conferred by the proviso to article 309 of the Constitution, and in supersession of the All India Institute of Physical Medicine and Rehabilitation, Bombay (Class III posts) Recruitment Rules 1975, in so far as they relate to the post of Electroplator except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Technician (Electroplating) in the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, namely:- 1. Short title and commencement. –(1) These rules may be called the Ministry of Health and Family Welfare, All India Institute of Physical Medicine and Rehabilitation, Mumbai, Junior Technician (Electroplating), Group-‗C‘ post, Recruitment Rules, 2025. 2. They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. – The number of the said posts, their classification and the level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc. –The method of recruitment, age limit, qualification, and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. No. A.12018/03/2023-ME/NCD.I] RAJESH KUMAR, Under Secy.[भाग II—खण् ड 3(i)] भारत का राजृत्र : ऄप्रैल 19, 2025, /चैत्र 29, 1947 285 सचू ना एव ं प्रसारण मत्रं ालय नइ ददल्ली, 11 ऄप्रैल, 2025 सा.का.जन. 43.—राष्ट्रृजत, संजवधान के ऄनुच्छेद 309 के ृरन्तुक द्वारा प्रदत िजियों का प्रयोग करत े हुए तथा ृत्र सूचना कायाालय (समूह ‘ग’ ृद – ईत्तरी क्षेत्र) भती जनयम, 1989, ृत्र सूचना कायाालय, (समूह ‘ग’ ृद – ृजिमी क्षेत्र) भती जनयम, 1989, ृत्र सूचना कायाालय, (समूह ‘ग’ ृद – दजक्षणी क्षेत्र)भती जनयम, 1989 तथा ृत्र सूचना कायाालय, (समूह ‘ग’ ृद – ृूवी क्षेत्र) भती जनयम, 1989, जहां तक दक ईनका संबंध जलजृक ग्रडे -II, जलजृक ग्रेड-II (टेलीप्रप्रटर ऑृरेटर) तथा जलजृक ग्रडे -II (भाषा) के ृदों से ह,ैईन बातों के जसवाए ऄजधकृत करत े हुए जजन्ह े ऐस े ऄजधक्मण के ृूवा दकया गया ह ै या करन े का लोृ दकया गया हो। सूचना और प्रसारण मंत्रालय के ऄधीन ृत्र सूचना कायाालय के क्षेत्रीय तथा िाखा कायाालयों में जलजृक ग्रडे -II (समूह ‘ग’ ृद) के ृद ृर भती की ृद्धजत को जवजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाते ह,ैं ऄथाातः- 1. संजक्षप्त नाम और प्रारंभ– (1) आन जनयमों का संजक्षप्त नाम ृत्र सूचना कायाालय (क्षेत्रीय और िाखा कायाालय), जलजृक ग्रडे -II(समूह ‘ग’ ृद) भती जनयम 2025 ह।ै (2) य ेराजृत्र ईनके प्रकािन की तारीख से प्रवृत्त होंगें। 2. ृदों की स्‍ं या, वगीकरण और वते न मरै रक्ट्स म ें स्ट्तर– ईि ृद की सं्‍या, ईसका वगीकरण और ईससे संबद्ध वेतन मैररक्ट्स में स्ट्तर वह होगा जो आन जनयम ेंसे ईृाबद्ध ऄनुसचू ी स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह।ै 3. भती की ृद्धजत, अय-ू सीमा तथा ऄहता ाएं अदद– ईि ृदों ृर भती की ृद्धजत, अय-ू सीमा, ऄहता ाए ं तथा ईनस े संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजवजनर्ददष्ट ह।ैं 4. जनरहता ा – कोइ भी व्यजि, - (क) जजसन े दकसी ऐसे व्यजि स ेजववाह दकया ह,ै जजसका ृजत या ृत्नी जीजवत ह;ै ऄथवा (ख) जजसने ऄृन े ृजत ऄथवा ृत्नी के जीजवत रहत े हुए दकसी ऄन्य व्यजि से जववाह कर जलया ह,ै ईि ृदों ृर जनयुजि के जलए ृात्र होंगेः ृरंत ु यदद केन्रीय सरकार आस बात ृर समाधान हो जान े ृर दक ऐसा जववाह ऐसे व्यजि और जववाह के दसू रे ृक्षकार ृर लाग ू स्ट्वीय जवजध के ऄधीन ऄनज्ञु ेय ह ै और ऐसा करन े के जलए ऄन्य अधार ह ैं तो वह दकसी व्यजि को आस जनयम के प्रवतना से छूट दे सकेगी। 5. जिजथल करन े की िजि– जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना अवश्यक या समीचीन ह,ै वहां वह, अदेि द्वारा तथा ईसके जलए जो कारण होंग,ें ऄजभजलजखत प्रवगा करके, दकसी वगा या प्रवगा के व्यजियों के संबंध में आन जनयमों के दकसी ईृबंध को व्यजियों के दकसी वग ाया प्रवग ाके संबंध में जिजथल कर सकेगी। 6. व्यावजृ त्त– आन जनयमों की कोइ बात, ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्य ररयायतों ृर प्रभाव नहीं डालेगी, जजनका केन्रीय सरकार द्वारा आस संबंध म ें समय-समय ृर जारी दकए गए अदिे ों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जृछड़े वगों, भूतृूवा सैजनकों और ऄन्य जविेष प्रवगा के व्यजियों के जलए ईृबंध करना ऄृेजक्षत ह।ै ऄनसु चू ी ृद का नाम ृद की सं्‍या वगीकरण वते न मरै रक्ट्स म ेंस्ट्तर चयन ऄथवा गैर चयन ृद (1) (2) (3) (4) (5) जलजृक ग्रेड-II 84* (2025) *कायाभार के साधारण केंरीय सेवा, वेतन मैररक्ट्स में स्ट्तर 2 गैर चयन अधार ृर ृररवतान दकया समूह ‘ग’ (प . 19900-63200) जा सकता हो ऄराजृजत्रत, ररजियों का क्षत्रे वार ब्यौराः ऄनुसजचवीय। ईत्तर क्षेत्र -19 ृूवी क्षेत्र – 15 ृजिम क्षेत्र -20 दजक्षण क्षेत्र -18 ईत्तर ृूवा क्षेत्र -12286 THE GAZETTE OF INDIA : APRIL 19, 2025/CHAITRA 29, 1947 [PART II—SEC. 3(i)] सीधी भती के जलए अय ुसीमा सीधी भती के जलए अवश्यक िक्षै जणक क्ट्या सीधी भती के जलए जनधारारत अय ु एव ं एवं ऄन्य ऄहता ाएं िजै क्षजणक योग्यताएं प्रोन्नत व्यजियों के मामल े म ेंलाग ूहोंगी (6) (7) (8) 18 से 27 वषा के बीच। (i) दकसी मान्यता प्राप्त बोडा लागू नहीं होता केन्रीय सरकार द्वारा जारी ऄनुदिे ों या ऄथवा जवश्वजवद्यालय से 12वी कक्षा अदिे ों के ऄनुसार, सरकारी कमाचाररयों ईत्तीणा ऄथवा समकक्ष योग्यता। के जलए उृरी अयु-सीमा में चालीस (ii) कम्प्यूटर ृर ऄंग्रेजी में 35 वषा तक की छूट होगी। िब्द प्रजत जमनट ऄथवा जहन्दी में 30 रटप्ृणः अय-ु सीमा िब्द प्रजत जमनट की टंकण गजत। जनधााररत करने के जलए जनणाायक तारीख कमाचारी चयन अयोग द्वारा जवज्ञाजृत की जाएगी। ृररवीक्षा ऄवजध, भती की ृद्धजत, सीधी भती प्रोन्नजत या प्रजतजनयजु ि/अमले न द्वारा भती के मामल ेम ेंवे ग्रेड जजनस े यदद कोइ हो द्वारा या प्रोन्नजत द्वारा या ृदोन्नजत या प्रजतजनयजु ि/अमले न दकया जाना ह।ै प्रजतजनयजु ि/ अमेलन द्वारा तथा जवजभन्न ृद्धजतयों स े भरी जान े वाली ररजियों का प्रजतित (9) (10) (11) सीधी भती के जलए दो वषा। (i) 85% कमाचारी चयन ृदोन्नजतः अयोग के माध्यम स े सीधी रटप्ृणः (i) जवभागीय ऄहता ा ृरीक्षा के अधार ृर, वेतन मैररक्ट्स में भती द्वारा; स्ट्तर 1(प . 18000-56900) में समूह ‘ग’ के कमाचाररयों में से, ृररवीक्षा को सफलताृूवाक (II)10% ररजियां जवभागीय जजनके ृास दकसी मान्यता प्राप्त बोडा या जवश्वजवद्यालय से 12वी ृूरा करने के जलए केन्रीय ऄहता ा ृरीक्षा के अधार कक्षा ृास या समकक्ष ऄहता ा ह ै और ईस ग्रेड में तीन वषा की सरकार द्वारा जनधााररत ृर भरी जाएंगी; और जनयजमत सेवा ह।ै कम से कम दो सप्ताह की (iii) 5% ररजियां वररष्ठता- रटप्ृण 1:ृररक्षा के जलए ृात्रता हते ु ऄजधकतम अयु सीमा ऄवजध का ऄजनवाय ा सह-ऄहता ा के अधार ृर ृैंतालीस वषा है। (ऄनुसूजचत जाजत या ऄनुसूजचत जनजाजत के प्रारंजभक प्रजिक्षण होगा। प्रोन्नजत द्वारा भरी जाएंगी। जलए ृचास वषा) रटप्ृण 2: यदद खंड के ऄंतगात ईृलब्ध ररजियों की सं्‍या स े ऄजधक कमाचारी ृरीक्षा में ईत्तीणा होते ह,ैं तो ऐसे ऄजतररि कमाचाररयों ृर अगामी वषों में होने वाली ररजियों को भरने के जलए जवचार दकया जाएगा, जजससे ृहले की ृरीक्षा में ईतीण ा होने वाले कमाचाररयों ृर बाद की ृरीक्षा में ईतीणा होने वाले कमाचाररयों से ृहले जवचार दकया जाए। (ii) वररष्ठता-सह-ईृयुिता के अधार ृर, वेतन मैररक्ट्स में स्ट्तर 1 में समूह ‘ग’ के ईन कमाचाररयों से, जजन्होंने ईस ग्रेड में तीन वषा की जनयजमत सेवा की हो और जो दकसी मान्यता प्राप्त बोडा या जवश्वजवद्यालय से 12वी कक्षा ईतीणा या समकक्ष हों। रटप्ृणः जहां ऐसे कजनष्ठ कार्थमकों के संबंध में, जजन्होंने ऄृनी ऄहका या ृात्रता सेवा ृूरी कर ली ह,ै प्रोन्नजत के जलए जवचार दकया जा रहा है, वहां ईनसे वररष्ठ कार्थमकों ृर भी जवचार दकया जाएगा बिते दक ईनकी ऄृेजक्षत ऄहका या ृात्रता सेवा अधे से ऄजधक या दो वषा से कम न हो आनमें से जो भी कम हो, कम न दकया हो और ईन्होंने[भाग II—खण् ड 3(i)] भारत का राजृत्र : ऄप्रैल 19, 2025, /चैत्र 29, 1947 287 ऄृने ईन कजनष्ठ कार्थमकों के साथ, जजन्होंने ऐसी ऄहका या ृात्रता सेवा ृहले ही ृूरी कर ली है, ऄगले ईच्चतर ग्रेड में प्रोन्नजत के जलए ऄृनी ृररवीक्षा ऄवजध सफलताृूवाक कर ली हो। यदद जवभागीय प्रोन्नजत सजमजत जवद्यमान ह ैतो ईसकी सरं चना क्ट्या है? व े ृररजस्ट्थजतया ाँ जजनम ें भती करन े म ें सघं लोक सवे ा अयोग स ेृरामि ादकया जाएगा। (12) (13) ृत्र सूचना कायाला य के प्रत्येक जोन म ें समहू ‘ग’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत ृर जवचार लागू नहीं होता करन ेके जलए) जजसम ेंजनम्नजलजखत िाजमल होंगःे (क) संबंजधत क्षेत्र के जनदिे क/ईृ जनदिे क-ऄध्यक्ष; (ख) संबंजधत जोन के सहायक जनदेिक या मीजडया एवं संचार ऄजधकारी/प्रिासजनक ऄजधकारी – सदस्ट्य; (ग) ईस क्षेत्र में ईृलब्ध सूचना एवं प्रसारण की दकसी ऄन्य मीजडया आकाइ से ईृ जनदिे क या सहायक जनदिे क स्ट्तर का एक ऄजधकारी – सदस्ट्य; Short title and commencement.- (1) These rules may be called the Press Information Bureau (Regional and Branch Offices), Clerk Grade-II (Group ‗C‘ post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Methods of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affects reservations, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, Schedule Tribes, Other Backward Classes, Ex-servicemen and other special category of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
