सं. ई-11011/1/2022-ओएि—भारि सरकार ने अपने दिनांक 07-02-2022 के संकल्प संख्या 11013/ 1/2013-लिन्िी के अलिक्रमण
में पेट्रोलियम और प्राकृलिक गैस मंत्रािय की लिन्िी सिािकार सलमलि का गठन करने का लनणणय लिया ि।ै सलमलि का गठन, कायण आदि इस प्रकार
िोंगे:—

रटप्पणीीः—
उपयुणक्त के अलिररक्त पेट्रोलियम और प्राकृलिक गैस मंत्रािय के लनयंत्रणािीन उन सभी संगठनों के प्रमुख भी सलमलि के सिस्य िोंगे लजन्िें
लनयमानसु ार इस सूिी में शालमि निीं दकया जा सका ि ैऔर उन सभी संगठनों पर भी सलमलि के लनणयण िागू िोंगे।
(ख) कायण
सलमलि का कायण सरकारी कामकाज में लिन्िी के प्रगामी प्रयोग से सबं ंलिि मामिों िथा भारि सरकार द्वारा लनिाणररि राजभाषा नीलि
के िायरे में आने वािे संबद्ध मुद्दों पर पेट्रोलियम और प्राकृलिक गैस मंत्रािय को सिाि िेना िोगा।
(ग) कायणकाि
सलमलि का कायणकाि उसके गठन की िारीख से िीन वषण िोगा, बशिे दकीः
(1) सलमलि में नालमि संसि सिस्य जैसे िी संसि के सिस्य निीं िोंगे, इस सलमलि के भी सिस्य निीं रिेंगे।
(2) सलमलि के सरकारी सिस्य उस समय िक सिस्य बने रिगें े जब िक वे उस पि को िारण दकए हुए ि ैंलजसके कारण उन्ि ेंसलमलि
का सिस्य बनाया गया िै।
(3) अवलि के बीि ररक्त हुआ स्थान संबंलिि सिस्य के स्थान पर उसके पि पर आने वािे अलिकारी से भरा जाएगा और यि अलिकारी

(घ) यात्रा िथा अन्य भत्ते
सलमलि की बैठकों में भाग िेने वािे गैर-सरकारी सिस्यों को राजभाषा लवभाग के दिनांक 22 जनवरी, 1987 के कायाणिय ज्ञापन संख्या
11/20034/4/86-रा.भा. (क-2) में लनलिि दिशालनिेशों के अनुसार और भारि सरकार द्वारा समय-सयम पर यथा संशोलिि लनिाणररि िरों एवं
लनयमों के अनुसार यात्रा भत्ता और िैलनक भत्ता दिया जाएगा।

आिेश दिया जािा ि ै दक इस संकल्प की प्रलि सलमलि के सभी सिस्यों, राष्ट्रपलि सलिवािय, उप राष्ट्रपलि सलिवािय, प्रिानमंत्री
कायाणिय, मंलत्रमंडि सलिवािय, िोक सभा सलिवािय, राज्य सभा सलिवािय, नीलि आयोग, संसिीय कायण मंत्रािय, भारि के लनयंत्रक एवं
मिािेखा परीक्षक, मिािेखाकार, सामान्य राजस्व, भारि सरकार के सभी मंत्राियों और लवभागों और राज्य सरकारों एवं संघ राज्य प्रशासनों
को भेजी जाए।
यि भी आिेश दिया जािा ि ैदक संकल्प को सवणसािारण की जानकारी के लिए भारि के राजपत्र में प्रकालशि दकया जाए।

सं. 9-8/2024-यू.3(ए)—जबदक, सिज मागण लस्पररिुअलिटी फाउंडेशन, िेन्नई द्वारा यूजीसी अलिलनयम, 1956 की िारा 3 के ििि
िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआइ), 13-110, कान्िा शांलि वनम, िेगुर, नंिीगामा मंडि, रंगा रेड्डी लजिा, िेिंगाना
को लवलशष्ट श्रेणी के ििि सम लवश्वलवद्यािय संस्थान का िजाण िेने के लिए एक ऑनिाइन आवेिन प्रस्िुि दकया गया था।
2. और जबदक, यूजीसी ने दिनांक 23.10.2024 के अपने पत्र संख्या 41-2/2024 (सीपीपी-I/डीयू) के माध्यम से सूलिि दकया दक
यूजीसी (सम लवश्वलवद्यािय संस्थान) लवलनयम, 2023 के अनुसार, अपनी लवशेषज्ञ सलमलि की सिायिा से आवेिन की जााँि की गई। सलमलि न े
कुछ शिों के साथ प्रायोजक लनकाय को आशय पत्र (एिओआई) जारी करने की लसफाररश की थी। आयोग ने दिनांक 03.10.2024 को हुई अपनी
584वीं बैठक (मि संख्या 2.09) में यूजीसी लवशेषज्ञ सलमलि की लसफाररश पर लविार दकया और उसे अनुमोदिि दकया।
3. और आगे, जबदक, लशक्षा मंत्रािय ने यूजीसी की सिाि पर, सिज मागण लस्पररिुअलिटी फाउंडेशन, िेन्नई को िीन वषों की अवलि
के भीिर कुछ शिों को पूरा करने के लिए आशय पत्र (एिओआई) जारी दकया था। इसके अलिररक्त, सिज मागण लस्पररिुअलिटी फाउंडेशन, िेन्नई
ने दिनांक 22.05.2025 के पत्र द्वारा आशय पत्र (एिओआई) की शिों की अनुपािन ररपोटण प्रस्िुि की। अनुपािन ररपोटण का सत्यापन यूजीसी
लवशेषज्ञ सलमलि द्वारा दकया गया और उसे स्वीकार दकया गया। आयोग ने दिनांक 23.07.2025 को हुई अपनी 592वीं बैठक (मि संख्या 2.17)
में यूजीसी लवशेषज्ञ सलमलि की अनशु ंसा पर लविार दकया और उसे अनुमोदिि दकया।
4. अिीः, अब, यूजीसी अलिलनयम, 1956 की िारा 3 के ििि प्रित्त शलक्तयों का प्रयोग करिे हुए, लशक्षा मंत्रािय, एििद्वारा यूजीसी
की सिाि पर, िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), कान्िा शांलि वनम, िेगुर, नंिीगामा मंडि, रंगा रेड्डी लजिा,
िेिंगाना को एक लवलशष्ट श्रेणी के अंिगणि एक समलवश्वलवद्यािय संस्थान घोलषि करिा िै। यि अनुमोिन लनम्नलिलखि शिों के अध्य िीन ि:ै—
i. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना समय-समय पर संशोलिि यूजीसी (सम लवश्वलवद्यािय
संस्थान) लवलनयम, 2023 का पािन करेगा।
ii. प्रायोजक लनकाय द्वारा दिए गए सभी विनों का सम लवश्वलवद्यािय संस्थान द्वारा कडाई से पािन दकया जाएगा।
iii. यूजीसी और लशक्षा मंत्रािय की पूवण अनुमलि के लबना, सम लवश्वलवद्यािय संस्थान/या उसकी घटक लशक्षण इकाइयों की पररसंपलत्त
या लनलियां/राजस्व का कोई अन् यत्र उपयोग निीं दकया जाएगा।
iv. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना दकसी भी ऐसी गलिलवलि में सिं ग्न निीं िोगा या लिप्त
निीं िोगा जो व्यावसालयक और िाभ कमाने वािी प्रकृलि की िो।
v. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना म ेंसंिालिि दकए जाने वािे शक्षै लणक कायणक्रम यूजीसी
और संबंलिि वैिालनक पररषिों/लनकायों द्वारा लनिाणररि मानिंडों और मानकों के अनुरूप िोंगे।
vi. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना अपने पाठ्यक्रम को राष्ट्रीय लशक्षा नीलि-2020 के

vii. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना, समय-समय पर संशोलिि यूजीसी (सम लवश्वलवद्यािय
संस्थान) लवलनयम, 2023 में लनलिि प्राविानों के अनुसार, राष्ट्रीय प्रत्यायन बोडण (एनबीए) द्वारा सभी पात्र शैक्षलणक
पाठ्यक्रमों/कायणक्रमों को वैि मान्यिा के लिए मूल्यादं कि कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन पररषि
(एनएएसी) द्वारा वैि मान्यिा प्राप्त कराने के लिए सभी आवश्यक किम उठाएगा।
viii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमिा, शैक्षलणक पाठ्यक्रम/कायणक्रम के अनुमोिन के नवीनीकरण, छात्रों की प्रवेश क्षमिा म ें
संशोिन, नए पाठ्यक्रम/कायणक्रम शुरू करने आदि के मामिे में संबंलिि सांलवलिक पररषिों के सभी लनिाणररि मानिंड और
प्रदक्रयाएं िागू रिगें ी और िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना द्वारा उनका पािन दकया
जाएगा।
ix. िटणफुिनेस एकेडमी ऑफ ररसिण एंड इनोवेशन (एिएआरआई), िेिंगाना, यूजीसी (सम लवश्वलवद्यािय सस्ं थान) लवलनयम, 2023

Note:—

(B) FUNCTIONS
The functions of the Committee will be to advise the Ministry of Petroleum and Natural Gas in matters relating to the
progressive use of Hindi for Official work and allied issues falling within the frame-work of the Official Language policy laid
down by the Government of India.
(C) TENURE
The term of the Committee will be 3 years from the date of its composition, provided that:
(1) A member of Parliament nominated to the Committee shall cease to be a member of the Committee as soon as
he ceases to be a member of Parliament.
(2) Official members of the Committee shall continue as members as long as they hold office by virtue of which
they are the members of the Committee.
(3) Any mid-term vacancy shall be filled up by the concerned member’s successor in office, who shall be a member
of the Committee for the remaining term of three years.
(D) TRAVELLING AND OTHER ALLOWANCES
The non-official members of the Committee will be paid travelling and daily allowances for attending the meeting of
the Committee as per the guidelines contained in Office Memorandum Number II/20034/04/86 O.L.(A-2) dated 22 January,
1987 of Department of Official Language and at the fixed rates and as per rules amended by the Government of India from
time to time.

Ordered that a copy of the Resolution be communicated to all the State Governments and Union Territory
Administration, All Ministries/Departments of Government of India, President’s Secretariat, Prime Minister’s Office, Cabinet

No. 9-8/2024-U.3(A)—Whereas, an online application was submitted by Sahaj Marg Spirituality Foundation, Chennai
for grant of Institution Deemed to be University status under distinct category to Heartfulness Academy of Research and
Innovation (HARI), 13-110, Kanha Shanti Vanam, Chegur, Nandigama Mandal, Ranga Reddy District, Telangana under
Section 3 of the UGC Act, L956.PART I—Sec.1] THE GAZETTE OF INDIA, OCTOBER 25, 2025 (KARTIKA 3, 1947) 531
2. And whereas, UGC, vide its letter no. 41-2/2024(CPP-I/DU) dated 23.10.2024, informed that the application was
examined with the help of its Expert committee in accordance with UGC (institutions deemed to be Universities) Regulations,
2023. The Committee recommended for issuance of letter of Intent (LoI) to sponsoring body with certain conditions. The
Commission considered and approved the recommendation of UGC Expert Committee in its 584th meeting (item No.2.09)
held on 03.10.2024.
3. And further whereas, the Ministry of Education, on the advice of UGC, issued Letter of Intent (LoI) to the Sahaj
Marg Spirituality Foundation, Chennai for fulfilment of certain conditions within a period of 3 years. Further, Sahaj Marg
Spirituality Foundation, Chennai, vide letter dated 22.05.2025, submitted compliance report of the conditions of Letter of Intent
(LoI). The compliance report was verified and accepted by the UGC Expert Committee. The recommendation of UGC Expert
Committee was considered and approved by the Commission in its 592nd meeting (item No. 2.17) held on 23.07.2025.
4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of
Education, on the advice of UGC, hereby declares Heartfulness Academy of Research and Innovation (HARI), Kanha Shanti
Vanam, Chegur, Nandigama Mandal, Ranga Reddy District, Telangana as an Institution deemed to be University under distinct
category. This approval is further subject to the following conditions:—
i. Heartfulness Academy of Research and Innovation (HARI), Telangana shall follow the UGC (Institutions
Deemed to be Universities) Regulations, 2023, as amended from time to time.
ii. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.
iii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its
constituent teaching units, without prior permission of the UGC and Ministry of Education.
iv. Heartfulness Academy of Research and Innovation (HARI), Telangana shall not engage or indulge in any
activities that are of commercial and profit making in nature.
v. The academic programmes to be offered at Heartfulness Academy of Research and Innovation (HARI),
Telangana shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies
concerned.
vi. Heartfulness Academy of Research and Innovation (HARI), Telangana shall align its course with National
Education Policy-2020.
vii. Heartfulness Academy of Research and Innovation (HARI), Telangana shall take all the required steps to get all
the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation
(NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC),
as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities)
Regulations, 2023, as amended from time to time.
viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of
students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake
capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered
to by Heartfulness Academy of Research and Innovation (HARI), Telangana.
ix. Heartfulness Academy of Research and Innovation (HARI), Telangana shall submit its MoA in accordance with
UGC (Institutions Deemed to be Universities) Regulations, 2023 to UGC. Further, as and when necessary, it
shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.
x. Heartfulness Academy of Research and Innovation (HARI), Telangana shall follow the fee structure as per the
Rules and Regulations of the UGC and relevant Statutory Councils.
xi. Heartfulness Academy of Research and Innovation (HARI), Telangana shall participate in annual Indian
rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.
xii. Heartfulness Academy of Research and Innovation (HARI), Telangana shall compulsorily create Academic
Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure
that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
