New Delhi, the 24th May 2021
No. T-16017/48/2020-iGOT—The President is pleased to appoint Shri Hemang Jani as Secretary in the
Capacity Building Commission (CBC) in pursuance of DoPT’s O.M. No. 06/18/2021-EO(SM-I) dated 01.04.2021.
2. The appointment of Shri Hemang Jani as Secretary on contract basis in the Level-14 of Pay Matrix for a
period of three years w.e.f. the afternoon of 27.04.2021 or until further orders, whichever is earlier, in CBC is
subject to the following terms and conditions:—
(i) The appointment is subject to satisfactory report regarding verification of character and antecedents
from the concerned authority and successful completion of medical examination.
(ii) The appointment is subject to the terms & conditions as mentioned in the Contract Agreement signed
between Shri Hemang Jani and Government of India.
(iii) The provisions of CCS (Conduct) Rules, 1964 and CCS (CCA) Rules, 1965, or any other rules made
or deemed to be made under Article 309 or contained under Article 313 of the Constitution shall apply
to the officer and the decision of the Government as to their applicability shall be final.
(iv) The officer shall receive in Indian currency through a bank account in India, pay, as admissible to the
Joint Secretary to the Government of India (Rs. 144200 — 213200 per month in Level 14 of Pay
Matrix) and allowances thereon paid or payable by the Central Government. The aforesaid pay and
allowances shall be paid to the officer for such time as he shall serve under the Contract Agreement
and actually perform his duties. If at any time, the officer proceeds on tour abroad, his pay during the
period of such tour, shall be regulated by the Central Government rules and orders.
(v) The headquarters of the officer shall be New Delhi. The officer will not be entitled for any
compensation for taking over the assignment at the headquarters at the time of initial appointment.
(vi) The officer will be entitled to travelling allowance and other allowances as admissible to equivalent
level of officers in the Government of India on transfer for the journey of the officer and his family
members for taking over his assignment at the headquarters.
(vii) If the officer is required to travel in the interest of the public service, he shall be entitled to travelling
allowance on the scale provided for in the rules supplementary to the Fundamental Rules framed by
the Government from time to time in force and applicable to the officers of his level.
(viii) The officer will not be eligible to join any retirement scheme of Government of India.
(ix) The officer will be entitled to Earned Leave, Half Pay Leave/ Commuted Leave, Extraordinary Leave
and Leave encashment in terms of DoPT’s OM No. 12016/3/1984-Estt. (L) dated 12.04.1985 as
amended by OM No. 12016/1/90- Estt. (L) dated 05.07.1990, No. 12016/2/99-Estt. (L) dated
