड दकया था। 2. और जबदक, यूजीसी ने अपने दिनांक 12.02.2024 के पत्र संख्या 26-2/2023 (सीपीपी-आई/डीय)ू के माध्यम से अिगत कराया था दक स्थायी सशमशत, शजसने आििे न की जांच और मूल्यांकन दकया था, ने कुछ ितों के साथ जेएसएस अकािमी ऑफ हायर एजुकेिन एंड ररसच च (सम शिश्वशिद्यालय), मैसूर, कनाचटक को आिय पत्र (एलओआई) जारी करने की शसफाररि की थी। सशमशत की शसफाररि को यूजीसी के अध्यक्ष ने मंजूरी िे िी। 3. और जबदक , मंत्रालय ने यूजीसी के परामिच पर, बेंगलुरु में ऑफ-कैंपस िुरू करने से पूिच 3 िर्च की अिशि के भीतर शनम्नशलशित ितों को पूरा करने के शलए जेएसएस एकेडमी ऑफ हायर एजुकेिन एंड ररसचच (सम शिश्वशिद्यालय), मैसूर, कनाचटक को दिनांक 23.02.2024 को आिय पत्र (एलओआई) जारी दकया:— i. संस्थान को 25 करोड़ रुपये के शलए बनाए गए कॉपचस फंड का शििरण प्रस्तुत करना होगा। ii. यूजीसी शिशनयमन, 2019 के अनुसार, कुल प्रस्ताशित छात्रों में से एक शतहाई पीजी/िोि छात्र होने चाशहए और िोि कायचक्रमों िाले कम से कम 3 पीजी शिभाग होने चाशहए। ऑफ-कैंपस केंद्र में कुल प्रस्ताशित छात्र 1034 हैं, इसशलए सम शिश्वशिद्यालय संस्थान पीजी/िोि छात्रों का आिश्यक शनिाचररत प्रशतित बनाए रिेगा और इसके शलए प्रमाण प्रस्तुत करेगा। iii. शिश्वेश्वरैया प्रौद्योशगकी शिश्वशिद्यालय, बेलगािी, कनाचटक से अनापशि प्रमाण पत्र प्रस्तुत करना होगा, जो ितचमान में जेएसएस अकािमी ऑफ टेदिकल एजुकेिन, बेंगलुरु का संबद्ध शिश्वशिद्यालय है। iv. जेएसएस उच्चतर शिक्षा एिं अनुसंिान अकािमी को कनाचटक राज्य सरकार से अनापशि प्रमाण पत्र प्रस्तुत करना होगा। v. सम शिश्वशिद्यालय को एक शििायी िपथपत्र प्रस्तुत करना होगा, शजसमें यह स्पष्टीकरण दिया जाएगा दक क्या जेएसएस अकािमी ऑफ हायर एजुकेिन एंड ररसचच (सम शिश्वशिद्यालय), मैसूर और जेएसएस अकािमी ऑफ टेदिकल एजुकेिन, बेंगलुरु (संबद्ध महाशिद्यालय) एक ही प्रायोजक शनकाय द्वारा प्रायोशजत ह ैंया नहीं। 4. और आग,े जबदक, रशजस्रार, जेएसएस अकािमी ऑफ हायर एजुकेिन एंड ररसचच (सम शिश्वशिद्यालय), मैसूर, कनाचटक ने अपने पत्र दिनांक 09.10.2024 के माध्यम से आिय पत्र की ितों की पूर्तच के संबंि में अनुपालन ररपोटच प्रस्तुत की, शजसे सत्यापन के शलए यूजीसी को भेजा गया था। यूजीसी ने दिनांक 24.03.2025 के पत्र संख्या एफ.26-2/2023 (सीपीपी-आई/डीयू) के माध्यम से सूशचत दकया दक अनुपालन ररपोटच को इसकी स्थायी सशमशत द्वारा स्िीकार कर शलया गया है। यूजीसी के अध्यक्ष ने यूजीसी स्थायी सशमशत की ररपोटच को मंजूरी प्रिान कर िी। 5. अब, इसशलए , यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रिि िशियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, जेएसएस एकेडमी ऑफ हायर एजुकेिन एंड ररसचच (सम शिश्वशिद्यालय), मैसूर, कनाचटक को एक मौजूिा संबद्ध कॉलेज अथाचत जेएसएस एकेडमी ऑफ टेदिकल एजुकेिन, बेंगलुरु को पररिर्तचत करके शनम्नशलशित ितों के तहत बेंगलुरु में एक ऑफ-कैंपस केंद्र िुरू करने की मंजूरी िेता है:— i. जेएसएस महाशिद्यापीठ सोसाइटी के अंतगचत जेएसएस एकेडमी ऑफ टेदिकल एजुकेिन, बेंगलुरू (एक संबद्ध महाशिद्यालय) को कॉलेज में प्रिेि प्राप्त अंशतम बैच के शिद्यार्थचयों के उिीणच होने के बाि जेएसएस एकेडमी ऑफ हायर ऑफ-कैंपस केंद्र में दकसी भी व्यािसाशयक पाठ्यक्रम में प्रिेि नहीं दिया जाएगा। iii. इस अशिसूचना के जारी होने की तारीि से पांच िर्च की अिशि के बाि आयोग द्वारा बेंगलुरु ऑफ-कैंपस के कामकाज की समीक्षा की जाएगी। 6. इस मंत्रालय की पूिच अशिसूचना(ओं) म ेंउशल्लशित अन्य सभी ितों के साथ-साथ केंद्र सरकार, यूजीसी और अन्य सांशिशिक पररर्िों द्वारा समय-समय पर जारी शनयमों, शिशनयमों, शनिेिों का जेएसएस उच्च शिक्षा और अनुसंिान अकािमी (सम शिश्वशिद्यालय), मैसूर, कनाचटक द्वारा पालन करते रहना जारी रहेगा। पूणेंि ुदकिोर बनजी संयुि सशचि —————— दिनांक 5 जून 2025 सं 9-6/2025-यू.3(ए)—जबदक, केन्द्र सरकार को शिश्वशिद्यालय अनुिान आयोग (यूजीसी) अशिशनयम, 1956 की िारा 3 के तहत यूजीसी की सलाह पर दकसी उच्चतर शिक्षा संस्थान को सम शिश्वशिद्यालय संस्थान घोशर्त करने का अशिकार ह।ै 2. और जबदक, औिीिंकर, गुडूर, आंध्र प्रिेि के नाम से शनम्नशलशित तीन कॉलेजों को सामान्य श्रेणी के तहत सम शिश्वशिद्यालय संस्थान का िजाच िेने के शलए यूजीसी पोटचल पर ऑनलाइन आिेिन प्रस्तुत दकया गया था:— i. औदििंकर कॉलेज ऑफ इंजीशनयररंग एंड टेक् नोलॉजी, गुडूर, शतरुपशत शजला, आंध्र प्रिेि। ii. औदििंकर कॉलेज ऑफ एजुकेिन, गुडूर, शतरूपशत, आंध्र प्रिेि। iii. श्री प्रसुन् ना कॉलेज ऑफ लॉ, कुरनूल, कुरनूल शजला, आंध्र प्रिेि। 3. और जबदक, यूजीसी ने जनिरी, 2025 के अपने पत्र संख्या 10-4/2023 (सीपीपी-आई/डीयू) के माध्यम से सूशचत दकया ह ै दक आिेिन की जांच यूजीसी शििेर्ज्ञ सशमशत द्वारा यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयमन, 2023 के अनुपालन में की गई थी। सशमशत न े कुछ ितों के साथ, ऊपर उशल्लशित तीन कॉलेजों को शमलाकर औिीिंकर, गुडूर के नाम से सामान्य श्रणे ी के तहत सम शिश्वशिद्यालय संस्थान का िजाच िेने की शसफाररि की थी। यजू ीसी शििेर्ज्ञ सशमशत की शसफाररिों पर आयोग द्वारा 23.12.2024 को आयोशजत अपनी 586िीं बैठक (मि संख्या 2.08) में शिचार दकया गया और उसे अनुमोदित दकया गया। 4. और आग,े जबदक यूजीसी की सलाह और यूजीसी शििेर्ज्ञ सशमशत की ररपोटच की जांच के उपरांत, यूजीसी से कुछ बबंिओंु को स्पष्ट करने का अनुरोि दकया गया था। प्रत् युत् तर में, यूजीसी ने स्पष्ट दकया दक केिल औदििंकर कॉलेज ऑफ इंजीशनयररंग एंड टेक् नोलॉजी, गुडूर, शतरुपशत शजला, आंध्र प्रिेि ही एनएएसी/एनबीए मान्यता के मामले में पात्रता की ितों को पूरा कर रहा ह।ै दिनांक 29.07.2024 को 2024 की पंजीकरण संख्य ा 155 के तहत औदििंकर ररसचच एंड एजुकेिनल इंस्टीट्यूट के नाम से एक पृथक सोसायटी भी बनाई गई ह।ै 5. अब, इसशलए, यूजीसी अशिशनयम, 1956 की िारा 3 के तहत प्रिि िशियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, औदििंकर कॉलेज ऑफ इंजीशनयररंग एंड टेक् नोलॉजी, गुडूर, आंध्र प्रिेि को औदििंकर, गुडूर, आंध्र प्रिेि के नाम से सामान्य श्रेणी के तहत एक सम शिश्वशिद्यालय संस्थान के रूप में घोशर्त करता है, जो शनम्नशलशित ितों को पूरा करने के अिीन ह:ै— i. प्रायोजक शनकाय द्वारा दिए गए सभी िपथ पत्रों का सम शिश्वशिद्यालय द्वारा सख्ती से पालन दकया जाएगा। ii. सभी चल और अचल संपशियां या तो सम शिश्वशिद्यालय या औदििंकर ररसचच एंड एजुकेिनल इंस्टीट्यूट सोसाइटी के नाम पर होनी चाशहए। iii. यूजीसी और शिक्षा मंत्रालय की पूिच अनुमशत के शबना, सम शिश्वशिद्यालय संस्थान/या इसके घटक शिक्षण इकाइयों की पररसंपशियों या शनशियों/राजस्ि का कोई शिचलन नहीं दकया जाएगा। iv. औदििंकर, गुडूर, आंध्र प्रिेि दकसी भी ऐसी गशतशिशि में िाशमल नहीं होगा जो िाशणशज्यक और लाभ कमाने िाली प्रकृशत की हो। v. औदििंकर, गुडूर, आंध्र प्रिेि में पेि दकए जाने िाले िैक्षशणक कायचक्रम यूजीसी और संबंशित सांशिशिक पररर्िों/शनकायों द्वारा शनिाचररत मानिंडों और मानकों के अनुरूप होंगे। vi. औदििंकर, गुडूर, आंध्र प्रिेि अपने पाठ्यक्रमों को राष्ट्रीय शिक्षा नीशत-2020 के अनुरूप बनाएगा। vii. औिीिंकर, गुडूर, आंध्र प्रिेि को सभी पात्र िैक्षशणक पाठ्यक्रमों/कायचक्रमों को राष्ट्रीय प्रत्यायन बोडच (एनबीए) द्वारा िैि मान्यता के शलए मूल्यांदकत कराने तथा संस्थान को राष्ट्रीय मूल्यांकन एिं प्रत्यायन पररर्ि (एनएएसी) द्वारा िैि मान्यता प्राप्त कराने केHkkx I—[k.M 1] Hkkjr dk jkti=] twu 14] 2025 ¼T;s"B 24] 1947½ 315 शलए सभी आिश्यक किम उठाने होंगे, जैसा भी मामला हो, जैसा दक समय-समय पर संिोशित यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयमन, 2023 में शनशहत प्राििानों के अनुसार हो। viii. छात्रों के प्रिेि, छात्रों की प्रिेि क्षमता, िैक्षशणक पाठ्यक्रम/कायचक्रम के अनुमोिन के निीनीकरण, छात्रों की प्रिेि क्षमता म ें संिोिन, नए पाठ्यक्रम/कायचक्रम िुरू करने आदि के मामले में संबंशित िैिाशनक पररर्िों के सभी शनिाचररत मानिंड और प्रदक्रयाएं लागू रहगें ी और औदििंकर, गुडूर, आंध्र प्रिेि द्वारा उनका पालन दकया जाएगा। ix. औिीिंकर, गुडूर, आंध्र प्रिेि यूजीसी (सम शिश्वशिद्यालय संस्थान) शिशनयमन, 2023 के अनुरूप इस मंत्रालय और यूजीसी को समझौता ज्ञापन प्रस्तुत करेगा। इसके अलािा, जब भी आिश्यक हो, यह मौजूिा शिशनयमों के प्राििानों के अनुसार अपन े समझौता ज्ञापन/शनयमों को अद्यतन या संिोशित या पररिर्तचत करेगा। x. औदििंकर, गुडूर, आंध्र प्रिेि यूजीसी और संबंशित िैिाशनक पररर्िों के शनयमों और शिशनयमों के अनसु ार िुल्क संरचना का पालन करेगा। xi. औदििंकर, गुडूर, आंध्र प्रिेि इस मंत्रालय के राष्ट्रीय संस्थागत रैंककंग फ्रेमिकच (एनआईआरएफ) द्वारा जारी िार्र्चक भारतीय रैंककंग में भाग लेगा। xii. औदििंकर, गुडूर, आंध्र प्रिेि अशनिायच रूप से अकािशमक बैंक ऑफ क्रेशडट (एबीसी), अपने छात्रों की पहचान बनाएगा और उनके क्रेशडट स्कोर को शडशजटल लॉकर में अपलोड करेगा और यह सुशनशित करेगा दक क्रेशडट स्कोर एबीसी पोटचल में दििाई िे और समथच ई-गिनेंस को अपनाए। पूणेंि 10-1/2024-U.3(A)—Whereas, JSS Academy of Higher Education & Research (Deemed to be University), Mysuru, Karnataka had uploaded its application on UGC Portal for starting an off-campus Centre at Bengaluru by converting an existing affiliate college namely JSS Academy of Technical Education, Bengaluru as per the UGC (Institutions deemed to be Universities) Regulations, 2019. 2. And whereas, UGC, vide its letter No. 26-2/2023 (CPP-I/DU) dated 12.02.2024, had conveyed that the Standing Committee, who examined and assessed the application, recommended for issuance of Letter of Intent (LoI) to JSS Academy of Higher Education & Research (deemed to be University), Mysuru, Karnataka with certain conditions. The recommendation of the Committee was approved by the Chairman, UGC. 3. And whereas, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 23.02.2024 to JSS Academy of Higher Education & Research (Deemed to be University), Mysuru, Karnataka for fulfilment of the following conditions within a period of 3 years before starting an off-campus at Bengaluru:— i. The institution shall submit details of corpus fund maintained for Rs. 25 crores. ii. As per the UGC Regulations, 2019, one third of the total proposed students should be PG/research students and at least 3 PG Departments with research programmes. The total proposed students at the off-campus centre is 1034, therefore the Institution deemed to be University shall maintain the necessary prescribed percentage of PG/research students and shall submit the proof for the same. iii. JSS Academy of Higher Education & Research shall submit No Objection Certificate from Vishveswaraya Technological University, Belagavi, Karnataka, which is presently the affiliating University of JSS Academy of Technical Education, Bengaluru. iv. JSS Academy of Higher Education & Research shall submit No Objection Certificate from the State Government of Karnataka. v. The deemed to be University shall submit a legal undertaking providing clarification regarding whether the JSS Academy of Higher Education & Research (deemed to be University), Mysuru and JSS Academy of Technical Education, Bengaluru (an affiliated college) are sponsored by the same Sponsoring Body or not. 4. And further whereas, the Registrar, JSS Academy of Higher Education & Research (deemed to be University), Mysuru, Karnataka, vide his letter dated 09.10.2024 submitted compliance report in respect of fulfilment of the conditions of the LoI, which was sent to UGC for verification. UGC, vide letter No. F. 26-2/2023 (CPP-I/DU) dated 24.03.2025, informed that the compliance report was accepted by its Standing Committee. The Chairman, UGC approved the report of UGC Standing Committee. 5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to JSS Academy of Higher Education & Research (Deemed to be University), Mysuru, Karnataka to start an off-campus Centre at Bengaluru by converting an existing affiliate college namely JSS Academy of Technical Education, Bengaluru subject to the following conditions:— i. JSS Academy of Technical Education, Bengaluru (an affiliated college) under JSS Mahavidyapeetha Society shall be merged in JSS Academy of Higher Education & Research society after passing out of last admitted batch of students in the college. ii. No students shall be admitted in any professional courses at the off-campus centre without the prior approval of relevant statutory bodies/councils. iii. The functioning of the Bengaluru off-campus shall be reviewed by the Commission after a period of five years from the date of issuance of this Notification. 6. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules, Regulations, directions of Central Government, UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by JSS Academy of Higher Education & Research (Deemed to be University), Mysuru, Karnataka. PURNENDU KISHORE BANERJEE Joint SecretaryPART I—Sec.1] THE GAZETTE OF INDIA, JUNE 14, 2025 (JYAISTHA 24, 1947) 317 The 5th June 2025 No. 9-6/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University. 2. And whereas, an online application was submitted on the UGC Portal for grant of Institution deemed to be University status under General Category to the following three colleges in the name of Audisankara, Gudur, Andhra Pradesh:— i. Audisankara College of Engineering & Technology, Gudur, Tirupati Dist, Andhra Pradesh. ii. Audisankara College of Education, Gudur, Tirupati, Andhra Pradesh. iii. Sri Prasunna College of Law, Kurnool, Kurnool Dist., Andhra Pradesh. 3. And whereas, UGC, vide its letter No.10-4/2023 (CPP-I/DU) dated January, 2025, informed that the application was examined by the UGC Expert Committee in accordance with the UGC (Institutions deemed to be Universities) Regulations, 2023. The Committee recommended for grant of Institution deemed to be University status under general category to Audisankara, Gudur consisting of the above mentioned three colleges, with certain conditions. The recommendations of the UGC Expert Committee were considered and approved by the Commission in its 586th meeting (Item No. 2.08) held on 23.12.2024. 4. And further whereas, after examining the advice of UGC as well as the report of UGC Expert Committee, UGC was requested to clarify certain points. In response, UGC clarified that only Audisankara College of Engineering & Technology, Gudur, Tirupati Dist, Andhra Pradesh is fulfilling the eligibility conditions in terms of NAAC/NBA accreditations. A separate Society has also been created in the name of Audisankara Research and Educational Institute vide Registration No.155 of 2024 on 29.07.2024. 5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby declares Audisankara College of Engineering & Technology, Gudur, Andhra Pradesh as an Institution deemed to be University under general category in the name of Audisankara, Gudur, Andhra Pradesh subject to the fulfilment of the following conditions:— i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University. ii. All the moveable and immoveable assets should be either in the name of the deemed to be University or Audisankara Research and Educational Institute Society. iii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education. iv. Audisankara, Gudur, Andhra Pradesh shall not engage or indulge in any activities that are of commercial and profit making in nature. v. The academic programmes to be offered at Audisankara, Gudur, Andhra Pradesh shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned. vi. Audisankara, Gudur, Andhra Pradesh shall align its courses with National Education Policy-2020. vii. Audisankara, Gudur, Andhra Pradesh shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time. viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Audisankara, Gudur, Andhra Pradesh. ix. Audisankara, Gudur, Andhra Pradesh shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations. x. Audisankara, Gudur, Andhra Pradesh shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils. xi. Audisankara, Gudur, Andhra Pradesh shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.318 THE GAZETTE OF INDIA, JUNE 14, 2025 (JYAISTHA 24, 1947) [PART I—Sec.1 xii. Audisankara, Gudur, Andhra Pradesh shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
