2. सतमति के कायत :—
सतमति का कायत संतविान में राजभाषा संबंिी प्राविानों, राजभाषा अतितनयम व तनयम के उपबंिों, केंरीय ह िं ी सतमति के नीतिगि
तनणतयों, िथा राजभाषा तवभाग, गृ मंत्रालय द्वारा जारी दकए गए तनिेशों और अनुिेशों के अनुसार नीति आयोग और इसके
संबद्ध/अिीनस्थ कायातलयों के कामकाज की समीक्षा करना और ह िं ी के प्रगामी प्रयोग को बढाने के बारे में सला िेना ोगा।
3. कायत अवति :—
सतमति का कायतकाल उसके गठन की िारीख से तनम्नतलतखि शिों के अिीन सामान्द्यिः 3 (िीन) वषत का ोगा:—
(क) जो संसि सिस्य सतमति के सिस्य ,ैं व ेसंसि सिस्य न र ने पर इस सतमति के सिस्य न ीं ोंगे।
(ख) सतमति के पिेन सिस्य अपने पि पर कायत करिे र ने िक ी सतमति के सिस्य र गें े।
(ग) सतमति के कायतकाल की अवति में यदि दकसी सिस्य की मृत्यु ो जाने अथवा सतमति की सिस्यिा से त्याग-पत्र िेने के कारण,
ररक्त हुए स्थान पर दकसी अन्द्य व्यतक्त को सतमति का सिस्य नातमि दकया जािा ,ै िो व सतमति के कायतकाल की शेष अवति के
तलए ी सिस्य र ेगा।
(घ) तवशेष पररतस्थतियों में सतमति का कायतकाल मंत्रालय द्वारा कम या ज्यािा दकया जा सकिा ।ै
4. यात्रा/िैतनक भत्ता िथा अन्द्य भत्त े:—
सतमति की बैठकों में भाग लेने के तलए गैर-सरकारी सिस्यों को राजभाषा तवभाग के दिनांक 22 जनवरी, 1987 के कायातलय ज्ञापन
स.ं II/20034/4/86-रा.भा. (क-2) में तनत ि दिशा-तनिेशों के अनरूु प और भारि सरकार द्वारा समय-समय पर यथा संशोतिि
तनिातररि िरों एव ंतनयमों के अनुसार यात्रा भत्ता और िैतनक भत्ता दिया जाएगा।
5. सामान्द्य अनुिेश :—
ह िं ी सला कार सतमति का मुख्यालय नई दिल्ली में ोगा और इस सतमति की वष तमें 02 बैठकें आयोतजि की जानी अपेतक्षि ।ैं

आिेश दिया जािा ैदक इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्र प्रशासनों, भारि सरकार के सभी मंत्रालयों िथा
तवभागों, राष्ट्रपति सतचवालय, प्रिानमंत्री कायातलय, मंतत्रमंडल सतचवालय, संसिीय कायत मंत्रालय, लोक सभा सतचवालय, राज्य सभा
सतचवालय, संसिीय राजभाषा सतमति, भारि के तनयंत्रक और म ालेखा परीक्षक और नीति आयोग के वेिन एव ं लेखा कायातलय िथा सभी
तनयंत्रणािीन संबद्ध/अिीनस्थ कायातलयों/स्वायत्त संगठनों को भेजी जाए।
य भी आिेश दिया जािा ैदक इस संकल्प को जनसािारण की जानकारी के तलए भारि के राजपत्र में प्रकातशि दकया जाए।

इस सतमति का कायत संतविान में राजभाषा अतितनयम एव ं तनयमों में तनत ि राजभाषा से संबंतिि प्राविानों के कायातन्द्वयन िथा
केन्द्रीय ह िं ी सतमति के नीतिगि तनणतयों और गृ मंत्रालय (राजभाषा तवभाग) द्वारा राजभाषा से संबंतिि जारी तनिेशों िथा मंत्रालय में ह िं ी
के प्रगामी प्रयोग के संबंि में परामशत िेना ोगा।
(ग) कायतकाल
सतमति का कायतकाल इसके गठन की तितथ से िीन वष तका ोगा, बशिे दक-
1. संसि सिस्य जो सतमति के सिस्य ,ैं संसि के सिस्य न ीं र ने पर सतमति के सिस्य न ीं र गें े।
2. सतमति के सरकारी सिस्य िब िक सतमति के सिस्य बने र गें े, जब िक व ेउस पि को िारण दकए हुए ,ैं तजसके आिार पर उन्द् ें
सतमति का सिस्य बनाया गया ।ै
3. सतमति के कायतकाल के िौरान, यदि कोई व्यतक्त को सतमति के सिस्य के रूप में नातमि दकया जािा ,ै िो व सतमति के कायतकाल
की शेष अवति के तलए ी सतमति का सिस्य ोगा।
(घ) यात्रा एव ंअन्द्य भत्ते
(i) सतमति में मनोनीि सिस्यों को सतमति की बैठकों में भाग लेने के तलए संसि सिस्य (वेिन, भत्ते एवं पेंशन) अतितनयम, 1954 के
प्राविानों िथा राजभाषा तवभाग के दिनांक 03.02.2006 के कायातलय ज्ञापन संख्या 11/20034/34/2005-रा.भा. (नीति-2) के ि ि
समय-समय पर संशोतिि/तनिारत रि िरों एव ंतनयमों के अनुसार यात्रा भत्ता/िैतनक भत्ता दिया जाएगा।

2. FUNCTION OF THE COMMITTEE :—
The function of the Committee will be to review the position and tender advice in regard to
progressive use of Hindi for official purpose in the NITI Aayog, it’s attached and subordinate offices etc.
in accordance with the constitutional provisions regarding Official Language, Policy decisions of the
Kendriya Hindi Samiti, Official Language Act & Rules and instructions & directions issued by the
Department of Official Language, Ministry of Home Affairs on the subject.
3. Tenure :—
The term of the Committee will be three years from the date of formation provided that:-
(a) Members of Parliament who are the members of the Committee shall cease to be members as
soon as they cease to be Members of Parliament.
(b) Ex-officio Members of the Committee shall continue as Members as long as they hold the
office by virtue of which they are Members of the Committee.
(c) If a vacancy arises, on the Committee due to resignation or death of a Member, the Member
appointed in that capacity shall hold the office for the residual term for rest duration.
(d) Tenure of the Committee can be extended or curtailed in the special circumstances.
4. Travelling and other allowances :—
Non Official members of the Committee will be paid Travelling allowance and daily allowance
for attending meetings of the Committee at the rates prescribed as per O.M.No. II/20034/4/86-O.L. (A-2)
dated 22nd January, 1987 of Department of Official Language and in accordance with the prescribed rates
and rules as amended from time to time by the Government of India.
5. General Instructions :—
Headquarter of the Hindi Salahkar Committee will be at New Delhi and the 02 meetings of this
Committee is expected to be organized in a year.

(B) Functions
The functions of the Samiti will be to render advice with regard to the implementation of the provisions
relating to Official Language contained in the constitution, Official language Act and Rules, and policy
decisions of the Kendriya Hindi Samiti and instructions issued by Ministry of Home Affairs (Department
of Official Language) relating to official language and also with regard to the progressive use of Hindi in
the Ministry.
(C) Tenure
The term of the committee shall be three years from the date of its constitution, provided that-
1. Members of Parliament who are members of the Committee shall cease to be members
of this Committee as soon as they cease to be members of the Parliament.
2. Official members of the Committee shall continue to be members so long as they hold
the office by virtue of which they have been made a member of the Committee.
3. During the tenure of the Committee, if any person is nominated as a member of the
Committee, he shall be a member only for the remaining period of the tenure of the
Committee.
(D) Travelling and other Allowances
(i) The Members nominated in the Samiti, will be paid Travelling Allowance/ Daily Allowance
as per the provisions in the 'Members of Parliament (Salary, Allowances and Pension) Act,
1954' and the rates and rules as amended/fixed from time to time vide Department of Official
Language OM No.11/20034/34/2005-O.L. (Policy-2), dated 03.02.2006 for participating in

(ii) Travelling Allowance/Daily Allowance to other non-official members of the Samiti will be
paid as per guidelines contained in the Department of Official Language O.M.
No.II/22034/04/86-OL (Policy-2) dated 22.1.1987 keeping in view of the high level status of
the Committee and in accordance with the prescribed rates and rules as amended from time to
time by the Government of India.

Ordered that a copy of this resolution be communicated to all the members of the Committee, all
State Governments and Union Territory Administrations, President's Secretariat, Prime Minister's Office,
Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat,
