का.जन.आ. 34.–– राष्ट्रपजत, संजविान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, रक्षा
अनुसंिान एव ंजवकास सेवा जनयम, 2023 म ें संिोिन करने के जलए जनम्नजलजखत जनयम बनाती ि,ैं अथाात्:-
1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम रक्षा अनुसंिान एव ं जवकास सेवा (सिं ोिन) जनयम, 2025
ि।ै
(2) यि रािपत्र म ेंउनके प्रकािन की तारीख से प्रवृत्त िोंगे।
2. रक्षा अनुसंिान और जवकास सेवा जनयम, 2023 (जिसे इसम ेंइसके पश्चात् उि जनयम किा गया ि)ै के जनयम 8 म,ें–

(क) उपजनयम (13) के स्ट्थान पर, जनम्नजलजखत उपजनयम रखा िाएगा, अथाता ्:-
“(13) वैज्ञाजनक 'िी', वैज्ञाजनक 'एच' (उत्कृष्ट वैज्ञाजनक) और जवजिष्ट वैज्ञाजनक के मामल े के जसवाय, पीयर
सजमजत की जसफाररिें उस वर्ा की एक िलु ाई स े कायााजन्वत की िाएंगी, जिससे पीयर सजमजत
संबंजित ि,ै जिन मामलों म ें उप-जनयम (16) म ें यथाजवजनर्िाष्ट प्रोन्नजत की तारीख लाग ू िोगी, और
वि तारीख, यानी, उस वर्ा की एक िुलाई, जिससे पीयर सजमजत संबंजित ि,ै को उस श्रणे ी म ेंजिसम ें
प्रोन्नजत की गई ि ै म ें रेिीडेंसी की गणना करन े के जलए प्रोजन्नजत की और साथ िी प्रोन्नजत के जलए
स्ट्वीकृत सभी वैज्ञाजनकों के संबंि म ें उस श्रणे ी म ें ज्यष्ठे ता अविाररत करने के जलए, प्रभावी तारीख के
रूप म ें माना िाएगा, परंत ु दक वे उस तारीख को ड्यूटी पर िों:
परंतु दक वैज्ञाजनक िो उस तारीख को छुट्टी पर ि,ैं वे उस श्रणे ी म ें कायाभार ग्रिण करेंगे जिसम ें उन्ि ें
प्रोन्नत दकया गया ि,ै िो उनके ड्यूटी पर लौटने की तारीख स े प्रभावी िोगा, ककंतु इससे उसी पीयर
सजमजत द्वारा प्रोन्नजत के जलए स्ट्वीकृत अन्य वैज्ञाजनकों की तलु ना म ें उच्चतर श्रणे ी म ें उनकी प्रोन्नजत की
प्रभावी तारीख प्रभाजवत निीं िोगी।”;
(ख) उपजनयम (16) के स्ट्थान पर जनम्नजलजखत उपजनयम रखा िाएगा, अथाता ्:-
"(16) वैज्ञाजनक 'िी', वैज्ञाजनक 'एच' (उत्कृष्ट वैज्ञाजनक) और जवजिष्ट वैज्ञाजनक की श्रेणी म ेंप्रोन्नजत, सक्षम
प्राजिकारी के सम्यक् अनुमोिन के पश्चात पि का कायाभार संभालने की तारीख स े कायााजन्वत की
िाएगी और वैज्ञाजनक 'िी' या वैज्ञाजनक 'एच' (उत्कृष्ट वैज्ञाजनक) की श्रेणी म ें प्रोन्नजत के जलए
जनिाारण या ऐसे जनिाारण के पररणाम की घोर्णा म,ें प्रिासजनक कारणों स े िेरी िोने की ििा म,ें
प्रोन्नजत की प्रभावी तारीख उस वर्ा की एक िुलाई िोगी जिससे पीयर सजमजत संबंजित ि ै या
प्रोन्नजत की प्रभावी तारीख के रूप म ें पीयर सजमजत द्वारा जवजनर्िाष्ट रूप स े जसफाररि की गई कोई
अन्य बाि की तारीख िोगी और यि तारीख रेिीडेंसी, ज्यष्ठे ता और उप-जनयम (13) के अिीन
उपबंजित समान तरि के अन्य मामलों को िाजसत करेगी।
3. उि जनयमों की अनुसूची 4 के भाग क म ें क्रम संख्या (vi) तथा उससे संबंजित प्रजवजष्टयों के स्ट्थान पर, जनम्नजलजखत
क्रम संख्या तथा प्रजवजष्टयां रखी िाएगी, अथाात:् -
“(vi) मिाजनिेिक मानव संसािन, रक्षा अनुसिं ान एवं जवकास संगठन - सिस्ट्य .”.
4. उि जनयमों म,ें अनुसूची 6 और अनुसूची 7 के स्ट्थान पर जनम्नजलजखत अनुसूजचयां रखी िाएगं ी, अथाात:् -

वैज्ञाजनक 'बी' स े वैज्ञाजनक 'िी' के पि पर प्रोन्नजत के जलए जनिारा ण िते ु पात्रता मानिंड जनम्नानसु ार िोंगे:-
(क) # वैज्ञाजनक 'सी' स ेवैज्ञाजनक 'एफ' तक प्रत्येक वर् ाजनरंतर 90% या उससे अजिक अंक प्राप्त करन ेवाल े
न्यूनतम रेिीडेंसी म ेंएक वर्ा के जिथलीकरण के जलए अर्िता िो िाएंगे और ऐसा जिथलीकरण एक
वैज्ञाजनक के परूे कररयर में िो बार तक सीजमत िोगा िैसा जनयम 8 के उप-जनयम (9) के खडं (x) म ें
जवजित ि।ै
(ख) & प्रत्येक वर् ाकी वार्र्ाक जनष्पािन अंकन ररपोटा म ेंलगातार 90% या उससे अजिक अकं प्राप्त करना
अपेजक्षत ि।ै
(ग) @ प्रत्येक वर्ा की वार्र्ाक जनष्पािन अंकन ररपोटा म ेंलगातार 85% या उससे अजिक अकं प्राप्त करना
अपेजक्षत ि।ै
(घ) * पूवावती पांच वर्ों की वार्र्ाक जनष्पािन ररपोटा म ें80% या उससे अजिक अंक प्राप्त करना अपेजक्षत ि ै
तथा पूवावती तीन वर्ों की वार्र्ाक जनष्पािन ररपोटा म ें85% स ेकम अंक न िो।
(ङ) ** जवद्दमान मानिंडों के अनुसार जनिाारण के जलए पिले स ेिी जवचार दकए गए वैज्ञाजनक ‘एफ’ के
संबंि में वैज्ञाजनक ‘िी’ की श्रेणी म ेंप्रोन्नजत के जलए जवद्यमान जनिाारण की पात्रता मानिंडों के
अनुसार जवजनश्चय िोना िारी रिगेी।
रटप्पण 1: अगले उच्चतर श्रणे ी म ेंजनिाारण के जलए पात्र िोने के जलए, वैज्ञाजनकों को उनकी जवचारािीन
वार्र्ाक जनष्पािन ररपोटा म ेंन्यनूतम औसत अंक प्राप्त करना चाजिए िैसा उपर उपिर्िात दकया गया ि ै
और साथ िी उनकी जवचारािीन वार्र्ाक जनष्पािन ररपोटा में 50% से कम अंक निीं िोने चाजिए, िैसा
उपरोि सारणीबद्ध ि,ै िो जवजभन्न श्रेजणयों म ेंजवजभन्न रेिीडेंसी अवजियों के जलए यथाजवजनर्िाष्ट िै।
रटप्पण 2: (i) वैज्ञाजनक ‘बी’ स ेवैज्ञाजनक ‘डी’ तक के जलए, जिनके उनकी वार्र्ाक जनष्पािन ररपोटा म ें
औसत अंक 70% स ेकम ि ैऔर जिनकी 50% स ेअजिक जवचारािीन वार्र्ाक जनष्पािन
ररपोटा म ें70% स ेकम अंक ि,ै वे जनिाारण के जलए पात्र निीं िोंगे।
(ii) वैज्ञाजनक ‘ई’ और उससे ऊपर के जलए, जिनके उनकी वार्र्ाक जनष्पािन ररपोटा म ेंऔसत
अंक 75% स ेकम ि ैंऔर जिनकी 50% स ेअजिक जवचारािीन वार्र्ाक जनष्पािन ररपोटा
म ें75% स ेकम अंक ि,ैं वे जनिाारण के जलए पात्र निीं िोंगे।
(iii) प्रोन्नजत के जलए तीन वर्ो की रेिीडेंसी अवजि के पश्चात उपजस्ट्थत िोने वाल ेवैज्ञाजनक ‘बी’
के जसवाय सभी श्रेजणयों म ेंप्रोन्नजत ितेु पात्र िोन ेके जलए वतामान श्रणे ी म ेंन्यूनतम 03
वार्र्ाक जनष्पािन ररपोटा अपजेक्षत िोंगी, ििां पात्रता के जलए न्यनूतम िो वार्र्ाक
जनष्पािन ररपोटा पर जवचार दकया िाएगा।

जनम्नजलजखत खंड अंतःस्ट्थाजपत दकया िाएगा, अथाात:् -
“(iii) रक्षा सेवा वेतन मैररक्स (130600-215900 रुपय)े के वेतन स्ट्तर 13 म ें सिस्त्र बल सेवा
कार्माक, अजिकाररयों की पुनर्नया ुजि के जलए;
या
रक्षा सेवा वेतन मैररक्स (121200-212400 रुपय)े के वेतन स्ट्तर 12क म ें पांच वर्ा की
सेवा के साथ”;
(VI) वैज्ञाजनक 'िी' के पि स े संबंजित क्रम संख्या 6 के सामन,े स्ट्तंभ संख्या (4) म,ें खंड (ii) के पश्चात
जनम्नजलजखत खंड अंत:स्ट्थाजपत दकया िाएगा, अथाात:् -
“(iii) रक्षा सेवा वेतन मैररक्स (144200-218200 रुपय)े के वेतन स्ट्तर 14 म ें सिस्त्र बल सेवा
कार्माक, अजिकाररयों की पुनर्नया ुजि के जलए;
या
रक्षा सेवा वेतन मैररक्स (139600-217600 रुपय)े के वेतन स्ट्तर 13क म ें तीन वर् ा की
सेवा के साथ।”
7. उि जनयमों म,ें अनुसूची 12 के खडं (ख) म,ें “उन्नत प्रौद्योजगकी रक्षा संस्ट्थान” िब्िों के पश्चात ् “या रक्षा अनुसंिान
और जवकास सगं ठन के अध्यक्ष द्वारा यथाजवजनजश्चत दकसी अन्य मान्यता प्राप्त संस्ट्थान या जवश्वजवद्यालय” िब्ि
अंत:स्ट्थाजपत दकए िाएंगे।

NOTIFICATION
New Delhi, the 16th September, 2025
S.R.O. 34.––In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules to amend the Defence Research and Development Service Rules, 2023,
namely:-
1. Short title and commencement.–– (1) These rules may be called the Defence Research and Development Service
(Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Defence Research and Development Service Rules, 2023 (hereinafter referred to as the said rules), in rule
8,––
(a) for sub-rule (13), the following sub-rule shall be substituted, namely:–
“(13) The recommendations of the Peer Committee shall be implemented from the first July of the year to
which Peer Committee pertains, except in the case of Scientist ‘G’, Scientist ‘H’ (Outstanding
Scientist) and Distinguished Scientist, in which cases the date of promotion as specified in sub-rule
(16) shall apply, and that date, that is, the first July of the year to which the Peer Committee
pertains, shall be treated as the effective date of promotion for reckoning residency in the grade to
which promotion is effected as well as for determining seniority in the grade in respect of all
Scientists cleared for promotion provided, they are on duty on that date:
Provided that the Scientists who are away on leave on the date, shall assume charge in the grade to
which they are promoted with effect from the date they resume duty but this shall not affect their
effective date of promotion in the higher grade vis-à-vis the other Scientists cleared for promotion
by the same Peer Committee.”;
(b) for sub-rule (16), the following sub-rule shall be substituted, namely:–
"(16) Promotions to the grade of Scientist ‘G’, Scientist ‘H’ (Outstanding Scientist) and Distinguished
Scientist shall be implemented from the date of assumption of charge of the post after due
approval of the competent authority and in case of delay in assessment for promotion or
declaration of result of such assessment to the grade of Scientist ‘G’ or Scientist ‘H’
(Outstanding Scientist), due to administrative reasons, the effective date of promotion shall
be the first July of the year to which the Peer Committee pertains or any other later date
specifically recommended by the Peer Committee as the effective date of promotion and this date
shall govern residency, seniority and other things of a similar kind as provided under sub-rule
(13).”.
3. In the said rules, in Schedule IV, in Part A, for serial number (vi) and the entries relating
thereto, the following serial number and entries shall be substituted, namely:–
“(vi) Director General Human Resources, Defence Research and Development

4. In the said rules, for Schedule VI and Schedule VII, the following Schedules shall be substituted, namely:–

Eligibility Criteria for assessment for promotion of Scientist ‘B’ to Scientist ‘G’ shall be as follows:-
(a) # Scientist ‘C’ to Scientist ‘F’ securing consistently 90% or above marks in each year shall qualify for
relaxation of one year in minimum residency and such relaxation shall be limited to two times in the
entire career of a Scientist as prescribed in clause (x) of sub-rule (9) of rule 8.
(b) & requires 90% marks or above consistently in Annual Performance Appraisal Reports of each year.
(c) @ requires 85% marks or above consistently in Annual Performance Appraisal Reports of each year.
(d) * requires 80% marks or above in preceding five years Annual Performance Reports and not less than
85% marks in the preceding three years Annual Performance Reports.
(e) ** eligibility for Assessment for promotion to the grade of Scientist ‘G’ in respect of Scientist ‘F’ already
considered for assessment as per existing criteria shall continue to be decided as per the existing
criteria.
Note 1: To be eligible for assessment to the next higher grade, Scientists should secure minimum average
marks in their Annual Performance Reports under consideration as indicated above and should also secure
minimum marks in not less than 50% of their Annual Performance Reports under consideration as specified
for different residency periods in different grades as tabulated above.
Note 2: (i) For Scientist ‘B’ to Scientist ‘D’ those having less than 70% as average marks in their
Annual Performance Reports and those having less than 70% marks in more than 50%
of their Annual Performance Reports under consideration, shall not be eligible for the
assessment.
(ii) For Scientist ‘E’ and above those having less than 75% as average marks in their Annual
Performance Reports and those having less than 75% marks in more than 50% of their
Annual Performance Reports under consideration, shall not be eligible for the
assessment.
(iii) Minimum three Annual Performance Reports in the present grade shall be required to be
eligible for promotion in all grades except for Scientist ‘B’ appearing after three years
residency period for promotion, where minimum two Annual Performance Reports will

S.R.O. 35.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Defence, Defence Research and Development Organization, Senior Assistant (Hindi)
and Assistant (Hindi) Group ‘B’ Posts Recruitment Rules, 2013 in so far as they relate to the post of Assistant
(Hindi), except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment for the post of Junior Translation Officer in the Defence
Research and Development Organisation, Ministry of Defence, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Defence, Defence Research
and Development Organisation, Junior Translation Officer (Group ‘B’ post) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.–– The number of the said post, its classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these
rules.
3. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.––No person, ––
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central Government
from time to time in this regard.
