जनम्नजलजखत जनयम बनात े ि,ैं अथागतः-
1. (i) इन जनयमों को लोक सभा सजचवालय (आचरण) संिोिन जनयम, 2023 किा िाएगा ।
(ii) य ेतत्काल प्रभाव स ेलागू िोंगे।

3. लोक सभा सजचवालय (आचरण) जनयम, 1955 के संिोजित जनयम 21 को जनम्नवत पढ़ा िाएगा:-
सरकार की आलोचना - (1.) कोई भी अजिकारी रेजडयो प्रसारण म ेंया इलक्ट्े रॉजनक अथवा दकसी अन्य मीजडया म ें या
अपने नाम स े अथवा गुमनाम अथवा छद्म नाम स े अथवा दकसी अन्य व्यजि के नाम स े प्रकाजित दकसी लेख म ें या प्रसे
को िी गई दकसी सूचना म ें या दकसी सावगिजनक भाषण म ें दकसी भी ऐसे तथ्य का कथन निीं करेगा या अपनी राय
निीं िेगा –
(i) जिससे केंर सरकार या दकसी राज्य सरकार की दकसी वतगमान या िाल की नीजत या कारगवाई की प्रजतकूल
आलोचना िो; या
(ii) िो संसि, केंर सरकार या दकसी राज्य सरकार और भारत की िनता अथवा उसके दकसी वगग के बीच संबंिों
को खराब करन े वाली िो;
(iii) िो केंर सरकार और दकसी अन्य ििे की सरकार के बीच संबंिों को खराब करन े वाली िो ।
(2) कोई भी अजिकारी जिसका आिय अपन े नाम स े ऐसे दकसी िस्ट्तावेि को प्रकाजित करने या दकसी ऐसे कथन
स े युि सावगिजनक भाषण िने ा िो, जिसके संबंि म ें इस जनयम द्वारा लगाए गए प्रजतबंिों के लाग ू िोन े के
बारे म ें कोई संिेि उत्पन्न िो, तो, वि अजिकारी मिासजचव को उस िस्ट्तावेि, जिसे वि प्रकाजित करने का
आिय रखता िो, या िो भाषण िेन े का आिय रखता िो, की एक प्रजत अथवा प्रारूप मिासजचव को प्रस्ट्तुत
करेगा और मिासजचव की अनमु जत के जबना एव ं मिासजचव द्वारा जनिेजित पररवतगनों, यदि कोई िों, को
िाजमल दकए जबना उि िस्ट्तावेि को प्रकाजित निीं करेगा या उि भाषण निीं िगे ा ।

G.S.R. 36.—In exercise of the powers conferred by Rule 19 of the Lok Sabha Secretariat (Recruitment and
Conditions of Service) Rules, 1955, the Speaker hereby makes the following Rules further to amend the Lok Sabha
Secretariat (Conduct) Rules, 1955, namely:-
1 (i) These Rules shall be called the Lok Sabha Secretariat (Conduct) Amendment Rules, 2023.
(ii) They shall come into force with immediate effect.
2. In sub-rule (1) of Rule 21 of the Lok Sabha Secretariat (Conduct) Rules, 1955, the words “….or in any
media, electronic or otherwise…”, shall be inserted after the extant words “….radio broadcast….”.
3. The amended Rule 21 of the Lok Sabha Secretariat (Conduct) Rules, 1955 will read as follows:-
Criticism of Government – (1) No Officer shall, in any radio broadcast or in any media, electronic
or otherwise or in any document published in his own name or anonymously, pseudonymously or
in the name of any other person or in any communication to the press or in any public utterance,
make any statement of fact or opinion –
(i) which has the effect of any adverse criticism of any current or recent policy or action of the
Central Government or a State Government; or
(ii) which is capable of embarrassing the relations between the Parliament, the Central
Government or the Government of any State and the people of India or any section thereof; or
(iii) which is capable of embarrassing the relations between the Central Government and the

(2) Any officer who intends to publish any document under his own name or to deliver any public
utterance containing statements in respect of which any doubt as to the application of the

draft of the document which he intends to publish or of the utterance which he intends to deliver
and shall not publish the document or deliver the utterance, save with the permission of the
Secretary-General and with such alterations, if any, as the Secretary-General may direct.

2. आरंजभक गठन:- इन जनयमों के प्रारंभ स े पूवग जवज्ञान और प्रौद्योजगकी जवभाग के अिीन भारतीय सवेक्षण जवभाग म ें
जनयजमत आिार पर स्ट्टाफ कार ड्राइवर (जविेष श्रेणी) के पििारी इन जनयमों के उपबंिों के अनुसार जनयुि दकए गए
समझे िाएंगे।

6. जिजथल करन े की िजि: - ििााँ केन्रीय सरकार की यि राय ि ै दक ऐसा करना आवश्यक या समीचीन ि,ै विा ाँ वि
उसके जलए िो कारण ि,ैं उन्ि ेंलेखबद्ध करके, इन जनयमों के दकसी उपबंि को दकसी वगग या प्रवगग के व्यजियों की बाबत,
आिेि द्वारा जिजथल कर सकेगी।
7. व्यावजृ त्त: - इन जनयमों की कोई बात, ऐस े आरक्षण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाव निीं डालगे ी,

G.S.R. 37.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President
hereby makes the following rules regulating the method of recruitment to the Staff Car Driver (Special Grade) in the
Survey of India, Department of Science and Technology under Ministry of Science and Technology, namely:-
1. Short title and commencement. – (1) These rules may be called the Survey of India Staff Car Driver
(Special Grade) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial Constitution.-The incumbents to the post of Staff Car Driver (Special Grade) in Survey of India under
Department of Science and Technology on regular basis before commencement of these rules shall be deemed to have
been appointed in accordance with the provisions of these rules.
3. Number of posts, classification, level in pay matrix or pay scale. – The number of the said posts, their
classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
4. Method of recruitment, age-limit and other qualifications, etc. – The method of recruitment, age-limit,
qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said
Schedule.
5. Disqualification.– No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and there are other grounds for so doing,
exempt any person from the operation of this rule.
6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in
this regard.

their senior would also be considered provided they are not short of the requisite qualifying or eligibility service or
two years, whichever is less and have successfully completed their probation period for promotion to the next higher
grade alongwith their juniors who have already completed such qualifying or eligibility service.

G.S.R. 39.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the National Atlas and Thematic Mapping Organisation, Canteen Employees Group ‘C’ and Group
‘D’ posts Recruitment Rules, 2002, in so far as it relates to the posts of Clerk (Coupon, Kitchen, Office, Accounts,
General Duties and Sales), Tea/Coffee Maker and Wash Boy, except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the
post of Clerk and Canteen Attendant in the National Atlas and Thematic Mapping Organisation, Department of
Science and Technology, Ministry of Science and Technology, namely:-
1. Short title and commencement. — (1) These rules may be called the Ministry of Science & Technology, National
Atlas and Thematic Mapping Organisation, Clerk and Canteen Attendant (Group ‘C’ Posts) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. — These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these
rules.
3. Number of post, classification and level in pay matrix. —The number of the said posts, their classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
4. Method of recruitment, age-limit, qualifications etc. – The method of recruitment, age-limit, qualifications and
other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
7. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and
other special categories of persons, in accordance with the orders issued by the Central Government from time to time
in this regard.

(b) A typing speed of 35 w.p.m. in English or 30 w.p.m. in Hindi on computer (35
w.p.m. and 30 w.p.m. correspond to 10500 Key depressions per hour/9000 KDPH
on an average of 5 key depressions for each word).
Note-1: Qualification(s) are relaxable at the discretion of the Competent Authority
in the case of candidates otherwise well qualified.
Note-2: The qualification(s) regarding experience is/are relaxable at the discretion

Scheduled Tribes if, at any stage of selection, the Staff Selection Commission/
Competent Authority is of the opinion that sufficient number of candidates
belonging to these communities possessing the requisite experience are not likely to
be available to fill up the vacancy reserved for them.

or by deputation/absorption and percentage of the vacancies to be filled

A two weeks training on Organisational Behaviour, Communication Skill and Accounting Practices shall be
desirable for the Canteen Attendant for promotion to the post of Clerk from ISTM or any other Institute recognised
by Government of India or State Government.
Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion,
their seniors would also be considered provided they are not short of the requisite qualifying /eligibility service by
more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully
completed probation period for promotion to the next higher grade along with their juniors who have already
completed such qualifying/eligibility service.
If a Departmental Promotion Committee exists, what Circumstances in which Union Public Service
