उनके‍धवलय‍पुनगषठन‍या‍पुनसंरचना‍के‍बारे‍में‍अद्यतन‍जानकारी, का‍ रख-रखाव‍करेगी। 3. वैधिक‍उद्योग‍संबंधित‍रुझानों‍को‍िाधमल‍करना सधमधत‍उत्पािन, खपत, अतं रराष्ट्रीय‍व्यापार, स्लरी‍पाइपलाइनों‍आदि‍के‍भू-स्थाधनक‍डेटा‍का‍रख-रखाव‍करेगी‍और‍उसको‍अद्यधतत‍करेगी। 5. डेटाप्रवाह‍(फ्लो)‍तंत्र‍का‍धवकास सधमधत‍लौह‍एव‍ंइस्पात‍संयंत्रों‍सधहत‍धहतिारकों‍से‍सूचना‍का‍प्रभावी‍और‍समयबद्ध‍प्रवाह‍सुधनधित‍करने‍के‍धलए‍उपयुक्त‍ संगठनात्मक‍संरचनाओं, पद्धधतयों‍और‍कायषधवधियों‍को‍धवकधसत‍और‍कायाषधन्वत‍करेगी‍। 6. डेटा‍धवश्लेर्ण‍और‍प्रसार सधमधत‍उद्योग‍धनकायों, सरकारी‍एजेंधसयों‍और‍जनता‍सधहत‍धवधभन्न‍धहतिारकों‍के‍धलए‍लौह‍एव‍ंइस्पात‍उद्योग‍से‍संबंधित‍ डेटा‍के‍धवश्लेर्ण‍और‍इसके‍प्रसार‍के‍धलए‍उत्तरिायी‍होगी।‍ 7. सहायक‍इकाइयों‍का‍गठन सधमधत‍अपने‍कायों‍के‍प्रभावी‍और‍कुिलतापूवषक‍धनवषहन‍के‍धलए‍आवश्यक‍सांधख्यकीय‍या‍अन्य‍धवधिष्ट‍इकाइयों‍का‍गठन‍ और‍उनका‍रखरखाव‍करेगी‍। 8. सरकार‍को‍आवधिक‍ररपोर्टंग सधमधत‍लौह‍एव‍ंइस्पात‍क्षेत्र‍के‍नीधत‍धनमाषण, धनगरानी‍और‍समीक्षा‍में‍सहायता‍के‍धलए‍इस्पात‍मंत्रालय‍को‍धनयधमत‍रूप‍ से‍व्यापक‍और‍धवश्लेर्णात्मक‍जानकारी‍और‍ररपोटष‍प्रस्तुत‍करेगी‍। 9. धनधि‍प्रबंिन सधमधत‍इस्पात‍धवकास‍धनधि‍(एसडीएफ)‍और‍सरकार‍द्वारा‍समय-समय‍पर‍जारी‍दकए‍गए‍धनिेिों‍के‍अनुसार‍धपछले‍ आिेिों‍के‍तहत‍संधचत‍या‍इस्पात‍मंत्रालय‍द्वारा‍सौंपी‍गई‍दकसी‍अन्य‍धनधि‍के‍प्रबंिन‍और‍संचालन‍के‍धलए‍उत्तरिायी‍बनी‍ रहगे ी।‍ 10. अनुसंिान‍और‍क्षेत्रीय‍अध्ययन‍के‍धलए‍सहायता सधमधत‍इस्पात‍मंत्रालय‍द्वारा‍सौंपे‍गए‍लौह‍एवं‍इस्पात‍क्षेत्र‍और‍संबद्ध‍क्षेत्रों‍से‍संबंधित‍अध्ययन, सवेक्षण‍और‍अनुसंिान‍ गधतधवधियों‍को‍िुरू‍करेगी‍या‍उनको‍सहायता‍प्रिान‍करेगी‍। 11. अधतररक्त‍कायष:— • the 30th July 2025 No. 4(4)/2021-SDI (FTS:13210)—In partial modification of this Ministry’s Notification No. 4(5)/03-DI dated the 18th August, 2008 and Notification No. 4(17)/2016-SD-I dated 13th April, 2017, the composition, functions, roles and responsibilities of the Apex Committee of the Joint Plant Committee (JPC) shall be amended as follows:— 1. AS/JS, Ministry of Steel (In-charge - JPC Division) - Chairman 2. Dir level representative from SAIL - Member 3. Dir level representative from NMDC - Member 4. Dir level representative from MECON - Member 5. ED level representative from Railway Board - Member 6. JS level representative from Ministry of Mines - Member 7. Deputy Director, Indian Statistical Institute - Member 8. President, All India Induction Furnace Association - Member 9. President, Chhattisgarh Sponge Iron Manufacturers Association - Member 10. DDG, Ministry of Steel, as a representative from Ministry of Statistics and Programme Implementation (MoSPI) - Member 2. Functions, Roles and Responsibilities:— 1. Comprehensive Data Collection and Maintenance The Committee shall obtain from all producers, processors, dealers, and consumers of iron and steel such information and data as may be required for maintaining a comprehensive and updated database. This shall include production, prices, movement, consumption, and any other relevant parameters in accordance with the provisions of the Collection of Statistics Act, 2008. The Committee shall also expand its data coverage to include other sectors such as raw materials, power generation, safety, manpower, sustainability parameters, etc. 2. Maintenance of Unit-Level Information The Committee shall maintain listings of iron and steel units operating across the country, categorized by State/UT, district, and segment and maintain up-to-date information on closure, merger, reorganization, or restructuring of units. 3. Coverage of Global Industry Trends The Committee shall monitor and report key performance indicators of the global iron and steel industry, including data on production, consumption, international trade, price trends, etc. 4. Geo-Spatial Mapping The Committee shall maintain and update geo-spatial data of iron and steel plants, mines, slurry pipelines, etc. across India to aid strategic planning, infrastructure development, and resource mapping. 5. Development of Data Flow Mechanisms The Committee shall evolve and implement suitable organizational structures, methods, and procedures to ensure effective and timely flow of information from stakeholders including iron and steel plants. 6. Data Analysis and Dissemination The Committee shall be responsible for the analysis, and dissemination of data on the iron and steel industry to various stakeholders including industry bodies, government agencies, and the public. 7. Constitution of Support Units The Committee may form and maintain statistical or other specialized units as may be necessary for the discharge of its functions effectively and efficiently.370 THE GAZETTE OF INDIA, AUGUST 2, 2025 (SRAVANA 11, 1947) [PART I—Sec.1 8. Periodic Reporting to the Government The Committee shall regularly submit comprehensive and analytical information and reports to the Ministry of Steel to support policy formulation, monitoring, and review of the iron and steel sector. 9. Fund Management The Committee shall continue to be responsible for the management and operation of the Steel Development Fund (SDF) and any other funds accumulated under previous orders, or as entrusted by the Ministry of Steel, in accordance with directions issued by the Government from time to time. 10. Support for Research and Sectoral Studies The Committee shall undertake or support studies, surveys, and research activities related to the iron and steel sector and allied domains, as may be entrusted by the Ministry of Steel. 11. Additional Functions:— • The Apex Committee may manage JPC's own resources, and manage its permanent assets. • The Apex Committee may sanction recruitment to JPC within the overall sanctioned posts. • The Apex committee may sanction engagement of experts / consultants / Young Professionals etc. in JPC as per need on outsourcing / contract basis. • The Apex Committee shall meet at least once every year and approve the annual action plan / budget for JPC and accept the audited reports of JPC and other funds managed and operated by JPC. • The Committee may co-opt special invitees, especially technical institutes as per need. • The Committee shall perform such other duties and functions as may be assigned by the Ministry of Steel from time to time, in alignment with the strategic needs and evolving priorities of the iron and steel sector.
