2. ृि की स्ं ा, वगीकरण और वते न मंै रक्स म ें स्ट्त र.— उक्त ृि की सं् ा, उसका वगीकरण और वते न मैंरक् स म ें
उसका स्ट् तर वि िोगा िो इन जन मों से उृाबद्ध ानुसूर्ी के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िष्टच ि ैं।

6. व्यावजष त्त.—इन जन मों की कोई बात आरक्षण, आ -ु सीमा म ें छूट और ान् ंर ा तों ृर प्रभाव निीं डालगे ी, जिनका
केन्री सरकार ्ारा इस संबिं म ें सम –सम ृर िारी दकए गए आििे ों के ानुसार ानुसूजर्त िाजत ों, ानुसूजर्त

New Delhi, the17th March, 2020
G.S.R. 75.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Safdarjang Hospital Group ‘D’ Posts Recruitment Rules, 1982 insofar as it relates to the post of
Operation Theatre Attendant, except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the post of Operation Theatre
Attendant in Safdarjang Hospital, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,
Safdarjang Hospital, New Delhi, Operation Theatre Attendant (Group ‘C’ Post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. – The number of the said post, its classification and level in
the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order, and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or
category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and Other
special categories of person in accordance with the orders issued by the Central Government from time-to-time in this
regard.

opinion that sufficient number of candidates
belonging to these communities possessing
the requisite experience are not likely to be
available to fill up the vacancies reserved for
them.

G.S.R. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Central Leprosy Training and Research Institute, (Administrative Officer) and Assistant Director
(Biochemistry) Recruitment Rules,1978 insofar as they relate to the post of Administrative Officer, expect as respects
things done or omitted to be done before such supersession, the President hereby makes the following rules regulating
the method of recruitment to the post of Administrative Officer in the Central Leprosy Training and Research Institute,
Chengalpattu, Tamilnadu, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare,
Central Leprosy Training and Research Institute, Chengalpattu, Tamilnadu, Administrative Officer (Group ‘A’ Post)
Recruitment Rules, 2020.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification, level in pay matrix.—The number of the said post, its classification and level in the
pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.— No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any
person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,
by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any Other
special categories of persons in accordance with the orders issued by the Central Government from time-to-time in this

G.S.R. 78.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the North Eastern Council Secretariat, Shillong, (Stenographer Grade II and Stenographer Grade III),
Group ‘C’ Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the
President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade - III
in the North Eastern Council Secretariat, Shillong, namely :-
1. Short title and commencement .— (1) These rules may be called the North Eastern Council Secretariat,
Shillong, Stenographer Grade – III (Group ‘C’) Post Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in pay matrix .— The number of posts, its classification, Level
in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment to the said post, age-
limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said
Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time-to-time in
this regard.
